The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the ?fire door? type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self -Propelled Electric Face Equipment/Automatic Emergency Brake s II by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The purpose of this work was to investigate the hafnium-carbon phase diagram. Alloys used to study this system were prepared from high-purity components by both consumable-and nonconsumable-electrode arc melting. Data for the diagram were obtained on the alloys by metallography, optical pyrometry, thermal analysis, heat treatment, and X-ray diffraction. The data indicate that a carbide compound occurs over considerable range of composition, and that one of each of the following types of reactions occurs in the hafnium-carbon system: Peritectoid, peritectic, and eutectic. The maximum melting temperature of hafnium carbide is 3,840° C at 49 to 50 atomic percent carbon, and the composition range of hafnium carbide at temperatures of 2,150° to 2,380° C is from 37.0 to 48.5 atomic percent carbon. The hafnium a-S transformation temperature is raised on alloying with carbon from 1,750° to 1,890° C, where a peritectoid reaction isotherm occurs. Alloying hafnium with carbon increases the hafnium melting temperature from 2,190° to 2,250° C, at which temperature a peritectic reaction occurs. Hafnium carbide and carbon react at 3,055° C to form a eutectic of 68.3 atomic percent carbon.

Although a general relationship exists between the two criteria used to measure sharpness of separation -error area and probable error -they sometimes give quite different appraisals of a particular washing operation. Error area takes into account how the entire raw coal was treated, whereas probable error reflects only how the material of intermediate density was separated, ignoring completely the recovery of clean coal and the rejection of heavy impurity. Error area is thus more reliable for general use. In heavy-medium cleaning, sharpness of separation decreases with increase in separating density, but ordinarily the change is not great enough to affect the yield and ash content of washed coal measurably. Therefore, distribution curves for heavy-medium units can be transposed from one separating density to another, at least in the range of separating densities ordinarily used in the United States.

Complying with respirable dust standards is presently a critical problem for many longwall faces equipped with double drum shearers. Results are presented of research performed to increase the quantity and optimize the distribution of the water supplied to the shearer drums to control the shearer operator dust exposure. The effect on the total respirable dust produced by the shearer was also examined. During the research effort, a simple and inexpensive manually controlled valve system was designed and implemented on a shearer to distribute the water supplied to the shearer drums. Research showed that increases in water quantities are beneficial but associated pressure increases may induce respirable dust boilover negating potential advantages. Other essential parameters such as location of shearer operator, outside spray orientation and air quantity were considered in the evaluation.

The rapid depletion of known high-grade ore deposits of the Tri-State district and the recognized need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores led to Bureau of Mines examination of several abandoned mining areas for possible deposits adapted to strip mining. Examination of the North Empire tract in Cherokee County, suggested that mineralized zones contiguous to previously mined 2e deposits presented probabilities of meeting the requirements for an open-pit mine - hence the tract was selected for further investigation by churn drilling. The zinc-lead deposit on the property is in a sink-hole structure that has been subjected to intense deformation and silicification. Numerous shafts, mine dumps, and surface caves are evidences of exploitation of an extensive area. The reported active mining period was 1895 to 1905. No production records are available, but it is generally stated locally that the value of the mill products exceeded $2,000,000 which represents considerable production, considering the low metal prices of that epoch.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

Combustion energies of barium and strontium were measured by means of the combustion bomb calorimeter. The heats of formation obtained for the oxides were ?H298.15 = -139,060 ± 700 cal/mole of barium oxide (BaO) and ?H298.15 = -144,440 ± 400 cal/mole of strontium oxide (SrO). Tables containing heats and free energies of formation from 298.15° to 2,000° K were prepared.

"INTRODUCTION Secondary recovery of oil by water-flooding is practiced more extensively in North Texas than in any other section of the State, and the progress and experience of the operations in that area are of continuing interest to all branches of the oil industry. The first Bureau of Mines report on water flooding in North Texas 7/ chronicled the activities from December 7, 193f', when the Railroad Commission of Texas granted The Texas Co. the first permit to inject water into an oil-bearing sand, through 1944. This second report has been prepared as a supplement to Report of Investigations 3906 to show the progress and expansion of water-flooding. The format of this report is almost identical with what of report of Investigations 3906, except for a few miner changes. For the sake of brevity, certain basic information contained on the first report has not been repealed, and the reader is urged to consider the two reports as corporation writings.The North Texas area, as encompassed by the two reports, corresponds Railroad Commission of Texas Districts 7P and 9. Oil-development operations in the two districts, since oil was discovered in 1904, have resulted in the recovery of approximately 1,400,000,000 barrels of oil from a proved area that has been estimated to exceed 413,000 acres. During October barrels of oil was produces by primary and secondary-recovery methods from 1,746 flowing wells and 25,211 pumping wells, a daily average 6.6 barrels per well. Of this total volume of oil recovered in October 1947, 47,965 barrels (0.87 percent) was recovered from leases on which water-flooding operations were in progresses."

"The results of a two—year research study into the relationship between quartz dust levels in host material and in respirable dust in continuous mining sections are presented in this paper. The experimental design and sampling procedures for underground data collection are outlined. The sample analysis procedures for quartz determination, the ¬analysis results and conclusions of the study are discussed.The results of the study indicate that the quartz contents of the airborne dusts are generally higher than those in the host material and bulk samples; and the quartz content increases with decreasing size of the airborne dust. The source for quartz appears to be the roof and the floor materials rather than the coal seam itself. It also appears that the material containing quartz may be breaking into a different size distribution than coal.INTRODUCTION Without doubt, the potential for permanent and severe health damage exists due to respirable dust in the work environment. The attention directed at the reduction of respirable airborne dust to levels below those specified in the law and the achievements to date in meeting these standards are but a reflection of the recognition by many parties government, industry, and labor - of this potential and the need to reduce it.The ambient dust standard in underground U.S. coal mines (2 mg/s3) has a qualifier (Code of Federal Regulations, Title 30, Part 71.101) to determine an applicable dust standard when a respirable dust sample contains more than 5% quartz. This standard is frequently referred to as the ""reduced standard."" The reasoning behind the reduced standard is the relative toxicity of the quartz dust compared to that of pure coal dust. As the quartz levels in samples increase, the applicable standards become more stringent and maintaining the workings in compliance becomes increasingly difficult.The number of underground work locations operating under the reduced standards has shown a dramatic increase since 1980 (Figure 1). For comparison purposes, there were no mining entities operating on reduced standards prior to 1977. The emergence of this problem, which affects the health and safety standards on one hand and creates severe compliance problems on the other, has been rapid."

The Bureau of Mines investigated the conversion, at both laboratory and pilot plant scale, of a low-grade ilmenite to chlorination-grade feedstock that could substitute for imported rutile used to produce titanium tetrachloride. The concentrate was derived from the Tahawus, NY, lode deposit of ilmenite-magnetite in rock that contains anorthosite and gabbro. Charges of the ilmenite concentrate, containing 46.6 wt pct Ti02 blended with soda ash, were carbothermically reduced in an electric arc furnace, which separated most of the iron and left a high-titanium slag. However, the slag contained Ca, Mg, and Mn constituents that rendered the material unsuitable for continuous chlorination by causing plugging problems. After being ground and pelletized, the slag was reacted with S02 and air at 7000 to 9000 C, which selectively converted the harmful impurities to soluble compounds that were removed in a subsequent water or dilute HCI leach. In laboratory tests, the combined levels of harmful impurities were decreased from 5 to as low as 0.5 wt pct in leached slags. In pilot plant tests, leached slags sulfated at a rate of 10 lb/h averaged 85.5 wt pct Ti02 with pertinent impurity levels averaging 1.86 wt pct. The leached slag was successfully chlorinated in a laboratory fluidized-bed reactor at 9500 C to extract titanium as TiCI4.

The Bureau of Mines operated a mineral recovery unit to recover metal values from post-flash geothermal brines from the Salton Sea known geothermal resource area as part of its research into the use of plentiful resources. The brine was available for metals recovery after its heat content had been used to generate electricity. The brine source was treated with lime to precipitate the contained iron, manganese, lead, and zinc before injection of the heat-depleted brine into the underground reservoir. Data are presented on the effects of process variables, such as rate and method of lime addition and air oxidation versus air exclusion. Variations in precipitation of metal values, composition of precipitates, effectiveness of slurry thickeners, and methods of treating the precipitates to recover metal values are discussed.

An extractive process was developed applicable to submarginal titanium deposits containing valuable minor constituents; such as columbium (niobium) and iron. The process consisted of reducing the mineral concentrate with coke at high temperature to form a carbide-suboxide sinter, chlorination in the 400° -500° C. range, and fractional condensation of the chlorides. The chlorination procedure recovered 97, 83, and 87 percent of the titanium from brookite, rutile, and ilmenite sinters, respectively, while simultaneous columbium recoveries on the same materials were 85, 50, and 87 percent.

A series of tests were conducted by the Bureau of Mines to determine the best means of reducing noise generated by the detonating cord that is utilized for trunklines in quarry blasting. Ten different types of detonating cord were tested and evaluated for their acoustic qualities. The results of the investigation showed that noise levels produced by "low-core-load-per-foot" detonating cord "not covered" were lower than those produced by "high-core-load-per-foot" detonating cord covered with 6 inches of unconsolidated material.

Fluorine-containing polymers are comparatively new materials that exhibit very desirable characteristics not usually found in non-fluorine containing polymers. Among these characteristics are heat and flame resistance, desirable electrical properties, and chemical inertness. Polytetrafluoroethylene and polymonochlorotrifluoroethylene are examples of such polymers commercially available. In practical applications it is reasonable to expect thermal position of these materials if they are subject to high enough temperatures. The temperatures at which thermal decomposition takes place and the nature of the gaseous products of decomposition are considered pertinent data in intelligent use of these materials. The purpose of the tests discussed herein was to determine: (1) The temperatures at which gases were produced when small specimens of the two polymers were located and (2) determine the identity of the major constituents of gaseous products.

It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .
