To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

As part of an interegency agreement with the Energy Research end Development Administration to develop unproved refractory materials for use in coal gasification processes, the Bureau of Mines reviewed the literature to determine the effect of steam, H2, CO, and CH4 as well as the alkali metal oxides K2O and Na2O on refractory materials. Emphasis was given to the performance of high-alumina castable and fired refractories to conditions expected in coal gasification processes. Approximately 85 references were reviewed with 40 cited in the text. The literature was found to contain little data directly applicable to the selection of refractory lining materials suitable for use under the conditions of temperature, pressure, and gas compositions expected in second generation coal gasification reactors.

Fiber optic systems are being deployed in locations where explosive gas atmospheres are normally present or are present under fault conditions. The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (NIOSH, PRL) conducted a study of laser safety in potentially flammable environments. Researchers conducted experiments to estimate the mean and standard deviation of laser powers needed to ignite 6% methane-air atmospheres using single mode optical fiber tips covered by two types of iron oxide (Fe304 and (FeMn)203) mixed with a ceramic adhesive. The iron oxides, heated by a 1064 nm continuous wave laser, ignited the methane-air mixtures ,at similar powers. The minimum igniting power and maximum non-igniting power (10 tests) were 407 and 350 mW, respectively, using a 62.5 pm fiber. Laser beams guided by 125 and 80 pm diameter cladding single mode fibers produced similar methane-air igniting powers. Ignition was not observed using coal particles at powers that produced ignition with the iron oxides. Threshold ignition delays using the single mode fiber were approxinlately proportional to the inverse square of the igniting power. Ignition delays were significantly longer than the reported activation time for a comnlercial fiber optic power limiter. Comparisons are made with the results of other researchers. "INTRODUCTION This paper is one of many reporting on various aspects of the Bureau of Mines program during World War II directed toward alleviation of shortages in certain critical minerals some of these papers are published as technical papers information circulars, and reports of investigations, of the Bureau of Mines or in technical journals.The investigation described in this report was begun as part of the Bureau, of Mines program to develop acid processes for the extraction of alumina from low-grade bauxites and clays. A domestic shortage of high-grade bauxite suitable for treatment by the Bayer process became acute as a result of World War II; and intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted.A survey of the various methods for extraction of alumina from clay has been presented in an early Bureau of Mines publication. 4/ The principal barrier to the successful operation of an acid process has been the difficulty experienced in developing a suitable commercial method for purifying the crude aluminum salts after the clay extraction is complete. Iron salts are the foremost contamination influence. A review of the more prominent procedures that have been proposed for separating iron and aluminum salts can be found in the well-known text on aluminum by Edwards, Frary, and Jeffries. 5/The majority of acid processes to extract alumina from clay employ sulfuric acid as the leaching agent, and the purification is thus reduced to the separation of iron and aluminum, sulfates."

This paper is one of a series being prepared by the Bureau of Mines on the methods and costs of mining uranium on the Colorado Plateau. The Continental No. l mine is at the south end of the Big Indian mining district, San Juan County, Utah. The mine is on a school section owned by the State of Utah and leased by Continental Uranium, Inc. A 70,000-ton uranium-vanadium ore deposit was discovered as a result of an exploratory drilling program completed in 1954.

A sequential sampler, based on the Archimedes screw, has been developed by the Bureau of Mines. Its initial purpose was to collect air samples during tracer gas studies in underground mines. However, the basic concept can be applied to other sampling needs, including sampling of liquids. A prototype was built and successfully tested in the Bureau's Experimental Mine at Bruceton, Pa. The simple design makes the sampler inherently durable and low in cost.

This report discusses an improved method for rerailing underground railcars devised in a joint effort by the Bureau of Mines and Hoesch MFD. This improved method utilizes a lightweight hydraulic ram with hand-pump activation to move a bridge-mounted roller carriage in conjunction with steel-reinforced air-lift bags. This method provides a lightweight portable system in which only two workers are required to perform the mine car rerailing operation. Because of the very narrow confines in underground mines, use of overhead cranes and other surface rail techniques is not possible. This new system is designed for very low profile work, and provides the necessary lifting force from light- weight compressed-air bottles.

This Bureau of Mines report discusses recent applications of water in-fusion technology to control dust in U.S coal mines and presents recommended guidelines for determining coal seam infusibility. The techniques required to use water infusion are presented in detail. A Bureau case study indicated that water infusion reduced dust levels by 68 pct along a longwall plow face, bringing this section into compliance with the Z.0-mg/m3 Federal dust standard. Similar studies conducted by Occidental Research Corp. under a Bureau contract show water infusion at two longwall double-drum shearer operations produced dust reductions ranging from 38 to 50 pct. Water infusion was found to be cost effective, aver-aging 5 cents per ton.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The Bureau of Mines Helium Field Operations has developed a simple and accurate method for calculating the viscosity of gas mixtures. Only the composition of the mixture and the molecular weights and viscosities of the pure components in the mixture are required. The momentum fraction of a mixture is calculated from the composition. The fluidity is calculated as a quadratic function of the momentum fractions. The efficiency factor for transfer of momentum in collisions between bodies of different masses is derived and used with one empirical constant. The viscosity is the reciprocal of the fluidity. Results of the method are compared with 752 reported viscosities for 40 dilute binary systems at temperatures from -78 to 276.9°C. Using this method the average absolute deviation is 1.29%, the root-mean-square deviation is 1.99%, and the average deviation is -0.84%.

n view of increased interest in secondary recovery of oil in the Cut Bank field, Montana, a review has been made of unpublished data obtained during a 1943-44 study of reservoir oil characteristics in this field. Considerable uncertainty was attached to interpretations of subsurface oil sample analyses from six Cut Bank zone wells, one Lander sand well, and one Moulton sand well, because of adverse sampling conditions and wide range in the data. Much of this uncertainty has been removed by this review which has shown two of the Cut Bank zone samples and the Moulton sand sample to be representative of the reservoir oils. Estimates of original reservoir oil characteristics derived from differential-liberation analyses of these samples show that the oil in the Cut Bank zone was initially saturated at the gas-oil contact pres-sure, 750 psia, and the oil in the Moulton sand was undersaturated with a saturation pressure of only 380 psia. The rest of the samples were indicated to be nonrepresentative of the reservoir oils because of a disproportional vaporization of heavier components of the solution gas. The vaporization of these components is believed to be a cumulative effect of contact of the oil with bypassing, light-gravity gas which had been liberated at higher pressures from solution in oil farther back in the formation, or which had come from the gas cap, rather than from the singular effect of gas evolution caused by excessively low bottom-hole pressures. Change of oil composition caused by the latter was found to conform closely to that occurring during a differential liberation of gas in the laboratory.

In September 1985, the Chairman of the Transportation, Aviation and Materials Subcommittee of the House of Representatives requested that the Director of the Bureau of Mines address the issue of South Africa and critical materials dependency in testimony before the Subcommittee. Subsequent to the testimony, the Bureau has prepared a technical report focusing on the importance of South Africa and, in some cases, its neighboring countries as suppliers of six key materials. The report includes a qualitative analysis which examines the supply shortfall resulting from a potential disruption, options that are available for mitigating the impact, and their likely effectiveness, and quantitative analyses which estimate the economic impacts in the chromium and manganese markets resulting from peacetime disruption scenarios specified by the Subcommittee Chairman. The concluding section treats the role and capabilities of the Bureau of Mines in dealing with mineral supply disruptions.

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

The service given by a flame safety lame is twofold: It provides a safe light and it gives evidence of the condition of the mine atmosphere relative to the presence of methane and the deficiency of oxygen. Since the development of portable electric mine lamps, flame safety lamps are little used for lighting,but their use as detectors is as extensive and important as ever. A flame safety lamp in the hands of a trained user will definitely how methane concentrations as low as 1 percent, which in well below the lower explosive limit of methane and air. However, this does not always suffice, especially when making studies of mine ventilation, where it may be desireable to detect concentrations below 1/2 of 1 percent.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

"The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies.A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec.Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg!m3 (standard deviation= 0.03 mg/m3)from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0.10 mg/m3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. Jr was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed.Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining."

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.
