Approach Install a new pallet loading dust control system which uses a push-pull ventilation technique along with a hydraulic lift table to control the pallet loading height throughout the entire loading cycle. How It Works A low-volume, high-velocity blower system operating at approximately at 120 cfm blows a stream of air over the top layer of bags on the pallet. The blower system is composed of two 3-inch air jets (approximately 1,200-ft/min velocity) directed toward an exhaust system on the opposite side of the pallet. As these air jets travel across the pallet, they en-train dust generated during bag stacking. The dust laden air is then captured by the exhaust ventilation system which draws approximately 2,500 cfm through an exhaust hood on the opposite side of the pallet.

This report presents the results of a field and laboratory study by the Federal Bureau of Mines, in cooperation with the California Division of Mines, of the swelling-type bentonite deposits in the Vallecitos area in San Benito County, Calif. The purpose of the study was to learn if these large deposits contain bentonite of sufficient quality and quantity to be of economic value as an oil-well drilling mud additive. Large amounts of bentonitic clays are used by the petroleum industry as well as the steel industry in California. Additional amounts may be required in the near future as a concrete or earth-fill admixture in constructing dams and canals in the California Central Valley. Depletion of some local clay deposits and loss of others to military installation areas have given new emphasis to the need for developing new bentonite deposits in California.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. This paper is one of a series on milling methods being published by the United States Bureau of Mines. Atlanta is in Elmore County, Idaho, about 80 miles from the railroad at Mountain Home, Idaho. The concentrator is at an elevation of, 6,000 feet and located in a timbered, well-watered region of relatively heavy snowfall. The snow, however, does not seriously affect local operations. The track road to Mountain Home, which passes over a mountain range, is closed each winter from about November 1 to June 15. During this period concentrates are stored and bullion is shipped by airplane. Power is generated by a Diesel engine and by an auxiliary hydroelectric plant. Gold is the principal metal produced; the or also contains an able quantity of silver.

The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

This report describes the results of a study to determine which types of, and to what extent, mining wastes can contaminate groundwater through leaching of acid-forming or potentially toxic constituents. The primary focus of this study was on coal mining wastes, especially overburden spoils and preparation plant refuse. In addition, the potential for contamination by leachates from clean coal stockpiles was also examined. The study approach included investigation of (a) the amounts and geographic locations of mining wastes in the United States; (b) the chemical character of mining wastes, especially with regard to potentially acid-firming or toxic constituents; and (c) the extent to which acid and/or toxic components are leached from mining wastes by rainwater. To evaluate the leachability of coal wastes, a laboratory waste leaching method was developed during this study to specifically simulate the leaching process over a long-term. Waste samples collected during this study were also leached by the EPA extraction procedure and ASTM waste leaching method. Results of the three leach test methods were compared to evaluate their relative capabilities to predict the leachability of mining wastes.

On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pitts- burgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No. 2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

Coal is one of our basic sources of energy (heat, power, light) and an essential raw material for most metallurgical processing. More than two-thirds of the electricity currently produced by thermal powerplants in the United States is generated by coal, and it is expected that coal will continue to be the major fuel used for this application at least through the 1970's. Coke produced from bituminous coking coal is the principal fuel of iron blast furnaces, and unless ironmaking methods change greatly, coal will continue to maintain a dominant role in iron-ore processing and steel manufacturing for many years. Export markets are expected to increase also, adding to the overall increased demand for coal. Accompanying the increased total requirement, however, will be an ever-increasing demand for higher quality coals, specifically, coals of low sulfur content. Except for special-purpose coals such as those used for the production if coke and ceramics where impurities in the fuel contaminate the end product, the amount of sulfur in coal has been only a minor consideration in the selection of a particular coal for fuel. Major considerations, particularly for the coals used to generate electric power, have been availability and cost. An increased national concern for control of air pollution, however, particularly that resulting from the emission of sulfur oxides in stack gases to the atmosphere, has led to more rigid specifications on coal quality, and the sulfur content of coals will become increasingly more important in the future.

This paper describing the operations of the Cresson mine of the Cresson Consolidated Gold Mining & Milling Co. at Cripple Creek, Colorado, is one of a series of papers on mining methods and costs being prepared by the United States Bureau of Mines. The Cresson has recently been the most, important mine in the Cripple Creed district. During 1932 and 1933 an average of 230 tons of new ore (excluding dump material) that averaged about $10 in gold was shipped daily; 150 to 175 men were employed. Stoping was by the shrinkage method exclusively. The ore was screened washed, and hand-sorted at the surface and shipped to the Golden Cycle mill at Colorado Springs for treatment. A considerable proportion of the production was made by lessees working under the so-called "split-check" system. A method is described for controlling instability in finite-difference computations of liquid saturation near the borehole of a recovery well. Differences of pressure-and saturation-dependent variables are indexed offcenter, upstream and downstream alternately, to provide a stabilizing average. It was found that size of the time step could be increased by a factor of 4 without loss of numerical stability. Finite differences of the variables occur in a variety of relative numerical sizes and combinations. Those relationships of the differences that contribute to instability may be identified by the computing program in which they occur and modified to assist convergence of the computations and execution of the partial differential equations of liquid and gas flow.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. To improve the reliability of the Bureau developed bore-hole gage now widely used to determine the absolute state of stress in rock. Approach Use the knowledge gained by extensive field tests to design a more rugged and reliable Instrument using lighter and stronger materials. How It Works The original gage consisted of a stainless steel cylinder 1-3/8 Inches In diameter and 10-1/2 inches long. The new gage is made from titanium. This lighter material reduces the weight of the gage by 43 percent, which enhances the gage placement and depth of overcoring in vertical up? holes. For added strength, the titanium case and placement end are now threaded to the gage body instead of using screw fasteners. Three pairs of strain gaged transducers are positioned to measure the diametral deformation of a 1-1/2 diameter borehole at 60-degree intervals around the Inner surface of the borehole. Each transducer consists of a beryllium copper cantilever with a strain gage cemented on each side. These transducers are secured Into the gage body by a tapered shank for minimal creep. The transducers opposite each other are wired together to form a 4-arm external bridge circuit. A pair of transducers is referred to as a component. Any deformation of the borehole, which occurs during overcoring, is detected by pistons which translate the motion to the components. Each

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

The Bureau of Mines has examined the operation of an oxygen sensor manufactured by the City University, London, England. The sensor produces a current proportional to the oxygen concentration by reacting oxygen at a nonconsumable cathode. The sensor design is unique in that the primary mode of oxygen transport to the cathode is by diffusion through a capillary, The sensor using this design has a stability of 0- to 0.02-pct reading change per day over a 4.7-month test, small temperature coefficient of 0.29-pct reading change per °C, and small pressure coefficient of 0.34-pct reading change per 1,000-ft altitude change, If this sensor were incorporated into an oxygen detector or monitor, this would be a distinct improvement in electrochemical-type oxygen analyzers and would be useful to the mining industry.

As part of the work done at the Washington coal mines during the year 1929 , a study was made of the safety practices in and about the mines . Inasmuch as electrical blasting has made considerable headway it is interesting to note the manner in which it is done and the reasons why it was discarded at some of the mines . Blasting is done at the mines in the State by means of capped fuse , electric blasting " caps , " and in some instances by electric delay detonators . Black blasting powder with fuse is used at most of the open- light mines . The use of squibs was discontinued several years ago because the coal operators , without exception , recognized the dangers incidental to their use . Permissible explosive and dynamite are also used at some of the open- light mines . With the exception of some rock work and the driving of level work in gangways and air courses the explosive is detonated by means of capped fuse .

Approach Install a water-powered scrubber system operating at 1,000 psi on the boom of a continuous miner at the conveyor throat. Dusty air from the face area is drawn through the scrubber and cleaned air discharged into the return. How it Works Most coal mines use exhaust face ventilation to send fresh air over the miner operator and contaminated air behind the line curtain to the return. The problem with exhaust ventilation is that the line curtain should be within 10 ft of the face for maximum effectiveness. If the line curtain is not extended properly, or water sprays for dust control are poorly installed, dust rolls back towards the operator. An effective way of removing this dust is with a scrubber mounted on the mining machine.
