The mean and the standard deviation were used to describe general sulfur and ash populations as well as specific populations of these variables from one coal seam. Both the mean and the standard deviation were incorporated in the exploration process to determine the number of drill cores necessary for seam evaluation and to guide the sequential drilling plan. Probability regions were computed to establish a basis for predicting probable ranges of average sulfur and ash concentrations that may be expected upon continued or future drilling. A computerized plot program was utilized to interpolate sulfur and ash concentrations between grid points. The plot program, which is essentially a moving average technique, permits a rapid evaluation of sulfur, sulfur forms, and ash spatial distributions as a drilling program progresses sequentially. This information, in the form of contour plots, can be made available to both the mining engineer and the fuel technologist in advance of mining to outline reserves, to improve selective mining, and to anticipate preparation facilities.

Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "Introduction.Investigations of the oil shales of the State of Colorado were begun February 1, 1920, by the U. S. Bureau of Mines and the State of Colorado, under cooperative agreement entered into by the Bureau and the State, funds for which were provided by the State. The investigations are for the purpose of determining by large-scale Laboratory retorting tests, those conditions which will produce optimum yield of best quality products from Colorado shales. (For an outline of the work and description of the apparatus, see Gavin, Martin J., and Sharp, Leslie H., ""investigations of the Fundamentals of Oil-shale Retorting,"" Reports of Investigations, Bureau of Mines, July, 1920.)In the preliminary work which is usually required when a new material is being dealt with, certain physical and chemical constants of the shales being investigated, and their products, were determined; these data will be of much value not only to the thorough retorting tests now under way at Boulder, but to engineers who will design and construct oil-shale plants. While the figures presented in this report apply only to the shale used in the determinations, strictly speaking, the shale used was selected to represent, as well as possible, an average of the massive type of oil shale encountered in Colorado. The figures, therefore, can probably be applied with little danger of serious error to any massive Colorado oil shale which yields in the neighborhood of a barrel (42 gallons) of oil to the ton.This paper is based on a more complete article now being prepared in which experimental methods are explained in full, and complete experimental data. For the purpose of presenting the data with as delay as possible, it has been decided to anticipate the more complete article with the present report."

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent-image, three-dimensional (3-D) slide simulation exercise improved miners&apos; ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers&apos; performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3-D slide simulation exercise significantly improved each subject&apos;s performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

High temperatures encountered by mine rescue teams during emergency situations may cause severe physiological strain, hindering the men from carrying out rescue and recovery missions. A prototype ice-cooling garment (ICG) was developed by the Bureau of Mines to alleviate physiological strain due to heat stress. The effectiveness of the garment was tested with acclimatized and unacclimatized subjects at a typical work rate (1,200 Btu/hr) expected during rescue operations and at various hot environments (97° to 113° F dry bulb and 80° to 89° F wet bulb). During exposures with the ice cooling garment, the subjects were able to maintain a safe deep body temperature of 100.4° F or below Without the garment, the deep body temperature rose beyond values of 100.4° F, a condition considered unsafe for continuous work in hot conditions. Both heart rate and skin temperature values were lower while wearing the ICG. Subjective observation also indicated a marked benefit by wearing the ICG.

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

In the early nineties it was observed by several European investigators and by C. S. Rice4 that an explosion could be checked and would not propagate in the parts of a mine where shale or other inert dust was present in large amounts.5 After the disastrous Courrieres explosion in France that killed 1,100 men, coal-dust explosion tests were made in France in 1907 and in Great Britain in 1908 which resulted in the conclusion that if enough incombustible dust were properly spread throughout passageways charged with coal-dust, the propagation of an explosion by the coal-dust could be prevented. In 1908 the Federal government authorized the investigation of the causes of mine explosions and of possible methods of preventing them, with the result that during 1911 the United States Bureau of Mines, after making several tests, suggested that rock-dust be used in gassy or dusty bituminous coal mines. Since that time, experiments and investigations6 have proved conclusively that widespread explosions can be prevented in coal mines by efficient rook-dusting.

As part of its work for the improvement of safety conditions in mines , the Bureau of Mines has undertaken to establish a list of permissible storage - battery locomotives for use in gaseous mines , and , to this end , has issued Schedule 15 , "Procedure for Establishing a List of Permissible Storage -Battery Locomotives for Use in Gaseous Mines . " Up to the present time , two approvals * have been issued under this Schedule , and considerable testing work done on four other applications which have been made for approval . Prior to the publication of Schedule 15 , the Bureau conducted both field and laboratory investigations to determine the hazard from the batteries used in mine locomotives . ** These investigations indicated that the safety of the locomotive would depend largely on proper care of the battery , also on the use of a battery as mechanically rugged as possible . For this reason the Bureau staff , in testing locomotives submitted for approval , considered it advisable to subject the batteries to a jarring or bumping test to prove their adequacy as regards mechanical endurance and ruggedness . These tests on the batteries of the locomotives are described below.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds from which samples could be obtained in Upshur County, W. Va. One of the 14 samples collected was of metallurgical quality as received, 6 could be sufficiently upgraded to provide acceptable products, and 7 could not be upgraded to metallurgical quality because of their high sulfur contents.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

This volume describes a comprehensive program of research into the reliability of mine electrical power system components and the resultant reliability of the total system. The research effort encompassed analytical models, laboratory testing and field testing. The analytical work included definition of terms, fail rate functions and distributions, failure rate estimation and techniques and procedures for theoretical reliability assessment. One of the primary mine power system components addressed in the study was the ac molded case circuit breaker. This device is known to have low reliability and hence an unfavorable impact on mine safety and productivity. Ac molded case circuit breaker reliability was studied by analytical means, laboratory testing and field monitoring. A similar three-pronged&apos; effort was made to study the reliability of undervoltage relays/releases. Particular emphasis was placed on new solid state undervoltage relays. The reliability of bulk power components, such as trailing cab les, motors, control gear, and other equipment, was assessed by gathering maintenance records from active mines. These data were compared to similar records from other industries. The work was extended to include the reliability, availability, maintainability and safety of these components.

"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."

The productive capacity of natural-gasoline and cycle plants in the United States as of January 1, 1952 was 811,596 barrels per day, an increase of 163,691 barrels per day since the last survey on January 1, 1950. The rate of growth during these 2 years has been 12 percent per year s only slightly below the maximum rate, recorded from 1948-50. This survey, for the first time, presents capacity data on a barrel rather than a gallon basis. Also, for the first time, a break-down of capacity by products has been obtained. The combined LP-gas producing capacity of plants and fractionators equaled 382,790 barrels per day, 47 percent of the total industry capacity tor all products. During January 1952, LP-gas and natural gasoline and other products were each produced at the rate of 76 percent of the January 1 capacity.

[The coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, end metallurgists. These studies have amassed a rather astounding array of published and unpublished information. Correlation of geological studies between individual pegmatites, as well as between major districts, has brought fort come semblance of order to the knowledge of the structure and mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain pegmatites and pegmatitic zones into several grouts of associated minerals, based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or trouping of minerals, with the methods that have been developed for recovering certain of these minerals, possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by u single integrated process.]

This report describes a method of measuring and analyzing the initial deformation which occurs in the medium surrounding a mine accessway as the opening is created. Discussed are (1) the hypothesis upon which the research is based; (2) the in situ rock-deformation measuring equipment developed; (3) the field tests, consisting of measuring the deformation of the medium around two 4-foot-diameter raise bores as the boring progressed; and (4) a finite-element technique to correlate theoretical with experimental results, using elastic theory. Described also are the raise-bore operation and performance. The instrumentation developed proved to have the sensitivity and resolution necessary to measure rock deformation around a full-scale raise bore during excavation. Tests show the relationships of rock deformation to progress of the raise boring and to time. The initial deformation of the opening appeared to be elastic. Using the deformation records and an estimated field stress, the modulus of elasticity was determined for the rock mass. In addition, the importance of this type of measurement in assessing support-problem areas is discussed.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster-Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.
