This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

"INTRODUCTION The Pennsylvania anthracite industry produced 53 million net tons of anthracite during 1945. Fifty-one million tons was prepared for the commercial market (3), 3/ and 2 million tons (consisting of fine sizes) was used for colliery power consumption. Of the number of tons prepared for market, 17 million tons (33 1/3 percent) was prepared by the use of acid mine water treated with lime.Mine water from underground workings is pumped, drained, and stored in huge quantities. The mine-drainage systems in the anthracite region handle over 200 billion gallons of water annually, of which 150 billion gallons is pumped to the surface. More than 69 billion gallons of water is impounded in underground pools (1). Much of this water is employed for breaker use, dust-control installations; hydraulic backfilling, combatting mine fires; and aiding in the transportation of anthracite in gently dipping places where sheet iron is used Roos(4) estimates that 1,100 gallons of mine water is utilized in the preparation of anthracite mined."

"MANGANESE-SILOCON ALLOYS AS DEOXIDIZERSThe basic open-hearth process for steel mining requires large amounts of oxidized iron for oxidation of the elements carbon, silicon, manganese, and phosphorus which are to be removed from the metal. Some of this oxidized iron (FeO) dissolves in the metal during the refining process, Subsequent to the elimination of the elements named, a considerable amount of dissolved iron oxide must be removed before the metal may be cast into ingot form. The elements generally used, for iron oxide removal, or deoxidation, are silicon, manganese, and aluminum. Silicon and manganese are always alloyed with iron, either singly or in combinations of various compositions. Aluminum generally is used in a commercially pure state and sometimes in complex alloys. A double deoxidizer of manganese and silicon alloyed with iron for furnace deoxidation has been the subject of an extensive cooperative investigation between the United States Bureau of Mines, the Carnegie Institute of Technology, and the Metallurgical Advisory Board. Certain grader of steel, especially low-carbon rimming steels, require a low-carbon deoxidizer to keep the finished steel within the carbon specification after deoxidation. Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

This report gins the results of a study conducted hy the Ilnreau of Mines for the purpose of informing the petroleum industry on the recent progress in the de,·elopment nncl application of the absorption process for recO\·ering gasoline from natural gas. The work has been undertaken entirely with regard to plant practice and for the purpose of describing the features and the operation of units of the plants now in use, the improvements that have been made, and the reasons for any ehanges eontemplated by the engineers in eharge· of the plants studied. Throughout the United States the impro,·ements in the absorption process that are under consideration by engineers not only widen practice so as to include gases at all pressures and percentages of gasoline content, but seem to be dewloping definite standards as to dimensions of towers, l"elocities of flow, saturation of oi~ areas of eooling surfaces, and quantities of menstruum to be circulated. Although perfect practice has by no means been attained, the writer belie,·es thnt a description of the current practice at ,·arious plants, including those ob,'iously more efficient features that each plant hns <le\"eloped and uses at one or another stage of treatment, will intere;; t and possibly help all persons operating or designing absorption plants.

Cost evaluations were made for five processes for producing 100,000 tons of electrorefined copper per year from a chalcopyrite concentrate. The processes were (1) conventional smelting with all furnace gases vented to the atmosphere; (2) conventional smelting with converter gases routed to an acid plant and reverberatory gases vented to the atmosphere; (3) conventional smelting with converter gases routed to an acid plant and reverberatory gases to a citrate system plant; (4) conventional smelting with all furnace gases routed to a citrate system plant; and (5) a modified smelting process in which the concentrate is roasted before being charged to the reverberatory furnace, with roaster and converter gases routed to an acid plant. The total fixed capital costs of the plants were estimated as (1) $56.7 million, (2) $77.4 million, (3) $87.2 million, (4) $73.9 million, and (5) $77.0 million, respectively. Total S02 removal from stack gases as sulfuric acid or sulfur for each process was (1) none, (2) 66 percent, (3) 99 percent, (4) 98 percent, and (5) 78 percent. Assuming no credit for byproduct sulfur or sulfuric acid, total operating costs per pound of electro-refined copper produced were estimated as (1) $0.081, (2) $0.103, (3) $0.119, (4) $0.111, and (5) $0.103, respectively.

This is the second report to be presented on th application of stress analysis to underground Mining problems. In part I2/ of this investigation the stress distribution around single openings in unidirectional and hydrostatic stress fields was analyzed. Relationships between maximum stress concentration and size and shape of openings were determined by the photoelastic method. In most cases the results were verified by mathematical methods This report considers the stress distribution in pillars formed by two or more openings in a. unidirectional stress field. Relationships between stress concentrations and size and shape of pillars are developed. Applied to mining, results snow how estimates may be made of the stress distribution in pillars, what factors cause high local stresses, and how local stress concentrations may be reduced by proper design of mine openings. The photoelastic method was used, as in Part I, to study the stress distributions, and, whenever possible, the results were verified mathematically. A description of the photoelastic method and equipment is .given in Part I.

Prompted by forecasts of a sulfur oversupply, the Bureau of Mines, U.S. Department of the Interior, is conducting research on potentially large-scale uses of this commodity to extend or replace such construction materials as asphalt, cement, and mineral aggregates. Through these efforts, paving materials have been developed in which sulfur replaces up to 50 pct of the asphalt normally present and which can be prepared and placed with existing mixing and paving equipment. Laboratory properties and design methods for this direct mixing process are described along with properties obtained on small-and large-scale field demonstration projects. These properties are compared with those obtained from control materials prepared without sulfur additions. Monitoring for toxic gases during laboratory and commercial mixing and paving operations is discussed also.

"Field inspections and data relative to the use of rubber-sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases soma of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving end.4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of ca· le left or the reel.7. The type of cable used.8. Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

This report describes laboratory as well as pilot heap leaching investigations of low-grade sandstone ores from Wyoming, New Mexico, and Colorado. Sodium carbonate-bicarbonate solutions containing sodium hypochlorite extracted up to 86, 54, and 16 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively. Ammonium carbonate-bicarbonate solutions containing sodium hypochlorite were less effective at leaching these ores. Acid leach in replicate pilot plant testing resulted in U308 extractions of 96, 88, and 81 percent from the Wyoming, New Mexico, and Colorado ores. The development of cost-effective processes for extracting uranium from low-grade ore is essential to the assurance of a continuing domestic supply of uranium.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.

This report is one of a series of Bureau of Mines Information Circulars dealing with mining methods and costs throughout the United States. It describes drifting, crosscutting, and raising operations at several mines in the Coeur d&apos;Alene mining district, Shoshone County, Idaho. Ore bodies in the Coeur d&apos;Alene district are generally in steeply dipping tabular ore zones, are irregular in shape, erratic in occurrence, and have been extensively mined along the strike and down dip. Because of the extended attitude of the deposits a great deal of development work is required. Drifting, crosscutting, and raising methods are described in this report. Shaft sinking is the subject of another report in the same series.

Water has been commonly used as a collecting medium in many instruments employed in the sampling of dusty atmospheres in mines** add industrial plants, and for this purpose has much to recommend it, particularly the following factors:1.,Water is a very efficient dust collector.2.,Distilled water of great purity may be readily obtained at slight expense. The analytical error introduced by the extremely small amount of foreign matter in carefully distilled water is very small,3.,Water is a very convenient medium with which to work as all the analytical operations of diluting, aliquoting, and filtering are readily and speedily carried out. Water has therefore been used extensively in such instruments as the Palmer apparatus, the Greenburg-Smith impinger, and the dust collector recently described by Drinker, Thompson, and Fitchet. The Bureau of Mines has conducted investigations in many metal-mining districts of the country, determining of dust the nature and amount of dust present in working places, its effect the health of workers, and what precautions may be taken to decrease the hazard of exposure to dangerous dusts. The Bureau is therefore interested in any factor that affects the accuracy of dust sampling.

Consider a set of points, some of which are anomalous (larger than a specified cutoff value), located on a plane. Whether some or all of these points are clustered to form one anomaly or more or, alternatively whether these points are scattered at random, may be investigated by measuring perimeters of convex hulls. A convex hull is the smallest convex polygon that will encompass a group of points. (Examples of convex polygons are triangles, rectangles, and all other regular polygons.) A set of anomalous points is selected and the perimeters of the convex hulls of this set and all its subsets are measured and compared with tabulated values of perimeters for each subset size. For a given subset size consider those perimeters which are less than the tabulated perimeter. If the number of convex hulls is greater than the maximum number expected by chance, then the chance that any one of the observed-hulls-is a nonrandom cluster is the ratio of the observed number to the sum of the observed and the maximum number expected by chance. Otherwise, the points are evidently not clustered. If many sample points are anomalous, an alternate model defines various configurations of contiguous points and compares the observed number of configurations per unit area with the expected number. Applications are discussed in several fields of geology and geochemistry-including geochemical exploration surveys and heavy mineral spatial distributions--as well as in mining (dust control) and medical geography.

This information circular is offered to the coal-mining industry for use as a guide in selecting, placing, and caring for fire-fighting equipment in coal mines. Its purpose is to suggest minimum requirements for fire protection underground, and it is presented with the hope that it will aid in establishing adequate standards that will provide reasonable protection against underground fires in coal mines. Potentially, a coal mine is a hazardous fire area. Coal itself is a combustible substance, easily ignited. In addition, large quantities of other combustible materials must be present in the area of operations; these include materials for roof support, track ties, doors, ventilation stoppings, lubricants, etc.

To realize a radiowave communication along mine galleries a few kilometers long without repeater, we show that it is possible to use a coaxial cable bearing an important surface transfer impedance like a transmission line with an inductive coupling to the transmitter and the receiver. We determine the electrical and geometrical constants of the cable and the optimal frequency.

The study of oil production methods with reference to the amount of oil originally pressent in the oil-bearing, formations has developed the fact that-ordinary methods-of production remove only a part of the oil actually present. In fact, it is generally realized that when a field is abandoned more oil remains in the sand than has ever been removed. As a consequence of this realization, the petroleum engineer has devoted considerable tine in recent years in devising methods for increasing the percentage of recovery. His studies have indicated that in most cases the total production of a field is dependent upon the available gas rather than upon the available oil. Mien the gas in the sand is exhausted, oil production ceases even though there may be enormous quantities of oil remaining unrecovered. Consequently, any method of conserving the gas or increasing the supply of gas will increase the ultimate recovery from a field. The practice of producing oil under vacuum increases the effectiveness of the gas remaining in the sand, as well as furnishing more gas by evaporating the light fractions of the crude. Pumping &apos; compressed gas or air down selected wells of a lease has been found to increase the production of oil from the surrounding wells. Studies of oil and gas ratios have indicated that much of the available gas has been wasted as far as its effectiveness on oil production is concerned. his has led to the development of "stop cocking"3 and the practice of producing under back pressure3, which methods aim, to obtain more effective work from the gas with reference to the amount of oil delivered to the well.

The in-situ stress field was determined, using the overcoring technique, at two underground sites at the Pea Ridge Mine, Sullivan, Missouri. At one of the sites in magnetite, the three dimensional stress field showed the largest principal stress to be compressive (-4564 psi), nearly horizontal and closely parallel to the strike of the orebody. The smallest principal stress was also compressive (-2047 psi) and nearly vertical. Considerable difficulty was experienced in drilling porphyry rock at the second test site in the host rock. Only one hole was drilled at this site. The secondary principal stresses obtained in the porphyry are -9464 and -4945 psi, respectively. The-test site in magnetite is located at a depth of 2505 feet whereas the site in porphyry rock is at 2475 feet. The vertical stresses: due to overburden loading at these sites are -3590 and -2782 psi, respectively. Field determined values of the vertical stress are -2207 and -5098 psi, respectively. The variance; between the two sets of values is most likely attributable to the orebody formation and the differences in the modulii of the host rock and the orebody.
