Red mud residue from Bayer process treatment of Jamaican bauxite was dewatered in batch and in continuous centrifuges. Solids content of the residue was increased from its original value of 20 to 25 percent to about 40 percent by centrifuging. Clear effluent amounting to approximately 40 percent of the slurry liquid was recovered containing dissolved alumina and soda values for potential recycle to the alumina plant" Addition of a chemical flocculant to the centrifuge increased capacity by about 35 percent. Manufacturer's estimate of large-scale equipment requirements, based on data collected in this investigation, was that a proposed installation for dewatering 16,000 tons per day of Jamaican red mud would require twenty-two 24-by 60-inch solid-bowl-type centrifuges. Cost analysis of a proposed installation, based on a Jamaican red mud tonnage of 16,000 per day, is included also.

A laboratory investigation was conducted by the Bureau of Mines to study the magnetic characteristics and to measure the magnetic susceptibility of the mineral siderite. All susceptibility measurements were made by the method of Gouy on powdered samples and at room temperature. Specific susceptibilities of samples from 15 different locations, domestic and foreign, were determined. Values ranged from 66 to 103 (10-6) cgs electromagnetic units. The relation of susceptibility to mineral composition is discussed in this report. The specific susceptibilities of 76 minerals are tabulated in an appendix.

Multi Mineral Corporation conducted a mining research program at the United StAtes Department of the Interior's Bureau vi Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

The Permian Red Bed copper deposits of the South Central States are a potentially important resource. Only the higher grade, near-surface ores are now exploited because conventional froth flotation does not recover oxidized copper minerals which comprise 10 to 15 percent or more of the copper content of typical ore. Laboratory-scale beneficiation studies were initiated to devise a method capable of recovering both sulfide and oxidized copper mineral. Testing established that the high clay and gypsum content of typical ore prevented effective flotation of the oxide mineral using sulfidizing, fatty-acid, or oil emulsion techniques. A modified leach-precipitation-flotation (L-P-F) procedure recovered over 90 percent of the copper, compared to a recovery of 77 percent obtained by conventional sulfide flotation. The higher costs of the L-P-F method would reduce the increased revenue from higher copper recovery. An increase in copper price and/or an increase in oxide copper content of the ore would make the L-P-F process comparatively more attractive.

3. Preliminary Evaluation of Mine Sealing Techniques As the first stage in the development of a technique for the remote sealing of mines, a state-of-the-art survey of various mine sealing techniques was conducted. This was expanded to include a review of different materials offering some potential for use as a mine sealant. Techniques for the remote placement of materials for other applications were evaluated, and system concepts for dis¬tributing remotely placed materials were developed. This preliminary review led to the development of a functional description of a general mine sealing technique to meet the specified conditions. Various potential system configurations were synthesized. These were subjected to a preliminary evaluation based on estimated confidence in system performance, development risk, cost, and sealing time. Based on this preliminary evaluation, promising mine¬sealing techniques were selected for further development. This section presents a review of the following: (a) Techniques for constructing permanent seals from within a mine. (b) State of the art in remote sealing for mine fire control. (c) Techniques for remote placement of materials for other applications. (d) Systems for distributing remotely placed material. (e) Materials for mine sealing. (f) Synthesis of remote mine sealing concepts.

The data for Test I describes an underground bituminous coal mine operation in a 48 inch seam, with an estimated production rate of 1,056,000 tons per year. The system includes four continuous mining sections, conveyor belt haulage, and a rail network for supply and personnel transportation. This section illustrates the input data sequence and the various report formats which may be selected for the printing of results. As explained earlier, at the present time, the elements of the Cost Data Library must be read in with the regular data input. Thus, in the input data listing, immediately following the required user input, are cards which contain the inputs of the cost library. Examination of the cost reports indicate the absence of cost values for some categories for which the system would normally be expected to incur costs. This situation has arisen due to the format of the cost data provided in the U. S. Bureau of Mines reports. An example of this is the charge of $20/ton for brattice cloth while no charge is indicated for stoppings. The test report data provided a single figure for ventilation cost without a supplemental breakdown. Thus the cost indicated for brattice cloth is actually the total ventilation cost. These explanations hold true for the data input and output for Test II, Appendix III.

"The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

The Bureau of Mines investigated the flotation responses of two copper-nickel ore samples from the Duluth Complex with the objective of recovering bulk sulfide concentrates. One of the ores studied was taken from a test pit; the other was taken from a test shaft. The samples were quite similar except that the pit sample analyzed 0.35 pct Cu and 0.11 pct Ni and the shaft sample analyzed 0.69 pct Cu and 0.14 pct Ni. Flotation responses were studied in both laboratory and pilot plant tests. Pilot plant flotation responses were similar for both samples resulting in grades of 12.2 pct Cu and 2.5 pct Ni for the pit sample and 12.2 pct Cu and 2.1 pct Ni for the shaft sample. Weight recoveries were 2.5 pct for the pit sample and 5.2 pct for the shaft sample. Copper and nickel recoveries for the pit sample were 87 and 62 pct, respectively, and 92 and 73 pct for the shaft sample. Both concentrates contained small but significant values of cobalt and precious metals. Cobalt recoveries were low--less than 40 pct for both concentrates. Precious metals contents of the concentrates were 1.59 oz/ton for the pit sample and 0.99 oz/ton for the shaft sample. Silver was the predominant precious metal by weight, but platinum and palladium represented the highest values.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). The NAE study made suggestions for new equipment in three areas of need:

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. This chapter presents MSHA data on mine employment and active mining operations during 1986-1995. Figures 3-1 through 3-10 show, for each commodity, the location of mine operations in 1995, and employee hours and active mining operations by year during 1986-1995 for mine operators. For coal and nonmetal operators, the number of active mining operations and the number of employee hours decreased over the 10-year period. For metal operators, the number of active operations decreased, while the number of employee hours increased. For stone and sand and gravel operators, the number of active operations and the number of employee hours remained about the same. Figures 3-11 and 3-12 show that over the 10-year period, there was an increase in the proportion of hours worked by contractors in coal mining, while the overall employment decreased. For metal, nonmetal, stone, and sand and gravel combined, the proportion of contractor hours increased, with overall employment also increasing. Table 3-1 shows the distribution of hours worked during 1986-1995 by commodity and type of operation. For coal, the majority of hours worked were in underground mines. For metal, nonmetal, and stone, the largest number of hours worked were in mills and preparation plants. For sand and gravel, all work hours other than office were in surface mines. [ ]

This study examined musculoskeletal injury risk at four mining sites: underground coal, underground limestone, surface copper, and surface phosphate. Each site offered opportunities to investigate musculoskeletal disorder (MSD) injury risks and how those risks might be identified and categorized. The National Institute for Occupational Safety and Health (NIOSH) worked with these sites to (1) identify work activities that showed evidence of MSD injury risk, (2) examine physical risk factors that can lead to MSDs for a handful of work tasks at each site, and (3) develop a set of ideas for problem-solving to help reduce risk factors for examined work tasks. For each site, NIOSH implemented a plan that was refined over the time period of this study. The plan consisted of four steps. The first step was to use mine injury records, a musculoskeletal discomfort questionnaire, front-line supervisor interviews, and a list of management concerns to identify work groups and work activities that have significant evidence of MSD risk factors. The second step was to select work tasks for evaluation. The third step was to interview those who do the work and make observations to characterize the MSD risk factors and musculoskeletal symptoms that exist for target tasks. The final step was to conduct brainstorming sessions with workers who perform the work or have a stake in the production task. The brainstorming sessions served to identify general strategies (ideas) for reducing MSD risk factor exposures. A final report of findings was presented to mine management and workforce representatives at each site. The risk factors and ideas for improvement identified for each site were specific to the target tasks examined. These target tasks were diverse, but there were some key similarities. For instance, jobs were found at each site that required a significant amount of manual work involving the upper extremities and low back. Handling heavy and awkward objects, forceful arm and shoulder exertions, and working in awkward postures were common for a variety of jobs across the four sites.

[The quantity of explosives sold in the United States in January, 1931, for domestic consumption, amounted to 368,100 kegs (9,202,510 pounds) of black blasting powder, 4,810;000 pounds of permissible explosives, and 16,533,000 pounds of high explosives other than permissible. These figures are based on reports received by the United States Bureau of Mines, Department of Commerce, from nearly all manufacturing companies, and include an estimate of sues by several companies that do not furnish monthly reports. Reports actually received from manufacturers shored sales of 365,977 kegs of black blasting powder (consisting of 220,892 kegs of granular powder and 145,085 kegs of pellet powder), 4,687,900 pounds of permissible explosives, and 15,498,152 pounds of high explosives other than permissible. Sales in January, 1931, were smaller than in January last year, the decreases being 14 per cent for black blasting powder, 19 per cent for permissible, and 17 per cent for high explosives other than permissible. Sales in January 1931 when compared with soles in December 1930, show increases for all three classes of explosives as follows: 2 per cent for block blasting powder, 16 per cent for permissible explosives, and 7 per cent for other high explosives. PERMISSIBLE EXPLOSIVES: Of the 4,687,900 hounds of permissible reported sold during January, 97 per cent was used for coal-mining operations, Including 32 per cent for anthracite mines and 65 per cent for bituminous mines. The following Staten were the largest users of permissible explosives daring January: Pennsylvania, West Virginia, Illinois, Alabama, Kentucky, Indiana, and Utah. Their combined sales represented 89 per cent of the entire sales reported for this class of explosives.]

Electrorefined, magnesium-reduced, and sodium-reduced titanium samples were evaluated for recrystallization behavior, effect of cold rolling on tensile properties, and bend ductility. Curves were determined for the softening of 2.5 to 80 percent reduced cold-rolled metal that was annealed over a temperature range of 300° to 800° C. Upon annealing, coarsening of the grains was found to occur for reductions in thickness of less than 20 percent in titanium made by all three processes. The presence of metallic impurities greatly inhibits coarsening for reductions in thickness below 20 percent, but for reductions in excess of 20 percent grain size is essentially constant at each annealing temperature. The three grades of titanium did not harden excessively from cold rolling; both tensile and bend ductility were good for reduction in thickness up to 80 percent. Upon annealing, softening occurs between 400° and 600° C., and, based on microstructure and property studies, full annealing is accomplished after 30 minutes at 700° C. for the magnesium-reduced and electrorefined titanium and at 800° C. for the sodium-reduced titanium.

For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. One of the primary methods for analyzing roof stability in underground mines is the age-old method of “roof sounding” where a miner taps on the roof and listens for the hollow sound of loose blocks of rock. This paper looks at the feasibility of using noncontact laser-based vibration measurements to detect roof fall hazards with the ultimate vision of improving, expanding and automating procedures for mine roof inspection. Vibration measurements made on loose blocks of rock in underground mines are summarized and compared to estimates of fundamental resonance frequencies for rock slabs of the size responsible for highly hazardous “skin failures.” Both laser Doppler vibrometry and full-field interferometric methods are examined and are considered to be feasible methods for detecting anomalous vibrations in loose roof rocks. Results from simple laboratory experiments using laser vibrometry demonstrate some of the proposed application concepts. While considered a challenge to move these techniques from the laboratory to heavy industrial or outdoor environments, the potential for success in the current application is enhanced by the reduced requirements of qualitative analyses.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. Array POWERA: FORMAT (8F10.0) - contains the step groupings of the power rate schedule for power cost computations. Four input data cards are required to fill this storage area.
