The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

The polynomial method for estimating virial coefficients from experimental data suffers from three serious defects: (1) There is no known relationship between the polynomial coefficients and the virial coefficients, (2) the values of the estimates depend upon the degree of the polynomial and the particular set of values used for the independent variable, as well as the random errors in the dependent variable, and (3) the variances calculated for the estimates do not represent the mean square errors of estimation. Attempts to overcome these defects have thus far been unsuccessful; these attempts have also failed to account for the fact that none of the virial coefficients are uniquely determined by the values of the dependent variable for a finite set of values of the independent variable. The conclusion is that virial coefficients cannot be reliably estimated from experimental data unless additional information about the virial expansion itself, such as its rate of convergence, is available.

Reduce potential for steering errors during tramming of articulated vehicles, particularly when the operator is seated to the rear of the machine pivot point and is tramming in reverse. Approach Position-sensing and feedback cylinders were applied to the steering cylinders of two S&S cleanup tractors to cause the steering-control lever to match the orientation of the vehicle sections. The vehicles were tested in two working mines. How It Works A position-sensing cylinder (see Figure 1, Item A) is attached to one of the steering cylinders in the cleanup tractor steering system. As the steering cylinder piston rod is actuated by movement of the control lever, hydraulic oil flows from the position sensing cylinder to the feedbck-cylinder (B), causing the feedback-cylinder piston and rod to move. The outside end of the rod repositions the the steering-control lever until its angular position corresponds to the orientation of the vehicle sections.

Control dust generated during overburden drilling at surface coal mines using either wet suppression or dry collection systems. Approach For the wet suppression systems, a range of water flow rates was tested over a number of holes. Each hole was drilled at a specific and constant flow rate. A recording flow meter was mounted in the water line near the control system pump. For the dry collection systems, each drill was tested with the front of the shroud set at different heights above the ground. Because of the irregularity of the ground surface, all height measurements were taken at the front of the shroud. Background Wet drilling systems consist of a water tank mounted on the drill from which water is pumped into the downhole air line. The water droplets in the bail air conglomerate dust particles as they travel up the the annular space of the drilled hole, thus controlling dust as the air bails the cuttings from the hole.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Views and conceptions of the origin, composition, and general nature of coal differ so widely that to determine the real extent of actual knowledge is no easy matter. The chemist finds difficulty in attacking the chemical problems and the engineer lacks a broad chemical basis for the study of his problems. Thus the economical and efficient utilization of coal in the industries suffers from a lack of knowledge of the composition of coal itself. Most scientists interested in this matter, as has been brought out in discussions during the recent investigation of coal problems, appear to have only a vague idea of the components of coal and their origin. Some are even in doubt as to whether substances derived from the wood and resins of plants form a part of coal; and few seem to have more than the dimmest idea of what are the components of coal, the condition in which these now exist, and the transformations that they haye undergone. Although during the paiilt century or more many co.rrect observations have been made and recorded, these were falsely or inadequately interpreted, so that many of the interpretations rendered are contradictory. As a result there has been great confusion. Many of the observations made in the past, although accurate and correct, could not be explained, because the principles involved in a correct solution of the problem were not then known. For example, Parkinson, Hutton, Petzhold, Guembel, and others made valuable discoveries regarding the processes by which plant substances are transformed into coal, but as the principles involved are those of colloidal chemistry, a science not known to the scientific world of that time, the observed facts could not be interpreted and the solution of the whole problem was blocked. The explanation of the true meaning of the alternating bright and dull bands so familiar in all ordinary bituminous coals afforCls another example. This banding has been observed and recorded from the earliest times, and has led to the forming of many false theories. Some gAologists, for example, have endeavored to explain the bands as due to alternating climatic conditions during the coal-forming period. Had the geologists known the true nature of coal they could not have made this mistake nor many others made in the past. To fill in a few of these gaps and to clarify some of the existing confusion is the aim of this paper. The immediate cause that led the author to investigate further the composition of coal and the origin and structure of its constituents was that when an attempt was made to discover the meaning of the coking and noncoking properties of coal a more exact knowledge of the nature of coal was required than was then available.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. "During recovery operations following a recent coal-mine explosion, 12 small fires were encountered near the break line of pillar extraction in a large panel. All of the fires except one were quickly extinguished by the rescue and recovery parties. This fire had found its way into a large quantity of loose material at a corner of the cut-through between two rooms, about 100 to 150 feet from the break line of an extensive goaf; had it been necessary to seal the fire, the inclusion of this break line not only would have made the work difficult but would have made the section hazardous as it probably would have given off gas. The fire covered a floor space of about 100 square feet and when discovered was burning briskly, with the flame extending to the roof at a height of 3 or 4 feet; it was the cause of much apprehension on the part of those in charge of the recovery operations and resulted in delaying the work considerablyThe object of this article is to describe in detail the method by which the fire was brought under control and finally extinguished, so that other persons encountering similar conditions may have the benefit of the experience.When the fire was discovered a request for rock-dust, fire extinguishers, and other fire fighting equipment was telephoned to headquarters on the surface. The promptness with which fire fighting equipment and material was provided was a big factor in finally extinguishing the fire and illustrates one of the many advantages of a good organization for fire-fighting. Material was transported in mine cars to a point on the main hauling road about 1,200 feet from the fire. It was then carried to the scene of activity by workmen. The first material to be delivered at the fire was a number of fire extinguishers of various types. The contents of 30 to 35 of these were discharged on the fire and with the aid of a small quantity of rock-dust were sufficient to smother the flame temporarily. It was the opinion of several persons who were present when the fire extinguishers were used that the acid-soda type of extinguisher gave more effective results than the two or three other types used.When the contents of all of the fire extinguishers had been exhausted the fire was temporarily smothered, but as there appeared to be danger that the flame would burst forth again, means for completely extinguishing the fire were"

"While conducting investigations in connection with the helium program of the Bureau of Mines, the Cryogenic Laboratory has improved an apparatus for the rapid and accurate determination of the helium content of natural gas and gaseous mixtures derived from that source. The separation of helium is effected by the use of activated coconut charcoal which, when cooled to liquid-air temperatures, absorbs the nitrogen and other constituents of the gas, leaving the helium in a. spectroscopically pure state. This absorptive property of activated charcoal was discovered- by Dewar3/ in 1875. Several years later, while conducting their original researches on helium in natural gas, Cady and McFarland employed the charcoal method for the absorption and removal of the common constituents of natural gas and constructed an efficient apparatus in which this operation could be effected.4/ Shortly after initiating the government's helium activities during the World War period, the Bureau of Mines adopted, with Minor modifications, the Cady and McFarland apparatus and method of analysis. Seibel.5./ described this modified apparatus and method of procedure as part of a publication on helium-bearing natural gas. Subsequently, the Bureau's apparatus for helium analysis has been simplified and improved to facilitate more rapid and positive operation. The apparatus and method of procedure now being used by the Bureau of Mines Cryogenic Laboratory arc described in this paper.The personnel of the Bureau of Mines Cryogenic Laboratory has improved and brought the helium apparatus described herein to its present state of perfection. The writer's contributions have been-of minor importance, and he wishes to give the various members and former members of the laboratory staff full credit for the improvements they have made. He also desires to express his appreciation for suggestions and criticisms offered during the preparation of this paper to the following members of the Petroleum and Natural Gas Division, Bureau of Mines, which now includes the Amarillo Helium Plant and Cryogenic Laboratory: H. Kennedy.The quantitative determination of helium in a gaseous mixture is accomplished by the removal of the other constituents from the sample, either by chemical or physical Means, leaving only the helium which can be measured directly. Chemical methods, when applied to natural gas, require the burning of the hydrocarbons in oxygen, the, absorption of the resulting carbon dioxide in a caustic solution, the removal of the excess oxygen in a suitable solution such as an alkaline pyrogallate, and the elimination of nitrogen by sparking or by combination with hot calcium or magnesium.. Such procedures are very slow and tedious compared with the physical method which employs the absorptive property of activated charcoal to effect the separation of the other constituents from the helium."

"IntroductionIn part 1 of this paper, the results of the experimental work in a wind tunnel under controlled conditions were presented. To understand the spatial and temporal behaviour of airborne dust under mine conditions, experiments were performed in the Lake Lynn Experimental Mine of the US Bureau of Mines. The mine airway experiments were designed to study the variations of ambient concentrations along the length of an airway, and the deposition rates and deposition velocities in an airway cross section. Other objectives of the study were to investigate the spatial and temporal behaviour of airborne dust with regard to air velocity and particle density, the size distribution of the airborne dust cloud as it travels in the airway, and the size distribution of the dust particles deposited along the airway. Other objectives of the study were to compare wind tunnel results with In-Mine results, whenever appropriate.Experimental ProcedureLocationA complete description of the Lake Lynn Laboratory Mine of the US Bureau of Mines (USBM) can be found in the US Bureau of Mines Information Circular 8911 (Mattes et al., 1983). This mine provides excellent facilities for dust experiments. The airway dimensions are similar to those of a coal mine airway. The mine has a drift (D Drift, see Figure 1) that extends almost 500 meters without interconnecting airways, stoppings, or bends. The D drift measures approximately 6m in width and 2,25m in height.The Lake Lynn Laboratory Mine· is ventilated by a variable speed, 75 kW (100 hp), 28,3 m3/s (60 000 cfm) blower fan installed on the top of the ventilation shaft. Air velocities of 1, 1,3 and 1,8 m/s, respectively, could be obtained in the D Drift. However, the temperature changes at the surface can cause small variations in air quantities and velocities underground. The low background dust level in the mine reduces the problem of sample contamination from other sources of dust. Extended periods of uninterrupted data collection can also be scheduled. Mine airway parameters which are important for the analysis include the dimensions of the airway and the ventilation data such as the air velocity, and the pressure loss in the drift. All these data were acquired during altimeter surveys which were conducted prior to each of the experiments."

During the period 1937-40 and until peacetime research was superseded in 1941 by wartime activities , the junior author was engaged in studies regarding the relative efficiency of operating methods in quarries producing crushed stone for mineral aggregates . The results of some of these studies were published as reports of investigations in 1939 and 1940 ; / others were discontinued due to war demands on personnel and time . The published reports discussed the efficiency of particular quarry operations with respect to the time consumed and without reference to costs or mechanical factors . • At the time , the field data were collected for the published reports other data were collected relative to the relationship of the numerous variable factors inherent in the operation of a churn drill to the ability of the drill to produce blast holes . The churn drill is essentially a crusher and depends. for its performance upon the foot-pounds of energy it can impart to the cutting edge of its bit . The gravity stamp mill , so well-known in western gold mines , is essentially the same type of crusher . The ratio of foot- pounds necessary to crush the rock , to the total theoretical energy developed by the falling churn- drill tools , affords a good means of evaluating the efficiency of the tool . This does not include to tal over-all efficiency involving the mechanical equipment of the drill itself or its power unit .

The results obtained in a study of the stress conditions existing in a drill bit-point area and in the underlying rock, when the bit was in full but nonpenetrative contact with the rock, are presented. This investigation by the Bureau of Mines was the preliminary exploratory phase of a long-range program of research on rock drilling to establish criteria for the maximum economically feasible rate of rock penetration. The photoelastic technique of experimental stress analysis was the principal method used to obtain the data. Transparent models and transmitted light were employed to investigate patterns in drill-bit models and isotropic materials under the bit when subjected to a concentrated static load. Comparative stress data for anisotropic rock were obtained by the reflective photoelastic technique. Brittle lacquer and an extensometer were used obtain supplementary information wherever substantiating data were desired to check photoelastic results. The zone of maximum shear occurs along an arc near the contact face of the bit. The stress distribution pattern in an isotropic model rock near the area contacted by the bit was nearly a mirror image of that exhibited within a similar areal zone of the bit. The stress pattern in granodiorite specimens was similar, though not symmetric, to the pattern in the isotropic model rock. The asymmetry of the stress pattern in the granodiorite was attributed to the anisotropic characteristics of the constituent minerals of various sizes.

Surface vibrations of ground, rock, and structures resulting from blasting or other sources are often measured with portable seismographs. These instruments are usually supported by a three-point mount or tripod which is simply placed on a horizontal surface on which vibration levels are to be measured. The rigid-body motion of a tripod-supported seismograph is considered from the point of view that there should be no slippage of the feet with respect to the surface and none of the feet should leave the surface as a result of imparted motion. From these studies the following design criteria are deduced which assure that the seismograph will respond accurately to vibration levels as large as 1/2 g.:3/ First, the coefficient of friction between the feet and the surface on which the instrument rests should be as large as possible, preferably approaching unity; second, the center of gravity of the instrument should be vertically above the centroid of the three-point mount; and third, the vertical distance between the center of gravity of the instrument and the centroid of the three points of contact with the surface should be less than the perpendicular distance between the centroid point and anyone of the three sides of the triangle formed by the three points of contact. Portable seismographs that do not satisfy these conditions should be clamped to the surface if vibration levels above 0.1 g. are to be recorded.

"INTRODUCTION The Krausse Estate property was the site of the first lead silver mining in western Kentucky, which began with the sinking of the Andrew Jackson shaft in 1835 3/. The earliest miners considered fluorspar of no value and threw it upon the waste dump, but Crittenden County later became an important part of the western Kentucky and southern Illinois fluorspar district 4/, which has produced about 90 percent of the fluorspar mined in the United States. By 1945, approximately 35,000 tons of fluordpar ore had been produced from the Estate property.This property can be reached by traveling west from Marion on Highway 60 from 2.5 miles, than northward 3 miles. The road from the paved highway to the mines is very rough but not impassable even in bad weather. Ore is hauled 5 1/2 miles by truck to custom mills at Marion, a town of 2, 000 population, where the Illinois Central Railway was a freight station.Hurricane Creek runs through the eastern part of the property. The surface slopes steeply upward to west from the creek, and the topography is rough. The top of the hill is about 150 feet above the creek.The climate permits working throughout the year, but spring rains cause surface water to enter mine and water apparently drains southward along the fractured fault zones, so that when no water is being pumped at properties north of the Krausse Estate a heavy flow comes on the Krausse."

"In copper percolation-leaching plants the ore is usually crushed to a maximum size of about three-eighths inch. Ordinarily an ore is crushed as finely as feasible since the rate of extraction of copper is increased with decreasing size of particles owing to the greater surface exposed and. the shorter path required for solutions to come into contact with the minerals to be dissolved. However, greater degree of crushing also increases the amount of fines. When ores are charged into leaching vats the coarse and fine material tend to segregate, resulting in channeling of solutions and leaving the areas where fines predominate only partly leached. An improvement in the method of charging the ore into vats that would minimize the deleterious effects of the segregations of fines would increase the percentage extraction of copper.The Inspiration Consolidated Copper Co.4 recently installed classifiers to remove the primary slimes from the ore, before charging it into the leaching vats. This necessitates a separate agitation treatment for the slimes.Recent publications5 of the bureau have shown the advantages of agglomeration followed by trickle leaching to extract copper from concentrator tailings. It was shown that when equal parts of ore crushed to about 1/4-inch size and concentrator tailings were agglomerated with approximately 10 per cent of moisture, either in the form of water or leaching solution, and the mass was charred into a leaching vat the ore could be treated successfully by open-drainage trickle leaching. Even with 30 or 35 per cent of minus 200-mesh material present the ore could be leached, if it was not flooded with solution.The results obtained in agglomerating ores and slimes suggested the possible advantages to be gained by wetting the crushed ore for standard percolation-leaching plants before charging it into the vats. Wetting the ore whould make the fine material and slime cohere to the larger pieces of ore thus tend to prevent segregation when the ore is charged into the vats. The bureau, at its southwest Experiment Station and in cooperation with the Department of Mining and University of Arizona, Tucson Ariz., therefore made a study to work: out A way in which slimes could be handled in percolation leaching. The study showed that the method of charging ore into the leaching vats governed the distribution the fines and consequently the rate extraction of copper. The results of the study reported in this paper."

"The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

As the problem of inclusions in steel has become increasingly important, more and more attention has been paid to the source of the oxide inclusions in steel. In killed steels the oxide inclusions are traceable to the reaction of deoxidizers with the iron oxide dissolved in the steel during the refining period of the open-hearth heat. In a large class of steel known as "rimming steel" the action of the steel during solidification depends entirely on the gas evolved, and this evolution in turn is controlled by the amount of iron oxide in the liquid steel in the mold. It is therefore of great importance to be able to determine the amount of iron oxide dissolved in steel and to devise methods for the control of iron oxide in any class of steel. The object of the present investigation was to obtain a true value of the oxygen content of liquid steel. If the steel has not been deoxidized, the greater percentage of the oxygen is present as iron oxide in solution.

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.
