As part of the Bureau of Mines methane control program, the Pittsburgh coalbed was studied in Washington and Green Counties, Pa., and in Marion and Monongalia Counties, W. Va., where this coalbed is now being mined at its greatest depth. The coalbed thickness appeared to be structurally controlled; the bed was generally thinner near the axes of anticlines and thicker near the axes of synclines. The overburden isopach shows a similar relationship. Most of the clay veins in coal occur in the synclinal troughs, generally under sandstone roof. Cleat orientations measured in 18 underground mines showed that face cleats are perpendicular to the axial trends of the folds, and the butt cleats are parallel to the axial trends, indicating structural control of the cleat. Measurement and analysis of surface joint orientations provide a method for predicting the cleat orientations of the coalbed, but linears measured from infrared photographs and photoindex sheets helped only to determine regional trends. The results of these investigations provide a geologic framework for rational planning for underground mine development to use the best available technology to cope with methane emissions, coalbed discontinuities, and related ground support problems.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. "Background—It has been suggested that health related job selection is a major cause of the healthy worker effect, and may result in inaccurate estimates of health risks of exposures in the working environment. Improved understanding of self selection, including the role of airway hyperresponsiveness, should improve accuracy in estimating occupational risks.Methods—We evaluated symptoms of the respiratory tract, lung function, occupa¬tional and smoking histories, and airway responsiveness from a cross sectional sur¬vey of 478 underground bituminous coal miners and non-mining controls. Workers with abnormal spirometry were excluded from methacholine testing.Results—Methacholine responsiveness (= 15% decline in forced expiratory volume in one second) was associated in both miners and controls with reduced ventilatory lung function and an increased risk of respiratory symptoms. Miners with the longest duration of work at the coal face had a low prevalence of methacholine responsiveness, compared with miners who had never worked at the coal face (12% v 39%, P < 0.01). Throughout their mining careers, miners who responded to methacholine were consistently less likely to have worked in dusty jobs than miners who did not respond to methacholine.Conclusions—These results provide evidence that workers who are employed in dusty jobs are less likely than their unexposed coworkers to show increased non-specific airway responsiveness, pre-sumably as a result of health related job selection. Surveys of workers in which responsiveness data are unavailable may underestimate the effects of dust exposure on respiratory health."

Provide d comprehensive source of up-to-date information about technology for revegetating coal mined lands. Approach A great deal of activity and research in the field of coal mine revegetation has been reported in technical literature, both before and after the passage of Public Law 95-87, the Surface Mining Control and Ruclamation Act of 1977 (SMCRA). This information is widely scattered throughout books, scientific journals, periodicals, Government reports, and other sources, and there has been a need to develop a method of accessing it quickly and efficiently. At the request of the Office of Surface Mining Reclamation and Enforcement which promulgates and enforces regulations implementing the act, the Bureau of Mines has prepared a document that identifies literature relevant to coal mine revegetation. Most of the literature available on this subject has been published during the past 15 years. To tap this reservoir of information, 14 data bases were accessed from DIALOG SDI (Selective Dissemination of Information) Service using three keyword combinations (surface mining and reclamation, strip mining and reclamation, and revegetation). This procedure generated over 7,000 listings. The U.S. Department of Energy&apos;s ENERGY data base was selected from the 14 DIALOG bases, both for its large number of listings and for its broad coverage of literature. This data base contains all the unclassified information that passes through the Technical Information Center of the Department of Energy, including reports, journal articles, conferences, patents, books, monographs, theses, and engineering materials relating to energy development.

"Diesel exhaust soots were assayed in the Ames Salmonella typhimurium histidine reversion assay system using TA 98, the soots being applied as the following preparations: dispersion in dipaimitoyl glycerophosphoryl choline (DPL), dispersion in dipalmitoyl phosphatidylethanolamine (DPP!), and dispersion in dipalmitoyl phosphatidic acid (DPPA) in physiological saline, and in physiological saline without added surfactant. The extracts of soots by dichloromethane / dimethylsulfoxide (DCM/BHSO) were also assayed. Studies were performed both with and without :IQ microsomal activation of the soot preparations. The DPP! and DPPA surfactants were chosen as phospholiridz with two palmitic acid moieties esterified to a glycerol as is the case with DPL, but with hydrophilic groups having different electrophilic characters. The soots, without S9 activation, showed mutegenic activity when extracted in the conventional procedure with DCM/DMSO. The mutagenic activity of soots dispersed in DPL was quantitatively comparable to, and in some cases greater than, the activity expressed by an equal mass of soot extracted by DCM/DMSO. Soots in other surfactantpreparations, DPP! and DPPA, also expressed positive mutagenic activity. Praincubation with S9 microsomal enzyme fraction reduced the activity of solvent extracted soots, and greatly diminished the activity of DPL dispersed soots. Initial sister chromatid exchange (SCE) assays using the Chinese hamster V79 cell line indicated DPL dispersed soot also can cause SCR in mammalian cells. Results thus far suggest that surfactant suspended or ""solubilized"" respirable soot particles could provide a mechanism for transport and expression of mutagens in the lung."

The objectives of this research were: 1. to determine the stability relationships of coal mine roof rocks which are cut by fractures or intersecting joints with and without roof bolts, under various sets of conditions including horizontal formation pressures, inclination and coefficient of friction of joints, bolt loads, roof spans and rock properties; and 2. to develop criteria for the design of roof bolt sys terns for such roofs. The problem was studied by mathematical finite element models and by laboratory models. From the results of the mathematical and laboratory models, equations were derived to express the relationships listed above for cracked, single-layered roof beams and design tables for such beams are included. The analysis was then extended to include multi-layered cracked beams reinforced by roof bolts and a method for analyzing and designing bolting patterns for such roof rocks is presented.

A fifth successive record in fuel efficiency was established by the petroleum-refining industry in 1937, when the average heat requirement per barrel of crude oil run to stills was 554,000 B. t. u. compared with 597,000 B. t. u. in 1936. These amounts represent roughly the heat obtainable from a tenth of a barrel of fuel oil (see fig. 1). Innumerable factors can influence heat consumption at refineries, but only a few are important enough to be subject to statistical measurement. Foremost of these is the ratio of runs to capacity, it being generally recognized that because the fuel demands for other than stills are comparatively inelastic, total heat requirements do not increase in direct proportion to crude runs. Thus, in 1937, crude runs of 1,183,440,000 barrels were 11 percent higher than in 1930; the average operating ratio was 83 percent compared with 79 percent in 1936; but the total heat requirement increased only 4 percent, or from 638,149 billion B. t. u. in 1936 to 663,966 billion B. t. u. in 1937.

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

The preparation characteristics of the coals of Buchanan County, Va., are described in this Bureau of Mines report. Twenty-one samples ,,,ere collected from 9 coalbeds in the county. Of these samples 13 were of metallurgical quality as received, and 8 required some upgrading to provide acceptable products. In general, the coals were of low to medium ash and sulfur content, and ranked as medium-to high-volatile bituminous. In 1963, production in the county was in excess of 13 million tons, of which 2.2 million tons were mechanically cleaned.

As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

Pilot Hole ?X? was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine will be drilled. Five permeability tests were performed at various stratigraphic levels within this hole. The test method used was that of pumping fluids out of the hole for three hours, using the air lift method, followed by a three-hour period where the recharge was observed. Transmissivity and permeability results were determined from these test data. The test procedure used is described and supporting data for the hydrologic tests are provided.

In gasifying pulverized coal with steam and oxygen, the particle size of the coal fed to a gasifier should be as small as economically possible. A potential way to achieve this advantage is to reduce the particle size of the coal by passing the coal-steam mixture at high velocity through a heated tube coil before the mixture enters the gasifier. To evaluate this method the Federal Bureau of Mines flashed coal-water slurries in externally heated metallic tube coils to determine the extent of size reduction. The first of two different laboratory-scale apparatus reduced the average particle diameter of subbituminous C coal from 190 to 110 microns at an outlet velocity of 330 feet per second (f.p.s.). At the same outlet velocity, a second apparatus reduced the average particle diameter from 250 to 140 microns. An increase in velocity produced more finely divided coal, but variation in temperature and pressure had no effect except as they affected velocity. Virtually the same size reduction was noted for five ranks of coal at equal velocities. The rate of increase in particle-size reduction with increase in velocity decreased with a decrease in particle size. The pulverizing mechanism was concluded to be abrasion of the particles with each other and with the tube wall.

The Bureau of Mines is cooperating with the U.S. Department of Energy in a directional degasification project at the Emerald mine near Waynesburg, Pa. This project is designed to combine the highly successful underground horizontal degasification technology with surface drilling methods. The objective of this program is to demonstrate that directional drilling can be used as a technique for degasifying coalbeds ahead of mining to reduce the hazards of methane-air explosions in coal mines. The directional hole at the Emerald mine is designed to start vertically and enter the Pittsburgh coalbed horizontally. A 3-inch-pilot hole entered the Pittsburgh coalbecl at a vertical depth of 999 feet, The hole will be reamed to 8-3/4 inches in diameter, and 5-1/2-inch casing will be cemented in place. Three individual 3-inch-diameter, 3,000-foot horizontal gas collection holes will be drilled into the coalbed in a “bird foot” pattern. A corehole and vertical dewatering hole have been completed at the anticipated coalbed intercept. The dewatering hole was drilled to130 feet below the Pittsburgh coalbed, a depth of 900 feet, and 880 feet of 7-inch-OD casing was cemented in place. Seven vertical holes for monitoring the extent and progress of degasification have been drilled within the horizontal drilling area.

Because several new and unusual synthetic minerals were found in the system MgO-MgF₂ - SiO2 with Li * , or Nat a similar system with Geo₂ replacing Sio , plus Lit was investigated . In addition to the expected compounds of germanium , Ge - fluor - hectorite and a Ge - fluor- chrysotile were synthesized . Protoamphibole was not observed . Data are given for 69 compositions prepared in the system MgO- MgF₂ - Ge02 at 6.94 percent LiF .

Most gasolines and naphthas are mixtures of paraffin- series hydrocarbons and comprise such substances as pentane , hexane , heptane , octane , and others up to perhaps dodecane . Many of these hydrocarbons , when mixed with the proper proportions of air and ignited , are highly explosive . It is due to this characteristic that gasoline has become so important as a fuel in internal -combustion engines . Gasoline and naphtha also are used in the industry as solvents and cleaning agents . Because of their explosive properties they are dangerous to use unless the composition is so chosen that the vapor pressure of the mixture is not high enough to produce explosive mixtures with air at the temperature at which they are used . Hydrocarbon mixtures may be made less hazardous by adding some incombustible liquid , such as carbon tetrachloride . Barrier reports the amount of carbon tetrachloride that must be added to different naphthas to render such mixtures free from fire and explosion hazards . He found that the amount of carbon tetrachloride that must be present in the final mixture of naphtha and carbon tetrachloride varied with the density of the naphtha . Of the naphthas tested the amount of carbon tetrachloride necessary to render such mixtures free from fire and explosion hazards ranged from 30 to 70 percent . .. Determination of the fire and explosion hazards of carbon tetrachloridehydrocarbon mixtures would be easy if the boiling points and vapor pressures of the two were the same at any given temperature . The fact that carbon tetrachloride boils at 76° C. while the boiling points of the hydrocarbons found in gasoline and naphtha may range from 37° , the boiling point of pentane ,

Detailed comprehensive assessment of the performance of Afghanistan&apos;s mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country&apos;s meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. Large-opening mine ventilation is unique for the following reasons: (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings to direct ventilation airflows are costly to construct and maintain. The research results suggest that by incorporating ventilation planning into the mine planning process, using propeller fans, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible, the ventilation of large-opening mines can be significantly improved. The ventilation improvements created by incorporating these various techniques into the ventilation plan will help reduce the exposure of mine workers to airborne contaminants in underground large-opening mines.

Leonardite is a coallike substance, similar in structure and composition to lignitic coal and believed to be derived from lignitic coal by the process of natural oxidation. Leonardite is little known outside lignite-producing areas and has been developed commercially only to a minor extent. The higher oxygen content and less compact structure of leonardite, compared with lignite, make it undesirable as a fuel but indicate that it has potential as a source of chemicals and for other nonfuel uses. It is a convenient source of humic acids. The United States has a large natural reserve of leonardite; furthermore, it can be produced in the laboratory under controlled conditions. The significant elemental difference between leonardite and lignite is the oxygen content (leonardite, 28-29 percent; lignite, 19-20 percent). The higher oxygen content of leonardite is due entirely to a Larger number of carboxylic acid groups. This fact explains the 17-Cold increase in alkali solubility of leonardite. Spectral studies indicate that the material is mixed salts of humic acids.

Miners depend most heavily on visual cues to recognize underground mining hazards; consequently, illumination plays a critical role in miners? safety. Some hazards are located in the miners? peripheral field-of-view (10 degrees to about 60 degrees off-axis) or on-axis (0 degrees). The objective of this research was to determine if there were visual performance improvements when using solid-state cap lamps with light-emitting diodes (LEDs) as compared to incandescent light bulbs commonly used in miner cap lamps. Recent research has indicated that an increased short-wavelength content of the spectral power distribution of LEDs relative to incandescent lamps improves peripheral visual performance for low-light (mesopic) conditions. The visual performances of nine subjects were quantified by measuring the subjects? speed and accuracy in detecting floor objects located on axis and at ±20 degrees off axis. The objects were located near field (1.83 meters) and far field (3.66 meters). Upon presentation of the objects, subjects would count and point to each object using a red-laser pointer. The object detection response time and number of missed objects were recorded. The results of the visual performance comparison for an LED, a prototype LED, and an incandescent cap lamp are presented. There we no missed objects when subjects used the LED-based cap lamps but, there were three missed object occurrences when subjects used the incandescent cap lamp. The mean detection time when using the incandescent cap lamp was 55.3% greater than the prototype LED cap lamp and 43.5% greater than the LED cap lamp. It can be inferred from this data that the spectral distribution of LED-based cap lamps could enable significant visual performance improvements as compared to incandescent cap lamps1.
