Research shows that water neutralizes the explosion hazard of coal dust when present in sufficient quantity and when intimately mixed with the dust. The quantity of water required to neutralize coal dust and coal-rock dust mixtures is about equal to the limiting moisture adsorptive capacity of the dust; the adsorptive capacity increases with increase in the fineness and volatile content of the coal. Pools of water or high atmospheric humidity do not reduce the explosion hazard. Although wetted dust is less dispersible than dry dust, poor dispersibility cannot be relied on as the sole safeguard against explosion. Dust mixtures that contain water in excess of their limiting adsorptive capacity are dispersed and ignited by severe initiation sources. Pure coal dust adsorbs water with difficulty and retains water poorly; adsorption and retention is increased by the addition of rock dust the coal; the rock dust agglutinates wetted coal and assures that incombustible is present should drying occur. Therefore, it is advantageous to rock-dust wet areas in bituminous coal and lignite mines. When coal-rock dust mixtures are wetted and subsequently dried, the explosion hazard is about the same as for dust which was not wetted.

This Bureau of Mines report describes photolineaments obtained from stereoscopic examination of vertical aerial photographs and by the Ronchi grating study of aerial photoindex sheets. The photolineaments are compared with the trends of oriented fracture systems procured by measuring the compass direction of joints in bedrock. The relative reliability of the methods is shown, and the results are presented in graphical, tabular, and written form. Analyses of field measurements of strikes of bedrock joints in the project area indicate for the most part two intersecting sets of major joints oriented N 76° W - N 15° E, and N 57° W - N 27° E. The analyses of lineaments determined by stereoscopic examination of aerial photographs show dominant trends of lineament zones of weakness to be an average of N 65° W - N 20°E. Analysis of lineaments found by Ronchi grid viewing of aerial photoindex sheets indicate dominant trends of N 70° W - N 27° E. The three methods give similar findings and verify the work of previous authors. The Ronchi grid method is a useful guide, but it cannot be substituted for the two more painstaking methods.

Experiments initiated by the Bureau of Mines on August 26. 1969, and recent work of others, have demonstrated the effectiveness of ventilation for controlling concentrations of respirable coal mine dust. Substantial reductions in dust concentrations have been attained by increasing the volume and rate of air movement across the face and by controlling the airflow pattern. Ventilation experiments conducted by the Bureau using high-pressure fans as auxiliary ventilation units showed that lace-generated dust could he effectively controlled in five mines employing continuous mining machines. Additional data was obtained on industry installations in two mines using similar ventilation systems. By maintaining an airflow approaching 100 fpm across the entry, the experimental system reduced the concentration of respirable dust by factors as great as 6.4. In all mines where the system was used the face-generated dust concentrations were reduced to below 3 mg/m3. Total respirable dust in two cases was above the 3 mg/m value because of the dust content of the intake air. In some mines. depending upon the type of coal being mined and other dust control factors in use, it was possible to Obtain concentrations of less than 2 mg/m Although the technology for the application of the dust control system investigated is readily available, it is evident that additional engineering studies should he made in each mine where the system is to be applied.

The U.S. Bureau of Mines (USBM) has conducted research to improve the nondestructive testing (NDT) of wire hoist ropes. Losses in the diameter of a wire hoist rope are used as one criterion for judging when a rope should be replaced. Losses are determined by periodically measuring the rope diameter and comparing this measurement with the original measured diameter; when the diameter reaches a specified minimum at any point along its length, the rope must be retired. Generally, these measurements are made at randomly selected locations along the length of the rope, using a hand caliper. To provide more accurate measurements and to allow measurements to be taken continuously along the length of a hoist rope, an optical diameter-monitoring system was built for the USBM under contract. Continuous measurements are preferable because, when combined with continuous electro-magnetic NDT results, they can indicate whether losses in metallic cross-sectional area originate from external wear or internal wear and corrosion. Tests of the system showed that the instrument met specifications when measuring wire rope at low rope speeds but was inaccurate at speeds over about 30 m/min (100 ft/min). This report describes the prototype system, presents the results of the test program, and describes the capabilities of the system.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

Working with or near underground coal mining equipment is hazardous because of the multiple sources of energy and adverse environmental conditions. Of the 4169 injuries reported to Coal Services during the three years to June 2005,447 were associated with continuous miners, 232 with LHD (load-haul- dump) vehicles, 140 with shuttle cars, and 140 with personnel transport - a total of 959, or 23% of all injuries reported during the period. An analysis of the injury narratives accompanying these injury claims highlights a number of opportunities for controlling injury risks. Using the frequency of reported injuries for the prioritisation of risk control strategies has limitations because of the tendency to underestimate the importance of relatively uncommon but potentially high consequence events. Injury reports also underestimate the contribution of risk factors such as whole body vibration, which have a long-term cumulative contribution to an elevated risk of injury. However, taking these limitations into consideration, the results of the injury narrative analysis suggests the following hazards as the highest priority for elimination or control: • handling continuous miner cable • strain while bolting • slipping off continuous miner platform • inadvertent or incorrect operation of bolting controls, and operation of controls while a person is in a position of danger • hitting potholes or other roadway abnormality • collisions while driving underground vehicles

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Volume II of this two-part series on Submarine Tailings Disposal (STD) as a tailings management option for coastal and island mines contains descriptions of lesser known case histories. The Misima gold mine (Papua New Guinea) and the Black Angel lead-zinc mine (Greenland) are described in some detail as the best documented cases. Atlas copper mine (The Philippines) is less fully described due to relative lack of documentation. The Misima and Atlas STD systems are working to their design criteria. At Black Angel the system adopted did not prevent contamination for a number of reasons, which are now understood. Two cases are described where STD is being developed. They are the Cayeli Bakir copper mine Turkey), and the Toquepala and Cuajone mines (Peru). There is excellent documentation available for both cases. Three case histories are described where tailings have reached the sea either through beach or river discharge. In one case the STD option has been explored (Marcopper Mine, The Philippines). In the others we explore in hindsight whether STD might have been a viable alternative using the Screening Criteria that this Volume develops - see below. The mines are Bougainville Copper Mine in Papua New Guinea, and Jordan River Mine (Canada). There is potential for STD at all three sites. Finally, the Volume presents Screening Criteria for appraising STD, based on the experience in design, operation and environmental impact reviewed in the case histories.

This study of the preparation characteristics of the coals in Indiana County, Pa., is the second in a series of Bureau publications appraising the Nation's coking-coal reserves by counties and the practicability of upgrading marginal deposits to metallurgical standards. The first publication dealt with the preparation characteristics of the principal coal beds in Cambria County, Pa. Over 95 percent of the coal remaining in Indiana County is in the Upper Freeport, Lower Freeport, and Lower Kittanning beds. Isolated patches of Pittsburgh-bed coal are present, and the Upper Kittanning bed is found in minable thickness at some locations, but production from these sources is not large. The greatest production is from the Freeport beds, which account for nearly 70 percent of the Indiana County coal output. These beds usually contain two or more shale or hone partings and in many places are high in sulfur. The large proportion of bony coal in the Freeport beds 'produces a relatively high-ash product. Mining practices vary from place to place, but it is frequently necessary to leave certain bony portions of the bed in place in order to load a satisfactory product. Table 1 shows the county's coal production, by beds, during 1948.

Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines. It is used in all stages of the mining process, from site characterization to production operations. The goal of the International Workshop on Rock Mass Classification in Underground Mining was to provide a forum for leading practitioners of rock mass classification to come together and share their methods and experiences with the technique. The workshop was held in Vancouver, British Columbia, Canada, on May 31, 2007. It was co-chaired by Christopher Mark, Ph.D., P.E., National Institute for Occupational Safety and Health, Pittsburgh, PA, and Rimas Pakalnis, P.Eng., University of British Columbia, Vancouver, Canada. The proceedings of the workshop contain 16 invited papers from 9 countries, reflecting the international depth and breadth of current practice. Applications in both hard-rock and coal mining are well represented. Some of the topics that were addressed at the workshop include: • Major rock mass classification systems used in mining and their variants • Collection of input data through observation, rock testing, and geophysics • Design of mine layouts and rock support systems using classification • Estimation of rock mass strength and other input parameters for numerical models from classification • Applications in weak rock, raise boring, cavability assessment, and other special topics • Risk assessment using rock mass classification

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.

The heat content above 298.15° K of ferroelectric lithium columbate (LiCbO3) was measured to 1,770° K. The Curie temperature was determined to be 1,450° K, the melting point 1,540° K, and the heat of fusion 16.94 kcal/mole. Heat content and entropy increments have been tabulated for the temperature range from i98.15° to 1,800° K. Heat contents are also given in equation form.

The objective of this contract was to develop a simple, reliable, economical, remote-control roof bolting module for installation of mechanical and resin bolts. It was to be capable of placing longer than seam height bolts, up to 10 ft lengths, from a seam height of 36 to 72 in., while keeping the operator under supported roof. The resulting machine, called REM-Bolter, is a low profile unit that utilizes Foster-Miller Flexible Shaft Roof Drill, a Bendix Roof Bolt Inserter and a newly designed. Roof Bolt Lifter/Torquer. Every effort was made to strike a compromise between complete automation and complete manual control. In a controlled laboratory environment the REM-Bolter remotely installed 1000 bolts. Subsequently the machine was tested in an operating coal mine where 500 holes were drilled (and an equal number of bolts were installed) remotely, over a 4 month period. The results of all tests Live shown that the operator of a machine of this kind can quickly, and repeatedly, install rootbolts remotely from his operator compartment some 8 ft away from the drilling/bolting action. The report includes recommendations for improvements to the present REM-Bolter design that would translate the present test bed into a second generation test bed and a potential first generation production unit.

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

The ignition source of fires and explosions in coal mines is sometimes difficult to explain because resulting widespread destruction often erases valuable evidence that might reveal the cause. However, through years of experience, investigators have been able to piece together enough evidence to establish the reasons and, thereby, have been equipped to recommend corrective or preventative measures. The pattern of hazards is not constant. It changes with the development of new practices and new equipment. Important among the new hazards to coal mining are those introduced by electricity. In addition to the dangers of electric shock, fires and explosions from heat and arcs, and premature blasts, certain others have developed as a result of stray electric currents from direct-current traction systems. The conventional direct-current power-distribution system in coal mines is conducive to electrolysis damage to mine tracks, metallic pipelines, grounded power conductors, and structures in a position to become conductors of stray currents. The voltage drop resulting from power demand on intentionally grounded power conductors and accidental grounds on insulated conductors are common sources of stray currents in coal mines. Uncontrolled electric cur-rents flowing through the earth and metallic structures can be a menace, and these contribute to the estimated $6,000,000,000 annual loss caused by corrosion. The purpose of this publication is to discuss some of the electrolysis hazards in the coal-mining industry and to outline corrective measures to alleviate them.

This final report describes the work performed by Gulton Battery Corporation under USBM Contract No. HO-112033, entitled "Research and Development on Lithium-Nickel Fluoride Batteries For Mint Life Support Equipment". The lithium-nickel fluoride couple was chosen For this investigation because of its high theoretical energy density (626 Wh/lb), its ability to operate at ambient temperatures and the fact that it showed promise as a secondary system. The theoretical energy density of the lithium-nickel fluoride couple is ten times greater than that of the widely used lead-acid battery and three times greater than the silver-zinc battery which has the highest theoretical energy density of the commercially available secondary systems. The experimental program first evaluated the cell components individually. The results of these studies then formed the basis for investigations of cell performance using experimental three-plate cells. These cells consisted of one nickel-fluoride and two lithium electrodes. All work was performed in a glove box under an argon atmosphere which was sufficiently pure to maintain the shiny appearance on freshly prepared lithium surfaces. The major portion of the work effort was concerned with the nickel fluoride electrode. Binder, conductive diluent, fabrication technique, as well as the nickel fluoride active material itself, were considered. Criteria for binder materials were established and six classes of materials encompassing thirteen binders were evaluated. The candidate materials were initially screened for appropriate chemical and physical properties and finally evaluated in three.-plate cells, Two epoxy powders emerged as the most promising binders. Two types of conductive diluent were evaluated. The first is a carbon black of low bulk density and high surface area. This material is a good conductive diluent; however, electrodes fabricated with it lacked good mechanical strength. It was hypothesized that a uni¬form, small particle size, low specific surface area would improve the mechanical properties of the electrodes. Therefore, two samples of graphicic materials, milled to uniform powders in the one-to-ten micron range were evaluated. Electrodes prepared with the graphitic materials had superior mechanical properties, However, their electrical performance was significantly poorer and voltage losses of 0.2 to 0.3 volts were observed. Several electrolyte solutions were evaluated. N-Methyl-2-Pyrrolidone was tested but found to be incompatible in the presence of lithium. Lithium perchlorate, lithium hexafluoroarsenate, and lithium bromide were tested as two-component electrolytes in propylene carbonate solvent and their performance compared with that of the single electrolyte solutions, Lithium perchlorate gave the best performance. Lithium hexafluoroarsenate was also evaluated in methyl formate and appears to give equivalent performance. The lithium perchlorate-propylene carbonate system is preferred as it is easier to handle and less expensive.

Over-exposure to noise remains a widespread, serious health hazard in the U.S. mining industry despite 25 years of regulation. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. In order to reduce cases of Noise Induced Hearing Loss (NIHL) in the mining industry, retrofit acoustic treatments and controls are being developed to subdue noise at the source. The Mine Safety and Health Administration (MSHA) coal noise sample data collected from 2000 to 2005 has determined that continuous mining machines rank first among all mining equipment whose operators exceed 100% noise dosage. The continuous mining machine conveyor, used to move coal from the cutting face to the rear of the machine, has been identified as a dominant noise source. A dual sprocket conveyor chain was tested as a potential solution. Sound power level measurements conducted at the Pittsburgh Research Laboratory (PRL) accredited reverberation chamber showed a 3 dB reduction in the A-weighted sound power level when the dual sprocket chain was implemented. Underground results show an 8-hour Time Weighted Average (TWA8 hrs) reduction a 3 dB for continuous mining machine operators. Utilizing this newly developed noise control, along with previously proven controls, provides continuous mining machine operators an opportunity to be within the MSHA-Permissible Exposure Limit (MSHA-PEL).
