This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

"Trolley lines used in connection with electric haulage in mines are a source of danger and many lives have been lost by men accidentally coming in contact with the wires. Usually the wires in metal mines are sufficiently guarded to prevent men from touching them with their person or by pieces of steel which they may be carrying or their shoulders, while walking along the level. However, it is difficult to guard effectively the wires at loading chutes along the haulage ways and in spite of safe guards, chute tappers have been electrocuted through loading bars accidentally touching the trolley line.To overcome this danger the Calumet & Arizona Mining Co., at Lowell, Arizona formely used a hinged V-shaped trough made of 1-inch by 6-inch lumber, that was dropped over the wire in front of the chute, when the cars were being loaded. This arrangement interfered with the easy operation of the chute, and a cut-out device for the trolley line was devised by W. R. Gibson, chief electrician for the company. This cut-out is efficient easily constructed and roes not interfere with the operations at the chutes or with the motors operating on the same level.When the cut-out is open the electric current is carried past the gap by an insulated wire on the opposite side of the drift. A hinged board drops down over the ends of the trolley guard when the slide is open and Prevents anything touching the live wires. About ninety of these cut-outs are now in use in the mine,The levels under the scopes are timbered with drift sets placed 5 feet apart, and the loading chutes take up the space between two sets. All trolley wires in. the company's mines are carried 6 feet above the rails and guarded by two 1/2 by 6-inch boards placed on either side of the wire."

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,680-acre Lime Canyon Wilderness Study Area (NV-050-231) to evaluate its identified mineral resources. The Wilderness Study Area is in Clark County, NV, about 30 air miles southwest of Mesquite, NV. The area studied contains an estimated 44 million tons of indicated subeconomic resources of gypsum, an inferred subeconimic resource of limestone and dolomite, and occurrences of gold, copper, uranium, and zeolite. The Wilderness Study Area is underlain chiefly by carbonate rocks with lesser amounts of sandstone and shale. Metamorphic, granitic, and volcanic rocks also crop out within the area. Large portions of the area are overlain by alluvium. The Wilderness Study Area is within the Gold Butte mining district. Several gold mines with past production are nearby to the south of the Wilderness Study Area; one mine is reported in operation on a small scale. Several silver-bearing copper and zinc mines with past production are nearby to the east of the Wilderness Study Area

As shown in Table 9, consumption has risen steadily for the period November through April, reaching its highest level since June of 1974. Imports remained at a relatively high level in spite of decreased imports from Zaire and Belgium-Luxembourg. Award prices for cobalt sold by the General Services Administration on June 17, 1976 ranged from $5.058 to $5.41211 per pound of contained cobalt. The high bid was about $1 per pound above the current market price set by the major sales agent in the U.S. for cobalt on April 15, 1976. COPPER: Eight domestic producers on July 1 hiked refined copper prices by 4¢ to 74¢ per pound for cathode and to 74.625¢ for electrolytic wirebar. New York Commodity Exchange (COMEX) June pricing of prompt contracted copper averaged 70.6¢, with daily quotes registering between 67¢ and 72.5¢ per pound. In June, London Metal Exchange (LME) cash wirebar prices averaged 70.3¢, trading between a low of 65.5¢ and a high of 73.6¢. End of the month copper stocks totaled 108,758 short tons for the COMEX and 539,350 metric tons for the LME.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Nearly the entire production of borax in this country is under the control of four companies: The American Potash and Chemical Corporation, the Pacific Coast Borax Co., the West End Chemical Co., and the Western Borax Co.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The Bureau of Mines performed a study of the availability of cobalt from market economy countries. The study entailed the detailed analysis of 97 deposits which contain 3.9 billion lb of cobalt at the demonstrated level; in 94 of the deposits cobalt is recovered as a byproduct, and in 3 it is considered the primary product. Since 97 pet of all recoverable cobalt is derived as a byproduct from copper and nickel deposits, the report focused on these two sources. At an assumed market price of $0.89flb for copper, $3.45/lb for nickel, $475/tr 021 for platinum, and $7/lb for cobalt, 1,330 million lb of cobalt at the demonstrated level are potentially available. This total includes 1,105 million lb of cobalt from copper properties, 190 million lb from nickel, 29 million lb from platinum, and 6 million lb from primary cobalt. This analysis indicates that the production cost for 589 million lb of cobalt can be totally covered by the revenues obtained from the other metals produced. The impacts of increases in capital investment and energy costs are also discussed.

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

In 1986 and 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 73,010 acres of the 76,480-acre Lower Owyhee Canyon Wilderness Study Area (OR-003-110) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 8 miles north of Rome. There are approximately 7.7 million tons of subeconomic zeolite (heulandite and/or clinoptilolite) resources with ammonia ion exchange capacities as high as 1.75 milliequivalents per gram in the Chalk Basin-Lambert Rocks area. The bed is 25 ft thick with less than 100 feet of overburden. This resource probably will not be mined in the foreseeable future.

To increase the capability to predict the effectiveness of a flame arrester in the cooling of hot combustion gases expelled through a flame arrester, the U.S. Bureau of Mines developed an equilibrium. model and one-and three-dimensional transient thermal models of a flame arrester, which were used to predict the temperature evolution within the arrester and the maximum temperature at the external surface of the arrester. The models account for convective and conductive heat transport within the arrester and radiative losses at the exit surface. The gas flow through the arrester is established from an empirically derived relationship between the gas velocity and the pressure gradient across the arrester. Lateral heat loss from the arrester to the enclosure wall is accounted for in the three-dimensional model. The model calculations for maximum outside surface temperature of the arrester showed an approximate agreement with measured values for vent-area-to-enclosure-volume ratios between 12 and 28 in2?ft-3.

In late July 1985, air samples from a sealed portion of the Quinland coal mine in West Virginia showed the presence of carbon monoxide (CO). Mine Safety and Health Administration (MSHA) personnel concluded that a fire was burning behind the seals. Since an imminent danger existed, the mine operator was given a closure order. The gases behind the seals were monitored and almost 2 million ff of carbon dioxide (C02) gas was pumped into the sealed area to stabilize the environment. Sixteen days after the closure order was issued, MSHA allowed the mine to return to production. Approximately 1 yr later, mine management submitted a seal breaching request to MSHA in order to drive a set of entries to further develop the mine. The Bureau of Mines established a sampling strategy and monitored gases from behind the sealed area during the breaching operation until the atmosphere was safe. This report is an account of the seal breaching conducted by the mine, MSHA, and the Bureau. The logistics of this event, the sampling strategy, and the equations applied could be used by the mining industry in future breachings or mine recovery operations. Time to reenter the area was calculated by using the methane (CH4) concentrations sampled at the discharge of the seals. Tracer gas was used to verify the ventilation flows through the area.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5-acre Zwagg Island Wilderness Study Area (OR-12-14) in order to evaluate its identified mineral resources. The study area is located in Curry County, OR, immediately west of Brookings. There is no evidence of mining activity on or near Zwagg Island, and no mineral resources were identified. The steep-sided, flat-topped island is normally accessible from the mainland by way of a sandy beach. The island consists mainly of marine sandstone, mudstone, and conglomerate of the Jurassic Dothan Formation. Dothan Formation sandstone has been used locally as construction material. Rock along the coast has also been used for construction of jetties to improve harbor access; additional work has been proposed at the port of Brookings. Although suitable for other construction uses, stone from Zwagg Island would probably not meet physical requirements for jetty stone. Development of a stone resource on the island is unlikely.

A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

"REASONS FOR AND PURPOSE OF WORKIn 1924 the United States Public Health Service was requested to undertake a special study of stream pollution. At that time the proposal that the United States Bureau of Mines take up the study was made by the Public Health Service because in point of training and experience the personnel of the latter was considered not to be as well, suited to this type of investigation as was that of the Bureau of Mines. H. Foster Bain, then Director of this bureau, promised to undertake the work, and, accordingly, field investigations were begun in the spring of 1925. The problems of mine-drainage wastes and of gas-house and coke-oven waste were investigated in the laboratory, and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau of Mines experiment stations, while in Germany in 1924, where he was shown a practical application of the process, but no information was obtained as to definite chemical or mechanical processes. Because of the then pending American patent application by the German firm, we made no attempt to develop our findings further. Shortly after, a similar method of treatment was developed in the United States, and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage.SCOPE OF WORKAt the time our work was begun there was such a diversity of opinion on the whole subject and apparently so little was accurately known, that it was decided to undertake a basic study from which (1) certain definite information might be evident, and (2) what might be considered side issues of the original investigation would be suggested for subsequent study.A stream in a district thought to be representative of those in low to average sulphur bituminous coal fields and another in a high sulpbur district were selected for study, A fair (weber of factors entered into the tentative selection of these streams, the chief ones being their accessibility and freedom from other industrial or domestic pollution, besides, of course, the presence of mine drainage in these streams."

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980&apos;s and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980&apos;s. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980&apos;s. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

This paper sets forth the mode of ore occurrence, characteristics of ore and country rocks, methods of exploration, development, and. ore extraction, and the costs of underground operation at No. 8 mine of the St. Louis Smelting and Refining Works of the National Lead Co. located near the southern extremity of the Southeast Missouri lead district. The author acknowledges the assistance of E. T. Campbell, geologist, in the preparation of the paragraphs on the geology of the ores. HISTORY The first record of mining in St. Francois County, Mo., concerns more or less shallow semisurface "diggings" which were worked about the year 174-2. In 1864, however, the discovery of the disseminated deposits, the present source of lead, was made on property near the town of Bone Terre. Winslow has estimated the lead-ore production in this county prior to 1869 to be 59,526 tons.3
