"The main purpose in the compilation of accident statistics is to reveal conditions that may result in injury to persons or property so that remedial measures may be applied. For practical reasons it is usually found necessary to restrict inquiry to conditions which actually have caused personal injury, and to omit those which nay, but have not yet, resulted in damage, Fortunately or unfortunately, there is a sufficient number of the former to indicate the existence of hazards so numerous as to require all of the attention which the industry can devote to the subject.Two years ago, the Bureau of 'mines, in cooperation with the National Safety Council, undertook an intensive campaign to obtain more complete and satisfactory information regarding mine accidents than had theretofore been available. Since 1911 the bureau had been receiving annual summaries from all companies operating metal mines, showing, in a general way, the number and causes of accidents that occurred during the preceding year and the number of men employed at the mines. Monthly summaries of fatal accidents at coal mines were received from the state inspectors, showing the number of deaths attributed to each of 22 main causes of accidents, Information for individual coal mines was not furnished.While this information, nation-wide in scope, is indispensable because it epitomizes the progress or retrogression in the industry as a whole, and serves as a background of specialized studies, yet certain classes of acci¬dents, for example, those that are more or less peculiar to specific districts or mines, require an analysis in greater detail than is possible on the sole basis afforded by the annual summaries.The need for more specific information was realized some years ago in the State of Pennsylvania in connection with the administration of the workmen's compensation law, The mining industry is well acquainted with the val¬uable studies of accidents, particularly nonfatal accidents, in the mines of that State being conducted by Mr. Rush N. Hosier."

This circular is a study by the Bureau of Mines of 346 accidents in underground iron-ore mines of the Lake Superior district from June 1949 to August 1954. These accidents caused 354 lost-time injuries, including 28 fatalities and 2 permanent-total disabilities. The accident reports were analyzed by the Bureau to show the causes of injuries and the time charges and unsafe practices or conditions that caused the accidents. Also shown are the times of occurrence, ages of the injured by job classification, and experience of the injured in mines and on the job being performed when hurt. Detailed information is presented on approximately 14 percent of the total number of Lake Superior district underground mine accidents that resulted in lost-time injuries during the period covered. These facts are presented to aid accident-prevention measures in underground mines and as a record for measuring future safety accomplishments.

The paper includes a short discussion of results, tabular data, and individual analyses of 16 California crude oils. The samples were obtained by members of the San Francisco office of the Bureau of Mines. The Tallapoosa Copper mine in Haralson County, Ga., has been operated, or under development at various times since before the Civil War. The geology of the deposit is similar to that of many of the pyrite deposits occurring in the belt of ancient crystalline and metamorphic rocks that extends diagonally northeast-southwest across the State. The Bureau of Mines, in its program of investigation of, strategic mineral deposits, diamond-drilled four holes totaling 1,570.3 feet at the deposit during the period June to September 1947 to verify the old drill records and the continuation of the deposit at depth.

Stockpiles containing 2.3 million tons of lignite constructed in the period 1948-56 in conjunction with the construction of Garrison Dam on the Missouri River demonstrate successful stable long-term storage of lignite. Uniform and thorough compaction of each of the I-foot-thick layers by which the piles were constructed produced a bulk density of 70 Ib/cu ft. Air penetration into the stockpiles was restricted to a degree that prevents spontaneous heating or deterioration of the stored lignite, A continuing record of observations beginning with stockpiling operations in 1948 has been accumulated, This includes periodic fuel analysis, analysis of pile gases, and measurement of pile temperatures on the first large stock-pile, pile 5. This report describes the stockpiling method, the changes in heating value, pile gas composition, and pile temperature and summarizes observations from 1953 to 1964, Data accumulated attest to the stability of the stored lignite. The variation of the average heating value of periodic pile-depth samples is only 160 Btu/lb (11,990 to 11,830) on the moisture" and ash-free (maf) basis during almost 10 years of storage. Temperature levels of the pile interior are progressively decreasing. At pile surface, cyclic variations occur with the season. The only problem encountered with the large stockpiles is wind and water erosion of the pile surface. The partially successful control measures used are described.

NIOSH has developed an automated PC-based seismic monitoring system for use in mine ground control studies. The distribution and coordination of data acquisition and processing functions across a local area network (LAN) is a central feature of the system. Design requirements include (1) the use of lowcost, off-the-shelf, data acquisition and computer hardware, (2) the capability of automatically merging waveform data sets from different types of monitoring systems, (3) delivery of raw and processed data underground and on the surface, as well as to remote sites, and (4) automated data collection and processing over long periods of time without the need for human intervention. Current mine-wide installations utilize multiple, autonomous seismic networks located both underground and on the surface and provide 20 to 40 stations within a radius of several kilometers. Event locations, magnitude estimates, and other processed data are distributed for display and analysis on network nodes both underground and in the offices of mine engineers and managers. This paper describes the system's hardware and software components, examples of installations in hard-rock and coal mines, and a few observations from western U.S. longwall coal mines.

This report describes the activities and publications of the Bureau of Mines Health and Safety Research and Testing Center, Pittsburgh, Pa., for the fiscal years 1960-65. It includes a discussion or work being conducted on roof control, dust explosions, ventilation, health, coal mine fire control, and electrical-mechanical testing, and an abstract of each paper published during the report period.

Although Japan is a major producer of crude steel, it is poor in industrial raw materials. This Bureau of fines report describes Japan's raw material needs for chromium, cobalt, manganese, nickel, and tungsten to produce ferroalloys and alloy steels. Japanese imports of these ores or metals by quantity and source are given for 1972-81, inclusive, to indicate (1) the changes in the consumption and supply pattern, and (2) the degree of Japan's dependence on foreign sources. This report also describes measures implemented by Japan to reduce the risk- of supply interruption, and discusses the possible implications of supply shortages.

This paper describing the methods and costs of quarrying limestone at Sloan, Nev., is one of a series of similar papers being prepared for and published by the Bureau of Mines on this industry in the United States. These papers are designed to disseminate information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods Employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The quarrying operations at Sloan are interesting not only from a technical viewpoint and because of the magnitude of the deposit, but also because the quarry is located in a desert region far removed from the centers of population where lime is used. The quarry and plant are in Clark County, Nev., 20 miles west of Las Vegas, which is the nearest town to the site of the Boulder Canyon Dam. Sloan is on the main line of the Union Pacific Railroad connecting Salt Lke City and Los Angeles. The latter city is 280 miles from Sloan and it is the shipping, point for all supplies.

The Idol zinc prospect, formerly known as the Comstock, was examined by Harold B. Ewoldt, a Bureau of Mines' engineer, accompanied by Deane F. Kent of the United States Geological Survey on July 22, 1943. Previous to that time, the Geological Survey had contoured and studied the area. As a part of the war minerals program, further investigation of the area was recommended. The Dalton property, a mile and a half northeast of the Idol property, was examined during the progress of the work at the Idol, and it was decided to include this property also in the project. From February 7, 1944, to May 16, 1944, six holes totaling 2,739 feet were diamond-drilled on the Idol property and eight holes totaling 1,850 feet were diamond-drilled, and three pits channel sampled on the Dalton property. The drilling showed sphalerite to be sparsely distributed through a 100 foot thickness of the Kingsport member of the Knox dolomite.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

A comparison of certain properties of the commercial aviation gasolines produced in the United States during October 1949, 1950, and 1951 is presented in table 1, the 1951 data being average values from tables 3 through 6 of the present report. Trends in the average values of certain characteristics of these fuels may be seen in figures 1 through 4 which also indicate the minimum and maximum values. As may be observed, with the exception of changes in kinematic viscosities, the properties of commercial aviation gasolines have not varied greatly during recent years. A list of aviation-gasoline survey reports published by the Bureau of Mines is given on page 6. A summary of the average values of the properties on jet fuels is shown in table 2.

Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3
