The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

"In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

"INTRODUCTION The Watson tract was first prospected in 1908, and ore consisting of concretionary psilomelane and wad was found in the bedded residual clays. A small mill using a log washer and jigs was constructed for concentrating the ores -on the bank of Mudhole Run, and it is reported that a few wagon¬loads of ore were shipped via the Norfolk & Western Railway. The operation was of short duration.During World War I, the area was seriously studied by the Federal Geological Survey and Virginia Geological Survey. The Virginia Geological Survey, in Bulletin 173/ reporting the work, lists the property among the few recommended for further exploration.When the shortage of manganese ores in the United States became imminent, the Bureau of Mines was authorized by the 76th Congress, under the Strategic Materials Act, to prospect and explore for manganese. Upon the recommendation of the Federal Geological Survey, a project to undertake this work was started at the old Watson mine in January 1941 and continued until August of the same year."

In the latter half of 1948 the Bureau of Mines investigated the Magnet Cove Rutile Co.'s prerty in northern Hot Spring County, Ark. This work was supplemental to the work done by the Bureau on the same property in 1945.2/ It was undertaken for the purpose of investigating the extent of the ore body toward the south and west and at depth and to obtain representative samples of the ore for metallurgical tests. For the latter purpose, the samples were so taken as to minimize alteration of the physical characteristics of the ore, these characteristics being determining factors in working out processes of bencficiation. During the investigation, 27 holes were drilled, 10 with a diamond-coro drill end 17 with churn-drill rigs using a Baker standard cable-tool core barrel. Drilling developed an extension of the ore deposit westward from the previously mined area but did not disclose the full depth of mineralization. Metallurgical tests to determine methods of beneficiating the ore and utilizing the resultant products are now in progress.

Since the organization of the Federal Bureau of Mines, part of the duties of the field men of the Safety Division has been to teach those connected with the minerals industries how to render the proper assistance to an injured worker between the time of the accident and the time when the injured receives medical attention--in other words, "first aid to the injured." For a number of years after the training was introduced, the response of mine officials and workers was very slow. Many times Bureau instructors devoted at least a week to training 5 to 15 or a few more men. However, in recent years since the companies and the Bureau of Mines have had an opportunity to study the results of first aid training, it has been found that in addition to taking care of an injured worker after an accident and thereby greatly reducing the severity rate, the tendency is for the majority of those who take the training to be more careful in their work, or to be more "safety conscious."

How It Works The shearer-clearer system consists of several strategically-mounted water sprays and one or more passive barriers. The sprays redirect the airflow around the shearer into both a clean and a contaminated split. The sprays confine the contaminated split or dust cloud to the coal face, allowing the shearer operators to remain in the clean split on the walkway

A two-dimensional, time-dependent, mathematical model has been developed that describes fire spread along the walls of a ventilated duct. The model is based on the assumption that the leading edge of the fire zone propagating along the wall surface coincides with the isotherm for the fuel ignition temperature. The model includes gas-phase energy transport via radiation and forced convection inside the duct and solid-phase energy transport by conduction into the fuel lining. Product gases emitted from the fire zone are assumed to mix uniformly with the ventilation gas to produce an optically dense gas mixture at the combustion temperature that enters the preheat region. Numerical solutions of the model equations for a coal-lined duct (simulated coal mine entry) have been used to investigate the effects of tube radius, air velocity, combustion temperature, and optical density of the soot-laden gas upon the terminal fire spread rate.

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

The Bureau of Mines investigated the principles of support-rock interaction, based on structural matrix methods which permit mathematical formulation of the problem and computer solution. The principles are given under two main sections: the first discusses the idealization of the tunnel support structural system for matrix analysis; the latter discusses the analysis procedures necessary for carrying out the solution. A general frame matrix computer program and a medium-size computer should be sufficient for carrying out the procedures involved. The example problem consists of a circular tunnel support which is subjected to a uniformly distributed vertical load, Three wall thickness-radius ratios are studied in combination with four support-rock modulus ratios. This problem illustrates the main procedures of the support-rock interaction analysis involved, and examination of the results reveals the influence of the relative rigidities of the support and the rock.

"INTRODUCTION Exploration of the Iron Mountain and Bader iron-ore deposits in Llano County and the Gamble deposit in Mason County, Texas, was begun by the Bureau of Mines in January and completed in May 1944. The deposits had been examined by A. B. Needham, district engineer of the Bureau, in November 1942. Detailed geophysical studies by the gravity method as well as with a dip needle were made by the Bureau of Economic Geology 3/ of the University of Texas and the Federal Geological Survey. 4/ACKNOWLEDGMENTSIn the program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy., It is the policy of the Bureau to publish the facts developed by each exploration project as soon as practicable after its completion. which an operator may obtain detailed information regarding all projects in the State. It is the purpose of this report to present data such as volume of oil produced monthly, volume of water injected monthly, spacing of wells, number of injection wells and oil wells, and other such pertinent information regarding every project in the State whether active or abandoned and whether a success or a failure. It is believed that with these data it is possible to analyze water-flooding operations in this area more completely than has been possible in the past. As the title indicates, the report is essentially a history, and ordinarily no opinion is given as to the cause for the success or failure of individual projects. Increasing the production of oil is exceedingly important at this time, and one method by which it may be done most readily is by providing additional energy for the movement of oil in many of the older fields. In many oil fields the predominant force that drives oil through the porus reservoir rocks to wells is the gas dissolved in or otherwise associated with the oil under pressure. As the pressure in the reservoir declines in consequence of the removal of fluid, gas comes out of solution in the form of minute bubbles; as the pressure is reduced further, the expansion of these bubbles forces part of the oil toward the areas of lowest pressure and into the producing wells. The physical properties of the oil and the gas governing their flow through reservoir rocks to wells differ, and much of the gas slips past the oil leaving large quantities of oil in the reservoir when the pressure has been exhausted. Often the natural productive life of fields is prolonged by reducing the pressure in oil wells below atmospheric with vacuum pumps; but the ad- ditional energy made available in this manner is limited to less than 1 atmos- phere of pressure, and even after the extended application of "vacuum" to a petroleum reservoir large quantities of oil are left unrecovered in the porous rocks and sands.

SCIENTIFIC inquiries concerning phenomena that may influence mining technology were widely publicized during the year. The deep-hole drilling project "Moho," 3 the use of nuclear explosives underground, and the recovery of minerals from the depths of the sea became subjects of scientific and general discussion. The mining industry continued to watch these developments with keen interest: but its more immediate concern was the increasing tempo of competition between mineral commodities, the domestic producers of these commodities, and foreign sources of supply. The competitive situation has intensified the industry&apos;s efforts to develop more efficient new mining methods, as well as to improve the efficiency of present practices. The attitude of the industry was well illustrated by rapidly expended use of low-cost ammonium nitrate explosives, the establishment of rigid schedules for equipment maintenance, and close attention to the detailed costs of production. The complexity of planning a new coal mine is aptly illustrated by the editors of Mechanization in the April 1959 Issue, in which they outline the cost of developing a mine and the various problems, factors, and decisions involved.4

For a number of years the Bureau of Mines has conducted semi-annual surveys to determine the changes in motor gasoline being sold in the United States. It was pointed out in the previous survey that there was an apparent tendency toward greater uniformity in the character of gasoline marketed in the United States. This practically uniform tendency which continued from April, 1917 to January, 1923, has been interrupted in the, present survey, as shown by an examination of the column marked "Difference," as given in Table 1. The figures in this table were obtained by averaging the end points of the least volatile and most volatile samples of gasoline. For example, of 850 samples analyzed in 1919, the 10% ,(85 samples) having the highest end points and the 10% having the lowest end points mere grouped, and the end points of each group averaged. These averages are represented in the table as the "Maximum 10%" and the ?Minimum 10%? respectively. The same process was used on the other surveys.

"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Studies were made on the projectile impact sensitivity of explosives by subjecting explosive samples to the impact of metal projectiles fired from a 0.50- caliber gun . The projectiles , in the form of right cylinders , made plane surface to plane surface contact with the explosives . Pressures in the explosive were investigated with an expendable pressure transducer in some instances . The physical model of the projectile - explosive interaction describes , in principle , the duration of the peak shock pressure in terms of the projectile and explosive geometry and the steady- state penetration of the explosive . Of the explosives studied , liquid hydrogen- solid oxygen and liquid oxygen - solid or liquid hydrocarbon fuel were the most shock sensitive ( requiring an initiating shock of about 1.0 kb or 987 atmospheres pressure ) ; cast TNT was the least sensitive ( requiring an initiating shock of more than 110 kb pressure ) . Measurements of pressure in the explosive showed some moderate space resolution by the transducer and gave pressure distributions in agreement with expectations from the model of the shock processes . The appearance of the recovered projectiles and the calculated initiation shock pressures suggest that the solid explosives were initiated directly to high- order detonation , whereas the liquid explosives were probably initiated to low- order detonation-- with a subsequent , later transition to high- order detonation .

"During the past year, the Pittsburgh experiment station of the Bureau of Mines has been investigating methods for the quantitative estimation of carbon monoxide in blood. This work was necessary because reliable methods of analysis are of the greatest importance in the bureau's research work on prevention and treatment of carbon monoxide poisoning among workers in mines and metallurgical plants. Two of the methods considered involve color comparisons. In one of these methods, differences in tint can be noted fairly readily, while in the other, they are much more difficult to detect. The latter, however, is otherwise considerably simpler. It was decided, therefore, in studying the possibilities of this second method, to use the most sensitive eyes in the laboratory force.Preliminary trials.The method under investigation was the Haldane carmine determination of carbon monoxide in blood. The plain oxyhamoglobin of the blood in dilute solution is a pale straw color, when exposed to carbon monoxide it becomes a cherry pink. In the analysis dilute indigo carmine is added to oxyhsmoglobin until the solution matches in tint the carbon monoxide hemoglobin. The eye wanted, then, was the one most sensitive to faint pinks. But just how to select the analyst was not clear At first the Williams test scale, used in the Navy, was considered, but on con¬sultation with Dr. L. L. Thurston, bead of the Department of Psychology at Carnegie Institute of Technology, the following procedure was adopted.Instead of standard tests made up of all colors, only those occurring in the analysis were used. Solutions were prepared of the two hemoglobins, from which twenty-four different pairs were made up and placed in test tubes like those expected to be used in the analysis. One of each pair differed from the other in percentage of carbon monoxide hemoglobin by amounts varying from 2-1/2 per cent to 20 per cent. Each pair was compared in a box built in our own shop. This was 20 inches long and 5 inches square in cross section. One end was covered with ground glass. Just inside this glass cover were provided two slots, each the width of the test tubes used. The tubes to be compared were dropped into these slots through two holes in the top of the box. The device was placed before a window away from the sun, and so arranged that the light conditions were the same on each slit or opening. The person to be tested was seated before the box, and as the two tubes were placed before him side by side, he marked whether A (left) or B (right) contained the more cherry pink. This procedure was continued till he had compared all the pairs."
