The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

This paper, which describes the milling practice at the Midvale concentrator, is one of a series being prepared by the Bureau of Mines. The Midvale concentrator, a custom lead-zinc selective flotation plant, is in Salt Lake County, Utah, on a flat site several hundred yards east of the Jordan River and about 200 yards south of the Denver & Rio Grande Western Railroad tracks leading to Bingham Canyon. The site is at an elevation of about 50 feet above the river, the highest available location, thus allowing maximum storage of tailings.

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

In April 1948, the Bureau of Mines was requested to evaluate the graphite deposit&apos; known as the Benjamin Franklin and Just mines in Chester County, Pa. After preliminary investigation, it was recommended that the Bureau core-drill, trench, and sample the deposit and make beneficiation tests on the ore. During the first and second World Wars, flake graphite was in short supply, and a number of deposits in the United States were exploited. In 1942, the Defense Plant Corporation, through its lessee, the Benjamin Franklin Graphite Co., purchased 70.263 acres of graphite-bearing land and built a complete mining and milling plant with a capacity of 300 tons of crude ore per 24-hour day at a cost of $426,250 (Plancor No. 1254).

This paper describing the method of mining a deposit of vanadium ore near Rifle, Colo., is one of a series of similar papers on metal-mining methods and costs being issued by the United States Bureau of Mines. This vanadium deposit probably is the largest yet found in North America. It is situated 12 miles northeast of Rifle, Colo. (see fig. 1), on the southern flank of tae White River plateau, and is at an altitude of 6,500 feet. Between 150 and 200 tons of ore are mined daily and trucked to the mill at Rifle. The product of the mill is fined vanadium oxide, which is shipped to the company&apos;s plaits at Columbiana, Ohio, and Niagara Falls, N. Y., for the electric manufacture of ferrovanadium. HISTORY The deposit was discovered about 1909 by men prospecting for carnotite. Its outcrop on the bola cliff of Rifle Canon had been known to stockmen for many years.

The overall objective of this study is to gather operational data from selected surface coal mining systems in the United States, and to assess the potential production and economic capacity of the systems. The study includes: four mines, each using a different mining technique and different equipment. One mine was selected from each of the major coal fields: Midwestern, eastern,, northwestern, and southwestern. The Midwestern Mine is located in the Central Plains and produced 1.45 million tons of raw coal during the study year The Midwestern Mine uses the area mining or box-cut technique. A large in-pit shovel and a bucket wheel excavator are used to remove the overburden. Coal is removed by a loading shovel and transported to the dumping point by large off--highway trucks.

"INTRODUCTION The injection of gas into the McClosky limestone in the adjoining, Griffin and New Harmony field in Indiana and Illinois and resulting increases in oil and gas production from this zone ore described in this report.Since 1911, the use of compressed air or as to increase oil production by supplementing natural reservoir energy has been widely adopted, and has resulted in the recovery of much additional oil, which otherwise would have been left underground. In many of the newer oil fields, including Griffin and New Harmony, a part of the compressed residue gas from natural gasoline plants is returned to the reservoir as a secondary method to increase oil and gasoline production. Part of the injected gas is stored underground for future use.By presenting data on many secondary recovery operations in a series of reports 5-9/ the Bureau of Mines has sought to stimulate interest in secondary recovery as a means of increasing oil recovery and current oil production for wartime needs. Most of the elder fields in the United States produce oil from sandstone reservoirs, and probably more than 90 percent of secondary recovery operations have been developed in oil bearing sandstones. During recent years, the volume of oil obtained by primary methods from limestone reservoirs has increased steadily, but as yet little has been done to recover, by secondary means,,the large volumes of oil left in limestone reservoirs when primary methods production are no longer profitable. Because of inherent differences in the origin and nature of the pore spaces between sandstones and limestones and because of differences in permeability and fluid content, secondary recovery methods, which are successful in sandstone-reservoirs, are not always applicable to limestones. Not much he been written concerning secondary recovery operations in limestone reservoirs, and few data are available to assist operators in developing such secondary recovery projects."

The rapid development of transportation facilities in Japan focused the attention of this country on the possibility of converting the existing coal resources (of which there was an abundance) into liquid fuels, for which there was a constantly increasing demand. Previous work had indicated that this could be accomplished by utilizing one of two processes - the Bergius process, in which high temperatures and high pressures were employed to effect direct liquefaction of the coal, and the Fischer-Tropsch process, in which an indirect liquefaction of coal was accomplished by the production of liquid hydro-carbons from hydrogen-carbon monoxide mixtures. This report describes some investigations into the latter process, which was first developed by Fischer and his colleagues in the Coal Laboratory in Muhlheim, Germany, in 1923. By 1932, these investigators had achieved a 60-percent theoretical yield (152 ml. of liquid hydrocarbons per cubic meter of 2H2:ICO synthesis gas) by using a precipitated Co-Th02 catalyst.3/ At the same time (1932), Dr. Kita of Kyoto Imperial University and Messrs. Fujimura and Tsuneoka obtained 145 ml. of gasoline (C5+) per cubic meter of synthetic gas by using a Co-Cu-Th-U catalyst. 4/ This report is a description of the experimental results subsequently obtained at the Fuel Research Institute, Kawaguchi City, Saitama, up to 1935.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

This paper on methods and costs of mining at the Westside mine, in the Tri-State zinc-and lead-mining district (Missouri-Kansas-Oklahoma), is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in various mining districts of the United States. Methods and equipment used in drilling, loading, and underground transportation have changed radically since the latest Bureau of Mines publications2/ on mining methods in the district were published more than 20 years ago. More efficient methods and machines have been developed in order to maintain low operating costs in the face of rising labor and supply costs and lower grade ore. The rate of conversion to mine mechanization was disappointing at times; local conditions required the development of special equipment, and available rock-moving machines had to be remodeled and strengthened.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

Natural gas was Bangladesh&apos;s only significant exploited mineral. A few other minerals or mineral-based commodities were produced for local consumption. The most valuable were nitrogen fertilizer, salt, cement, and clay for brick.2 The most important mineral industry development of 1987 was the start of modest production of crude oil, the first discovered and produced in the country. PRODUCTION AND TIADE Production of natural gas from the nation&apos;s huge reserves continued to increase but was limited by the lack of residential and industrial demand. Gas reserves of 7 trillion to 16 trillion cubic feet were sufficient for far more production than the country could efficiently utilize for many years. The country&apos;s consumption-to-reserves ratio was one of the lowest of the developing nations. Mineral exports have been insignificant, comprising a small amount of nitrogen fertilizer. Nitrogenous fertilizer exports could become important when planned new capacity comes on-stream. Mineral imports were dominated by crude petroleum.

The drilling and bit-sharpening practice in the southwest Wisconsin zinc district generally conforms to the procedure described herein, except at very small properties, where drill steel is sharpened by hand. Though hot milling of rock-drill bits is practiced in South Africa on some of the large-scale operations, it is seldom seen at American minus in any form. Because of the simplicity and low cost of the equipment, it was thought that a brief description might prove interesting to same of the operators in ether districts who do not have enough steel to sharpen to warrant equipping an elaborate sharpening shop.

Natural gas was the only economically significant mineral produced. A significant amount of the gas output was consumed in the production of nitrogen fertilizer and electric power. Proved reserves of natural gas were abundant and at least sufficient to supply most of the country&apos;s industrial and domestic needs for many decades to come. Other mineral production was of little importance to the Bangladesh economy, although there were prospects for developing some of the nonmetallic minerals. The flat river-delta terrain comprising nearly all of Bangladesh made the potential for discovering major, economically exploitable mineral deposits poor. The deep sediments, however, have good potential for crude oil or additional natural gas discoveries.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

This report presents the results of a washability study of 455 raw coal channel samples with special emphasis on sulfur reduction. These raw coals contained on the average 14.0 percent ash, 1.91 percent pyritic sulfur, and 3.02 percent total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds. Finally a similar statistical evaluation is included showing composited data interpolated at Btu recovery levels of 50, 60, 70, 80, 90, and 100 percent. Graphical summations are presented for the various coal producing regions. Generally, significant sulfur reduction is achieved if the coals are crushed to a finer size and the higher specific gravity increments are removed. If a 50-percent Btu recovery was acceptable, then 32 percent of the samples tested could be upgraded to meet the current Environmental Protection Agency (EPA) standard of 1.2 pounds of S02 emission per million (MM) Btu when crushed to 14-mesh top size and separated gravimetrically.
