Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

In this report, the Bureau of Mines presents a theoretical solution for the stresses and displacements in an infinite elastic plate containing a circular hole the boundary of which is loaded by applied radial stresses over four separated arcs. The problem solved is a two-dimensional approximation of the stresses and displacements developed by a large tunnel-boring machine anchored in a circular tunnel. Analysis of the solution shows that the tangential tensile stresses induced on the boundary of the circular opening can be minimized in the roof and maximized in the floor of the opening by proper spacing and loading of the four arcs.

The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Bureau engineers made a preliminary examination of the Morefield mine early in 1943 and recommended investigation by trenching and diamond drilling, The Bureau of Mines conducted work from August to December of 1943, which indicated that the Morefield mine was a favorable location for an experimental mining program. The Bureau of Mines carried on such a program from September 1947 to March 1949. The property investigated is 30 miles southwest of Richmond in Amelia County, Va. (fig. 1). During World War II mica and beryl were shipped from the Morefield mine, but after the high prices and premiums paid during the war years were not available the mine was closed.

"IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

Charged sprays and fog have been evaluated for reducing respirable dust concen¬trations. Charged spray technology was reviewed for effectiveness, equipment and theoretical considerations. A mathematical model was developed for predicting dust reduction effects. Laboratory tests were made showing charged spray is considerably more effective at reducing dust on a unit water basis than hydraulic spray. Positive and negative sprays are equally effective. Combined polarity sprays are considerably less effective than either polarity alone. Little difference in effectiveness by dust type was observed. The charged cloud can present a spark hazard in explosive atmospheres. Due to this spark hazard from the charged droplet cloud this technique must not be used in gassy mines. Predictions were made for field test conditions but confirmation was impossible due to particles resulting from dissolved solides in the spray water. Dissolved or suspended solids in atomizing sprays can result in an increase of the respirable dust burden. Charged sprays are an available dust control technique best suited to applications where water usage must be limited and long contact time between spray and dust is possible.

During the course of an investigation by the Bureau of Mines into the causes, behavior, and control of anthracite-mine fires, it was observed that the carbon monoxide disappeared from a sealed fire area much more rapidly than could be explained on the basis of leakage of gases. Two suggestions were offered for this high rate of disappearance: (1) That the carbon monoxide, was oxidized at temperatures below 150° C. by either the anthracite or its ash (tests on many anthracites have shown that at temperatures above 150° C. carbon monoxide is liberated in the oxidation products when air is passed through it); (2) that the carbon monoxide was oxidized by micro-organisms present in the sealed area.

In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. Reduce the number of accidents in which large mining trucks crush objects that were not visible to the driver. Approach Improved rear view mirrors, light-bending plastic lenses, and a closed circuit TV, are combined in a rugged system that allows the driver to see almost all areas around a large raining truck. How It Works Improved mirrors, used in place of ordinary left and right rear view mirrors, give wider angle viewing. Fresnel lenses, two mounted on the front edge of the hood and another one mounted above the right front fender, show objects close to the front and right side of the truck. A rugged closed circuit TV camera mounted above the rear axle reveals objects behind the truck. See diagrams showing reduction of blind area around a 150-ton mining truck. The improved mirrors for rear viewing are approximately rectangular. The left rear view mirror has a flat reflecting surface 10 inches wide by 20 inches high. This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. ACKNOWLEDGMENT The author wishes to acknowledge the assistance of J. R. Thoenen, mining engineer, United States Bureau of Mines, in the preparation of this paper. Acknowledgment is also made to E. R. The contract for the Water Jet Chock Mounted Miner Feasibility Study was awarded to FMC Corporation's Advanced Products Division on 18 November, 1974. The program was divided into four phases as follows: ? Phase I - Planning ? Phase II - Conceptual Design ? Phase III - Budgetary Cost Estimate and Economic Feasibility Study ? Phase IV - Final Report During Phase I, which lasted 1 month, most of the necessary information and data for the conduct of Phase II was obtained. To accomplish this, arrangements were made for personal visits to the University of Missouri at Rolla, Illinois Institute of Technology Research Institute, USBM TCMRC, Alpine Equipment Co., Mining Progress, Inc. and Eastern Associated Coal Corporation's Harris No. 1 Mine. Also, a list of manufacturers of high pressure equipment was compiled to be contacted during Phase II. Finally, the objectives to be accomplished during Phase II were outlined. The Phase I Report was submitted on 23 December, 1974. At the beginning of Phase II, personal visits were made to the research centers and firms mentioned above. Later an additional visit was made to the Harris Mine, and to the Pittsburgh Mining Research Center at Brucetun to observe a test of a water jet mounted on an Alpine Mining Machine. Equipment manufacturers of high pressure components such as hoses, tubing, valves, pumps, and intensifiers were contacted to obtain item performance data, availability, and cost.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules, under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and. tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

This Bureau of Mines publication describes and evaluates a Standard Industrial Classification (SIC) based end-use data system for minerals that is designed to link the demand for minerals to economic activity in commercial uses. The new data system is two-dimensional. The first dimension of technical product classes (TPC's) measures the consumption of minerals in major primary intermediate products. The second dimension measures the consumption of these TPC's in SIC end-use sectors in sufficient detail to identify the major determinants of demand for each TPC. Intercomodity comparisons are achieved at the level of SIC two-digit major groups. The methodology was developed so that all available sources of information from Government and industry can be utilized at minimum cost. This information will be supplemented with additional data to be obtained by modifying existing Bureau of Mines canvasses so as to elicit additional quantitative responses from mineral producers. The new data system is expected to improve significantly the ability to forecast demand for minerals, and provide an information base that would, for the first time ever, permit resolution of such questions as trends in substitution among materials and the intensity-of-use of materials in end-use sectors. For the 42 TPC?s identified in the report, data are available for the new system from current sources or, except for three TPC?s that require new canvasses, can be obtained by modification of existing Bureau canvasses.

Electric discharge ignition has been reinvestigated in a modified Hartmann apparatus for lycopodium powder with air. Minimum stored energy to ignite air dispersions of lycopodium was 25 to 30 mj; ignition occurred with 1 gram of lycopodium dispersed into the 2.7-liter vessel. Ignition energy was measured as a function of the weight of powder used, although some reservations are expressed concerning the uniformity of the lycopodium-air mixtures. In particular, wall layers of lycopodium, remaining after dispersal of 1 gram of lycopodium, were as easily ignitable as the most easily ignited air dispersion. Thus, an unanswered question has arisen concerning the role of surface coatings in the flammability of all marginally ignitable mixtures.

Approach Install a water-powered scrubber system, operating at 1,400 psi, on the sides of the conveyor. The scrubber draws the dusty air from the face area and discharges cleaned air into the face return. How It Works Auger-type continuous miners pose unique ventilation and dust control problems. To protect face workers from the dust, the end of the brattice is usually maintained close to the face to increase ventilation effectiveness. "The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work.
