"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the pact 32 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued to emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced. American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The Bureau of Mines conducted a comprehensive study of the Kanab, Kolob, Kaiparowits, and Harmony coalfields of southwestern Utah to obtain additional information and to determine the potentials of these coalfields as sources of energy for steam-electric power-generating plants. Field examinations were made to ascertain the geologic structure and the stratigraphy of the coalfields, the accessibility of the coal-bearing strata, and the general nature of the coal-bearing strata and the terrain. Many mines, both active and abandoned, were examined, and key personnel in the coal industry in the area were consulted. Available analyses of southwestern Utah coals were compiled, and tentative conclusions regarding the rank and quality of the coals were drawn. Coals have been classified by rank according to the standards established by the American Society for Testing and Materials in 1964. The Parr formula for moist, mineral-matter-free British thermal units has been used to calculate the rank of each sample, except as otherwise noted. Water resources related to the areas of the coal reserves also were investigated. Existing literature and maps pertaining to the geology of the areas were reviewed. Production potentials of the coalfields and economic conditions affecting the possible utilization of the coal reserves as sources of energy for steam-powered electricity-generating plants were investigated and analyzed. The data obtained and the conclusions reached as a result of this study are included in this document. The total reserves of subbituminous A and high-volatile bituminous C coals in the fields of southwestern Utah are estimated to be at least 8 billion short tons at depths generally less than 2,000 feet. It appears likely that this estimate will be increased as additional data are made available through exploration and other investigations. Sufficient coal is available in four southwestern Utah counties to supply three or four large steam-electric plants. If the States involved grant water rights to companies planning to build steam-electric plants, the cost of producing power with coal might be attractive and might justify the construction of one or more of these plants.

The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

Institutional and infrastructural factors affecting mineral development are also discussed.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1990. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

All samples were obtained and analyzed as part of U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrousmetal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry. MAGNITUDE OF THE BRASS INDUSTRY. According to the Thirteenth Census, in 1909 there were in the United States 1,021 fu-ms that dealt mainly in brass and bronze. This total included jobbing foundries, manufacturing plants that both cast and machine a brass or bronze product, and rolling mills, but did not include iron foundries having nonferrous departments nor the numerous large brass-foundry departments of manufacturing plants that produce the castings used in the manufacture of electrical apparatus, cash registers, pumps, and the thousands of machines that require brass castings for their construction. Penton's Foundry List for 1910 gives about 1,150 exclusively nonferrous foundries and about 2,300 iron or steel foundries that also melt brass. If the rolling mills and. jobbing foundries in manufacturing plants be included, and if due credit be given to the rapid growth of the industry in the last few years, largely through the stimulation of the automobile busi¬ness, it is probable that not less than 3,600 plants are to-day melting brass or bronze.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

The purpose of this Bureau of Mines report is to provide mining industry personnel and regulatory authorities with a subsidence-reference list and annotated bibliography that will aid them in locating subsidence information and in developing their own subsidence information sources. Over 700 references are listed in the Bureau's subsidence information center bibliography; approximately 600 of these references were obtained for assessment. Of these 600 references, 167 were selected to be rated, categorized, and annotated. All literature referenced in this report was published prior to 1984. Table 1 is a cross - referenced index that classifies and rates selected references with respect to specific keywords. References are rated not on quality of content but rather on applicability to given subject areas. Appendix A is an annotated bibliography of the references listed in table 1 and provides further information of each article to aid the user in selecting articles for specific areas of subsidence technology. Appendix B is a copy of the subsidence information center bibliography.

Prior to 1911 the literature on melting brass by electricity consisted entirely-save for some suggestions made in patent literature but not actually worked out-of a few observations by farseeing men ' on the theoretical advantages of melting brass and other nonferrous alloys in electric furnaces. Roeber was the first to see and clearly state the possible advantages of the electric furnace in brass melting. The same factors tha.t make it desirable to manufacture special steels in the electric furnace rather than in crucibles, he declared, apply to brass as well. He pointed out the possibility of using larger melting units, of eliminating crucible cost, of readily controlling the purity of the product. and of nearly eliminating the loss of zinc. "The replacement of the • old crucible process is sure to come," he said; "perhaps it will come in two years, but it will, necessarily, in ten years .... The inevitable advance along this industrial line will have great influence in the metal world and will also provide, in large cities, a new kind of load for the central station." The years 1905 to 1910 may be termed the purely theoretical period of the development of the electric brass furnace, though the Conley furnace was tried out e:xperimenta.lly about 1910 and a few heats were made in an induction furnace. 2 In December, 1911, the American Chemical Society held a symposium on mineral wastes, at which Bassett s discussed the zinc· losses that attend making brass in fuel-fired furnaces.

Advanced technology, including automation and computerized information systems, is being adopted in mining at an ever-increasing rate to improve safety and productivity and to decrease overall costs. This U.S. Bureau of Mines report focuses on the human factors issues related to advanced technology. Among the significant facts discovered were the following: Experts studying tile design adoption, and implementation of new technology have stated repeatedly that human factors specialists should be involved from the early planning stages, through design and fabrication, and up to and during production, since human factors has been consistently identified as the biggest obstacle to the efficient utilization of new technology. Also, middle management is generally the greatest obstacle to the adoption of advanced technology, this technology can give rise to worker alienation, boredom, stress, job insecurity, and a sense of isolation; training most of the present work force is more cost effective than hiring new workers; workers are willing to accept new technology if they are given a voice in its implementation; the social and the technical systems should be jointly optimized; and with the intro¬duction of advanced technology, the cognitive or mental, rather than the physical, aspects of human-machine interaction must be emphasized.

This report on the state of the art of horizontal boring technology for underground power transmission installations was prepared by the Bureau of Mines at the request of the Department of the Interior. This paper describes the different machines and methods used in augering, impacting, pushing, drilling, and machine tunneling horizontal holes through soil and rock. A review of the borehole survey and guidance tools and techniques applicable to these methods is also given. Nonboring methods used for emplacement of power distribution and transmission lines are briefly discussed. The paper ends with a brief technical forecast, an analytical summary of the state of the art, and recommendations based on power industry needs. Horizontal boring techniques for power distribution lines installation are adequate to meet the requirements of the power industry, particularly where such burial involves relatively short distances in soil or soft rock. For burying power transmission lines, particularly in the harder rocks and over relatively long distances, horizontal boring methods are not as well advanced. Research and development as well as economic incentives to equipment manufacturers could substantially improve the state of the art. Obstacle detection and guidance systems for directing boreholes to specified targets need major improvements to meet the requirements of the power industry for underground burial of distribution and transmission lines
