The manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous industries. The use of lime by the building trades, in agriculture, and in hundreds of manufacturing and chemical processes has created demands for a large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of lime is an extensive one, but for the most part each publication has dealt with only certain operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has rendered valuable assistance in furnishing data for certain sections. Publications containing more detailed information on the various branches of the industry are referred to in the footnotes and in the bibliography.

Ground and air vibrations induced by large surface blasts have been monitored. These field results, as well as a large number of published results, have been used to assess the performance of existing predictors and for the development of improved prediction methods. Field monitoring has been performed, with four seismographs giving complete wave records, at limestone quarries, coal strip mines and an open pit copper mine. Conventional analysis includes least square fitting of peak particle velocities and peak air overpressures with scaled distance formulations. Frequency content has been analyzed, and correlated with blast design (detonation sequence). Two new methods have been developed for predicting ground vibrations induced by blasting. The proposed analytical predictor accounts explicitly for inelastic attenuation and geometrical spreading, and calculates the peak particle velocity as a function of charge weight and distance. Statistical analysis of case studies confirms the consistent improvement over conventional scaled distance predictors. The second new predictor is a computer program simulating blasts, including blast geometry, charge distribution and detonation sequence, and simulating propagation of individual pulses to any point of interest, where effects are summed. A complete blast vibration results, allowing prediction of frequency content and duration as well as peak velocities.

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

This paper, describing the mining operations at Mount Isa Mines, is one of a series covering mining methods and costs being published by the United States Bureau of Mines. The Mount Isa property has been in operation since June 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods. Stoping methods have been designed to apply to parallel lodes ranging from 10 to over 100 feet in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sublevel stoping method for mining the sulphide ores.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made an the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

It was, and still is, so used because of its availability in innumerable localities and its architectural adaptability, dignity, substantiality, and durability. The principal varieties of stone used are granite, marble, limestone, sandstone, and slate. This report deals with granite. OCCURRENCE AND CHARACTER OF GRANITE Granites usually have been classed as igneous rocks derived from molten masses or magmas, but there is wide evidence that the origin of some granites may be attributed to regional metamorphism of preexisting rocks, rearrangement and recrystallization taking place without a liquid or molten stage. In any event granitization is a slow, deep-seated process.

Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

The U.S. Bureau of Mines has investigated the chemical vapor deposition of diamond films on tungsten substrates. The effects of deposition parameters on the adhesion of the films was determined. The films were produced using a hot filament chemical vapor deposition system. Parameters investigated were substrate temperature and methane concentration in the feed gas. Film quality, morphology, and composition were characterized by scanning electron microscopy and Raman spectroscopy. Adhesion testing was performed using an indentation technique, and the results were quantified by relating adhesion to interface fracture toughness. Diamond films with well-faceted crystalline morphology with grain size greater than 1 µm had poor adhesion properties regardless of substrate temperature or methane concentration. Diamond films with smooth morphologies consisting of rounded clusters of small (<0.2 µm) diamond crystallites and amorphous carbon phases displayed much higher adhesion, although the conditions that led to the growth of these films are not understood.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. The 1967 Lignite Symposium was held at Grand Forks, N. Dak., on April 27-28, 1967. This was the fifth of these technical meetings and the fourth which was cosponsored by the University of North Dakota and the Bureau of Mines. These symposia have provided a meeting place where current developments concerning technology and utilization of solid fuels (lignite) are presented. There was a registration of 255 persons from 24 States, the District of Columbia, six Canadian Provinces, Germany, and India. Many segments of coal or energy oriented organizations at many levels were represented. During the meeting, 18 presentations were made covering developments in electrical power generation, mining, estimation of reserves, combustion, gasification, and chemical and speciality uses of low-rank coals; these are com-piled in this Information Circular to provide a record of the symposium and to permit wider dissemination of the information. Proceedings of the other meetings have also been published.3

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960&apos;s, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.
