Investigations at the Pittsburgh Experiment Station have shown that the satisfactory operation of aflame safety lamp depends not only upon proper design and assembly of the lamp but upon the kind of fuel used, and that much of the trouble experienced with permissible flame safety lamps at mines is due to the common use of motor gasolines, none of which is suitable in the present types of permissible flame safety laps. This report gives the results of a limited study to determine what satisfactory fuels are available, the specification limits of such fuels, and to suggest modifications of assembly and care of the lamps to improve performance with any satisfactory fuel.

This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has studied the removal of iron from simulated aluminum nitrate leach liquors by solvent extraction. Iron must be removed from aluminum nitrate liquor produced by leaching calcined kaolinitic clay with HN03 to reduce the iron level in alumina to less than 0.02 wt-pct Fe203 for use in reduction cells. The parameters reported are for (1) extracting iron from a feed containing 1.5 g/l Fe with di(2-ethylhexyl) phosphoric acid (EHPA), (2) stripping loaded organic phase with 20-pct HCI, and (3) water washing of loaded and stripped organic phase. Recommended operating conditions are two extraction stages using 15 vol-pct EHPA in kerosene and three stripping stages using 20-pct HCI. Results are also given for tests using other extractants and stripping agents.

In order to reduce fire hazards caused by spontaneous combustion in longwall gob areas, a computational fluid dynamics (CFD) study is being conducted by National Institute for Occupational Safety and Health (NIOSH) to simulate the spontaneous heating of coal in longwall gob areas. A CFD model was first developed to model the spontaneous heating process in a two longwall panel district using a bleeder ventilation system with a stationary longwall face. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Heat generated from coal oxidation is dissipated by convection and conduction, while oxygen and oxidation products are transported by convection and diffusion. CFD simulations were then conducted to model the spontaneous heating in longwall gob area with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated. The effect of gob permeability on the spontaneous heating was also investigated.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah,4 and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co.5 at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

The Bureau of Mines investigated the effect of up to 1 wt-pct of copper and silicon on the heat treatment response and hardness, tensile, and impact properties of hot-rolled medium-carbon steels. The steels were prepared by induction melting and fabricated into plates by forging and rolling. The tensile strength of 0.2-wt-pct carbon steels containing 0.3 wt-pct silicon was affected significantly by copper in both the hot-rolled and heat-treated (600° C) conditions, whereas the tensile strength of the 0.3-wt-pct carbon steels was less affected. A 600° C treatment was considered optimum as a post-rolling treatment to strengthen the steels by copper precipitation. Strengthening of 0.2-wt-pct carbon steels by silicon was reduced by increasing copper contents.. Optimum impact strengths occurred at about 0.3 wt-pct silicon in 0.2-wt-pct carbon steels containing 0.6 and 0.8 wt-pct copper. The impact strengths were lowest for 0.2-wt-pct carbon steels containing over 0.8 wt-pct copper and greater than 0.3 wt-pct silicon, especially in the heat-treated condition. Copper and silicon solutes and copper precipitates strengthened the steels. This effect was augmented slightly by strengthening through grain refinement by these solutes.

This paper discusses accident experience and costs in 150 Colorado coal mines for the 5 years 1929-33; these mines produced 62 percent of Colorado's coal tonnage during this period. This and similar studies by the United states Bureau of Mines in other States (listed in the appendix to this report) make available comparable information on mine-accident costs and bring out clearly the importance of accident reduction from the humanitarian as well as from the economic standpoint. Compensation insurance costs constitute a considerable part of the cost of coal output. The tendency toward greater liberalization of workmen's compensation laws and increased benefits thereunder may mitigate to some extent the seriousness of an accident to a worker and his dependents, but no compensation is paid ultimately, not by an insurance fund but by the mine operator and the general public, which includes the miner. The one really effective method of reducing compensation costs is to reduce the number and severity of accidents.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing somepractical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers’ exposure to airborne contaminants.

The stone-quarrying and related industries of the United States made large gains in employment in 1936 over 1935, according to reports furnished by operating companies to the Bureau of Mines, United States Department of the Interior. Not only were more men employed, but also increases were made in the number of man-days of labor performed and in the number of man-hours worked in 1936. The increase in employment, however, was accompanied by an increase in the number of accidental deaths and injuries among the workers and by a slight increase in the accident-frequency rate per million man-hours worked. The fact that the larger number of accidents resulted in only a slight increase in the accident rate is explained by the large gain made in the number of man-hours worked during 1936. The accident rate in 1936, although higher than in 1935, was the lowest and therefore the best that the industry has experienced in any previous year except 1932 since complete and comparable figures first became available in 1916, a period of 21 years. Operators' reports to the Bureau of Mines showed that the industry as a whole employed an average of 80,022 men in 1936 and that the men worked a total of 18,874,254 man-days or 147,064,448 man-hours. Accidents in and about the plants caused 91 deaths and 5,717 nonfatal lost-time injuries among the workers. The number of injuries and deaths represented an accident-frequency rate of 39.5 per million man-hours worked, compared with a rate of 38.2 in 1935.

For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in the country and regional reports that comprise the five other sections of 1991 Minerals Yearbook-International Review, it is clearly impossible to cite all sources of information used in its presentation, but some recognition is due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of national mining and geological agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, appreciation is expressed to the multitude of persons employed by these agencies.

When mechanical ventilation is to supersede the natural ventilation of a mine it is desirable to determine what resistance the mine as a whole offers to the flow of air in order to specify properly the limiting duties of a ventilating fan. The relation of pressure to volume of flow for the mine as a whole may be calculated from experimental data, or it may be determined directly by measurements of volume of flow and the natural draft pressures causing flow; but in both methods the determinations are affected by many variables. With the intention of making a practical application of both methods, a small metal mine in process of development at Butte, Mont., was selected by the writers as the object of experiments planned to compare the mine resistances determined by measurements of natural draft and volume of flow with those calculated from experimental data. Four sets of teats were made with natural draft in October, 1925, December, 1925, April, .1926, and September to December, 1926; the last set consisted of a series of weekly observations. DESCRIPTION OF MINE The mine selected for the experiments was a typical vertical shaft metal mine in the development stage. No stoping had been done, and ventilation was confined to shafts, crosscuts, drifts, and raises. Figure 1 is a dia¬grammatic sketch of the main openings. All were timbered with full sets on approximately 5-foot centers. The shaft compartments were 4 by 4.5 feet, and one in each shaft was partly blocked by staggered manway landings. A pump column in the upcast shaft was discharging about 280 gallons a minute of water at 70° F. from the 1,000-foot level. The drifts were slightly sinuous, but the crosscuts were exceptionally straight and uniform in area; both drifts and crosscuts were about 5 by 7 feet in cross section. The U.S. Bureau of Mines is conducting research on cable bolt ground supports to assess their material and support properties, to provide design criteria for using cable bolt supports as roof control systems under various types of underground mining conditions, and to develop a mathematical model of cable bolt support systems. Part 1 described laboratory studies of the support properties of conventional steel cable bolts. Part 2 describes the strength characteristics of conventional cables with steel buttons, single and double birdcage cables, and epoxy-coated cables.

Cooperation between the Bureau of Mines of the United States Department of the Interior and the Safety in Mines Research Board of Great Britain dates from 1924. It has been intimate and has involved exchange of personnel and. equipment as well as information. Correlation of divergent results obtained in large-scale tests of the explosibility3/ of coal dusts made in the respective countries was one of the first problems to be studied. The purpose of this paper is to show to what extent such correlation has been achieved. COMPARISON OF TEST METHODS The first research accomplished Jointly by the two organizations was a comparison of large-scale methods of determining the explosibility of coal dust. The rapid; depletion of' known high-grade ore deposits in the Tri -State lead-zinc district and the recognized need for the development of additional reserves led the Bureau of Mines to make preliminary examination of sites possibly adaptable to low-cost open-pit mining methods. Abandoned mines whose ore deposits were known to have occurred at shallow depths naturally presented favorable test points for the development of possible open-pit orebodies. The Lone Elm mine was in this category.

COUNTRIES of the Near East, with the world's largest and insist prolific petroleum resources, produced nearly 277 percent of the world's estimated total output of crude& oil in 1964 and accounted for about 60 percent of world exports of this commodity. Although petroleum largely dominated the mineral industry of tine area, production of antimony, chromium, copper, mercury, boron, potash, and phosphate rock was of world significance. Production of crude oil in Near East countries reached a record high of 7,520,000 barrels per day in 1964, an increase of nearly 11 percent over that of 1963. Kuwait maintained its position as the leading producer, accounting for almost 28 percent of the area's output. Saudi Arabia, Iran, and Iraq followed with 22.5, 22.2, and 16.5 percent of total area output, respectively. Despite record production, the Near East, proved crude oil reserve remained in excess of 211 billion barrels, or more than two-thirds of the estimated world proved crude oil reserve.

The dielectric constant .has been frequently referred to as an important property in electrostatic separation whore the particles are in an air ambient. Hatfield (1) has studied the problem on the basis of fundamental theory, with the conclusion that separations in air dependent on the differences in dielectric constant, in conjunction with a nonhomogeneous field, are not feasible, because of the low dielectric strength of the air. Although Hatfield has made the statement without showing the calculation or data, calculated values substantiating this under certain conditions of the problem will be given in the following text. However, under other Conditions, these conclusions do not hold, and it is probable that the dielectric constant is indirectly influential.

1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.
