"INTRODUCTION One of the principal activities of the Bureau of Mines during the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydro-fluoric acid, such as the use of the anhydrous acid as a catalyst in high-octane-gasoline production and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorspar. 2/ In 1943 the consumption of acid-grade fluorspar was advancing at a more rapid rate than production and was only slightly less than production during the latter half of the year.The outlook for the postwar market for fluorspar is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid also are expected to increase under the impetus of war-initiated research. In consideration of these and other factors some authorities predict a new peacetime demand for fluorspar equal to 60 to 75 percent of the war production, 5/ 6/ and others believe that the fluorspar industry will be permanently expanded. 7/"

The method described may be used to delineate irregularities, inclusions, porosity, or shrink holes in ingots up to 43 inches in length. Rou¬tine testing does not require technical personnel, and the equipment is easily maintained. INTRODUCTION For a number of years, the Northwest Electrodevelopment Laboratory of the Bureau of Mines, Albany, Oreg., under contract with the Atomic Energy Commission and the Naval Reactors Division of the Bureau of Ships, has studied the production of zirconium and has adopted the Kroll magnesium-reduction process3/ as the, most economical means of producing high-purity zirconium sponge in quantities commensurate with demand. Consumable-electrode arc melting4/ provides a practical means of melting the sponge without increasing the impurity content. The ultimate application for which the metal is intended requires that strict specifications be met to insure workability and maintain the nuclear properties and corrosion resistance. The control measures employed to satisfy these specifications include chemical, spectrographic, and metallographic analyses, mechanical and corrosion tests, and ultrasonic inspection of the finished ingot. The primary purpose of ultrasonic inspection is to augment the other control measures by checking the soundness of each ingot leaving the laboratory. An incidental but important function has been the revelation of information leading to better understanding of the arc-melting process. For example, information obtained through ultrasonic inspection relative to the occurrence and distribution of porosity in ingots has resulted in a. modification of melting practices that minimizes the occurrence.

In the past the blast-furnace industry was under the stigma of being one of the most prolific sources of killed or seriously inj ured and permanently disabled workmen of any of the industries of the country. In the popular mind, labor at blast furnaces was little less hazardous than mining, powder making, or railroad work. This impression wasbased not so much on definite knowledge of the number actnally injured and the causes of injury as on the spectacular nature of the accidents that from time to time were described in the press. As with a mine disaster or a railroad wreck so with many furnace accidents, the number fatally injured in such accidents constitutes only a minor proportion of the workmen who suffer more or less serious injuries. However, the reader of the daily paper receives a distinct impression-of frightful and sudden disaster which is apt to be associated henceforth in his mind with work at blast furnaces. It is true that in the past this impression has not been without warrant, for from the time of the advent of Mesabi ores, taller furnaces, and faster smelting, which begain in the early nineties, the newspapers have chronicled a large number of blastfurnace disasters. Blast-furnace men have never assumed to tolerate failures in construction or defective control of furnaces. But the admitted hazards of the work are many, and the slow development of improvements in the construction and control of the furnace and its auxiliaries have occasionally given rise to a tendency to accept as a part of the day's work not only the unforeseen and difficultly controlled accidents but accidents whose recurrence might be stopped by the adoption of suitable preventive measures. In the smelting of iron, even more than in many other industries, safety is inseparably related to efficiency in production, and. the accidents strictly incident to work about the furnace are proportional in some degree to the success with which obstacles to smooth working are overcome. This relation does not hold, however, in regard .to such accidents as are incident to hand labor, falls, falling and flying objects, machinery, and the use of hand tools.

"INTRODUCTION Nickel is one of the seven metals designated as strategic by the Army and Navy Munitions Board in 1939, when Congress appropriated funds for the investigation of domestic sources of supply of war minerals. The Mertic nickel lode at Punter Bay, Admiralty Island, Alaska, owned by the Admiralty Alaska Gold Mining Co., was investigated as part of this program.During the period 1919 to 1928, the property was examined the following engineers; L. S. Robe, W. E. Dunkic and S.E. Conbest of the Alaska Treadwell Cr., A, F. Buddington of the Federal Geological Survey, and H. C. Boydell. Henry M. Eakin, in the capacity of consulting geologist, examined the deposit in 1928 and later reviewed data resulting; from exploration recommended by him. In 1936, A. Hoogbom, of the Geological Survey of Sweden, made a very brief report on the deposit based upon information furnished by J. S. Pokovich.A comprehensive study by the Geological Survey of the Punter Bay area, including the Mertic lode, was made during the field season of 1937, with brief examinations in 1936 and 1938. 4/Miyaki, representing the Mitsubishi Company, visited the property in 1937 and in the course of his examination took six samples. G. W. Powel examined the deposit in 1937 and took five samples in the Mertie adit.This report describes the results of the Bureau's work and gives information collected from other sources."

"INTRODUCTION Organizations formed for the purpose of conducting conservation work in oil fields, in order to conserve and prolong the supply of crude petroleum are rare and novel. Such an organization is the Rocky Mountain Petroleum Association, Denver, Colo, As our production of petroleum can no longer keep with the consumption, the plan of organization, character of work, and results obtained by this association are well worth considering. It is hoped that the results achieved in the Wyoming fields will serve to stimulate similar organizations among operators in the state or other oil fields of the United States, The Rocky Mountain Petroleum Association, Danvers Colo., was formed in May, 1919. It comprises the Midwest Refining Co,. The Ohio Oil Co., and the Continental Oil Co. These three companies entered into a cooperative agree¬ment with the Federal Bureau of Mines whereby $30,000 would be spent under the direction of the bureau, which agreed to furnish competent men, and to furnish the work and expenditure of funds. Although the financial burden for the first year's work, now drawing o a close, was carried by only three companies, they stipulated their desire that the benefit of the work should accrue to the industry, and that the personnel employed should be as zealous to assist one operator as another, without regard to whether ha was contributing to the support of the work or not."

One of the best present-day yardsticks of the material welfare of a nation is its consumption of minerals, The United States, with only 7 percent of the world population, consumes 45 percent of the world wealth, pays the highest real wages, has the shortest working hours, and numbers the largest percentages of home owners among its population, and at the same time its per-capita consumption of minerals is far greater than that of any other nation. In 1937, British India, with roughly twice the population of the United States, used less than 2 percent as much lead, 4 percent as muck zinc, and 13 percent as much copper; even in Europe, which has three times our population and where war preparations have greatly expanded the normal needs of peaceful industries, the aggregate consumption of metals and industrial minerals other than lignite is less than the total for the United States alone. The march of civilization passed from the Stone Age to the Bronze Age before the dawn of history. It may be questioned whether man or monkey first threw stones at an enemy, but only man could have fashioned rough stones into weapons. Eoliths rudely shaped by apelike men are believed by archaeologists to have antedated by hundreds of thousands of years the existence of our own human ancestors. The primitive people that followed the retreating Ice Cap northward in early quaternary period - at least a million years ago - were fairly adept in the shaping of flints and even used a little copper. The Bronze Age, so-called, superseded the Stone Age when, around 8,000 B. C., the news spread that chunk s of natural copper could be pounded into better weapons or cutting implements than ever could be made by chipping stones. The Bronze Age gave place to the Iron Age about 1,000 B, C., and though students of modern history may speak of the Coal Age, the Petroleum Age, and the Automobile Age, and so on, these ages have all been crowded into a brief century and a half. The truth is that we still are in the Iron Age, unless perhaps we choose to call it the Age of Many Metals.

As part of its mining health and safety research program, the National Institute for Occupational Safety and Health (NIOSH) conducted a longwall methane emission and mining time study at a mine operating in the Pittsburgh Coalbed to access the methane emission consequences of mining a longer face. The methane emission contributors from the mining of a longwall face are: 1) gas released from the coal broken by the shearer, 2) gas emitted from the coal on the face conveyor, 3) gas emitted from the coal transported on the belt, and 4) background gas emitted from the coal face and from the adjoining ribs. Based on the results of the study, a set of site-specific mathematical formulas and constants were developed to characterize each of the four longwall emission contributors. The mathematical formulas were then applied to longer longwall face mining scenarios to predict the methane emissions from these faces.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

According to reports as of January 1, 1931, the total daily charging capacity of the cracking plants, hoth completed and under construction, in the United States amounted to 1,950,781 "barrels, an increase over the previous year of 14 per cent. The total daily capacity of the operating plants amounted to 1,594,990 "barrels, or 82 per cent of the grand total, the capacity of the in¬ operative plants was 244,661 "barrels, or 12 per cent of the total, while the capacity of the plants under construction amounted to 111,130 "barrels, or 6 per cent. In comparison with a year ago, these data indicate a decline in the total capacity of the plants "being "built "but show material increases in the capacity of "both the other two classes. The increase in total inoperative capacity and the decline in construction in 1930 undoubtedly resulted from un¬ satisfactory economic conditions. The total number of cracking units completed or under construction on January 1, 1931, totaled 1,863 as compared with 2,002 the previous year and with a high of 2,559 on June 1, 1926. During the period between June 1, 1926, and January 1, 1931, the total charging capacity of the cracking plants has more than doubled, but the number of units has shown a material decline. This condi¬ tion has been brought about largely through the dismantling of many Burton still of small capacity and through the tendency to increase the size of the new units The "largest unit that can be identified in this survey has a daily charging capacity of 10,000 barrels, but undoubtedly there are some that would exceed this in size. Texas, with a total of 575,300 barrels, ranked far ahead of the other States in charging capacity, and was followed in order by California, Indiana, Oklahoma, and Pennsylvania. Indiana, with only five refineries, ranked third in cracking capacity, which illustrates the importance of the Chicago district as a gasoline-producing center. Not all of the States showed a gain in capacity during the year; in fact, four of them, namely Illinois, Louisiana, New York, and Oklahoma, reported a decline.

"INTRODUCTION In previous reports 5,6./ results were given showing the amount of natural ventilation that takes place in manholes (capacities, 74.1 to 308 cubic feet) when the number of ventilation openings in the manhole cover ranged from no openings to a maximum of 4g.The tests warranted the general conclusion that the ventilation or air changes taking place in, a manhole increase as the area of openings in the cover of the manhole is increased, and are proportional (with the exception of a few erratic tests) to the area of the openings in the cover. The area of the openings was the chief factor that affected ventilation.The results did not show any marked change in rate of ventilation due to increased capacity or shape of manhole, when the results were expressed in terms of air changes per day versus area of ventilation openings in square inches per 100 cubic feet of manhole space.It was observed during these investigations that in certain tests that showed erratic results (that is, did not agree with the general average for a given set of test conditions) the wind velocity during the test period was also abnormal. In view of these findings it was decided to conduct a series of tests in which the wind velocity across the openings in the manhole cover could be controlled accurately to determine the effect of wind velocity on ventilation rate."

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.

This report presents the results of a study on part of the Smithfield oilfield, Wetzel County, W. Va. The primary purpose of the investigation was to determine the original and the present volume of stock-tank oil in the formations and to investigate the feasibility of waterflooding the Gordon Stray, Gordon, and Fourth sands underlying the I. D. Morgan lease. The study was based on laboratory core analyses, geophysical well logs, geologic considerations, and various field prediction data from the I. D. Morgan lease. The Bureau found that, of the three sands cored, the Gordon Sand was the best prospect for waterflooding, and that a properly engineered water flood should recover 136 to 230 barrels of oil per acre-foot from this formation.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

Reduce accidents associated with handling of the electrical trailing cable and the water hose on mining equipment. Approach Two reels were mounted on a loading machine to store and release the lines as required during face operations. How It Works A hydraulic motor, which is actuated by a treadle valve in the operator's cab, controls the reel on which 50 feet of electrical power cable is stored. A spring motor resists unwinding of the other reel on which 50 feet of water hose is stored. Both reels are mounted on the right rear of the loading machine. See Figure 1. Following common mining practice, the cable and hose are anchored to fixed points at the first intersection outby the face. Tramming forward causes the cable and hose to be pulled from the reels. Depressing the treadle valve causes the electric cable reel to turn and wind-in any slack in the cable. The spring tension on the water hose reel automatically rewinds the water hose when the loader is trammed in reverse.

In the group of minerals used in making this study, the cyanite is associated with quartz, mica, and feldspar in the schist. The amount of quartz is variable, but it is always an abundant mineral. Both large and small crystals of quartz occur in irregular masses, rarely ever showing crystal outline. Mica Is of the clear and dark varieties, the larger crystals being dark as a rule, and the finer crystals of light color. The present mineralogical composition of the mina is rather variable, as most of the original biotite and muscovite have suffered alteration, and much secondary mica is present as a result of alteration of the original mica and other minerals present, especially the larger cyanite crystals. A large part of the mica now found in the ore is chlorite, with varying amounts of Jefferisite and others, especially sericite. These are in the form of aggregates, or felt-like intergrowths filling the spaces between the quartz, cyanite, and feldspar. The feldspar is plagioclase probably mostly albite. It is white, possesses good cleavage, and is one of the hard brittle minerals of the rock. It alters to kaolin, and sericite, and more or less of these alteration minerals are present within the feldspar crystals but not separated from them. The cyanite is of two varieties, distinguished by their colors as blue and white cyanite. The blue color varies in intensity, being a pronounced blue in some crystals and paler in shade in others. Some crystals have been seen which posses the blue color in one-half of their mass and are pure white or clear in the other half. The purity of the cyanite is probably not affected by the color, but it is difficult to detect the white cyanite in the ore by macroscopic examination, so that great care has to be exercised in the selection of the ore in the field. Of the above minerals, cyanite is the heaviest, having a specific gravity of 3.6; none of the others approach it in specific gravity. The usual as opiates of cyanite in the mica schists are garnet, magnetite, and tourmaline, but these have not been noted in the group of minerals treated, and their absence is a point of great value in favor of this ore, as they possess high specific gravities and interfere in separation processes, and if not separated they are detrimental because of their easily fusible character. Small amounts of apatite and titanite have been noted, but not enough to cause trouble.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. The initial results from the magnetic sludge factorial experiment are summarized in Table 2. For ease in interpretation, the four separate variables are identified with the high and low level of each variable being represented by + and - signs, respectively. Several important relationships are evident from an inspection of the data in Table 2. For example, magnetic sludges were obtained only during the high temperature tests. Secondly, with the exception of the last three tests, there is an apparent correlation between settled sludge volume (or sludge settling rate) and pH. Data on residual dissolved Fee+ indicate that precipitation of iron is not complete at pH 8 and room temperature (Tests l, 3, 5, and 7). Although this should not have any confounding effect on the interpretation of the results, it is an important observation and an aspect of the overall conceptual process that should be considered carefully during any future developmental work. The data in Table 2 were employed more fully in the calculation of main effects and variable interactions for each of the three responses. For this purpose, a codified design and calculation matrix, shown in Table 3, was used. The derivation of this matrix is described by Davies.(9) The positive or negative signs for variable interactions are obtained simply by algebraic multiplication of the signs for each single variable involved in the interaction. Main effects and interactions are calculated by multiplying the response values (Table 2) by the corresponding effect elements (Table 3), summing the results, and dividing by 8. The resulting value for single variables is also sometimes designated as an average effect, since (for tyro levels of the variable only) it is simply the difference between the average response of all trials carried out at the first level of the variable (factor) and that of all trials at the second level. If the effect of one variable changes at different levels of another variable, the two variables are said to interact. The relative importance of the variable or variables in question is reflected by the absolute magnitude of the calculated main effect or interaction. First-order (two variable) interactions are usually easy to interpret in terms of the physical behavior of the system. Second- and higher-order interactions are often less readily understood, and are often of minor significance in any case.
