This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

The authors hypothesize that excavation-induced extension fractures are caused by elastic shearing displacement that in turn causes tension oblique to a propagating shear zone. Such extension is manifested as tension on scales larger than that of microcracks. En echelon fracture patterns are a common result. FLAC modeling confirmed that localized tension is created near the corners of mine openings. In the model, tension was concentrated at the leading edge of a simulated fracture in a pattern that could promote the formation of an en echelon fracture. Particle Flow Code models confirm progressive formation of en echelon tensile failures with distance from an opening. The elastic displacements and the resulting fractures facilitate reduction in applied load at the expense of shear deformation and lateral dilation. Understanding the mechanics of fracture and deformation is vital for designing more effective ground support practices, a major objective of ground control research being conducted at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health.

A conviction is growing that depressions and other adverse conditions are not entirely unavoidable if a knowledge of past achievements and shortcomings is intelligently, applied in shaping the course of industry. Mineral producers have available a source of such knowledge concerning; their industry in the statistical records of the United States Bureau of Mines, and by scanning, this increasingly exact history can obtain information on which to found a more stable future. This paper contains a brief history, covering more than 50 years, of the activities of the nonmetallic mineral industries as a group, followed by short histories of each of the more important commodities in which are noted the circumstances that lave influenced their development.

The Bureau of Mines developed a flue gas desulfurization process as part of its goal of minimizing the undesirable environmental impacts associated with energy and mineral-processing plants. The modified citrate process involves absorption of sulfur dioxide (S02) in a buffered citric acid solution. The S02-loaded solution is regenerated by countercurrent contact with steam in a packed tower. The wet S02 product is then dried and can be liquefied or further processed to make sulfuric acid. Test data from process investigation unit studies are presented. Material balances, flowsheets, and cost estimates are given for recovering S02 from copper smelter reverberatory gas, lead smelter sintering machine tail gas, and power-plant stack gas. Operating cost estimates show the process will add $0.04 per pound of copper, $0.01 per pound of lead, and $0.015 per kwhr to the cost of the respective operations. These costs could be substantially reduced if a source of waste heat was avail-able to provide the process steam requirements.

The Bureau of Mines has developed a technically feasible continuous single-stage leaching and thickening system for extracting manganese from umber by a sulfuric acid-ferrous sulfate process; the cocurrent leaching and thickening system proved simpler to operate and control than the countercurrent leaching and thickening system developed earlier" Related tests investigated the use of a centrifuge to replace thickeners for separating the product liquor from are residues and compared several chemical agents for removing iron from the pregnant manganese leach solutions. The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

"The crushed-stone industry has long been troubled with the problem of producing a more or less cubical product for use as concrete aggregate. Its seriousness varies widely for each producer, depending upon the character of the rock employed for raw material and the ultimate use of the crushed stone. For many construction uses, such as the macadam or bituminous-concrete- type road, flat pieces are not objectionable and may even be preferable to more cubical rock. However, most specifications for concrete require that the stone must be reasonably free from flat and elongated pieces.The rigid specifications set by many contractors have resulted in the rejection of coarse aggregate that, except for the presence of an excessive amount of flat and elongated pieces, would be entirely acceptable. In many instances, if an efficient, economical method of removing flat and elongated pieces were available, local producers could meet the requirements of the contractor and thus eliminate the necessity for importing more cubical material.A brief investigation of the problem of removal of flat and elongated pieces from crushed aggregate, carried out at the Eastern Experiment Station of the Bureau of Mines, indicated that it is mechanically possible to remove flat pieces from crushed rock.TEST EQUIPMENTA number of mechanical devices are used by the coal industry for separating slate from coal; these depend upon the difference in shape of the crushed slate as compared with the coal. Such devices as shutter screens, spiral separators, and the Norman picker would be suitable for removing flat pieces from crushed rock in the same manner as they are used by the coal industry. None of these devices was immediately available for testing purposes, so an attempt was made to construct a simple device that could be used in commercial operations."

This handbook describes effective methods for the control of methane gas in mines and tunnels. It assumes the reader is familiar with mining. The first chapter covers facts about methane important to mine safety, such as the explosibility of gas mixtures. The second chapter covers methane sampling, which is crucial because many methane explosions have been attributed to sampling deficiencies. Subsequent chapters describe methane control methods for different kinds of mines and mining equipment, primarily for U.S. coal mines. These coal mine chapters include continuous miners and longwalls, including bleeders. Coal seam degasification is covered extensively. Other coal mine chapters deal with methane emission forecasting and predicting the excess gas from troublesome geologic features like faults. Additional coal chapters contain methane controls for shaft sinking and shaft filling, for surface highwall mines, and for coal storage silos. Major coal mine explosion disasters have always involved the combustion of coal dust, originally triggered by methane. Thus, a chapter is included on making coal dust inert so it cannot explode. Methane is surprisingly common in metal and nonmetal mines around the world, as well as in many tunnels as they are excavated. Accordingly, a chapter is included on metal and nonmetal mines and another on tunnels. Proper ventilation plays the major role in keeping mines free of hazardous methane accumulations. The ventilation discussed in this handbook, except for the chapter on bleeder systems, deals only with so-called face ventilation, i.e., ventilation of the immediate working face area, not ventilation of the mine as a whole. The omission of whole-mine ventilation was necessary to keep this handbook to a reasonable size and because a huge amount of excellent information is available on the subject.2

The increasing use of Diesel engines for operating equipment on trunk-line railroads and for power-plant units has stimulated interest in the use of Diesel engines for other lines of work, among which is the possibility of substituting Diesel locomotives for trolley locomotives for mines. The possibility of developing Diesel locomotives for duty in American mines is not as remote as it might seem, particularly in view of the fact that locomotives of this type are already used in considerable numbers in European mines. A study of Diesel locomotives in Europe is contained in Report of Investigations 3320, Diesel Mine Locomotives - Development and Use in European Coal Mines, by George S. Rice and F. E. Harris.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. In situ horizontal stresses were measured to determine the influences of geologic anomalies on the regional horizontal stress field in two coal mines in southern Illinois. Stress measurements were obtained near a normal fault having a 121-ft displacement at the AMAX Wabash Mine and a large coalbed want at the Kerr-McGee Galatia No.5 Mine. Horizontal stress measurements were completed using a Bureau of Mines borehole deformation gauge. The average maximum and minimum horizontal compressional stresses at the Wabash Mine were 1,400 and 800 psi, with the direction of maximum stress ranging from N 78° W to N 83° E. At the Galatia No.5 Mine, the averages were 1,500 and 500 psi, with the direction of maximum stress ranging from N 85° E to N 75° E. Generally, the geologic anomalies appear to have no dramatic effect of the regional horizontal stresses. However, subtle differences between stress measurements suggest an influence by the fault zone at the Wabash Mine. The larger anisotropic stress conditions at the Galatia No.5 Mine could be responsible for the increase in kink zones and directional roof failures.

This Bureau of Mines study was made to obtain and present facts concerning the production and marketing of rare-earth metals and thorium in the Central and Southern Rocky Mountains (Arizona, Colorado, New Mexico, Utah, and Wyoming, referred to in this report as the region) and to review the current demand for these elements in the United States. Little or no published information was available on the marketing practices for these commodities. As a result of many inquiries from industry, potential prospectors, and the general public, the various factors of resources, production (present and potential), marketing, and consumption have been investigated, and the results are set forth in this report. The development of fire hazard criteria for noise control products in underground coal mines are presented. Qualifying requisites of the criteria include maintaining miners' safety, allowing for maximum use of noise control products, and economic feasibility. The burning process is analyzed for its relationship to fire hazard criteria developed by NASA and the FAA, and the mine environment is analyzed in conjunction with the end-use applications of noise control products. Also, the interim fire hazard specification developed by MSHA is appraised as it applies to end-use applications of noise control products. From these analyses and a literature survey, fire hazard criteria are developed. They include an initial screening procedure that evaluates the level of flammability testing required. Fire tests that may be indicated are the Vertical Flame Test, the Ignition Temperature Test, and the 25-Foot Tunnel Test.

This report outlines the experimental procedures for using a Burnett apparatus to obtain compressibility coefficients for multiphase, multicomponent fluid mixtures. The conventional Burnett method is described briefly whereby multiphase compressibility data can be obtained by first determining the compressibility factor, Z, as an isothermal function of pressure alone. Then starting at conditions of temperature and pressure where Z is known, the fluid is cooled at constant volume to some lower temperature at which the resulting pressure is measured, and a corresponding value of Z is obtained from a fundamental relationship between compressibility factors, pressures, and temperatures at constant volume. The isochoric treatment of the fluid, extended to still lower temperatures and along other isochors, eventually results in compressibility determinations for the whole two-phase system thus covered experimentally.

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. The Bureau of Mines, U.S. Department of the Interior, as part of its mission to effect pollution abatement, conducted research to devise means for disposing of phosphatic clay wastes and reclaiming mined land. Part of the investigation was performed in a cooperative research project with 10 phosphate companies in Florida. The colloidal properties of the phosphatic clay suspensions, called slimes, make them difficult to dewater and dispose of without impoundment storage aboveground. Various reagents to flocculate and dewater these plant wastes were evaluated, and a polyethylene oxide polymer was found to function in a specialized flocculation dewatering technique. The flocculation dewatering method was investigated in bench-scale batch tests and applied in continuous dewatering tests using standard mineral-processing equipment. In continuous tests at feed rates of up to 58 liters per minute, wastes at 4 percent solids were dewatered to about 20 percent solids. About 0.8 kilogram of polymer was used for each metric ton of dry waste clay solids; processing time was about 4 minutes. Requirements for the treatment system are (1) proper mixing of the clay-waste feed and flocculant, (2) rapid removal of water as it is released, and (3) physical manipulation to promote cohesion of solids.
