THIS PUELICATION lists and provides brief accounts of the major disasters not classified as explosions of gas or dust that have occurred in the cod mines of the United States from the earliest times to the present. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.

The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the :purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

This publication contains analyses and related source data for 191 natural gas samples from 22 states and 1 foreign country. Of the total samples, 182 were collected during calendar year 1987. The remainder were collected earlier, but releases granting permission to publish were not received before 1987. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

This briefing was sponsored by the Bureau of Mines to summarize ongoing and recently completed chromium-chromite research and resource assessment activities by the Bureau. Through the series of 18 presentations compiled herein, Bureau personnel covered a wide range of topics including U.S. chromite and chromium trends and usage patterns; foreign and domestic resources; and research activities on mineral characterization and beneficiation, chemical and pryometallurgical processing of chromite and chromium-bearing wastes, new low-chromium alloy and coating substitutes, corrosion- and oxidation-resistant stainless steels, and chromium-containing refractories.

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

Gold mining is a subject that not only appeals to the popular imagination but has vital importance to the world's economic structure. However, a discussion of the use of gold as a medium of exchange, and a basis for credit between nations and for monetary systems is not within the scope of this paper. The importance of gold in carrying on the commerce of the world, the present supply and rate of production, the probable trend of future production, the probable future requirements, and related subjects have recently received much attention from bankers and economists, and many articles on these subjects have been published. During slack periods of base-metal production due to falling prices, accompanied by scaling down of base-metal mining operations and often by the closing down of at least some mines, there usually result revival of interest in gold mining, search for previously undiscovered deposits, and reopening of some old gold mines.

Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

One phase of Bureau of Mines work in health and safety, is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks, supplied-air respirators (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks),2 dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch, approval tests of other types of respira- tory protective equipment are conducted by the Health Branch, These branches are in the Health and Safety Division.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

This publication contains routine analyses and related source data for 299 natural gas samples from 22 States and three foreign countries. All of the samples were collected during calendar year 1972 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Fourteen previous publications have presented the results of 9,902 gas analyses prior to 1972. This report presents a summary of the results of a four-phase program conducted for the Bureau of Mines to evaluate underground mine fire detection systems. In addition, Phase IV is presented in detail. The major accomplishments of this program are: 1) quantification and prediction of the distribution of fire products in a mine pas¬sageway; 2) quantification of "equivalent protection" by fire detectors as contained in Title 30 of the Code of Federal Regulations; 3) definition of detection criteria; 4) design of a detector test program for determining detector spacing requirements; 5) design, construction, operation, and calibration of a fire test apparatus for evaluating mine fire detectors; 6) quantification of several mine fire sources; 7) evaluation of several fire detector types including heat, CO and CO2 gas, and ionization smoke detectors; 8) development of generalized spacing criteria for mine fire detectors; and 9) development of performance specifications. Reports for Phases I through III are included in Appendices.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.
