One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The Bureau of Mines, U.S. Department of the Interior, is investigating several types of low-grade uranium deposits. Projections indicate that an increased percentage of future production will be derived from such sources. One material studied was from the Coso Mountains of California; this material contained 0.04 to 0.12 percent U3O8. The deposit contains at least two distinct types of mineralization. The material representing the bulk of this deposit was amenable to acid leaching; 80 to 85 percent U308 extraction resulted from leaching with 20 to 40 pounds per ton of sulfuric acid. No oxidizing agent was required. This ore fraction could be treated by either agitation or percolation leaching. Uranium recovery and purification from the acid leach solution was accomplished using anion exchange followed by precipitation with hydrogen peroxide and ammonia. The second type of mineral was very refractory to acid leaching; a maximum extraction of only 44 percent was obtained with sulfuric acid. Nitric and hydrochloric acids were ineffective also.

Mechanical mining produces large quantities of very fine coal dust called float dust. The associated increase in hazard requires a reexamination of the Bureau of Mines method of evaluating the incendivity of explosives in coal dust-gas-air mixtures. A technique recently developed by Bureau of Mines laboratories for evaluating the incendivity of explosives in coal dust-air mixtures was applied, with modifications, to coal dust-air-natural gas mixtures. A series of permissible explosives were evaluated by this modified technique. Results indicate that the modified technique could be the basis of a more discriminatory procedure than that presently in use.

Many important materials are derived entirely or partially as byproducts of primary copper, lead, and zinc production. This U.S. Bureau of Mines report examines the collective role of byproducts with regard to the economics of domestic mineral production, and their individual significance in terms of dollar value, end uses, and strategic considerations. The study also analyzes circumstances that have affected the competitiveness and structure of the U.S. copper, lead, and zinc industries, and factors that impact byproduct availability. These factors include production capacity at smelters and refineries, process technology, changing sources and composition of ores, regulations, foreign ownership, and byproduct demand and price. Policy considerations regarding stockpiling, regulations, and research are assessed.

For the first time in an underground stone mine, the relationship between roof movement and microseismic emissions was examined in conjunction with two distinct roof fall areas. As roof monitoring increases in acceptance and monitoring technology advances, the goal of providing reliable roof fall detection systems to enhance the safety of underground mine workers moves closer to reality. Instrumental to reaching that goal is the ability to interpret accurately and completely roof movement and microseismic emissions, which can serve as precursors to roof falls. This paper examines the capabilities of convergence and microseismic monitoring systems to better understand roof rock failure mechanics and to anticipate roof falls. An understanding of how these techniques are used and how they interact with each other is critical in developing the most effective ground control strategy for our nation’s mines.

Researchers at the U.S. Bureau of Mines collected and analyzed over core measurements and other indicators of in situ stress characteristics at the Lucky Friday Mine, Mullan, ID. An analysis of these data revealed that significant local variations in in situ stress are present in this mine and that these variations existed prior to mining. High stresses were found to be associated with the most competent strata and a locked section of a fault. An estimate of the predominant stress field was developed for mine-wide modeling. The estimate shows that the greatest principal stress was oriented north of northwest. This information should provide a basis for mine-wide structural modeling of the Lucky Friday Mine and should generate important insights into localized stress conditions, which may significantly affect both local and mine-to-mine variations in seismicity induced by excavation.

This Bureau of Mines report describes a series of rapid wet chemical methods for the analysis of blast furnace slags. A "complete" analysis for total iron, manganese, silica, lime (calcium oxide), magnesia (magnesium oxide), sulfur, and mixed oxides (R203) can be routinely performed in less than 3 hours. These methods were employed as the analytical control procedures for the Bureau's experimental blast furnace operations and have been satisfactorily applied to the analysis of other slags and calcareous materials.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

It has been suggested that radicals on the surface of dust particles are key chemical factors in the pathophysiology that results from the occupational inhalation of coal and silica dust. In addition, oxygenated derivatives of arachidonic acid (eicosanoidsJ have been implicated as important biochemical mediator5 of mineral dust-induced lung disease through their role in bronchial and vascular smooth muscle reactivity, inflammation, and fibrosis. Therefore, we assessed eicosanoid production by the rat alveolar macrophage (AM) exposed in vitro to mineral dusts with varying surface chemical characteristics in order to determine if radicals associated with the mineral dust could influence the production of proinflammatory mediators in the lung environment. Primary cultures of rat AM were exposed to freshly fractured or "stale" bituminous coal dust, as well as untreated silica or silica calcined to 500 and 1100°C. Prostaglandin E1 (PGE;V, thromboxane Ai (T}(Ay, and leukotriene 84 (LTB; levels in incubation medium were determined by specific radioimmunoassay. When AM were exposed to freshly fractured coal dust, PGE2 production was markedly increased. In contrast, exposure of AM to "stale" dust significantly reduced PGE1 production. Exposure of AM to freshly fractured coal dust resulted in a significant increase in production by AM, while exposure to stale coal dust did not influence AM TXA1 production. Neither "fresh" nor "stale" coal dust had any effect on LTB4 production. In vitro exposure of AM to untreated silica resulted in a significant increase in TXA1 PGE.,, TXA; and LTB4 production compared with control. However, exposure of AM to silica calcined to 11oo•c resulted in eicosanoid levels that were not significantly different from control. These effects were still apparent 8 wk after calcination of the silica particles. Silica was a more potent activator of AM eicosanoid production than was coal, and amorphous fumed silica was a more potent activator of AM eicosanoid production than was crystalline silica. These findings suggest that radicals associated with respirable coal and silica particles may play a key role in the ability of mineral dust to activate AM eicosanoid production and therefore may be important in the pathophysiological consequences of occupational mineral dust inhalation.

The Bureau of Mines, in a continuing effort to improve processes and methods of helium purification, has developed a differential distillation method for removing helium-3 from helium-4. Differential distillation at 4.2 to 1.6 K was used to reduce the helium-3 in helium-4 from about 200 to less than 1 part per billion. The results from four stills ranging in size from 1 to 25 liters are reported. The method has the potential to be adapted to commercial-scale separations.

The Bureau of Mines (Bureau) conducted mineral investigations of the Payette Crest-South Fork area in west central Idaho near McCall, Idaho, in 1989. There are no known producing mines or mineral production from the area. Forty-seven samples were taken (stream sediment, rock. and placer); no identified mineral resources were delineated.

U.S. Bureau of Mines researchers reviewed an in situ stress estimate developed from measurements of overcore strain taken at test sites on the 7300 and 7500 levels of the Star Mine near Mullan, ID. Although the field measurements of overcoring strain were found to be useful, significant deficiencies were found in the stress estimation procedure. A new stress estimate was developed incorporating statistical methods and an improved understanding of stress concentration factors for interpreting overcore strains recorded by doorstopper cells. Spatial variability of overcore strains and the implications for stress field variability were explored.

This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

Expanded war in Viet-Nam overshadowed activities in the Far East in 1965, diverting capital and materials from potential regional development projects. Japan with-stood a period of business recession that was particularly felt by its coal mining and iron and steel industries. Toward yearend signs of improvement began to show. Despite the recession with attendant credit restrictions and forced cutbacks in areas of overproduction, Japan's overall industrial output rose nearly 5 percent during the year. Foreign trade, liberalized in 1964, was a strong point in the Japanese economy and took the place of lagging domestic demand. Japan maintained its third place in world production of iron and steel ahead of West Germany and in 1965 was the world's fore-most exporter of iron and steel in primary and semimanufactured forms. Economic setbacks in mainland China caused by its "Great Leap" failures and subsequent withdrawal of Soviet technical assistance were difficulties relegated to the past. However, a newly formed "Red Guard" political group, part of a so-called cultural revolution, was due to cause new disruptions in 1966. Nevertheless, significant gains were claimed in Chinese industry, and the country approached self-sufficiency in petroleum in 1965 by virtue of its Tach'ing oilfield. Restoration of friendly relations was achieved between South Korea and Japan accompanied by Japanese offers of industrial aid and increased trade. Indonesia's economy was deteriorating; the country withdrew from regional development organizations and continued its stubborn confrontation policy against Malaysia throughout 1965. Late in the year after a Communist uprising had been quelled, there was a period of political retrenchme t and it was hoped that economic improvements would follow. Petroleum remained a strong area in Indonesia's varied resources, and its production was increasing. Tin output declined, however, because of operating difficulties.

This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. The Bureau of Mines conducted research to devise technology for increasing the Nation's mineral supply by recovering valuable constituents from currently discarded waste materials. Municipal solid waste (MSW), presently a major disposal problem, represents a significant source of metals, glass, and a combustible fraction that can be used to supplement coal in generating heat and electricity. As part of the total metallurgical system to treat MSW, this study evaluates the combustible fraction of MSW to characterize the various combustible components and to identify the principal sources of elements that eventually may be objectionable from corrosive or environmental considerations. Several possible sources for cadmium, chromium, cobalt, copper, lead, nickel, and zinc have been tentatively identified. These sources are pigments, inks, paper stock, and additives to plastics. A correlation between industry consumption values and measured concentrations in MSW was found for several elements.

The Mohawk lead-zinc mining in San Bernardino County, Calif., was examined by D. W. Butnor, an engineer or the Bureau of Mines, at the request of Dunton, Ray, and Greenwood, leaseholders. Current operations were on a marginal economic basis, and government aid was sought in an endeavor to outline ore reserves so that production might be maintained.
