"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. If the foreman in charge of a station does not reside thereat, his residence also shall be in telephone communication with each mine supplied by his station.Sec. 8 (Par. a) Whenever a fatal accident occurs in or about any mine, notice thereof shall be given promptly by telephone or telegraph if possible, followed by a notice in writing to the chief inspector, by the superintendent or other person having immediate charge of the work at the time of the accident."

"Helium has great value to the oil and as industry as a tracer gas, according to tests just completed in the Elk Hills Field, Naval Petroleum Reserve No. 1, Kearn County, California. When used as .a tracer gas, small percentages of helium are mixed with natural gas pumped into a reservoir for conservation, repressuring, or cycling purposes. Because minute quantities of helium added to natural gases can be detected by analytical methods and accurately determined, the variations of the helium content of gas withdrawn from various parts of a field when helium has been added to the injected gas give interesting and long-sought data on the movement of injected gas through reservoirs.The Bureau of Mines engineers began their studies of the use of helium as a tracer material in gas-injection operations in the Elk Hills, California, oil field, Naval Petroleum Reserve No. 1, in response to a request by the Navy Department for assistance in connection with an expanded oil-production program instituted in that field. This report discusses the Bureau's work on the problem of determining the direction and extent of migration of injected gas in the Elk Hills reservoir by the use of helium as a tracer gas,The Bureau appreciates the cooperation and assistance of Commodore W. G. Greenman, U.S.N., director, and Commander R. Walling, U.S.N.R., Assistant director, Naval Petroleum .and Oil Shale Reserves, Washington, D. C., Captain H. P. The purpose of this Bureau of Mines investigation was to measure the amplitude and shape of the strain pulse and the size of the crushed zone produced in a granite by different explosives and to determine how these quantities are related to the detonation properties of the explosives. The reflection theory of rock breakage has shown that the amplitude and shape of the strain pulse incident at a free surface determine the fragmentation and volume of rock broken. Determination of the properties of an explosive that control the characteristics of the strain pulse produced in the rock will help in evaluating explosives for use in blasting. The investigation showed the different explosives produced a twofold variation in the amplitude of the strain pulse but little variation in the shape of the pulse. The explosives also produced a twofold variation in the volume of the crushed zone, but differences among the explosives were more accurately determined by strain-amplitude measurements than by crushed-zone measurements. The peak amplitude of the strain pulse and the volume of the crushed zone correlated with the calculated detonation pressure of the explosive.

Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. [Apparent progress in economy at petroleum refineries, as measured by the average amount of hest units required to refine a barrel or crude oil, received a set-back in 1938, when the average rose to 567,000 B. t. u., compared with 562,000 B. t. u. in 1937 (see fig. 1). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 was the decline in total runs to Invariably the average requirement increases when crude inn to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries are masked by the degree to which the capacity is utilized. Additional crude runs give lower average heat requirements in two grays first, because they are mane with the expenditure of cc-comparatively small amounts s of auxiliary heat, and, second, because additional runs generally represent simple topping operations. In 1938 crude runs to stills declined 1.6 percent (from 1,183,440,000 barrels in 1937 to 1,165,015,000 barrels in 1938), but the total heat consumption declined only 0.4 percent, or from. 663,866 billion B. t. u. in 1777 to 660, 56 billion in 1938.]

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. ACKNOWLEDGMENTS The Ohio Fuel Gas Co. constructed a special water-gas generator for the tests and provided men and the necessary funds for its operation. The Bureau of Mines recorded peak particle-velocity levels and vibration frequencies to determine the nature and intensity of ground vibrations for tunnel blast rounds at the NORAD Complex, Colorado Springs, Colo. Previous Bureau of Mines studies in quarries and underground mines had shown that scaling (dividing) the distance from the blast by the square root of the charge weight removed the effect of the various charge weights on vibration amplitudes. The analysis of variance tests performed on the NORAD vibration data, however, indicated that the cube rather than square root scaling exponent grouped the data more effectively. The empirical propagation equation, V = 560 (D/w1/3)-2.04, where V is the maximum peak particle velocity in inches per second, D is the distance from the blast in feet, and W is the zero-delay charge weight in pounds described the attenuation, with distance, of the particle velocities from the tunnel blasts in the Pikes Peak Granite of the NORAD Complex.

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. The techniques for direct initiation of detonation, developed by the Bureau of Mines, have been applied to gaseous mixtures of oxygen with methane, 'thane, propane, butane, or hexane. An exploding wire was used as the initiation source to determine minimum stored electrical energies required to effect detonation of mixtures between one-half and two times the stoichiometric fuel ratios. Detonations were obtained in the most easily initiated mixtures of ethane, propane, butane, and hexane for initiation energies between 24 and 33 joules at 1 atm and 28-43 joules at 0.5 atm initial pressure. Methane mixtures, at 1 atm, were not observed to detonate when initiated with up to 484 joules.

Tests of resistance to molten metals , to oxidation at elevated temperatures , and to various chemical reagents were made for a series of compositions in the TiB₂ - CrB₂ subsystem . In reaction with molten metals , there was no noticeable difference in reaction of the various compositions in the ( Ti , Cr ) B₂ series . The oxidation tests were ( 1 ) a rising - temperature test in which the specimen temperature was increased 4° per minute to 1,200 ° C and ( 2 ) a constanttemperature test in which the specimen temperature was held constant at 1,000 ° C. Compositions near Tio.6 Cro.4 B2 had the best oxidation resistance . Ti。.6 The chromium- rich alloys showed marked superiority to the titanium- rich alloys in resistance to corrosion by the chemical agents investigated . The chemical reagents used were sulfuric , nitric , and hydrochloric acids and sodium hydroxide of different concentrations .

"During the past few years, since flotation has become the paramount treatment method for most all kinds of ores, the Bureau has gathered the data on consumption of reagents used in the flotation treatment. The first report was issued in 1916. A brief review of such reports shows the progress made in the art of flotation, and each year brings forth development of new reagents or combinations of reagents that seem sure to survive, but research and progress spell their defeat, if not by entire elimination, at least subjects them to considerable modification. Fortunately, close cooperation between the Bureau and the operators has been the means of an exchange of ideas in research work, and the development, in plant practice, of such research work on a commercial basis, is one of the outstanding features in milling today.In past years flotation has been referred to generally as ""oil flotation""— today it might be more properly called ""chemical flotatioin"" Minerals can be floated today without oil. Chemicals alone will do the work, showing how little was truly known about the process heretofore. The term ""regents as used herein, includes both chemicals and oils. The total pounds of oils and reagents consumed during the year was greater than shown in the 1925 report. The 1926 total was 201,711,795 pounds as compared with 81,688,967 pounds for 1925. The equivalent in pounds of reagent use& per ton of ore for 1926 was 3.933 as compared with 1.7972 for 1925. This increase is due largely to the amount of lime which is added in the alkaline circuits particularly in the mills treating coppers ores, which accounts for the larger tonnages."

The accident experience of the California petroleum industry for 1927 was characterized by a decrease it .the number of fatalities. The year closed with a total of 41 fatal accidents, as compared with a total of 54 for the preceding year. 3 In percentage, the figure for 1927 represents a decrease of 24 per cent from that of 1926 and evidences the promising results of organized safety work, in which the industry in California has taken an absorbing interest. The percentage of decrease for 1927 is the largest recorded in any one year since the compilation of the fatality record in the California petroleum industry was begun. Although good progress has been made during the past few years, much remains to be done to reduce still further the human and economic waste caused by accidents. This review is intended to show the employee, as well as the employer, the proximate and contributing cause of accidents. To increase the value of the report, preventive measures in various instances are suggested, on the theory that accidents of a similar nature will occur unless remedial action in taken to remove the cause.

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

[Ferromanganese continues to be in indispensable requirement in steel manufacture. Approximately 470,000 tons of the 80 per cent ferro-alloy was consumed in 1929 and increasing amounts will be required annually by the steel industry unless some satisfactory substitute is found. An average of 14 pounds of metallic manganese is for each ton or steel produced, The principal use of manganese is for deoxidation of the metal in the steel refining processes, although a considerable amount r s also used for the production of special manganese steels. Unfortunately, domestic production of manganese ore is inadequate to meet normal peace-time requirements, not to mention increased abnormal war-time demands.]

The Bureau of Mines extended its investigation of methanation catalysts. The noble metals (platinum, palladium, ruthenium, rhodium, osmium) and rhenium), molybdenum, and tungsten were tested in hydrogenations of carbon monoxide and carbon dioxide at 21 atmospheres in a temperature range between 200° and 600° C. From the 8 metals studied) 25 catalysts represent 5 catalyst types were prepared and tested. The impregnated 0.5-percent-ruthenium catalyst proved to be the most active and versatile of all the catalysts produced. Tungsten and the noble metals other than ruthenium were low in activity and usually required temperatures above 500° C for appreciable production of hydrocarbons. Molybdenum was moderate in activity, but further improvement in molybdenum catalysts seems possible.

"INTRODUCTION The United States Bureau of Mines in cooperation with the State of Colorado at the University of Colorado has conducted experiments to determine the amount and composition of the noncondensable gases evolved when crude shale oil is distilled under pressure.Hydrogen sulphide is one of the components found in the complex mixture of gases produced by the distillation of shale oil under pressure. This paper deals with the apparatus and method used in determining the amount of hydrogen sulphide evolved in the laboratory experimental cracking stills.The study required a complete extraction of all the hydrogen sulphide from the gas stream after it left the water-cooled distillate condensers and before the as stream entered the charcoal absorber for removing the light naphtha. In devising the method it was necessary to take into account a constant variation of velocity, pressure, and percentage of sulphide in the total gas stream coming from the still.Ordinarily, the quantitative determination of hydrogen sulphide in Gas is made by analyzing small samples taken at regular intervals. This estimation can be accomplished by use of the Bunte gas burette as modified by Tutriler,4 or by a similar method. In the industries where the flow of as is constant end of uniform composition, this practice is sufficiently accurate for plant control. For experimental work where many variables have to be taken into consideration, as in the case at hand, these methods are not applicable."

A method of error analysis has been applied to the location technique of non-linear least squares iterative inversion in order to evaluate the resolving power of several seismic array configurations with various assumed earth models and errors and inaccuracies in arrival times. The results obtained demonstrate that lateral accuracies of location are improved significantly when the depth of the miner is known. Lateral location to within 100 feet appears achievable in many instances. If it is possible to refine earth models significantly beyond what has normally been assumed in this work by the use of on-site data, or if the mine is shallow (300 feet or less), accuracies of-about 30 feet or so may be attainable. Inaccuracies in earth models of about 5% are found to contribute much more heavily to these location inaccuracies than errors of a few milliseconds in picking arrival times; however, arrival time errors of 15-20 ms or above will dominate these model inaccuracies. The expected accuracy of location is found to fall off very rapidly as the miner moves outside the array. The strength of this effect depends markedly upon the geometry of the array configuration and can be reduced by careful design. Also, as the size of the array is increased, expected location errors within the array are not altered much, but continue to match the error associated with the smaller array over a larger area (assuming that all stations can still pick up the miner's signals). Better location accuracy, especially with respect to depth control is achievable in an earth where the velocity is depth-dependent (increasing with depth) than in one which is homogeneous.
