As potash is more necessary to the agricultural economy of the United States now than ever before it is gratifying to find that the virtual stoppage of imports from Germany in late 1939 caused none of the anxious foreboding that gripped American farmers in 1914. For long decades this country, in common with tie rest of the world, depended upon German potash, but today our expanded needs can be mot from domestic sources. The present armed conflict in Europe, like that of 1914, disrupted a world monopoly, but the cartel that in recent years controlled 90 percent of the world output (see fig, 1) was an international syndicate comprising French, Polish, and Spanish as well as German producers and having reported sales agreements covering production in the U. S. S. R. and Palestine. The break-up of these commercial agreements has necessitated readjustments but generates no such alarm as the closing of a single source of supply. In striking contrast to the critical shortage that developed a quarter century ago, no increase in prices has occurred or is anticipated in the domestic market.

"Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

The sample of ore on which the work described in this paper was done came from Mina Oriente, Carrizal Bajo, Provincia de Atacama, Chile, South America, and was sent at the request of the Chil.ean Government through the Foreign Minerals Division of the Bureau of Mines. This ore had been tested locally for treatment by flotation and cyanidation without satisfactory results. An additional difficulty was the absence of water near the ore deposits, so that in any treatment method considered the water requirements would have to be very low. It was desired to develop a practical method of recovering the gold and, if possible, the copper in the area. No data of previous investigations were made available. The sample received was mostly quartz, highly brecciated, with limonite and hematite in the fractures. Copper occurred as malachite and azurite, also in the fracture s and to a slight extent as a stain in the quartz. Some fine-grained pyrite with a little arsenopyrite occurred within the quartz. An occasional grain of chalcopyrite was observed. No free gold was seen during examinations of the ore, but amalgamation indicated that some was present.

This paper describing the mining practices at the Magma mine, Superior, Ariz., is one of a series being prepared by the Bureau of Mines on mining prac¬tices, methods, and costs in the various mining districts in the United States. At present (1929) practically all the mineral production in the Superior district is from the Magma mine of the Magma Cooper Co. The ore is mined for its copper but contains associated silver and gold. Both direct smelting ore and ore of concentrating grade are produced. The mining methods now in use at the Magma mine were adopted or developed as knowledge was gained of the physical condition of the ore bodies and the inclosing formations; the wall rock is soft and crushed and the ore is relatively hard. In general, existing methods have been adapted to fit local conditions, but some of the mining practices used were originated at this mine. Most of the ore is mined by a combination of rill stopes and pillar stopes. The pillars are extracted by underhand mining.

There are many large rhodonite-bearing veins containing manganese in the Eureka-Animas Forks area of the San Juan Mountains in Colorado. The Sunnyside vein is the largest known vein in the area. As observed on the surface, the vein is mineralized over 8,000 feet and attains a maximum width of 200 feet. The average width of the vein and its branches and ramifications is 58 feet in the area that was mapped in detail. The weighted-average analysis of surface and underground samples from the northeastern extension of the Sunnyside vein is 8 percent manganese. Most other known veins in the area have a similar manganese content. The Hidden Treasure vein lies southeast of the Sunnyside-No Name-Mastadon vein. The weighted average of the analyses of surface and underground samples from this vein is 13 percent manganese. Exposures of the Scotia-Silver Chord vein are visible over a strike length of 4,000 feet on Treasure Mountain. Diamond-drill holes show that the vein contains 10 percent or more manganese to a depth of 400 feet. The vein has an average width of 28 feet. The Independence vein is exposed on the surface for a distance of 600 feet and has an average width of 6 feet. Three cut samples taken across the vein had an average content of 20.7 percent manganese. Sampling of the outcrops of eight veins in the Placer Gulch area also indicates manganese. Numerous other veins cropping out in the surrounding area are similar to the outcrop of the Sunnyside vein system mineralogically and are worth investigating.

"INTRODUCTION In the course of a general investigation of mines and mineral deposits in the Upper Mississippi lead and zinc field, attention of the Bureau of Mines was first directed to the Coker mines area by the presence of large tonnages of old mill tailings containing economically recoverable percentages of lead and zinc. Later, the results of extensive geologic studies of the area were presented to the Bureau of Mines by the Federal Geological Survey, directing attention to the possibility of extending the known ore limits of the area to the north and northeast of the old Coker No. 1 mine workings.With this end in view, the Bureau of Mines undertook a program of churn drilling and sampling. This report describes the work done and presents the data obtained during the period of the Bureau of Mines investigation.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. A most interesting safety record has been made by the Colorado Fuel and Iron Co. s. Robinson ho. 1 mine located at Walsen, Cola. Mr. J. L. McBrayer has been superintendent of the Robinson No. 1 and 2 mines for the past 2 1/2 years, and Mr. David Muir has been foreman of the Robinson No. 1 mine since June, 1913. The last fatal accident at Robinson No. 1 mine occurred on July 27, 1915, and the tonnage produced at this mine since July 28, 1915, has been as follows:.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

The Bureau of Mines investigated a geologically favorable area in the Beluga River coalfield in south-central Alaska to determine if there were sufficient minable coal reserves for onsite utilization to meet the projected thermal power needs of the Anchorage area. A program of diamond core drilling and sampling delimited a shallow saucerlike structure estimated to contain indicated reserves of more than 20 million tons of subbitminous coal in a seam over 50 feet thick that could be mined by opencut methods. A large sample of fresh coal was taken across the full width of the seam for washability studies. This sample, with 4 volume-percent of clay partings eliminated, contained 24.4 percent moisture and 16.8 percent ash and had a calorific value of 7,162 Btu per pound. The studies indicated that mechanical cleaning would be of doubtful value.

Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

Researchers from the Spokane Research Laboratory, National Institute for Occupational Safety and Health, in cooperation with engineers from the Department of Mining and Geological Engineering, Montana Tech, Butte, MT, conducted tests to evaluate the tensile strength, fiber count, and adhesion of shotcrete applied to panels at the Chief Joseph Mine, a research and training facility operated by Montana Tech. The tests were conducted in the mine ramp 45 m (150 ft) inward from the access portal at a 15.25-m- (50-ft) long test area divided into five 3-m- (10-ft) long sections. The shotcrete was applied with an Aliva 240.5 machine fitted with a predampener. Different amounts of fiber were entrained for each panel. Background data for the tests were obtained from earlier tests in Nevada, where the typical amount of fiber in the shotcrete is 6.54 kg/m3 (11 lb/yd3). All shotcrete was applied to a minimum thickness of 76 mm (3 in). Cylindrical cores were drilled at the wall-rock interface, and adhesion was tested after 28 days of curing. The goal of this research is to reduce the need to install multiple supports at the advancing face by creating a safer mining system that limits the time miners are exposed to unprotected roof.

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. The ultimate object of this investigation is to develop a method for determining the pressure, in situ, on rock mine pillars, arches, and other mire structures. The preliminary investigations of Bureau of Mines engineers, as well as those of other investigators,4/ have shown that the velocity of sound depends on the pressure if it is dependent to such an extent that a measurement of the velocity might be used as a means of determining the pressure, a sonic method of measuring the pressure on rock mine columns is possible. Briefly the method would require, first, laboratory determination of the variation of the velocity of sound with pressure in samples of rocks taken from mine pillars to establish a. velocity-pressure relationship for the type of rock and, next, measurements of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. Obviously the success of the method depends on the extent to which the velocity of sound varies with pressure in rock.

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

This report presents a Fortran IV computer program for the structural analysis of space-frame protective canopies used in underground mines to protect equipment operators from falls of roof, face, or rib. This program entitled CANOPY permits rapid calculation of the elastic strength of a canopy for a variety of static loading conditions. Stresses in, and displacements of each structural member are computed and printed out. Additionally, identification of all members that have commenced yielding, weight of the canopy, total loads on the canopy, and maximum loads that the canopy can sustain elastically are output. Program description, input instructions, program listing, and two example problems are included.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.
