Test equipment that simulated frictional impacts between coal-cutter bits and mineral inclusions at a coal face during operation of a continuous coal mining machine was used by the Bureau of Mines in the laboratory to study the incendivity of impacts between various rocks, metals, and hard-metal alloys in an explosive mixture of air-7 pct natural gas. Quartzitic sandstone was found to be the most incendive of several rocks tested. Limestone concretions from a coal seam, known locally as "sulfur balls," sparked furiously but were not incendive. Among the metals tested, the type of steel used in commercial coal-cutter tools was the most incendive material tested. A l7-4PH stainless steel was less incendive and appears to be the most promising high-strength steel alloy, reasonably economical, for use in coal-cutter bits. Some hard-metal alloys, primarily titanium and zirconium diboride composites, were also evaluated as possible replacements for the conventional cobalt-bonded tungsten carbide used in the tip of coal-cutter bits. The metal-bonded diborides were generally less inc endive but more brittle than the conventional tungsten carbide. Carbonitride coatings on tool bits were also tested but found to have no advantage. The source of ignition during frictional impact between metal and rock was studied. Immediately after impact, a yellow flash was observed and a smear of metal near its melting point occurred on the rock. This hotspot on the rock, rather than the yellow flash or sparks or metal fragments, was observed to be the cause of the ignition.

The annual survey of the oven-coke industry by the Bureau of Mines, United States Department of the Interior, described in this report shows that 79 plants were operating in 22 States December 31, 1956. On that date 15,923 serviceable ovens existed, with a maximum total annual coke capacity of 79,965,100 net tons, and 631 new ovens were under construction. Their annual coke capacity was 3,307,300 net tons. The number of serviceable ovens in existence relates only to those capable of producing coke and does not include (1) any ovens that were blanked off or retired permanently in batteries that were operating December 31, 1956, and (2) ovens that had been demolished and were being rebuilt on that date. For this reason, the number of ovens at furnace plants reported by the Bureau of Mines at the end of each calendar year differs from the number reported for the same group by the American Iron & Steel Institute, as the institute includes ovens being rebuilt.

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

In emergency management, the effects of stress on the performance of emergency personnel, typically have been ignored or regarded as too enigmatic to quantify. This paper discusses the concept of Critical Incident Stress in responders to emergencies. It presents the rationale for considering stress as a significant factor in the management of emergencies. It is proposed that Critical Incident Stress Debriefing in a disaster can improve the effectiveness of response teams on site, their turnaround time on site, and post-disaster time off the job. Critical Incident Stress intervention also can mitigate potential deleterious emotional effects associated with emergency work. This paper, prepared by a U.S. Bureau of Mines researcher, offers some ideas to the mining industry in general, to mine rescue team trainers, and to developers of program simulations on the specific issue of how people, time, materials and space may be factored into a plan for emergency management. The impact of stress on emergency workers is, presented as a missing component in present emergency management models.

The majority of fatalities that occur in road construction work zones in the United States involve a worker being struck by a piece of construction equipment or other vehicle. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these accidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers on foot or other objects. Several cameras and sensor systems are available for this application, and a study was conducted to evaluate these systems on various trucks used in road construction and maintenance. Tests were conducted using sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted using dump trucks during the warmer months to study the effectiveness of the systems in highway work zones. Results show that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in crowded work areas.

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. The mining practices described are those used in exploiting the low-grade gold ores in the heavy and swelling ground that occurs on the Mother Lode belt. The author acknowledges the assistance of E. The Shasta and California Iron-ore deposits are 14 miles northeast of Redding, Shasta County, Calif.; and since 1907 have produced more than 300,000 short tons of exceptionally pure iron ore. Although some ore was mined and smelted from 1907 through the First. World War, most of it has been produced from 1942 through 1945 for use in making heavy ship ballast and concrete anchorages for mines. Irregular masses of magnetite, ranging from lumps of a few tons to pods containing about 25,000 tons, occur associated with skarn near the contact between the McCloud limestone and a younger granitic intrusive. Some of the deposits are low-grade, whereas others are nearly pure magnetite. Selective mining and hand sorting are necessary to produce a high-grade product. Investigation of these deposits by the Bureau of Mines included 2,910 feet of diamond drilling, some surface sampling of the principal mineralized zone and beneficiation tests. Resulting factual data are given in the body of this report.

Ventilation is undoubtedly the greatest single safety factor in the operation of a coal mine. Any condition or occurrence that interrupts the ventilating current or changes its normal course through the mine workings is a distinct hazard and should be considered as such by every coal-mine owner, operator, and worker. The hazard, of course, is much greater in a mine that is emitting gas, as an explosive mixture can accumulate in a very short period if the ventilating current is interrupted. It is common to find one or more entries producing 600 cubic feet or more of methane per hour. If the ventilating current were short-circuited from these entries for 15 minutes, there would be an accumulation of 150 cubic feet of methane, which, when mixed with enough air to dilute it to the lowest explosive point, would make about 3,000 cubic feet of explosive mixture; this gas could be ignited in almost any normally operated mine by a cutting machine or other electrical equipment. The ignition of this quantity of an explosive gas-air mixture can readily cause an explosion of coal dust that would completely wreck the underground workings and possibly some of the surface structures. In fact, the ignition of one-tenth of the above quantity of an explosive mixture of gas and air might readily start an explosion that would, extend through every part of a large mine. The possibility of occurrence of interruptions to the ventilating current has received comparatively little consideration from mine owners, operators, and workers in many parts of the United States. Such a possibility should be considered in connection with every mine that gives off explosive gas, and steps should be taken to prevent it.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue. The U.S. Bureau of Mines investigated the separation of aluminum from copper dump leaching liquors using a supported liquid membrane. Aluminum was selectively transported through porous polypropylene impregnated with di (2-ethylhexyl) phosphoric acid in an aliphatic diluent. The effects of variables, such as solution composition, temperature, and extractant concentration, were measured with a three-level fractional factorial experimental design. Experimental results were used to derive equations for predicting transport rates for aluminum, iron, and copper. The major variables influencing aluminum transport were solution temperature, feed solution pH, aluminum concentration in the feed solution, and extractant concentration. Copper and iron transport rates were almost zero when aluminum transport rates were high. Measured aluminum transport rates under the best conditions of 55° C, pH 3.0, 16 g/L A13+, and 65 pct extractant solution confIrmed the predicted value of 210 f.&apos;g/(cm2.h). Transport rates for iron and copper were less than 5 ug/(cm2.h) under these conditions. Aluminum was recovered from the stripping solutions by sparging with gaseous hydrogen chloride to crystallize aluminum chloride hexahydrate, which was calcined to alumina. Sparging crystallization regenerated the stripping acid for recycle.

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."

The Bureau of Mines conducted laboratory tests to devise a procedure for extracting copper from low-grade discarded mill tailings. A solid extractant consisting of an organic solvent extraction reagent adsorbed on granular activated carbon was investigated and proved to be satisfactory for extracting copper directly from leach pulps. When this material was used in a cyclic leaching, stripping, and electrowinning pro-cess, 95 pct of the acid-soluble copper was recovered from oxidized mill tailings. The weathered tailings contained 0.24 pct Cu (total) and 0.20 pct acid-soluble Cu. The copper was recovered as cathodes containing, in parts per million, 1.6 Pb, 3.6 Fe, 0.5 Sb, 1.5 AI, 1.9 Mn, and <1 Mg.

"Electron spin resonance (ESR) spectroscopy has been employed to· examine the role of tetraperoxochromate( V) ions (Cro:-) and other Cr(V) species in the generation of hydroxyl (OH) radicals in the reaction of Cr(VI) with H2O 2 in biological media. In contrast to earlier suggestions, the present ESR studies using crystalline K3CrO8 as a source of Cro:- show that decomposition of Cro:- in water or in H2O 2 does not generate significant amounts of OH radicals. Addition of NADH to a solution containing Cro:- yields a Cr(V)-NADH complex, which readily reacts with H2O 2 to generate OH radicals. Similar results obtained from several other biological reductants, including vitamin B2 , indicate that a vacant coordination site on a Cr(V) complex facilitates its reaction with H2O 2 to generate ""OH radicals. We thus suggest that in biological media, reaction [3] instead of [1] or [2] is the major pathway for the OH radical generation: While the carcinogenic potential of Cr(Vl)-based compounds has been well established via epidemiologic and animal studies (1), the underlying biochemical mechanism is still not well understood (2). In a recent development, however, Kawanishi et al. (3) have reported that hydroxyl (OH)2 radicals might be the key species in the mechanism of Cr(VI) toxicity. As to the mechanism of the ""OH radical formation they suggest that Cr(VI) reacts with cellular hydrogen peroxide (H2O 2) to form the tetraperoxochromate(V) (Crog-) ions, which decompose to produce hydroxyl radicals. It was also suggested (3) that the ""OH radicals thus produced cause genotoxicity via DNA base modification and deoxyribose phosphate backbone alterations. More recently Aiyar et al. (4) reported the detection of OH radicals in the reaction of Cr(VI) with H2O 2 in biological media, including the reaction of ""OH radicals with deoxyguanosine to generate 8-hydroxydeoxyguanosine adducts, confirming that ""OH radicals could indeed play a significant role in the mechanism of Cr(VI) toxicity. However, the mechanism for the ""OH generation was not clarified, although the role of Crog- ions as possible precursors was mentioned, somewhat along the lines suggested by Kawanishi et al. (3). The possibility of the participation of Crog- in the ""OH generation has also been indicated by Sugiyama et al. (5), since they mention that vitamin B2 enhances the formation of""OH radicals in the reaction of Cr(VI) with H2O 2 because of the generation of Crog- in the reaction."

From 1889, when the first railroad shipments of coal were made from McDowell County, W. Va., until today, the coals produced from the New River and Pocahontas groups have had a good reputation as premium low-volatile coals. Although there has been a large production from the Pocahontas No. 3 and. Pocahontas No. 4 beds, considerable reserves remain. This Bureau of Mines publication is one of a series appraising the Nation&apos;s coking-coal reserves by presenting data on the basis of which the practicability of upgrading marginal deposits to metallurgical standards can be determined. This study of the preparation characteristics of McDowell County coals is the second of the series to be undertaken in West Virginia. The Pocahontas No. 3 and No, 4 beds have not been included because their washing characteristics are well known.

Bureau of Mines studies were made on the sensitivity of several ammonium nitrate-fuel oil (AN-FO) mixtures to bullet impact. The experimental work was done with one military rifle and two high-velocity sporting rifles with a variety of ammunition. For the three rifles used, the order of efficiency in initiating detonation in AN-FO mixtures was 220 Swift >300 Weatherby Magnum >30-&apos;06. The velocity of the bullet was found to be a decisive factor in the initiation. The sensitivity of various materials studied increased as follows: Clay-coated prills with 4 percent oil <fresh surfactant-coated prills with 4 or 6 percent oil <surfactant-coated prills with 4 or 6 percent oil and aged 270 days <crushed prills with 6 percent oil <very low-density, surfactant-coated prills (micronized), with 4 percent oil.

This investigation was conducted to obtain data on optimum conditions for chloridizing metal sulfides . Salt- roasting galena at 450° C for 8 hours chloridized 75 percent of the lead ; in an equal time of treatment at 750° C , the process chloridized 42 percent of the zinc in sphalerite . Hydrogen chloride at 500° C completely chloridized galena in 15 minutes , and at 600° C converted all of the zinc in sphalerite to the chloride in 4 hours .

The practice of roof bolting, now recognized as an effective method of support, is based largely on rule of thumb. Among the various applications of bolting, the support of stratified mine roof is by far the most common. The general principles relating to this type of reinforcement are presented in two companion reports; the first describes the function of the bolts, the bolting pattern, and the behavior of bolted roof (1), 2/ and the second describes the design of the models and the theory of the experimental method (2). This report presents a rational method for designing systems of vertical bolts to reinforce horizontally bedded mine roof, developed from model tests. The structure treated herein may be described as follows: The immediate roof, consisting of beds of like material and equal thickness with no bond between them, is reinforced by vertical bolts installed in straight lines across the opening; the case of suspension is excluded because the bolts are assumed not to extend above the immediate roof. The assumption is made that the behavior of the lowest bed approximates that of a rectangular plate clamped along two opposite sides (the ribs). These specifications represent approximately the roof conditions encountered in mining bedded deposits of all kinds - coal, potash, iron ore, etc. Thus, for the design of a roof-bolting system a quantitative solution to the following problem is required: For a roof composed of beds of given thickness and physical properties, how does the support depend upon the length, spacing, and tightness of the bolts?

The stripping of coal with mechanical. equipment has progressed since the introduction of the first steam-powered shovel for the retóval of overburden at a mine in Pittsburg, Kans., in 1877...From the smart steam-powered shovels with dippers of less than a cubic yard capacity, small digging radius, and shovels that required manual moving, the trend has been toward large-capacity machines. Steam as power has been replaced largely by electricity, gasoline, and Diesel fuel, and dipper capacity as great as 35 cubic yards has been attained. Shovels and drag lines are self-propelled and revolve through 360°. The cost of these large-capacity modern machines is great, and in order to assure the return of the investment during the life of the property the reserve of coal in the area to be mined must be large;" Many comparatively small areas of coal suitable for strip mining exist, but these areas probably could not be mined, profitably with this large equip- ment. Therefore, heavy equipment has not been used in small areas because of the high cost in place of this equipment, the time and Atpense required to transport the machines to the mine site, and the construction of power lines if the machines are electrical powered.. Scrapers and light excavating equipment ane mobile, and the investment cost is not high. These units have been used in sirring the coal in small areas. A study to determine the methods in, yogue, and economic considerations involved in the use of such equipment was undertaken, and the information obtained is discussed in this report.
