The helium resources of the United States were estimated by the Bureau of Mines to be 1,037 Bcf as of January 1, 1981. These resources are divided into four categories, in decreasing degree of assurance of their existence: (1) helium in storage and in measured natural gas reserves, which totals 211 Bcf, (2) helium in indicated natural gas resources, which is estimated at 207 Bcf, (3) helium in hypothetical natural gas resources, which is estimated to be 318 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 301 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications, The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered (hypothetical and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 897 Bcf of the total helium resource base. Nondepleting resources are those in shut-in, abandoned, or otherwise nonproducing natural gasfields. Helium resources contained in nondepleting natural gas resources are estimated to total 100 Bcf. There is 40 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, Tex.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. In April 1948, the Bureau of Mines was requested to evaluate the graphite deposit' known as the Benjamin Franklin and Just mines in Chester County, Pa. After preliminary investigation, it was recommended that the Bureau core-drill, trench, and sample the deposit and make beneficiation tests on the ore. During the first and second World Wars, flake graphite was in short supply, and a number of deposits in the United States were exploited. In 1942, the Defense Plant Corporation, through its lessee, the Benjamin Franklin Graphite Co., purchased 70.263 acres of graphite-bearing land and built a complete mining and milling plant with a capacity of 300 tons of crude ore per 24-hour day at a cost of $426,250 (Plancor No. 1254).

This report presents a description of the Prototype Demonstration Vehicle and Safety Guidelines developed under U.S. Bureau of Mines Contract No. JO 366003, ?Improving Man Transit Safety. This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements are embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle Is presented In Volume I. Safety Guidelines are presented in Volume II.

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The Harding pegmatite dike is well known for the production of spodumene and lepidolite in the period 1920 to 1930. It attained greater prominence during the last war by being the largest producer of domestic tantalum ore from the rare mineral microlite. The deposit is believed to be the only proved reserve of tantalum ore in the United States today. In 1943 the main portion of a large tantalum-bearing zone in the Harding dike was developed by the Bureau of Mines with the assistance of the Federal Geological Survey. Analysis of this zone from 39 diamond drill holes and quarry exposures showed a large deposit containing 2 pounds of microlite per ton and 21 percent spodumene, In September 1948, the Bureau of Mines resumed development of the deposit with a view to extending the tantalum-bearing zone farther to the southwest or delimiting the ore body. Seven diamond-drill holes failed to penetrate the ore zone in its southwestward projection, Much of the following general information is summarized from the report on the first exploratory work of the Bureau of Mines by John H. Three-dimensional structural analyses of three instrumented areas of a deep, longwall coal mine have been performed using the finite element code BMINES. The three Instrumented areas include two single-entry portions and one double-entry portion of the Sunnyside No. 1 Mine, Sunnyside, Utah. The finite element models simulated the sequence of excavation in each test area: the advance of the entry, installation of structural supports, retreat of the longwall, caving behind the longwall, and accumulation and loading of the gob. The structural supports considered in these finite element models include rock bolts, wood cribs, concrete cribs, steel arch sets, and chocks. Mechanical simulation of the geologic environment is achieved through elastic/ perfectly plastic material models employing anisotropy to represent finely layered regions of the medium. The results of these calculations are com-pared with the instrumentation readings from the mine. These measurements include closures, crib loads, rock-bolt forces, and stress growth.

The value of Alabama's nonfuel mineral production in 1978 and 1979 was 8831.8 million and $336.4 million, respectively. In 1978, nearly all commodities registered an increase in production and value; unit value increased for all commodities, with the exception of native asphalt and sand and gravel. Alabama led the Nation in the production of crushed marble and was second in bauxite, third in masonry cement, kaolin, native asphalt, and oyster shell, and fourth in bentonite, dimension marble, fire clay, and scrap mica. Trend; and Developments.-The Alabama State Docks at the Port of Mobile handled more than 10 million tons of bulk material in fiscal year 1978; volume dropped slightly to 9.8 million tons in fiscal 1979. Bulk materials comprise the major activity at the facility, with iron ore and bauxite being two of the major materials handled. The movement of these ores is vital to the operation of many heavy industries in the State.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to January 1, 1925, was published in Bureau of Mines Technical Paper 3761. The present list includes all equipment tested and approved by the Bureau, up to and including January 1, 1926, and supersedes the list issued as Serial 27202 in November, 1925. It covers electric air compressors, coal drills, mining machines, mine pumps, room hoists, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamp, methane indicators and detectors, blasting units, storage battery loco- motives, power trucks, self-contained oxygen breathing apparatus and gas masks. The system under which these devices were tested permits the manu- facturer, after his equipment has passed certain tests prescribed by the bureau, to mark his equipment with a seal showing that it has been "approv- ed" by the Bureau of Mines. The tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the bureau in making such tests and publishing lists of permissible equipment is to safeguard the lives of workers and to help lessen the hazards of mining.

Because coalbed discontinuities often pose serious economic and safety problems in underground coal mines, criteria were documented for the recognition and prediction of discontinuities in advance of mining. Pennsylvanian strata in Indiana and Armstrong Counties, PA, were deposited as part of fluvio-deltaic complexes with channel-phase sandstones as the predominant type of coalbed discontinuity. Coalbed isopach maps constructed for this study delineated numerous want areas (areas of no coal) with elongate to linear geometries. A comparison of coalbed isopach and corresponding sandstone isolith maps of the study area revealed many examples of a thick-sandstone, thin-subjacent-coalbed relationship. Nearly 60 pct of the want areas in the study area were found to lie subjacent to thick (> 20 ft [6 m]) sandstone accumulations. In addition to erosion of the coalbed, channels may contribute to coalbed splitting, coalbed thinning over paleotopographic highs, abnormal coalbed thick- nesses, and deterioration of coal quality. If these features are considered, then approximately 80 pct of all interruptions in the economic coalbeds in this area result from channel activity. By using the criteria developed in this study and described in this Bureau of Mines report, the occurrence of coalbed discontinuities may be predicted and anticipated in advance of mining.

Misuse of explosives and heedless disregard of well-known safety rules covering the use of commercial explosives cause many avoidable accidents resulting in the death or maiming of men who can ill be spared by already undermanned industry at present, and who cannot be spared by their families at any tire. Blasting accidents, when not fatal, are usually serious; the past and present needless loss of life and maiming of men from this cause are appalling and types of waste that can and should be virtually eliminated. Dead, crippled, and maimed men are distinct losses to society as well as to industry, and compensation payments for such accidents represent only a portion of the financial loss, because the value of their lost potential production can only be surmised. By their very nature, explosives are dangerous to handle, otherwise they would not perform the services for which they are used; all men on a blasting crew are subjected to the results of the carelessness of any one member, and in many instances the misuse of explosives by one person has killed scores of fellow workers. Inexperienced men should be assigned to blasting operations only under the close supervision of men well-experienced in the work and familiar with its inherent hazards. Men should be selected for blasting crews that are known to be careful, willing to follow instructions, cool-headed, and unlikely to become excited in an emergency; they should be instructed in the safe handling of explosives in accordance with the safety rules established by the explosives -manufacturing companies or the safety codes of the various industrial organizations. Unfortunately, American industry has never adopted a uniform code for the safe handling of explosives; however, many mining companies have made rules that will eliminate most unsafe practices if established safe procedure is followed carefully. The Bureau of Mines has issued numerous pamphlets giving information on the causes of accidents due to explosives in the mining industry and indicating the ways in which a good proportion of those accidents can be avoided.

"A preliminary examination of the Bi-Metallic molybdenum prospect was made in October 1944, as a result of which it was recommended that a trench exploration project be undertaken on the property. This report presents the information obtained from project work done during June 1945.In its program of exploration of mineral deposits, the Bureau of Lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and. economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment is due S. H. Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

The Cougar Spar property is in southwestern Beaver County, Utah, approximately 35 miles by road northwest of Lund, a station on the mainline of the Union Pacific Railroad (fig. 1). Original fluorspar discoveries on the property were made a. short time before 1941. During 1941 lessees produced approximately 600 tons of ores averaging 40 percent CaF2. Bureau of Mines engineers examined the property in 1942 and recommended development. Work was begun in December 1942 and completed in October 1943. The area was mapped by members of the Federal Geological Survey during the project period. Development included surface trenching; drifting, and crosscutting, a short distance below the outcrop. The surface work comprised a total of 440 linear feet of bulldozer and hand trenches. A total of 550 feet of workings was driven on the 100-foot level. Samples were taken for assay from the trench exposures and from the underground workings as work progressed. Pocks in the area of the Cougar Spar property are igneous and consist mainly of fine-grained tuff and quartz monzonite porphyry. The fluorspar mineralization occurs in a northwest fault zone.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and, from the data developed, to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are suitable chemically under present standards for producing metallurgical coke. (b) Which coals require special and more intensive treatment in preparation than is now practiced. (c) Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation. This report is one in a county series and describes the preparation characteristics of the coals of Logan County, W. Va. According to present-day standards for metallurgical coal, many believe that the sulfur content of the coal should not exceed 1.25 percent? Coal with more than this amount has been used for making metallurgical coke, especially when blended with coal containing less sulfur. In this series of reports 1.25 percent sulfur is used as a gage to determine whether or not a coal will be suited for metallurgical coke.

To Assist users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines has established five schedules of minimum performance requirements for the approval of respirators . The current revisions of these schedules include 13D for self-contained breathing apparatus, 14F for gas masks , 19B and the amendments to 19B for suppliedair respirators , 21B for dust , fume, and mist respirators , and 23B for chemical cartridge respirators . Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pittsburgh , Pa . , 15213 . Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the device meets the approval requirements , a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines be used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators. At frequent intervals, the Bureau of Mines purchases approved respirators and replacement parts on the open market. These are examined for conformity to the approved status, and are checked to insure that the manufacturer's production facilities are maintaining a satisfactory quality control .

ADVANCES in mining and processing technology made it possible to reopen the De Beers diamond mine in South Africa, originally located in 1871 by Cecil Rhodes and closed in 1908. Radioactive material was used to indicate the efficiency of hydro-cyclones used in diamond concentration. Added interest was shown in recovering diamond from the sea off the coast of South-West Africa. Production of crude artificial abrasives declined because demand was paritally met by withdrawals from stocks. The value of graded grain-coated abrasives and grinding wheels surpassed those of 1962.
