The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the ?fire door? type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self -Propelled Electric Face Equipment/Automatic Emergency Brake s II by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

Standard heats of formation (AH°p) of YbCl3 (c) and TmCl3 (c) were measured by solution calorimetry. Heat of solution data are given for ytterbium and thulium metals and corresponding anhydrous trichlorides in 4.360 molal hydrochloric acid. The derived standard heats of formation of YbCl3 (c) and TmCl3 (c) were -229,370 ±720 and -235,820 ±400 cal/mole, respectively, at 298.15° K. The resulting heats of formation for YbC13 and TmCl3 are about 1 kcal and 6.3 kcal more negative than previously published values.

"INTRODUCTION One of the major activities of the Bureau of Mines is the promotion of safety in mining and the mineral industries. Research is undertaken in connection with these problems to determine the explosion and ignition hazards of combustible gases, liquids, and solids and to investigate means of reducing them.Occasionally the Bureau is asked to determine inflammability or ignition temperatures to enhance safety in nonrnineral industries. From time to time it has complied with such requests when no other agency was available to do the work and the investigation could be conducted with a minimum of time and expense. The present investigation is one of this class.Nicotine (C10H14N2), a colorless combustible liquid having a boiling point of 246°C, is usually obtained from tobacco and its products by extraction processes. When heated to its boiling point it decomposes; the purified product is obtained from tobacco extractions by distillation at reduced pressures or is distilled in a current of inert gas.It has an unpleasant odor, a burning taste, and in the undiluted state is highly toxic. Under certain conditions it can be oxidised to nicotinic acid and in the near future may therefore become of considerable economic importance. Nicotinic acid is a component of the vitamin B complex now commonly used to fortify white flour and other foods that normally are deficient in these vitamins."

An extractive process was developed applicable to submarginal titanium deposits containing valuable minor constituents; such as columbium (niobium) and iron. The process consisted of reducing the mineral concentrate with coke at high temperature to form a carbide-suboxide sinter, chlorination in the 400° -500° C. range, and fractional condensation of the chlorides. The chlorination procedure recovered 97, 83, and 87 percent of the titanium from brookite, rutile, and ilmenite sinters, respectively, while simultaneous columbium recoveries on the same materials were 85, 50, and 87 percent.

It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .

Although a general relationship exists between the two criteria used to measure sharpness of separation -error area and probable error -they sometimes give quite different appraisals of a particular washing operation. Error area takes into account how the entire raw coal was treated, whereas probable error reflects only how the material of intermediate density was separated, ignoring completely the recovery of clean coal and the rejection of heavy impurity. Error area is thus more reliable for general use. In heavy-medium cleaning, sharpness of separation decreases with increase in separating density, but ordinarily the change is not great enough to affect the yield and ash content of washed coal measurably. Therefore, distribution curves for heavy-medium units can be transposed from one separating density to another, at least in the range of separating densities ordinarily used in the United States.

Fluorine-containing polymers are comparatively new materials that exhibit very desirable characteristics not usually found in non-fluorine containing polymers. Among these characteristics are heat and flame resistance, desirable electrical properties, and chemical inertness. Polytetrafluoroethylene and polymonochlorotrifluoroethylene are examples of such polymers commercially available. In practical applications it is reasonable to expect thermal position of these materials if they are subject to high enough temperatures. The temperatures at which thermal decomposition takes place and the nature of the gaseous products of decomposition are considered pertinent data in intelligent use of these materials. The purpose of the tests discussed herein was to determine: (1) The temperatures at which gases were produced when small specimens of the two polymers were located and (2) determine the identity of the major constituents of gaseous products.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical studies have been prepared for the US Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which we may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to- noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna con- figurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National Bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by NBS. The recent NBS data is that used by Collins in the final predictions. This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

Combustion energies of barium and strontium were measured by means of the combustion bomb calorimeter. The heats of formation obtained for the oxides were ?H298.15 = -139,060 ± 700 cal/mole of barium oxide (BaO) and ?H298.15 = -144,440 ± 400 cal/mole of strontium oxide (SrO). Tables containing heats and free energies of formation from 298.15° to 2,000° K were prepared.

The Bureau of Mines is conducting a study of methods to improve the efficiency of the process used to pickle stainless steels. A review of the literature on pickling of stainless steels showed that the chemistry of several process operations involved in the pickling of stainless steels is not fully understood, and that further research could improve the pickling efficiency. The benefits of this research would be a reduction in the annual loss of several thousands of tons of critical minerals such as nickel and chromium, and a reduction in the amount of solids and spent acid solution that are currently discarded. The conclusion from this review is that further research is needed in four operations that either directly or indirectly influence the pickling process: hot working, annealing, conditioning, and the actual operation of pickling, Laboratory studies of the pickling operation are presently in progress.

Complex chemical and physical changes occurring during carbonization result in a heterogeneous system composed of gaseous, liquid, and solid phases, whose relative proportions and chemical compositions change constantly as temperature increases. Studies in which the participating variables are isolated and controlled should be useful in formulating the mechanism of coal carbonization. The most characteristic property of a coking coal is its ability to form a plastic mass at a certain stage of the carbonization process. During this period it is believed that fluidity of the coal influences the properties of the resultant coke. This report gives results of an investigation by the Federal Bureau of Mines of the influence of the maximum fluidity attained by the charge on the physical quality of the coke or char produced. As a first approach to the problem, researchers investigated high-melting-point pitches, which are relatively simple carbonaceous materials. The plastic properties of these pitches, prepared specially for this work, varied greatly; their fluidities, as measured by the Gieseler plastometer, covered most of the fluidity range characteristic of coking coals. Blending these pitches with increasing pro-portions of fine coke progressively reduced their fluidities. Coal-pitch and coal-coke blends also were treated; their fluidities were varied by changing their blending ratios. The various blends were carbonized in a small-scale carbonizer and the resistance of the carbonized residue (char) to abrasion was determined in a small-scale tumbler test, using the Roga drum.

The U.S. Bureau of Mines is conducting research to assess the effectiveness of different chain pillar designs in maintaining gate entry stability. A particular concern is ground control for deep-cover 1ongwalls located at depths in excess of 1,000 ft. The study described in this report was performed in two experimental sections in one longwall headgate section which contained three different pillar designs. Two of the designs used conventional abutment pillars, while the third was a total-yielding pillar system. Both of the test areas were located under 1,800 ft of cover. The purpose of this study was to evaluate the effectiveness of these three pillar designs for gate road stability. As the longwall mined passed the test areas, Bureau engineers monitored entry convergence, roof sag, and changes in roof quality. The study indicated that the all-yield system performed nearly as well as the better of the two abutment pillar systems; but all of the three designs would have failed to provide acceptable stability for second panel mining without considerable artificial support.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. A series of tests were conducted by the Bureau of Mines to determine the best means of reducing noise generated by the detonating cord that is utilized for trunklines in quarry blasting. Ten different types of detonating cord were tested and evaluated for their acoustic qualities. The results of the investigation showed that noise levels produced by "low-core-load-per-foot" detonating cord "not covered" were lower than those produced by "high-core-load-per-foot" detonating cord covered with 6 inches of unconsolidated material.

The rapid depletion of known high-grade ore deposits of the Tri-State district and the recognized need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores led to Bureau of Mines examination of several abandoned mining areas for possible deposits adapted to strip mining. Examination of the North Empire tract in Cherokee County, suggested that mineralized zones contiguous to previously mined 2e deposits presented probabilities of meeting the requirements for an open-pit mine - hence the tract was selected for further investigation by churn drilling. The zinc-lead deposit on the property is in a sink-hole structure that has been subjected to intense deformation and silicification. Numerous shafts, mine dumps, and surface caves are evidences of exploitation of an extensive area. The reported active mining period was 1895 to 1905. No production records are available, but it is generally stated locally that the value of the mill products exceeded $2,000,000 which represents considerable production, considering the low metal prices of that epoch.
