First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

A large number of organizations interested in the search for mineral deposits have adopted the magnetic method of geophysical prospecting, as it has proved to be the most simple, convenient, and rapid, and at the same time the least expensive in comparison with other methods. According to the last statistical data, about two millions square kilo¬ meters were explored in the United States by different geophysical methods. Ninety-six per cent of this area was prospected for oil and 4 per cent for minerals. Detailed exploration by means of the magnetometer has been carried out over about 85 per cent of this surface. The great advantages offered by this method resulted in the fact that the magnetometer was tried out in most places in which geophysical methods were applied. The main purpose of such e:rploration is to obtain the maximum knowledge valuable to the geologist; therefore good geological interpretation of the results of measurements is important. The possibility of drawing practical conclusions from a map representing the results of the study of the terrane depends greatly on the accuracy with which the measurements are made. The purpose of this article is to show the different sources of error by which the work of an operator may be affected and to discuss the means by which the carrying out of a magnetic survey may be improved.

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

A program to investigate the effects of hardened washers on the uniformity of roof bolt tension and the resulting ground control in an underground mine was carried out. The complete roof bolt installation and roof bolt loads, mine convergence, and bed separation were monitored for a period of five months. The results show no evidence to support or refute the theory that mechanical roof bolts offer better support when they are installed with a high uniformity of tension. Also shown is the fact that if the bolts are installed with a maximum deviation from the mean torque of ±15% the addition of hardened washers significantly improved the uniformity of the installed tensions in the roof bolts.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. [On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. That accident rates :lave not undergone the expected beneficial chance in California's experience is apparent in the words of a Bureau of Mines report:4]

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

The Bureau of Mines investigated mine subsidence caused by recent underground mining, estimated the extent of damages, and formulated a procedure for evaluating subsidence costs. On the basis of the quantity of material removed from beneath the surface, bituminous coal mining currently causes more extensive subsidence problems than mining of other minerals; costs are highest in areas such as western Pennsylvania where urban and suburban development and related types of land use conflict with mineral recovery. The Bureau of Mines estimated subsidence costs, including surface damages and control costs, for a 12-county area in western Pennsylvania for 1968. Total surface damages attributable to the underground production of bituminous coal in the 1-year period were $295,000; in addition, 12.4 million tons of coal, valued at $4.3 million, was left in place to minimize potential surface damage. Of the total subsidence cost ($4.6 million), $2.7 million was classified as external or social costs, not reflected in the market value of bituminous coal; this averaged $0.05 per ton of production, or slightly less than 1 percent of the market value.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

A unique circumstance created by monitoring a pre-driven longwall recovery room permitted measuring the stresses of a coal pillar throughout its entire life cycle in less than a week. A fender pillar, created in approximately the middle of a longwall panel at a depth of 650 ft, transformed from a solid barrier pillar - to a yielding pillar - to a residual pillar as 3 ft slices were methodically removed with the longwall shearer. The complete transformation, or life cycle, took place in less than 12 hours. The stresses were quickly transferred from the pillar onto the standing pumpable concrete supports and into the outby pillars. Roof to floor closure measurements, combined with the timing of the pillar behavior, provides a detailed look at the uncontrollable convergence of underground mine openings. Pillars remain the most important form of “primary support” and understanding these life cycles is vital for safe and efficient mine design, in both room and pillar and longwall panel extractions.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

Methods to prevent, minimize, mitigate, or treat polluted waters are identified and evaluated. Best Management Practices are incorporated in a recommended plan to manage the area's water quality.
