Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

The impact of mining activities on the economy in both 1983 and 1984 was minimal. The most recent available data on the gross domestic product (GDP) indicated a level of $1.6 billion in 1983.2 The estimated value for the production of cement, aragonite, and salt was about $17 million in that year, down from the estimated $20 million in 1982. No data are available on the economic impact of the large petroleum refinery at Freeport on Grand Bahama Island, but it represents the major mineral-related activity. Cement production remained at only a fraction of the 800,000 tons per year of plant capacity. The offshore search for hydrocarbons continued in 1984, and some companies were about to enter the third year of seismic and geological surveying around Andros and Grand Bahamas Islands. Getty Oil (Bahamas) Co. Inc.; Breoco Ltd., a subsidiary of REO Development Corp. of Tulsa, Oklahoma; and Natomas Petroleum (Bahamas) Ltd. were the first companies to be awarded exploration licenses. These companies were committed to drilling at least one well before the end of the third exploration year. Other companies actively engaged in exploration included Exxon Corp., Atlantic Richfield Co. (ARCO), Chevron Oil Bahamas Ltd., and Esso Oil Bahamas Ltd. Geophysical Services Inc. (GSI) of Dallas, Texas, and Petroleum Services (Bahamas) Ltd. of Englewood, Colorado, ran another seismic survey line during 1984. This 1,533-mile line was in the Great Bahama Bank and Cay Sal Bank areas off the southeast Florida coast, and tied in with a 4,530-mile program GSI ran in 1981-82. These surveys were nonexclusive and publicly available through GSI.

The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

The Bahama's petroleum-dominated minerals sector constricted again in 1985. The declines were mostly the result of a soft market demand for crude oil and petroleum products. In early 1984, it was a growing unprofitability that prompted Charter Oil Co. to cease using the 350,000-barrel-per-day Bahamas Oil Refining Co. facility that it jointly owns with Chevron Oil Bahamas Ltd. After midyear 1985, because of poor petroleum economics, Chevron announced it would close the refinery, leaving only a maintenance crew. In 1984, the refinery exported less than 26 million barrels of petroleum products. Chevron's throughput was reported as averaging about 8,000 barrels per day at the time of the announcement. The crude oil transshipment terminal also registered declining activity and financial losses in 1984 and 1985. Transshipments of petroleum in 1985 amounted to about 100,000 barrels per day, one-half as much as in 1982.

This work was done to determine the technical feasibility of using the Pedersen process to produce cell-grade alumina and an iron byproduct from the high-silica and titania bauxites of the Pacific Northwest. Smelting of these bauxites with lime and coke at about 1,750° C in an electric arc furnace produced calcium aluminate slags in which at least 80 percent of the alumina was leachable by sodium carbonate solution. After a lime-desilication of the sodium aluminate leach liquors, neutralization of these solutions with carbon dioxide resulted in precipitation of an alumina hydrate of sufficient purity for calcination to cell-grade alumina. Recoveries of byproduct iron averaged over 90 percent; however, the iron contained about 1 percent phosphorous and would require additional refining. Additional small scale tests on these slags showed the following: (1) Titania had little effect on leachability if sufficient additional lime was added to form calcium titanate (CaO.TiO 2); (2) a slag containing about 14 percent silica required a slower cooling rate than one containing 7 percent silica for formation of high percentages of soluble aluminates; and (3) high-silica slags leached better at room temperature for long periods than at 65° C for shorter periods, but low-silica slags leached well by either method.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

"The ceramic industry of the United States has a total yearly manufactured product of nearly half a billion dollars, despite large foreign importation.After careful investigation of the industry by the Bureau of Mines, it is the belief of those in charge that the usefulness of the industry can be greatly enlarged and the importations greatly lessened through the development of processes that will lead to a greater and better development of the ceramic resources of the United States. This will result in a greater industry with more men employed than ever before, and perhaps a world's supremacy in ceramic trade matters.Investigations in behalf of the ceramic industry are being made at the Bureau of Mines experiment ceramic station at Columbus, Ohio, under the supervision of R. T. Stall, superintendent, who reports a number of instances of practical, beneficial cooperation between the industry and the station during the last fiscal year.Graphite to Crucibles:Prior to 1914, practically all graphite crucibles manufactured in the United States were made from Ceylon graphite bonded with German Klingenberg clay. It was the general belief among graphite crucible manufacturers and users that good crucibles could not be made from American bond clays and graphites.Graphite crucibles were essential for melting certain alloys and special steels urgently needed for the manufacture of war materials. The demand for such metals was so great that it created an unprecedented demand for graphite crucibles.After the European war began no Klingenberg clay could be shipped out of Germany. However, it was fortunate for the cyucibly makers that they had large stocks of Klingenberg clay on hand. When the stock of Klingenberg clay became exhausted, it was necessary for the credible makers to turn their attention to American clays. There were no data or other information available to guide the crucible makers in the selection of good bond clays for their crucibles. It was necessary for them to select their clays more or less by ""guess"", which resulted in the period of service or life of graphite crucibles being shortened 15 to as much as 60 per cent."

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, the United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Nor-way, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark- Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched. The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 3/16-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

A relatively large proportion of the coal produced 1n the State of Washington, especially in the coking coal areas is of fine size; hence washing by means or coal-washing tables to reduce the ash content is commonly practiced. For this reason the program of research in coal washing conducted jointly by the U. S. Bureau of Mines and the College of Mines, University of Washington, has given special attention to the mechanism or the separation of coal from its impurities as effected by the coal-washing table with the object of increasing its efficiency. Previous work has evaluated the role of stratification the influence of size, specific gravity and respective shapes of particles in the feed, and the affect of hindered-settling classification of the feed prior to tabling.

The Huntsville study area in northeastern Alabama consists of Jackson, Limestone, Madison, and Marshall Counties. Major emphasis was placed on the Huntsville urban area in Madison County to analyze the relationship of urban growth and the minerals industry. Huntsville was delineated into its component urban, suburban, and rural parts for 1964, and the primary area of growth was predicted for 1990. Population estimates were made for the four-county area as a unit and Madison County separately, and projected to 1990. Demand estimates for crushed stone and sand and gravel were made for the same area units and projected to 1990. Analysis of quarry sites in the Huntsville area was made for the present and for the future. The mineral operations of the study area are all located in rural areas; in the case of Huntsville, the mineral sites are located in areas defined as "rural" in the component urban-suburban-rural system. The operations outside Madison County can expect to have minor problems with urban encroachment, while those operations in Madison County can expect major problems associated with urban growth and development. Some of the problems associated with limes tone production can be reduced if producers invest in capital equipment that will reduce the nuisances inherent in this activity. Although urban expansion endangers some quarry operations in Huntsville, topographic and political restrictions which prevent urban expansion can effectively shield quarry operations for some time.

The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

Underground coal winning operations can broadly be classified as conventional, continuous, and longwall mining. In conventional mining, the operations of cutting, drilling, blasting, loading and hauling, and roof support are performed in that sequence in each working face in a work area. The major difference between continuous and conventional mining is that the coal is cut and loaded by a continuous miner in the former, thereby combining the unit operations of cutting, drilling, shooting, and loading into one. Longwall applications have been viewed with great interest in recent years, and although at the end of 1970 there were only 37 longwall installations in the U. S. with combined production of less than 4 percent of underground total, there is no question about the growth potential of longwall in the United States. Increased capacity, versatility, and power characterize continuous miners today. Although continuous miners have outsold conventional gathering-arm type loading machines for some years, the latter, in the new extra-high capacity types, are continuing to find wide use. Whether the mining system is continuous or conventional, the haulage units may include six-wheel articulated shuttle cars, tractor-trailer units, or extensible belt and bridge-conveyor systems, all tending to increase the productivity of the face units. The decision as to which to choose - continuous or conventional mining - is complicated, and both systems are capable of high production rates. The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.
