Computer-related accidents have caused injuries and fatalities in numerous applications. Normal Accident Theory (NAT) explains that these accidents are inevitable because of system complexity. Complex systems, such as computer-based systems, are highly interconnected, highly interactive, and tightly coupled. We do not have a scientific methodology to identify and quantify these complexities; specifically, NAT has not been operationalized for computer-based systems. Our research addressed this by operationalizing NAT for the system requirements of safety-related computer systems. It was theorized that there are two types of system complexity: external and internal. External complexity was characterized by three variables: system predictability, observability, and usability -the dependent variables; internal complexity was characterized by modeling system requirements with Software Cost Reduction dependency graphs, then quantifying model attributes using 15 graphtheoretical metrics the independent variables. Dependent variable data were obtained by having 32 subjects run simulations of our research test vehicle: the light control system (LCS). The LCS simulation tests used a cross-over design. Subject perceptions of these simulations were obtained by using a questionnaire. Canonical correlation analysis and structure correlations were used to test hypotheses 1 to 3 - the dependent variables predictability, observability, and usability do not correlate with the NAT complexity metrics. Five of 15 metrics proposed for NAT complexity correlated with the dependent data. These 5 metrics had structure correlations exceeding 0.25, standard errors < 0.10, and a 95% confidence interval. Therefore, the null hypotheses were rejected. A Wilcoxon signed ranks test was used to test hypotheses 4 to 6 - increasing NAT complexity increases system predictability, observability, and usability. The results showed that the dependent variables decreased as complexity increased. Therefore, null hypotheses 4 to 6 were rejected. Lastly, this work is a step forward to operationalize NAT for safety-related computer systems; however, limitations exist. Opportunities addressing these limitations and advancing NAT were identified. Lastly, the major contribution of this work is fundamental to scientific research - to gain knowledge through the discovery of relationship between the variables of interest. Specifically, NAT has been advanced by defining and quantifying complexity measures, and showing their inverse relationship to system predictability, observability, and usability.

[In many coal-mining countries, during he pest decade, there have seen made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company&apos;s Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

Cameroon&apos;s mineral industry continued to be dominated by crude petroleum, The economic development of the country depended on the production and export of crude on. Output was estimated to be 49 million barrels in 1985 compared with 56 million barrels in 1984 and 47 million barrels in 1988. The country&apos;s only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon&apos;s economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. This report describes preparation characteristics of significant coalbeds in Tazewell County , Va . In 1961 Tazewell County produced 933,110 tons of clean coal from six coalbeds ; the Lower Banner , Raven , Jawbone , Upper Seaboard , and Pocahontas No. 3 and No. 5. Samples from all of these beds , except the Lower Banner , were included in this study plus a sample from the Pocahontas No. 4 bed . Of the samples collected , only one would require upgrading to be of metallurgical quality . The coals ranged in rank from high- volatile -A to low- volatile bituminous .

Heat capacities of ferrous molybdate (FeMoO4) and ferrous tungstate (FeWO4) were measured over the temperature range 51° to 298.15° K. Ferrous tungstate has a lambda type heat capacity anomaly at 74° K. The 298.15° K entropies are FeMoO4) 30.9 cal/deg mole and FeW04) 31.5 cal/deg mole.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau&apos;s large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

In 1988, at the request of the Bureau of land Management, the U.S. Bureau of Mines studied part of the 13,460-acre Owyhee Breaks Wilderness Study Area (OR-003-059) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. No mineral resources were identified in the study area during this investigation. There is an occurrence of jasper along Birch Creek and an associated occurrence of zeolite in some tuffs. In the northern part of the study area is an occurrence of bentonitic clay containing less than 40,000 tons. Much of the area is covered by landslide blocks, colluvium, earthflow deposits, and talus, composed of Tertiary-age volcanic rocks. The upper plateaus are capped by Tertiary-age basalt.

"INTRODUCTION In the course of the investigation of manganese mineral occurrences in continental United States, the Bureau of Mines has collected several lots of ore from properties in the vicinity of Long Valley, Ariz. The ore occurs as irregular and random pockets in a brecciated zone. As only high-grade portions of the deposits obtained by selective mining would be acceptable as commercial-grade manganese ores, an investigation was made to determine amenability of the ores to concentration by ore-dressing methods. Several types of ores, differing in grade and mineral associations, were studied.Ores from the Vaiazza property are of special interest, owing to the successful application of silica flotation for their concentration. Ores from the Shroup and Conner-Hough properties are very similar but differ somewhat in their response to ore-dressing Method's. In all instances, the man¬ganese minerals are psilomelane and pyrolusite, with minor amounts of other manganese oxides. The country rook is a brecciated limestone; the diluent in the high-grade ore pockets is chiefly silica. The low-grade manganese ores are limestone replacements, and the chief gangue material, of course, is limestone."

The Bureau of Mines has developed a pallet loading dust control system designed to lower the dust exposure of workers during the bag stacking process at mineral processing facilities. The system makes bag stacking much easier because the pallet height remains constant throughout the entire bag stacking cycle through the use of a hydraulic lift table. The system uses a push-pull ventilation technique to capture the dust generated during bag stacking. A low-volume, high-velocity blower system operating at approximately 150 cfm blows a stream of air over the top layer of bags on the pallet. The blower system is composed of two 3-in air jets (approximately 1,200-ftjmin velocity) directed toward an exhaust system on the opposite side of the pallet. As these air jets travel across the pallet, they entrain the dust generated during bag stacking. The exhaust ventilation system pulls approximately 2,500 cfm of air and dust through the exhaust hood. This exhaust air can then be dumped into a baghouse ventilation system, or filtered before being discharged outside the mill. During a laboratory evaluation, a 70-pct dust reduction was recorded for the bag stacker. The system was then evaluated in an actual working environment. The first field evaluation was performed at a silica sand operation in which one worker performed the entire loading and bag stacking process. This worker&apos;s dust exposure was lowered 76 pet when using the new pallet loading system. The second field evaluation showed only moderate dust reduction, but this was mainly attributed to an overriding problem associated with background dust and the cleanliness of the bags. From both the ergonomic and production standpoint, the system was well received by both the workforce and plant management.

Gob gas ventholes (GGV) are used to control methane inflows into a longwall operation by capturing it within the overlying fractured strata before it enters the work environment. Thus, it is important to understand the effects of various factors, such as drilling parameters, location of borehole, applied vacuum by exhausters and mining/panel parameters in order to be able to evaluate the performance of GGVs and to predict their effectiveness in controlling methane emissions. However, a practical model for this purpose currently does not exist. In this paper, we analyzed the total gas flow rates and methane percentages from 10 GGVs located on three adjacent panels operated in Pittsburgh coalbed in Southwestern Pennsylvania section of Northern Appalachian basin. The ventholes were drilled from different surface elevations and were located at varying distances from the start-up ends of the panels and from the tailgate entries. Exhauster pressures, casing diameters, location of longwall face and mining rates and production data were also recorded. These data were incorporated into a multilayer-perceptron (MLP) type artificial neural network (ANN) to model venthole production. The results showed that the two-hidden layer model predicted total production and the methane content of the GGVs with more than 90% accuracy. The ANN model was further used to conduct sensitivity analyses about the mean of the input variables to determine the effect of each input variable on the predicted production performance of GGVs.

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

The Big mine has been a source of mica and high-grade felspar from separate zones in the same pegmatite dike since 1914. In 1943 it became the outstanding producer of strategic mica in New England. The urgent need for sheet mica led to core-drilling by the Bureau of Mines from February to May 1914. Nine diamond-drill hob&apos;s aggregating 1,474 feet in length were drilled by the Bureau of Mines with the objective of developing extensions of the known mica shoots. The use of large-diameter bits made it feasible to obtain reasonably reliable results in diamond-drilling this type of deposit.

The annual survey of the fuel-briquet industry by the Bureau of Mines, United States Department of the Interior, revealed that 21 fuel-briquet plants in 11 States were in operation and reported production in 1956. The demand for fuel briquets in the United States has gradually declined since 1948, and the number of operating plants has decreased from 36 to 21. Also, the annual productive capacity of the industry has decreased, although not a proportionate amount because most of the plants that were abandoned were small and in most instances had a designed capacity of less than 25,000 tons per year. In 1956 the 21 active plants had an annual capacity of 3.7 million tons (table 2), which was only 20 percent less than the total capacity of the 36 plants in 1948. This indicates that most of the larger plants have remained active, even though operating at reduced rates, and the average capacity of the industry has increased from 130,000 tons per plant in 1948 to 177,000 tons in 1956. Since 1948 operating rates have decreased from 67 percent to 41 percent of annual capacity.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Continual occupational exposure to vibrating hand tools can damage the neural, vascular and other soft tissues of the fingers. Rat tail models have been developed to investigate the biological responses of the tissues to vibration.1-2 However, the biodynamic response of the tail relative to that of the human fingers has not been characterized. The objective of this pilot study was to compare the transmissibilities of rat tails measured via a scanning laser vibrometer to those of human fingers gripping a handle. Methods In Part I of this experiment, four male Sprague Dawley rats (6 weeks old) were exposed to discrete 5g-rms sinusoids of 32, 63, 125, 160, 250, and 500 Hz. The rats were restrained in Broome-style restrainers with their tails constrained without compression to an exposure platform via elastic straps as shown in Figure 1. The platform was attached to a vertically vibrating shaker. The vibration was measured for the array of points shown in Figure 1 using a scanning laser vibrometer (Polytec) and the transmissibility calculated for each point on the tail relative to the reference points on the platform. In Part II, three male human subjects were exposed at the frequencies specified in Part I - with the addition of 1000 Hz - at a magnitude at the ANSI <0.5-hr limit up to 63 Hz, after which the acceleration was held constant at 5g-rms. The subjects gripped an instrumented handle at 20 N as shown in Figure 2. The transmissibility was calculated relative to the reference points on the handle. [ ]

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mime in the Coeur d&apos;Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters--cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.

As part of the Bureau of Mines program for conserving domestic mineral resources, a survey was made of the methods used for identifying scrap metals. Because of the large number of alloys currently being scrapped, correct identification of these materials is essential if they are to be recycled effectively. The methods and instruments used to identify scrap metals are described and evaluated. These include object recognition, color, density, magnetic testing, spark testing, chemical spot testing, thermoelectric measurements, eddy current measurements, and elemental analysis by chemical and instrumental methods. Other potential techniques are discussed also.
