This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off, However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected.

"The El Dorado copper mine is situated in the foothill copper-zinc belt of California, which traverses the western slope of the Sierra Nevada with unusual persistence from Butte County to Kern County, a distance of more than 300 miles. Although this area contains such important past producers as the Penn mine, Union, and others, a great part of the current production has been derived from smaller properties, which depend largely on premium metal prices for economical operation. The El Dorado mine is in the latter group, which constitutes an important source of metal in a national emergency.Exploration by the Bureau of Mines by means of eight diamond-drill holes Indicated narrow, intermittent lenses of copper ore along structures boo feet in length. The copper occurs in massive sulfides composed of chalcopyrite, pyrite, pyrrhotite, and minor quantities of bernite. The sulfides have evidently replaced tuffs, which are interbedded with the Mariposa slates and shales.H. A. Weiler and Hal T. Hall, owners of the El Dorado copper property, requested an examination by the Bureau during the latter part of 1914. In December of that year an engineer of the Bureau of Mines visited the mine and recommended the project work undertaken. The purpose was to aid the owners in bringing the property into production of copper and zinc, which at that time was critically essential to the war industries.Complete factual data obtained by the exploration are embodied in this report.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G, Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Acknowledgment is made to A. O. Capture airborne respirable dust generated by an auger-type continuous mining machine to reduce workers' dust exposure. Approach Install a water-powered scrubber system, operating at 1,400 psi, on the sides of the conveyor. The scrubber draws the dusty air from the face area and discharges cleaned air into the face return. How It Works Auger-type continuous miners pose unique ventilation and dust control problems. To protect face workers from the dust, the end of the brattice is usually maintained close to the face to increase ventilation effectiveness. However, it is taken down as the machine cuts toward the exhaust side to allow the machine to complete its cut. Often, the brattice is not reinstalled in a position to most effectively control

During the investigations of the occurrence of manganese in the Western United States, a Bureau of Mines examining engineer collected samples frame two properties in Beaver County, Utah. As the ores were too low in grade to be acceptable by manufacturers of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration. The Steelville property is about 37 miles southwest of Frisco, Utah. The deposit is an example of manganese occurring as a replacement of limestone in a bedded vein or as layers in limestone associated with shale and rock decomposition products. The Susie Q deposit, about 33 miles southwest of Milford, Utah, is also a tabular replacement deposit in limestone, apparently of limited extent. Test work was done on representative samples of 2-ton lots obtained by the examining 'engineer from each of the properties mentioned.

The U.S. Bureau of Mines conducted a laboratory investigation designed to evaluate the stress and deformation characteristics of fully grouted roof bolts subjected to various magnitudes of end loadings. The experiment and subsequent analysis were completed, utilizing axial deformation data obtained -ultrasonically from forty-one 4-ft, grade 40 roof bolts, with a total of 132 measurement locations along the lengths of the bolts. The ultrasonic measurement instrumentation used in this investigation allowed for elongation measurements without requiring extensive bolt modifications. The results indicate that approximately 39 pct o{ the applied end load dissipated within the first 3.4 in of the bolts. However, only 3 pct of the applied load was realized beyond 28 in of the grout column. Data are presented individually for every 6-in increment of bolt length, and analysis was performed using statistical, nonlinear equations developed for 5,000 and 8,000 lb loading conditions.

Data obtained from on-the-site observations have been compiled to describe the equipment and installation methods used for satisfactory suspension roof support in a large-diameter tunnel. Experimental roof bolting was undertaken from June 1950 until May 8, 1951, in the East Delaware tunnel, which is part of the Delaware aqueduct in Delaware and Sullivan Counties, N. Y. Revised suspension-roof-support plans and specifications were prepared during the spring of 1951 by the City of New York Board of Water Supply; these were approved by the State of New York Department of Labor April 13, 1951, and adopted by the City of New York Board of Water Supply on May 8, 1951.

Potash is one of the essential chemicals used in fertilizing soil deficient in natural minerals . Europe uses a large tonnage of potash in the form of easily soluble salts , and this is particularly true of those countries where the natural minerals in the soil have been exhausted owing to intensive cropping of the land . The application of potash to the soil in these countries is essential if normal crops are to be obtained ; during the war , some European countries were unable to obtain sufficient potash , and productivity of the farming areas declined seriously . • The largest -known deposits of potash in the world ; with the possible. exception of Russia , occur in Germany , and the German output of processed salts constituted about 65 percent of world production prior to the war . The German potash-plant installations are large , modern , brick and steel construction and apparently built for a planned operation of many years . Two districts produced approximately 80 percent of the German potash; the Werra -Fulda district , near Vacha , had the largest production , and the Sudharz district , near Nordhausen and Sonderhausen , was second . (Fig . 1. ) Hannover and Stassfurt were two smaller producers . Potash fertilizers are rated in terms of potassium oxide (K20 ) . The usual basis for calculation of production or application of the salt is to reduce the potash content to 40 percent K₂0 .

To determine in what part and to what extent creep or movement exists in an installed rock-bolt anchor and the effect of the creep or bleedoff on the tension load on a rock bolt, as well as the effect of normal mining activity on the rock-bolt load and anchor, the Bureau of Mines conducted tests in the laboratory and in two mines using four types of expansion-shell anchors, the wedge bolt, and in one mine, explosive-anchored rock bolts. Specially mounted heavy-duty springs, calibrated to obtain load readings from spring movement, were installed on the test bolts to prevent a drastic reduction in tension load caused by slipping or seating of the anchor. A dial gage, reading to 0.0001 inch, measured movement of the anchor shell against the rock and seating of the anchor wedge plug in the shell. While all bolts had electrical resistance strain gages for load reading, only readings from the laboratory tests were used because those from the field tests were erratic. The tests revealed that most load loss resulting from static loading is due to the slippage and seating of the serrations on the anchor shell into the drill-hole wall. Dynamic loading, primarily from sudden shocks from nearby blasting, and possibly from ground movement or mining activity, will cause the anchor wedge plug to seat in the anchor shell.

Since the spread of the European war virtually cut off imports from Denmark, Belgium, and France, the Bureau of Mines has had numerous inquiries as to domestic sources of grinding pebbles and silex or other types of ball mill liners. USES Flint pebbles and tube-rill liners are used by grinders of certain ceramic materials to prevent contamination of the finished product by iron abraded from steal baler and liners. The feldspar industry is one of the largest users of flint grinding mediums; they are employed also by curtain grinders of talc and soapstone, ground sand and sandstone, quartz, and chalk. Some paint materials, such as lithopone, have been ground in pebble Flint pebbles have been used more or less in the past, especially by cement manufacturers, and, for fine grinding of gold, copper, or other ores in which iron contamination is not especially deleterious.

The addition of a force gage and a reaction detector to the Bureau of Mines drop-weight impact apparatus made it possible to examine the details of the force exerted on the specimen and make estimates of the time to reaction. With the current setup the force was found to be oscillatory and not reproducble. However, single well-defined pressure pulses can be delivered to the explosive sample by modifying the drop-weight tools. With a modified test arrangement, the time to reaction and the peak force and energy at the time of reaction were determined as a function of drop-weight height for several different explosives. All these parameters were found to decrease as the rate of force application was increased. The same parameters were also found to vary with the thickness of the test sample. The implications of these results are discussed in terms of practical drop-weight testing.

In arriving at economic losses in coal mining due to accidents, a statistician is confronted with many difficulties on account of the lack of information relative to nonfatal accidents. For comparative purposes the ex¬ perience of those countries, States, or companies that keep complete records can be drawn upon and an extimate can be arrived at whereby one State can be compared with another, or one mine compared with another in the same district. Such a comparison for the United States has been compiled by the United States Bureau of Mines. It will be observed in Table 1 that the cost per ton for accidents in the State of Washington for the year 1927 is higher than for any other State, with the exception of Georgia and North Carolina, with a small combined tonnage of 130,089 tons. (The figures for coal production in Table 1 are taken from Bulletin 319, 1930, of the United States Bureau of Mines.) The reasons why the cost of accidents in Washington might be higher than the average are on account of physical conditions such as steep pitches, faults, igneous intrusions, highly explosive coal-dust, extremely friable coals, presence of gravel and water, very gassy coal beds, rugged topographic conditions, inherently bad roof and floor, thick beds, and heavy cover. The nature of the coal beds requires the use of preparation machinery. The mines are often deep, and topographic conditions are such that long and fast haul¬ age becomes necessary. All of these factors not only tend to cause high cost of production, which is manifested largely in a. lower than average daily pro¬ duction, per man, but..they.also affect to some degree a tendency toward a higher than average cost for accidents.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous, since 1924, s made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the board for their assistance in arranging visits to several mine-safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and certain other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations An Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, a the installation of electrical equipment is contemplated each of these countries is confronted with the same safety problem as is the United States that is, the development of electrical equipment that will not, ignite gassy atmospheres should they through neglect or accident surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and a brief survey is given for each of the four countries mentioned. The fourth or last of these surveys covers conditions in France.

To provide data as a basis for proposed acceptance standards and procedures covering permanent splices in trailing cables, the Bureau of Mines conducted testing programs on the flexure life in flat types W and G dc trailing cable splices and ground conductors. Primary reliance was placed on laboratory testing, although some cross comparisons were made at manufacturers' plants and mine operations Besides providing data for acceptance standards and procedures, results of the program should promote the general improvement of commercially available splice kits.

The objective of this Bureau of Mines investigation was to identlfy and evaluate alternative binder materials for use in stabilizing and consolidating highly fractured roof along longwall faces and gate roads. The desirable characteristics of a stabilization material were defined, and an extensive search was conducted to find materials satisfying these characteristics. Of 20 materials originally scrutinized, 9 were chosen for laboratory analyses. The laboratory tests evaluated bond strength and tensile strength under both dry and wet conditions. An optimum material was not found. The laboratory analyses indicated two possible candidate materials for longwall stabilization: high-aluminous cement and two-component epoxy; however, the tensile strength of the high-aluminous cement was mediocre, and the epoxy cement is toxic, flammable, and fairly expensive. The potential market demand for an effective and economical stabilization macerial is discussed in the appendix.

In support of Bureau of Mines studies of thermal fragmentation of rock, the elastic moduli of four types of rock were measured at temperatures ranging from room temperature up to 1,500° F (1,089° K). The sonic method was employed to determine the resonant frequencies of the rock specimens and from these frequencies, the elastic moduli were calculated. Data for Young's modulus, shear modulus, and Poisson's ratio are given as a function of temperature for Dresser basalt, Reserve taconite, Jasper quartzite, and Charcoal granite. Young's modulus and the shear modulus decreased with increasing temperature up to about 1,200° F and then became relatively insensitive to temperatures from 1,200° to 1,500° F.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

The Bureau of Mines conducted field investigations in two underground mines to determine the actual loads to which bearing plates were subjected when installed in conjunction with full-column resin-grouted bolts and the roof movements generated by the applied loads. Measured loads indicate that the bearing plate is an integral part of the support system. Vertical displacement gauges installed to monitor roof displacements in the test sites show that the highest degrees of loading occur in conjunction with the largest amounts of movement.

This report is a compilation of preliminary and, in some cases, more extensive concentration experiments by the Federal Bureau of Mines on low-and medium-grade fluorspar ores from three localities in Nevada and one in California. The work was done on samples obtained from Shoshone mine, Nye County, Valery mine, Pershing County, and the Broken Hills mine, Mineral County, all in Nevada, and Dirty Weather mine, Inyo County, Calif. These investigations were made to aid in the development of domestic fluorspar resources, in line with the Bureau's long-established program of conservation of mineral resources. The treatment methods employed in the experimental work described included simulated or "heavy-liquid" gravity concentration of coarse minerals and comparatively fine-grained minerals, and flotation concentration of finely-ground minerals. These methods were attempted in order to beneficiate the ores and produce concentrates which could be marketed readily, with as high a recovery rate as possible, while using simple treatment methods suitable for small-scale operation.
