In 192b, there wore 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve. The 22d annual survey of the packaged-fuel industry by the Bureau of Mines, United States Department of the Interior, revealed that 26 plants in 8 States were in operation and reported production in 1956. The demand for packaged fuel in the United States has declined gradually since the end of World War II, and the number of operating plants has decreased from 70 in 1946 to 26 in 1956. Annual productive capacity of the industry has decreased also during this period, and the decrease in capacity was about proportional to the decrease in operating plants. Packaged-fuel plants are relatively small, and 85 percent of the active plants in 1956 had an annual capacity of less than 10,000 tons. The same situation prevailed in 1946, when 84 percent of the plants had a capacity of less than 10,000 tons. Total capacity for the 26 active plants in 1956 was 174,600 tons, an average of 6,715 tons per plant. Operating rates in 1956 were the highest since 1951, and the rate of production for the industry averaged 37 percent of capacity.

The Bureau of Mines undertook research to determine the bromide and iodide content of Mississippi and Alabama oilfield waters of the Tertiary and Cretaceous Period to determine genetic relationships of the ions, to determine their origin, and to determine their genetic relation to petroleum. The 280 samples were analyzed after a pretreatment to remove interferences. The iodide was oxidized to iodate and was titrated with thiosulfate. The bromide was oxidized to bromate and was determined iodometrically. A computer was used to calculate the correlation coefficients of iodide to bromide and to other ions. The other ions are sodium plus potassium, calcium, magnesium, chloride, bicarbonate, and sulfate. The mineral content of the samples ranged from 52 to 1,760 mg/l for bromide and from 2 to 65 mg/l for iodide. The mean bromide-to-chloride and iodide-to-chloride ratios were 0.0065 and 0.0002. The correlation coefficient matrix and linear plots indicated a definite bromide-to-calcium relationship for the brines investigated.

A table that greatly simplifies determination of metastable transitions in mass spectra has been prepared. All the mathematically possible metastable transitions of any compound whose molecular weight lies between 26 and 150 can be determined from the table without calculation. The method of utilizing the table is described, using selected peaks from the spectrum of normal butane for illustration. In the mass spectrometer, ions are formed in the isatron and accelerated through a series of slits. Most of these ions reach the collector without further change, but a few dissociate in transit to form new ions. These ions appear in the mass spectrum at neither the mass--to-charge ratio (m/e) of the original ion nor that of the new ion. Enclosed cabs are a primary means of reducing equipment operators? silica dust exposure at surface mines. The National Institute for Occupational Safety and Health experimentally investigated various factor effects on cab air filtration system performance. The factors investi­gated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use, and wind effects on cab particulate penetration. Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that intake filter efficiency and recirculation filter use were the two most influential factors on cab penetration performance. Use of the recirculation filter reduced cab penetration by usually an order of magnitude over the intake air filter alone because of the multi­plicative filtration of the cab interior air. Intake air leakage and filter loading affected the cab penetration to a lesser extent, while wind had the least impact on cab penetration between the calm and 10-mph wind velocities tested. Adding an intake pressurizer fan notably increased intake airflow and cab pressure with only minor changes to cab penetration. A mathematical model was developed that describes cab penetration in terms of intake filter efficiency, intake air quantity, intake air leakage, recirculation filter efficiency, recirculation filter quantity, and wind penetration.

In this U.S. Bureau of Mines report, two drill-split mechanical excavation mining system concepts are described, casted, and cost compared with conventional drill-blast mining systems. The concepts for the two drill-split mechanical excavation mining systems presented are (1) a method for steeply dipping narrow veins 0.6 to 1.2 m wide and (2) a longwall method for fiat-lying tabular ores. In the proposed systems, 70 to 80 pet of the ore is disposed of underground as backfill. For sortable ores, face area crushing, sorting, and direct stowage of run-of-mine waste and low-grade ores are proposed. The underground sorting and stowing of waste reduce materials handling, processing, and waste disposal costs by reducing the quality of ore transported to the surface by 70 to 80 pet (by volume). Because many of the tools and techniques proposed for use in these systems have little or no historical mining industry use, cost assignations are heavily influenced by engineering judgments and presented as prefeasibility-level cost estimates. These estimates, presented as discounted-cash-flow-rate-of-return (DCFROR) values, show the proposed systems to be at least as profitable as, and in some cases 50 pet more profitable than, conventional drill-blast mining.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the eleventh. The-data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each halt township is followed by a description of each deposit developed in that halt township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series at reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained tram the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion of that area.

INJURY DATA and experience at, coal mines in the United States for 1953 and 1954 are presented in this publication with a minimum of interpretation and comment because of the numerous tables required to afford detailed comparisons between the 2 years. Corresponding tables for 1953 and 1954 follow in consecutive order under the following general sections: (A) General injury experience: Tables 1 to 11: Contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity and time-loss rates. (B) Selected injury data: Tables 12 to 85: Contain current data on causes of injuries, distribution of injuries by part of body injured, days of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines.

The purpose of this study was to evaluate the various techniques far mine roadway dust control. This evaluation included (a) the types of dust suppressants available, (b) the interaction of these products with the properties of the roadway surface, and (c) the costs and performance measures of the predominantly used dust suppressants. Over 30 products were identified having a wide range of effectiveness depending largely on the properties of the road base, subsurface, and wearing surface. The effectiveness of a dust suppressant was also found to depend on the application and maintenance procedures employed. As a result of this investigation five dust suppressants were identified s being predominant in the surface mining industry: Coherex, wetting agents, lignin sulfonate, water, and calcium chloride: An approximate cost-effectiveness analysis, limited by the lack of quantitative field performance data, showed that the five suppressants ranked in the order given above, with water being one of the least cost effective. This report also presents an analysis of applicable federal and state regulations.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. A wide variety of techniques and equipment are available for coring soft or poorly consolidated geological material. This report presents a comprehensive literature review and evaluation of these techniques and equipment. A potential user will find guidelines in this report to assist him in selecting sampling equipment. A bar chart shows what samplers have been used under what geological conditions, and gives the specific literature references. Two matrices rate the present techniques and equipment with respect to reported success for sampling specific materials, and with respect to several performance characteristics including complexity of use and core quality. These matrices are supplemented with tables of typical sampling equipment. and program costs. Near-term future developments are seen primarily in improved training of drillers, and in instrumenting the drilling operation to provide objective data on drilling characteristics. An extensive annotated bibliography, a catalogue of equipment suppliers including specifications and cost ranges, and a list of manufacturers and distributors are appended to the report.

For many years , it has been the common practice at most copper mines to recover copper in solution in effluent mine water by precipitating the copper with scrap iron.4/ The technique employed varies from simply throwing scrap iron or tin cans into the waste ditches to passing the water through elaborate launder systems containing detinned scrap and baled cans . In general , a considerable amount of low - cost copper has been recovered that otherwise would have been lost . Iron consumption usually varies from 1 to 1-1/2 pounds of iron for each pound of copper recovered . The grade of the precipitate may be as much as 90 percent copper.4/ ,5/ Where the consumption of iron is materially greater , its cost is likely to be the determining factor of profit . In times of emergency, when the demand for scrap iron for remelting increases the cost of the iron sharply, and the supply of tin cans is not large enough to meet requirements , recovery of the copper might not be economical . The three principal reactions that take place when an acid mine water containing iron and copper salts in solution is brought into contact with metallic iron are : (1 ) Copper is precipitated and an equivalent amount of iron is dissolved , CuSO4 + Fe Cu + FeSO4 ; ( 2) ferric salts are reduced to ferrous salts , Fe2 (SO4 ) 3 + Fe = 3FeSO4 ; and (3) the free acid in the solution reacts. with metallic iron to produce ferrous sulfate , H2SO4 + Fe = H2 + FeSO4 . = Because of the reported high.consumption of iron (5 to 6 pounds per pound of copper precipitated ), when copper in water from the Hornet mine of the Mountain Copper Co. ( California ) was precipitated upon scrap iron , a series of tests was made to determine . the . optimum treatment, time , and consumption of iron .

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

A multistage probability model for assessing the reliability of mineral samples following any number of stages of sample reduction is presented. Sample reduction is the process of alternately crushing or grinding and sampling mineral particles prior to assaying. The final multistage model developed accurately describes the ideal sample reduction practice. This model is based on previously developed and experimentally tested models for a single stage of sampling. The problem is approached through the probability distributions for the various stages of sampling. The probability distribution, moments, and moment relationships for a single stage of sampling are first reviewed, and the useful concept of unit moments is defined. In presenting the models for two stages of sampling, emphasis is placed on the physical description of the sample reduction process which leads quite naturally to its mathematical representation. In this representation, crushing or particle-size reduction between the stages of sampling is viewed as a random process with respect to the number and proportion of particles of the various kinds produced. The physical and mathematical description is extended to more than two stages of sample reduction, and the first three moments for any number of stages are developed. In common sample reduction practice the effects of a finite population (finite amount of material) at each stage of sampling appear to be important in describing the variance contribution of each stage. This is also true for the third moment about the mean. An example is cited in which the skewness increases by more than an order of magnitude when several stages of sampling are considered. This is largely due to the dependence of the multistage third moment about the mean on the variance. In general the model and results should be useful in helping to understand, control, and reduce the random errors that arise in the sample reduction process.

Numerous studies conducted in the 1960's and 1970's concluded or implied (1) that a high accident rate in terms of severity and frequency exists among new (first year) operators of mine machinery equipment, and (2) that lack of experience and training is a major cause of this high accident rate. Further studies refined this premise to show that the major causes of accidents among first year operators are: (1) lack of manipulative skills; (2) failure to follow/adhere to routine procedures; and (3) failure to recognize and respond properly to hazards. This report describes the design, development, and manufacture of a shuttle car operator training system, including a program of instruction which: ? Is economically feasible. ? Addresses accident data and specific causes of accidents. ? Includes an aerospace quality simulator of sufficient fidelity to teach and develop manipulative skills, recognition of and response to hazards, and routine and emergency procedures. ? Is designed to significantly reduce the severity and frequency of accidents especially during the operator's first year. ? Is designed to significantly improve the performance of the trainee as compared to the standard learning curve. Development of the simulator produced several valuable by-products including a major state-of-the-art technological advance in visual systems for simulators, and a first-time application of (certain) advanced filming techniques to underground filming.

Oil-yield results are presented for 65 oil-shale sections in Piceance Creek Basin, Colorado, sampled during the period 1957 through 1963. Including previously published data, oil-yield results for 203 sampled sections have now been released by the Bureau of Mines to aid in appraising the shale oil potential of the basin. Oil yields of core samples (135 sets) were regarded as reliable bases for appraising the Mahogany-zone interval, but only 5 sets of cores sampled the deeper, lower-zone oil shales. Drill cuttings (68 sets) sampled the lower-zone oil shales, but their oil yields are principally indicative and should be confirmed by analyses of cores. More complete core sampling of the lower-zone oil shales is needed.
