On the basis of world production data alone, 1985 appears to have been a year in which the world's mineral industry took another step upward in its recovery from the very poor years of 1981, 1982, and early 1983. Despite a drop in the output of crude oil, which was the single most significant crude mineral product from the viewpoint of value, the estimated value of world crude mineral production advanced by 3.4% to about $1,054 billion constant 1983 dollars, with output increases logged for nearly two-thirds of the commodities and forms of commodities for which the U.S. Bureau of Mines calculates a total world output. However, the economic well-being of any industry or group of industries cannot be measured solely in terms of the volume and/or value of its production, and examination of statistics reflecting other aspects of mineral industry performance shows that 1985 was a less than ideal year in many respects. In the case of consumption of mineral commodities, although there were gains registered in diverse sectors such as iron and steel, aluminum, fertilizer materials, solid fuels, and gaseous fuels, there were also proportionally small but notable declines in use among the older major nonferrous metals (copper, lead, tin, and zinc) and in the all-important liquid fuels. In the case of international trade in mineral commodities, although comprehensive data for 1985 were not yet available, there were indications that the value may well have fallen below the estimated 1984 level of $632 billion, although the volume may have increased slightly. This, if true, would be chiefly the result of declining prices of mineral commodities, and indeed, price declines were noted for a number of significant materials in terms of current dollars, and even more would register declines if calculated on the basis of constant dollars, adjusting for inflation.

"A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive X-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for particles at 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of mineral particles. This paper focuses on the results for respirable quartz particles sampled from five underground coal mines across the US. Through statistical analysis of results the relationship between the fraction of surface available quartz in respirable dust samples and coal rank is established for three Pennsylvania coal seams. IntroductionThis is the last in a series of papers detailing the results of SEM/EDX-based analyses of respirable coal mine dust particles collected from field sampling. Previous papers have detailed preliminary results and the statistical validity of the methodology (Grayson, Andre, and Simonyi, 1990; Grayson, 1991). This paper presents the final results of the analysis of respirable dusts from five coal seams with a range of coal rank:• Lykens Valley seam (anthracite), eastern Pennsylvania• Brookville (A) seam (mid-vol bituminous), central Pennsylvania• Pittsburgh seam (high-vol B bituminous), western Pennsylvania• No. 6 seam (high-vol C bituminous), Illinois• Wadge seam (sub-bituminous A), ColoradoSEM/EDX-based techniques were applied to try to clarify the role of quartz as an etiologic agent in coal workers' pneumoconiosis (CWP). It was hypothesized that previous studies were hampered by the restrictions of bulk analysis techniques and that particle-level analyses were needed to answer a number of questions concerning the role of quartz in CWP and its progression.Since 1985, a large number of the respirable dust samples submitted to MSHA are analyzed for free silica (Tomb, Parobeck, and Gero, 1986). Our reasearch shows that conventional bulk analysis techniques may not give a true indication of the biologically available, or active, quartz in mine dusts. Analytical evidence indicates that respirable dust samples may contain many quartz particles that are occluded, or coated, resulting in a bulk analysis for ""free silica"" that may not be indicative of the biologically available quartz surface."

Moderate to acute deficiency of plant available phosphorus is very common in western coal mine spoils and topsoils. Although some of the spoils are known to contain seemingly adequate amounts of total phosphorus, the plant available phosphorus is so low that it constitutes a serious plant growth limiting factor in the mined lands. For the revegetation of these spoils, the use of species, varieties and ecotypes exhibiting greater efficiency for P uptake and utilization, or conversely, lesser susceptibility to P deficiency would be highly desirable. To identify such plants, quick and adequate methods of screening germplasm should he available. In the present growth chamber study several plant species were screened using continuous flow culture and spoil culture systems to provide information on their relative susceptibility. In flow cultures, P was maintained at 0.25, 2.5, and 25 moles; while in spoil cultures it was applied at 0, 25, and 75µg/g to a P-deficient spoil. Phosphorus deficiency symptoms appeared in alfalfa cultivars, birdsfoot trefoil, emerald crownvetch and yellow sweetclover within 7-10 days upon transfer of their seedlings to U.25 or 2.5 µM P solutions. Burning bush and Russian thistle, found abundantly as pioneering species on mine spoils, showed no deficiency symptoms; their shoot dry matter yield in the 0.25µM P treatment was 24% and 36%, respectively of their maximum yield obtained with 25 µM P. However, the percent increase in the dry matter yield of legumes with 0.25 µM P ranged from 7-13% over their maximum yield. With the increase in solution P concentration, the root dry weight ratio in the legumes increased from an average of 0.22 to 0.43, while in the weeds from 0.14 to 0.30. The low susceptibility of Russian thistle to P deficiency was also demonstrated in the spoil culture experiment. Legumes showed greater response to P-fertilization on the spoil than did the two weeds. With increasing concentrations of P in the solution, the root weight ratio of all the species decreased. At 25 µM P, weeds invested only 14% of their total dry matter yield in the root fraction, where as legumes and grasses invested as much as 24% and 33% respectively. Weedy species averaged higher P concentrations than the legumes and grasses. The mean P concentrations of alfalfa cultivars were the lowest among legumes. In general, P concentrations increased with the increase in P supply. In the flow culture system, P supply increased the Ca levels of legumes. The mean Mn concentrations were highest in the weedy species. The increases in P supply decreased Zn levels in all of the species. File effects of P fertilization on the tissue concentrations of Mn and Zn in spoil culture were similar to that of flow culture system. From this preliminary study, it may be concluded that the continuous flow culture system is efficient in rapid screening of a large number of species under controlled conditions for their efficiency in adapting to mineral stresses.

Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

The Bureau of Mines conducted research to evaluate the optimum design for a rock-breaking explosive charge that could be fired unconfined in a gassy or dusty coal mine without the danger of igniting the flammable atmosphere. Charges of various shapes, with and without cavities, were tested in a gallery using 3-by 3-by l-ft concrete blocks as simulated boulders. For these tests the optimum charge, in terms of cost, weight, and convenience in handling, consisted of a flat l-1/2-lb charge of permissible explosive seven-eighths of an inch thick and 7 in in diameter encased in a l/2-in thick layer of fine salt (NaCI). This work demonstrated that it should be possible to produce an inexpensive explosive rock-breaker charge that would be safe to use in underground coal mines.

The Haldane gas-analysis apparatus used by the Bureau of Mines is patterned after the device developed by Haldane 4/ and differs from it only in structural modifications that have been added to facilitate operation and simplify construction. The apparatus was developed to permit determination of carbon dioxide, combustible gases, and oxygen with a degree of accuracy not attainable with apparatus of the types ordinarily used for the analysis of fuel gases, flue gases, and similar mixtures. The Haldane apparatus is used by the Bureau of Mines chiefly in the analysis of air samples collected in coal and metal mines and other underground workings and is applied also in the analysis of many other types of gas mixtures when accurate determination of certain constituents is desired.

Lime-soda sinters, made and processed for recovering alumina and soda, consisted of several types of compound structures differing from the ideal dicalcium silicate and sodium aluminate. Many or these compound structures were causes for low alumina recovery and contributed to the relation or leach slurries. Presence or free lime, whether in the sinter or released by hydrolysis of sinter compounds, contributed to relation of leach slurries. Free lime tends to establish the initial viscosity assumed by a leach slurry. Previous investigations by the Bureau of Mines (1, 4)4/ and by other laboratories (5) have demonstrated the technical applicability of the lime-soda sinter process to the recovery of alumina from aluminum silicate materials. The basic concept of the process is sintering aluminum silicate materials with limestone and soda ash for the production of dicalcium silicate and sodium aluminate and then extracting the sodium aluminate by leaching the sinter in causticized liquors. Alumina is precipitated from the pregnant liquors by carbonating with carbon dioxide. Reaction in the sintering operation may be represented by the following simplified equation: A1203?SiO + 2CaCO3 + Na2C03 = 2Ca0?SiO + Na20?Al203 + 3C02

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Mineral production was of minor importance to the country's economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh's strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. "The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

A 6-ft. diameter laboratory tunnel, raise and shaft boring machine was designed and constructed to carry out research investigations to enhance the performance of mechanical rock excavation equipment. The machine is operated with a computer control system and features extensive instrumentation to monitor and record various test parameters, including tri-axial cutter forces, machine thrust, torque, rpm and penetration rate. An extensive laboratory testing Program has been conducted using this machine, demonstrating the feasibility of attaining high rates of penetration in various sedimentary geologies. Also, a large data base has been developed to serve as a basis for the improved design and performance of tunnel, raise and shaft boring equipment.

A two-stage froth flotation technique was developed in the laboratory to separate fine-size pyrite from coal. The process consists of the initial flotation of a 15-percent solids coal slurry with a minimum of frother; the coarse, free pyrite and other refuse are removed in the tailings. The froth product from this first stage is then repulped and treated with a coal depressant, a pyrite promoter, and a frother to float the remaining fine-size pyrite or pyrite attached to coal particles. With the two-stage process, the pyritic sulfur content of a Lower Freeport bed coal sample was reduced from 1.78 percent to 0.75 percent in the first stage, and from 0.75 percent to 0.27 percent in the second stage with good clean coal recovery.

"INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

In response to the Coal Mine Health and Safety Act of 1969, mandatory noise standards have been developed that specify time-noise limits of mine personnel exposure. Most affected by elevated noise levels is the pneumatic roof bolter operator, both in terms of levels near or in excess of 115 dbA and in terms of length of exposure. Therefore, the principal emphasis of this Bureau of Mines report is on pneumatic drill noise control. It is not the intent of this report to suggest any drill redesign; instead, methods are suggested to reduce the noise level by complementing existing machines. An integral muffler system and a separate muffler system were tested in an attempt to lower pneumatic drill noise levels. Pneumatic drills, when new, operate at about 115 dbA when drilling in sandstone. Using the drill muffler systems, it was possible to decrease the noise level of a 115-dbA stope drill to approximately 100 dbA.
