In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Coal mine roof shales fracture preferentially at slickensided surfaces because of weak or nonexistent adhesion between two slickensided rock surfaces. The purpose of this Bureau of Mines research was to characterize chemically the thin film of smooth, glossy material that makes up the slickenside. This material was analyzed by electron spectroscopy and ion scattering spectrometry while in place on the rock surface and by standard methods of quantitative chemical analysis on concentrate removed from the rock. These analyses showed that the chemistry and mineralogy of the slickensides are similar to that of the adjacent shale.

Field reconnaissance and laboratory tests an clay from South Windsor, Hartford County, Conn., indicate that the clay is suitable for lightweight aggregate raw material. Exploration of the deposit supports the conclusion that the reserves of clay are sufficient for economical mining operations to produce lightweight aggregate. Preliminary tests indicated that the clay has a short bloating range. Initial expansion occurred at 2,000° F, and at 2,100° F the clay was slightly overfired and sticky. Rotary kiln tests verified the preliminary data, and these tests showed that the clay would make a good lightweight aggregate if the processing temperature and the kiln feed sizes were closely controlled. Lightweight concrete made from the processed aggregate had properties comparable to those of concrete made from a commercial clay aggregate.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. This report describes the development of training materials for the operators of underground mining equipment in the underground metal and nonmetal mining industry. The objective was to determine the effectiveness and acceptability of these training materials and to provide the validated training materials to the industry. Ten modules were developed, based on industry need according to accident frequency, accident severity and exposure to the equipment. The final modules were an average of 20 minutes in length and used slides with synchronized narration on cassette tapes. Testing materials are included for use by the mines.

The U.S. Bureau of Mines conducted an overcore stress measurement on the 5300 level of the Lucky Friday Mine, Mullan, ID, to investigate the stress regime around an experimental stope in a rock-burst-prone mine. The result indicated a stress field with unexpected magnitude and orientation [s 1 ?135 MPa (19,600 psi) oriented S 80° W). An unusual amount of rock-burst activity was encountered during subsequent excavation. A careful review of the overcore data suggested the overcore strain measurements were valid. Moreover, concentrated rock-burst activity suggested that the measured stress field did exist, but was localized and therefore did not represent the far-field in situ stress field.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. The transportation of any commodity which is actually or potentially a source of fire or explosion, has been made safe, insofar as humanly possible, by rigid requirements as to inspection mechanical safety devices, and by printed labels. For the most part these precautions have been sufficient. This is evident when it is considered that in the thousands of instances in which commodities with a great fire risk have been transported, few disasters have occurred. This paper deals with the recent gasoline explosion which occurred at Memphis, Tennessee. At 7:50 a.m. January 24, 1921, vapors from a tan: car of gasoline became ignited and resulted in a blast that killed eleven people and badly injured nineteen others. Probably forty or fifty men, women, and children received slight injuries from falling debris or from burns. The explosion wrecked an oil plant, leveled a block of frame buildings, and broke window panes within a radius of five blocks.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The National Slate Association sponsored the cost study and chiefly through the efforts of President W. H. Smith and Secretary W. S. Hays, has aided greatly in conducting it. Work on the Abbott-quicksilver property was part of the general program of th~ Bureau of Mines in its investigation of domestic mineral resources, which are essential to national defense or industry and of which our present or probable future supplies are inadequate. The mine was discovered in 1862, and the intermittent production up to 1947 has totaled around 37,500 flasks of quicksilver. Output has come from ore shoots formed in the vicinity of fault intersections in a narrow zone composed of lenses of silicified serpentine breccia interbedded with shale. Work by the Bureau included the drilling of six diamond-drill holes aggregating 2,845 feet. Several possible ore zones were intersected by the drill holes. Field work was begun in April 1948 and concluded in October of the same year. This report gives detailed results of the diamond drilling and a brief account of the history and description of the ore deposits.

This paper , which describes the mining methods and costs at the Atwood copper mine in the Lordsburg ( Virginia ) Mining District of Hidalgo County , N. Mex . , is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices , methods , and costs in various mining districts of the United States . The mine and surface plant are situated in the west half of sec . 7 , T. 23 S. , R. 18 W. , about 3 miles by road southwest of the center of Lordsburg , near the old abandoned townsite of Valedon ( see fig . 1 ) . The main line of the Southern Pacific Railroad passes through Lordsburg , as does the paved eastwest U. S. Highway 70-80 . A spur line of the Southern Pacific ends near the mine . A good graded road connects the mine with Lordsburg . The following pages present a brief history of the district , describe the geology , and outline methods of prospecting and exploration, including sampling and estimations of tonnages and values . Development, and mining methods are explained , and transportation , ventilation , drainage ,. safety measures , and organization are described . The wage scale and costs of development and mining comprise the corrcluding sections of this circular .

Roof support, an important aspect of ground control, involves maintaining roof competency to ensure a safe and efficient mining environment. Wide variability in rock quality and stress distributions requires a systematic approach to roof support design that satisfies specific goals. The success of past roof sup-port in reducing the incidence of roof falls has been primarily attributed to safer roof bolting practices. However, roof falls continue to be the number one occupational hazard in underground coal mines. This U.S. Bureau of Mines report presents a general overview of roof bolting and other roof support methods used in the United States. Characteristics of bad roof and associated roof failure theories are briefly presented as background to roof support. Methods of detecting and monitoring roof behavior and/or bolt performance provide essential feedback on roof support requirements. A discussion follows on roof bolt design that assimilates roof and support parameters into useful equations or nomographs to help decide what bolt types to use and how they should be installed under different roof conditions.

Research performed on computer modeling of mine power systems under USBM Grant G0155003 1S described. The work was performed at the Pennsylvania State University from 5 November 1975 through 4 November 1976. Results presented are interim in nature, and future research is planned to integrate the simulations which have been developed. The thrust of this research has been divided into three main areas. 1. Modification of a previously developed model (Mine Power System Simulation or MPSS) to include interactive operation and the use of default (average) load data. 2. Development of a dynamic simulation of interdependent mine power system induction motors. 3. Development of an approach to modeling of motor shaft loading of induction machines for mining operations. During the course of the current year's research, significant results have been achieved in all areas. Construction of an interactive MPSS model has been completed and checked. This simulation was written in APL code and is fully interactive. In addition, default data representing 158 different pieces of mining equipment has been developed for use with the interactive model. Additional work described includes the construction of a dynamic simulation of interdependent continuous miner induction motors and the development of an approach fo: motor shaft load torque computation from experimental data.

The mentor/learner model is a time-honored approach to teaching, including within the mining industry. Miners know when they see excellence and have a deep respect for experts in their field. By using expert miners as mentors to other, less-experienced miners, training programs can be developed that will have a legitimacy and credibility that resonates with those being trained. Building upon concepts in current theories of adult education, this paper highlights the unique advantages of using mentoring as a teaching method that can make the educational experience both interesting and effective. Current NIOSH safety training materials use these concepts to deliver effective adult learning experiences for workers in the mining industry.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.
