Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Although the titaniferous iron occurrences at Iron Mountain have been known since 1850, exploitation of the deposits has been discouraged by the metallurgical difficulties encountered in treating the complex magnetite-ilmenite material. Because of the intimate association of magnetite and ilmenite, the material is not amenable to known ore-dressing practices. During World War II, industries started moving south and west from the industrial East; iron-ore reserves in the East were being depleted at a rapid rate; and titanium came into demand as a pigment. Imports of ilmenite from India, then the main source, were practically suspended because of lack of shipping space. These factors created interest in possible exploitation of the Iron Mountain deposits as a source of iron and titanium.

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

A special high-pressure Burnett-type compressibility apparatus was constructed and used to determine compressibility factors for pure helium, pure nitrogen, and nine helium-nitrogen mixtures containing 89.47, 79.04, 69.69, 60.09, 49.24, 41.02, 30.99, 20.53, and 10.67 mole-percent helium. A total of 161 runs were made consisting of 2,355 observed pressures. Data were obtained at 0°, 25°, and 50° C and at pressures to 1,000 atmospheres. A power series in the reciprocal volume, commonly called a Leiden series, is used to represent the compressibility factors. Three parameters in the series are required to represent helium, five parameters to represent nitrogen, and from three to five parameters to represent the mixtures. Compressibility factors are believed to be accurate to better than 0.1 percent over the entire pressure, temperature, and composition range.

For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in the country and regional reports that comprise the five other sections of 1991 Minerals Yearbook-International Review, it is clearly impossible to cite all sources of information used in its presentation, but some recognition is due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of national mining and geological agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, appreciation is expressed to the multitude of persons employed by these agencies.

Here is united, in common aim, the Engineering School of our State University, recognized for its competency and usefulness, and the Federal Bureau of Mines. The Bureau is one of the most effective arms of our National Government. It outranks in accomplishment, measured by practical scientific contribution, any like governmental organization in all the other nations. It possesses none of the characteristics of many other bureaus of government which have created popular bias. Here is one Bureau devoid of political suggestion or aim with a personnel zealously devoted to labor in scientific re¬search - an organization marked by practical accomplishment, alleviating many of life's burdens, raking easier life's pathway, and unerringly pointing to life's possibilities.

This report presents the results of a program to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies' are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

In a certain application2/ it was necessary to compute the beta function B(p, q) for a certain set of values p and q. Since t he set of p and q values was much mo re finely spaced than those in any published tables, the authors decided to make their results available in this report. In connection with this application the functionB(p, q) was needed at various points in the p, q plane at intervals of 0.05, 0.05<p = q< 10.00. Fletcher, Miller, and Rosenhead2/ state that the only tables available in the desired range are those of Rearson.4/ However, the interval used by Pearson was not small enough for the present application. For this reason it was decided to calculate B(p, q) for p = q =0.05 (0.05) 10. 00.2/ This table is published because of the fundamental importance in mathematical analysis of the complete beta function.

A method is presented for the burial of potentially toxic spoil in high density zones or packages within spoil piles. Such burial could reduce the outflow of pollutants and thus minimize contamination of groundwater flows. Laboratory model studies using ammonium bromide tracer were performed to quantify the expected outflow mixing that could be achieved through package construction in spoils. Field drilling and geophysical density logging of spoils was carried out at three sites in Pennsylvania and Ohio to obtain a range of field spoil bulk density measurements and spoil samples. These data are analyzed to determine the relationships between spoil density and the controlling factors of lithology, depth, age, particle size distribution and mining method. A separate series of spoil permeability tests were performed in the laboratory to investigate the relationship between permeability and its related parameters. Research results are applied to the toxic package method to suggest guidelines for pack-age size, shape, density and placement for future field prototype development.

This investigation was divided into two major phases. Phase I of the study was an examination of the occurrence and production of acid water within the Bunker Hill Mine in northern Idaho. The second phase of the project involved the study of water movement through an abandoned tailings pile. Mineralogy and hydrogeology were determined to be the two most important factors in the acid mine drainage problem. Low pH water was formed in the mine in areas of lead-zinc ore rich in pyrite. Water movement in the mine was important in the production of acid and the transportation of heavy metals. Areas of recharge to the mine were identified. A data collection network was installed to monitor water quality and quantity changes. The quantity of acid drainage from the mine was found to vary directly with surface runoff events. The study of the abandoned tailings pile was performed to determine the characteristics of water movement through the tailings material and the resultant impact on the hydrologic environment. The Page Tailings Pile, abandoned in 1969, was utilized as a study area. An extensive network of piezometers and meteorological data collection sites were installed in and near the pile. Data collected to date indicate the presence of a ground-water mound under the east half of the pile. Some transfer of ions from the tailings pile to the ground-water system has been detected.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state requlatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

The value of mineral production in Alabama continued to increase and reached a new high of $260 million, 3 percent above the previous high established in 1967. Record high values were reported for bentonite, crushed marble, lime, miscellaneous clay, portland cement, salt, sand and gravel, and scrap mica. The value of coal, total cement, petroleum, and stone accounted for 87 percent of the State&apos;s total value of mineral production. Alabama ranked second among the States in the production of bauxite and scrap mica and third in kaolin, masonry cement, and native asphalt.

The belt conveyor is one of the major pieces of equipment for transferring bulk material in mining operations. However, considerable amount of respirable dust may be generated whenever the bulk material is loaded, dumped, or transferred. This report identifies and evaluates various dust control technolgies applicable to belt conveyors, and describes how an integrated systems approach can reduce dust emissions at a transfer point. Phase I of the program consisted of literature search and a critical evaluation of various dust control technologies. The work established that a comprehensive approach to calculating exhaust volumes for dust collection system does not exist. The parameters that affect the wet dust suppression efficiency were also reviewed. Based on the Phase I work, bulk material handling system and dry dust collection or wet dust suppression systems were designed and installed at a number of transfer points in a limestone processing facility, a surface mine selected as a field test site. Field test data were used to determine the validity of various exhaust volume calculations at the different transfer points. The field test data also formed the basis for the evaluations of the relative effectiveness of commercially available and wet dust suppression systems in controlling respirable dust emissions.

In 1986 at the request of Bureau of Land Management, the U.S. Bureau of Mines studied 23,225 acres of the 27,980-acre Jordan Craters Wilderness Study Area (OR-003-128) in order to evaluate its identified mineral resources. The study area is located in Malheur County, OR, about 20 miles northwest from Jordan Valley. No mining activity has been recorded within the study area, and no metallic or industrial mineral resources were identified. Small isolated occurrences of decorative quality stone were identified. However, none of these occurrences constitute a resource. Although the study area is underlain by relatively young volcanic rocks, the area has no known geothermal energy resource.

One of the more pressing engineering problems for deep longwall mines in the Southern Appalachian Basin is to design longwall systems that will eliminate catastrophic coal pillar failure from the working environment. The purpose of this study is to quantify the behavior of a particular size abutment pillar prone to burst or bump. Because the 24.4-111 (80-ft) square abutment study pillar is within the pillar size commonly used in this region, understanding the behavior of this pillar should aid in future efforts to design optimum mining strategies. This research has attempted to construct the pillar stress and roof-to-floor convergence profiles in order to evaluate the ultimate strength, deformation modulus, visco-elastic deformation, and violent failure characteristics of the pillar during longwall mining. This information reflects the overriding influence of the local geologic characteristics on bursts, provides the field measurements needed to verify concurrent modeling studies, and suggest some basic mechanisms associated with the coal pillar bursts discussed in this paper.

THIS CHAPTER of the Minerals Yearbook (volume III) contains overall injury experience and employment data at bituminous-coal, lignite, and anthracite mines, coking plants, metal and nonmetal mines, metallurgical plants, and stone quarries in the United States for the calendar year 1956. Volume I of the Yearbook includes injury experiences and related employment data in the metal, nonmetal, and quarrying industries, and in the milling operations connected with the mining of those commodities. Volume II contains the injury and related employment experience of the coal mining, coking, and oil and gas industries. Reporting is voluntary on the surveys conducted by the Bureau of Mines to collect injury and employment data in the mineral industries, except in the coal-mining industry, where operators are required by Federal law to furnish the information requested.

This report gives results of metallurgical investigations performed by the Bureau of Mines on mineral samples taken during April 1959, from Hawaiian bauxite deposits on the islands of Kauai, Maui, and Hawaii. The bauxite samples were tested at the Bureau&apos;s Rolla Metallurgy Research Center, Rolla, Mo., to determine if alumina could be extracted. The results were encouraging. Extraction of the alumina by the American Bayer type digest of crude ore samples from Kauai, Maui, and Hawaii recovered 78.8, 73.1, and 70.0 percent, of the total alumina, respectively. These recoveries were increased to 82.8, 85.5, and 79.5 percent by modifying the treatment, which consisted essentially of calcination and weak caustic desilication to provide a residue. The residue was then treated with calcium oxide and digested in a strong caustic solution to extract the alumina.

A process for recovery of energy from waste coal fines was investigated. The process, which was developed through laboratory, bench, and pilot plant scale experiments, consists of mechanical cleaning followed by high temperature oil agglomeration and pelletization. The process can produce a quality product under an economically and environmentally acceptable condition. Waste coal fines with ash less than 35: and HHV greater than 6,000 BTU/1b have been upgraded to a product with less than 15% ash and HHV Greater than 11,500 BTU/lb. A computer model has been developed to optimize the processing costs and to perform economic evaluation of specific sites. Ultimately tine model can be utilized to establish a priority listing for a region in assisting the determination of reclamation strategy.
