The Bureau of Mines estimated the potential availability of rare-earth oxides (EtEO), including yttrium, and thorium, which is also contained in the rare-earth bearing minerals monazite and bastnasite, from 38 'properties in market economy countries (MEC's). Only nine of the properties evaluated produce or would produce REO as the primary product; the others contain REO as a byproduct, chiefly from mineral sands operations recovering rutile, ilmenite, and zircon. Nearly 77% (2,578,000 mt) of the total 3,355,000 mt of recoverable RE0 evaluated is from producing properties. It is estimated that 21% (705,000 mt) of this total is from properties that could not realize a positive rate of return at the January 1984 market prices for the recovered commodities. At production capacities assumed for this evaluation, the amount of RE0 potentially available from producers ranges from an estimated 46,500 mt in 1986, to a peak of 50,900 mt in 1992, to 49,900 mt by the year 2000. Total MEG production in 1984 was estimated at 40,700 mt. Assuming demand does not increase sharply, producing properties can continue to fulfill overall REO demand through at least the end of this century.

A constitutive model for rock interfaces based on the principles of static fatigue is proposed. The model is applicable to weak rock or joints with cohesion. Friction and dilation are decreased as plastic work increases. At equilibrium, the creep time increases by one time-step interval, and interface cohesion at each node decreases according to a power function. A constant-load, direct-shear simulation showed that the model is cap- able of mimicking constant-rate and tertiary creep and predicting failure. Tests on core from a coal mine showed constant-rate and, sometimes, tertiary creep, but also weak transitory creep. The cohesion deterioration function may need modification to simulate primary-phase creep. If model parameters are known for a site, the model can predict the onset of tertiary creep and failure. Such predictions can help engineers make better entry design and support decisions, which will reduce the likelihood of roof falls and increase safety for underground miners.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

This report presents the results of a cooperative study between BethEnergy Mines Inc., Ebensburg, PA, a central Pennsylvania coal mining company, and the U.S. Bureau of Mines to investigate longwall development entry roof instability. In-mine mapping of geologic and deformational features was conducted to reveal the major ground control problems encountered during gate road development. In addition, mining-induced pillar load monitoring was used to indicate development loading on variously dimensioned gate road pillars and to determine if pillar yielding occurred. Finally, visual observations of a variety of roof control methods were used to determine the most effective support elements for controlling cutter roof failure.

The Bureau of Mines has adapted its activities to needs of national defense and to conditions brought about by the war program . Its work is now oriented solely to war problems . After studying about 1,600 deposits of war minerals , exploration projects have been undertaken on 96 of the most promising , of which 56 have proved successful . These have indicated that 56 million tons of ore of commercial or near -commercial grade can be utilized to meet war requirements . Included in this amount are 1 million tons of tungsten ore ; 4 million tons of chromite ore, 10 million tons of manganese ore , 2 million tons of antimony ore , 1 million tons of mercury cre , and 28 million tons of iron ore . Work done in connection with exploration projects included 172,000 feet of surface trenching , 210,000 feet of drilling , and 21,000 feet of shaft sinking . Nearly 100,000 samples were taken, on which 500,000 analyses were made . Extensive metallurgical tests were made on ore from many of these deposits , both in the laboratory and in pilot plants , in connection with research to develop metallurgical processes for their treatment .

Miami Oölite limestone is the only significant construction mineral in southeastern Florida. Its source area coincides with that of rapid urban expansion. Two-thirds of the existing resource is already unavailable because of development. Land-use conflicts place future availability of limestone in jeopardy. However, a sufficient limestone resource to meet demand for many years is present if its extraction is not restricted. Adverse environmental effects of quarrying Miami Oölite are not severe; land values often increase following quarrying. Future availability depends upon--(l) achieving uniformity of Federal, State, county, and municipality statutory requirements governing quarry operations; (2) setting aside specific land areas for future quarrying; and (3) cooperative planning to provide for land utilization upon completion of quarrying.

The presence of salt in crude petroleum has been known for many years, but recently the percentage of chloride salts of calcium, magnesium, and sodium produced with some crude oils has increased to such an extent that the removal of the salty compounds is imperative for some refiners and their presence causes considerable apprehension for others. The exact reason for this increase of salts is not known definitely, but in all probability a combination of factors contributes to the condition. The most important are acidizing of wells, development of new fields producing crude oils of greater salt content, and the depletion of old fields with an attending increase in the production of emulsified brine. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This publication summarizes the in-house and contract research and development projects programed for fiscal year 1981 by the Bureau of Mines under its Minerals Environmental Technology activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau?s environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. The environmental research and demonstration activities of the Bureau were consolidate in 1979 with the formation of the Minerals Environmental Technology program, which is directed toward the elimination or reduction of environmental problems associated with the extraction and processing of minerals. Among the efforts underway are development of data and technology for assessing the potential environmental impact of minerals development, for monitoring minerals extraction operations, and for establishing viable reclamation requirements on abandoned mine lands; development and demonstration of technology 'or control of environmental disturbances during minerals extraction operations; development and demonstration of land reclamation and mine closure techniques to restore or enhance the productive use of mined lands; development of engineering techniques that incorporate state-of-the-art mining environmental technology in the design and planning of minerals extraction operations; development and demonstration of new mining systems that greatly reduce or eliminate the adverse environmental impacts of minerals extraction; and providing the technologic base for Federal, State, and local establishment of environmental standards for mining operations. Included in the minerals-processing-related work are projects to clean mineral-processing waters: demonstrate a Bureau process for scrubbing SO from powerplant stack :;as; recover dissolved minerals from process streams; stabilize discarded dusts, slags, and tailings: remove hazardous contaminates from byproduct wastes; reduce generation of waste solids; and improve metallurgical process engineering to eliminate pollution. Approximately $21 million was appropriated for this work in fiscal year 1981.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

The Division of Environmental Activities, U.S. Bureau of Mines, conducted a solid waste demonstration project on a burning coal refuse bank. The primary objective of this project was to develop and evaluate an efficient method of extinguishing burning coal refuse and moving it. A series of tests were performed using water monitors and related apparatus to quench the burning material and, at the same time, using earth-moving equipment to transport, spread, and compact the extinguished material. The method found to be most effective consisted of water-quenching the surface material to a workable depth, ripping, and removing the quenched material with a bulldozer and tractor-scraper. The total cost was estimated to be $0.44 per cubic yard.

"A tabulation is printed below showing the accident record of the thirty-two mines of the Anaconda Copper Mining Co., in Montana, for the years 1915, 1916, 1917, 1918, 1919 and 1920, with summation for the six years. The table gives the number of shifts worked by each mine with the serious plus fatal accident rate for each 10,000 shifts worked.It is seen that in a total of 16,460,767.5 shifts worked by employees of the company's mines during this six-year period, there were only 2,005 serious and fatal accidents and of these, 200 were fatalities, leaving 1,805 serious accidents (a serious accident being one in which 14 or more days' time are lost). This is at a rate of 9,120 shifts per serious accident and at a rate of 82,304 shifts per fatality. Hence, if 300 days be adopted as a year's work, there would be one fatality per 274.3 years of work in these mines and one serious accident for every 30.4 years work.According to Bureau of Mines Technical Paper 286, (Metal-mine accidents in U. S. in 1919, by W. W4 Adams), during the years 1916, 1917, 1918, and 1919, the metal mines of the United States worked a total of 210,548,640 shifts and had 39,705 serious accidents. During the same years, according to the following tabulation, the mines of the above-mentioned company worked 11,958,978 shifts and had a serious accident rate of 0.995 accidents per 10,000 shifts worked. If the metal mines of the United States, working these 210,548,640 shifts, had this company's serious accident rate of 0.995 serious accidents per 10,000 shifts, the total number of serious accidents would have been only 21,000 or the country's metal-mine serious accidents would have been reduced nearly one-half, and there would be 18,705 fewer serious accidents than actually occurred."

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. "The control of respirable dust in mines has been given paramount importance due to the health and safety implications associated with fine dust. The understanding of the temporal and spatial behavior of dust has been recognized as essential for increasing the efficiencies of the existing control techniques and for developing new control strategies. Mining-related studies in this area are, in general, limited. They are also mostly experimental. Some mathematical and computer analyses have been attempted. In this paper, first a review of the mathematical studies performed in the last three decades in this area is presented. Second, a mathematical model for analyzing dust flow in mines is proposed. The model takes into account a number of factors affecting dust transport. It incorporates varying dust generation source strengths and dispersion, deposition, and coagulation of dust in mine airways. Finally, application areas for the model are discussed. A computer program based on the mathematical model has been developed. The program will output the dust concentration in the mine atmosphere as a function of time and distance from the source. The amount of dust deposited on the sides, roof, and floor of the airway is also determined.IntroductionAn airborne dust cloud is a complex system containing particles of varied size, density, shape and state of aggregation. The behavior of the particles is dependent on a number of complex physical mechanisms, often opposing in nature. The net interaction results in the ambient concentration. This size dependent behavior of particles contrasts with that of gases, an area quite widely studied.The term aerosol is used to describe clouds of microscopic and submicroscopic particles in air such as chemical smoke or particulate matter released from smoke stacks. An aerosol system can be regarded as an arbitrary element of volume filled with gas and suspended particles of possible highly variable physiochemical nature. The parameters that are used to describe an aerosol system include concentration, mass average velocity and particle mass and radius. In characterizing such systems, several assumptions are made. Among these is the assumption that particles are smooth, inert and rigid spheres. Again, for example, when the particles are in transport, the possibility of collision exists. As a result of the collision, the particles may coalesce to form larger particles. The probability of sticking is considered a known quantity (lady, 1970). In this paper, the application of the principles used in aerosol systems is explored for the study of the transport and deposition of fine coal dust in underground mines."

"INTRODUCTION Mica is found in Georgia from the Fall Line in the central part of the State to the Valley and Ridge Province in the northwest. During the past 3 years, Georgia has been one of the chief producers of dielectric mica in the United States. Since January 1945, when prices were reduced, mining has decreased until practically no sheet mica is being recovered at present.The main mica-bearing regions in the State may be classified into three districts: The Thomaston district comprising Upson, Lamar, and Monroe Counties; the Ball Ground district, comprising Cherokee and Pickens Counties; and the Hartwell district, comprising Hart and Elbert Counties. There are numerous mines and prospects in all of these districts. All have been visited from time to time by engineers of the Bureau of Mines and by members of the Federal Geological Survey. The Federal Survey has made detailed maps and reports on all of the most important ones.This report will deal with five of these properties on which the Bureau of Mines has diamond-drilled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.
