"This paper presents the results of the eleventh yearly accident-prevention contest, the National Safety Competition of 1935, conducted by the United States Bureau of Mines. Participating in the competition were 336 mines and Quarries in 37 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies 'Sentinels of Safety.Since these annual contests were begun 11 years ago the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the pre¬vention of accidents has been achieved, as is indicated by an almost constant downward course in the accident-frequency rates for the contest group as a whole during the past 11 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the period and a downward trend during the latter part, except in 1930 and 1934, when two disastrous explosions occurred with heavy loss of life, and in 1935, when there was an increase in the number of fatalities although no major disasters occurred. The accident rate for 1935, both as to frequency and severity, was higher than for 1934.The National Safety Competition is conducted by the Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the fasts contained in the accident reports which the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics that constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting from industrial accidents."

In another paper the writer has described an investigation in which the forms of sulphur in coke were determined and described. Coke was found to contain four characteristic forms of sulphur- namely, ferrous sulphide, sulphates, ad- sorbed free sulphur, and sulphur held in solid solution in the carbon. While the coke is still in the oven, only two forms of sulphur are present namely, the ferrous sulphide and the sulphur in solid solution in the carbon. During the quenching, however, the sulphur of the coke is subjected to considerable oxidation, a portion of the ferrous sulphide being oxidized to free sulphur and sulphates, while the solid solution form remains unchanged. The coke, however, loses no sulphur during this process, since the free sulphur which is formed ie retained by the coke in an adsorbed form. Since this oxidation of the ferrous sulphide took place so easily, an inves- tigation was undertaken to determine whether this property could not be taken ad- vantage of in some industrial process for the desulphurization of coke. Although it is true that such a roasting process would not touch the solid-solution form of sul- phur, still the removal of the ferrous sulphide sulphur would undoubtedly benefit the coke from the standpoint of the metallurgist. This improvement in the coke would result not only from the decrease in total sulphur, but also from the large decrease in the ferrous sulphide, which is responsible for the contamination of the iron in the upper part of the blast-furnace. The de sulphurization of coke by roasting in air it a new idea, but dates back to the earliest days of coke manufacture. In 1871, Philipparts published the results of some work done by him on the de sulphurization of coke by air, as well as a review of the results of earlier investigators. In the se earlier experiments, nothing was known of the forms in which the sulphur existed in the coke, while the temperature measurements were only approximate, so that altogether the results were not very conclusive nor complete. The de sulphurisation figures given by the se early investigators generally showed a low efficiency for the process, but some extraordinary results were claimed by certain inventors. In the light of our new knowledge concerning the coke sulphur, it seemed to be important enough to warrant investigation.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

THIS GLOSSARY is published lay the Bureau of Mines as a contribution too the mining literature to fill a long-felt need for a compilation of the terms used by the diamond-drilling industry. The first step toward preparation of the glossary was taken in October 1955 when the Diamond Core Drill Manufacturers Association (DCDMA) proposed that the Bureau of Mines undertake the cons compilation and publication of a glossary of the terms used by the diamond-drilling industry. The work was authorized in July 1956, and a preliminary draft of the glossary was completed in may 1958. Copies of the draft were submitted for review to members of the DCDMA and appropriate personnel of the Bureau of Mines. The final draft, incorporating the many helpful suggestions of the reviewers representing both the diamond-drilling industry and the Bureau of Mines, was completed in March 1959.

"The fifth annual National Safety Competition conducted by the United States Bureau of Mines to determine the best safety records at mines and quarries during the calendar year 1929 has been concluded, and the general results of the contest are presented herewith. To the winner in each of the five groups into which the contestants were divided there has been awarded the bronze trophy 'Sentinels of. Safety,' donated by the Explosives Engineer magazine. The trophy for bituminous coal mines was won by a mine in Alabama; that for metal mines by an iron-ore mine in Michigan; that for nonmetallic mineral mines by a salt mine in New York; that for quarries and open-cut mines went to a limestone quarry in Michigan;. the trophy provided for anthracite mines was, of course, won by a mine in Pennsylvania, as all of the anthracite mines participating in the contest are situated in that State.Winners of the trophies were selected by a committee of sward in accordance with rules governing the contest and on the basis of accident records furnished by the various companies to the Bureau of Mines. These records were summarized by the bureau and the results submitted to the committee. Members of the committee are W. H. Cameron, managing director of the National Safety Council. William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of 'Mining and Metallurgy'; C. B. Huntress, executive secretary of the National Coal Association; A. J., Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the engineering bureau of the National Crushed Stone Association.Thirty-four States were represented in the l29 contest. Among the plants which participated were 68 bituminous coal mines, 29 anthracite mines, 54 metal mines, 19 nonmetallic mineral mines, all of the foregoing being underground mines, and 141 quarries or open-cut mines. A total of 106,533,006 man-hours of work was reported by all of the companies. Accidents during the year numbered 7,008 and represented a period of disability equal to 986,306 man-days. Hence the accident-severity rate for all plants combined represented 9.3 man-days of disability for each thousand man-hours of exposure to hazard. Similarly, the combined accident-frequency rate for all plants showed that 66.3 accidents occurred for every million man-hours of exposure to hazard. Both of these rates indicated an improvement over the combined rates for all plants in the previous year's contest. The reduction in the accident-severity rate centered chiefly in the metal mine group, though all except the quarry and open-cut mine group shared in the reduction; the improvement in the accident-frequency rate was in all croups except anthracite and metal, the rate for the former having increased while that of the latter remained unchanged."

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

"The National Safety Competition of 1930, the seventh annual contest conducted by the United States Bureau of Mines to promote safety in the mines and quarries of the United States, has been concluded, and the five winners of the bronze trophies, The Sentinels of Safety,' which are provided by the Explosives Engineer magazine and awarded annually for the most excellent safety records, have been determined by the committee of award. One trophy was awarded to an anthracite mine in Pennsylvania, one to a bituminous coal mine in the same State, one to an iron-ore mine in Michigan one to a gypsum mine in Ohio, and one to an iron-ore opencut mine in Michigan.These trophies were awarded to the companies for having the smallest loss of time from accidents in proportion to the total number of man-hours worked by all employees at their mine or quarry. Honorable mention was awarded to each mine or quarry that ranked second, third, fourth, or fifth in its own ground and to all plants that were operated without a lost-time accident during the contest year. Eighty-four out of 337 plants that competed for the trophies were operated without an accident that disabled an employee beyond the day on which the accident occurred.Under the contest rules, all mines and quarries were divided into five groups, four of the groups representing different classes of underground mining operations (anthracite, bituminous coal, metallic ore, and nonmetallic mineral), and the fifth group repre-senting the quarrying or opencut mining of minerals whether metallic or nonmetallic. Twenty-seven mines were included in the anthracite group, 68 in the bituminous group, 52 in the metal group, 24 in the nonmetallic-mine group, and 166 in the quarry and opencut-mine group. The total of 337 mines and quarries was 26 more than the number of plants that completed the contest during the previous year.The committee of award which determined the winners of the contest was composed of seven members, all known throughout the mineral industry but not connected with the United States Bureau of Mines. The committee included W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. "This paper presents a review of the literature and is an epitome of work acne and articles published by Schurecht, Robson and Andrews', in the investigation of the feasibility of making basic refractories from dolomite, was carried on successively by these men, at the Ceramic experiment Station of the Bureau of Mines, Columbus, Ohio.Scope of the work.The dolomite refractories investigation of the Ceramic Station includes a study of the many fluxes which could be used to aid in the dead-burning of dolomite and also a complete survey of the iron oxide-alumina-silica field as fluxes. The temperature of calcination and the resulting properties have been carefully investigated, and the most desirable calcines chosen for further investigation in the making of dolamite bricks. Many binders and the several methods in common use of fabricating bricks commercially were tried, and a thorough study was made of the properties of the most successful ware,Previous Investigators.Even before the World War, considerable work was done on dolomite this war greatly accelerated the efforts of the many Investigators."

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

The proton NMR spectra of 32 pyridines in two solvents, carbon tetrachloride and benzene-d6, are presented. The chemical-shift and differential-shift values are correlated with the substitutent position and with the solvent media. The ring protons and the protons on alkyl substituents are tabulated. The paramagnetic shift of the protons adjacent to the nitrogen is discussed, and a proposed structure for the pyridine-benzene complex that is consistent with the observed anomalous paramagnetic shift is presented. The utility of the data in the identification of pyridine compounds found in shale-oil naphtha is demonstrated.

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

"INTRODUCTION This investigation was undertaken in 1939 for the purpose of securing the necessary information relating to the field techniques and accuracy that would be needed for magnetically surveying State-wide areas. The Florida,peninsula was chosen for such a study for two reasons: First, because it is geologically ideal for such an investigation, since it comprises a series of unconsolidated, flat-lying Tertiary and Cretaceous sediments of low magnetic susceptibility covering a complex and much-folded crystalline basement comprised of rocks carrying strongly -paramagnetic materials; second, because information concerning the structural trends of the crystalline basement would be of great interest and Importance in the study of Appalachian orogeny and the relationship of the Florida Peninsula to both the Appalachian and Antilleantectonte systems. The results of this magnetic survey have clearly demonstrated that the magnetic anomalies reflect variations in the crystalline a basement. To the degree which the structures of the crystalline basement control the structures of the overlying sediments these results are useful for oil exploration.MAGNETIC OBSERVATIONSAll magnetic measurements were made with a vertical Aekania magnetic variometer having a temperature compensated needle. All observations were tied into two base stations located at Fort. Myers and Gaineeville, Fla. The absolute vertical magnetic intensities at these two bass stations were determined by the United States Coast and Geodetic Survey within an accuracy of + 10 gammas. The accuracy of the base station variometer used in the present survey was of the order of ± 3 gammas. The sensitivity throughout the survey of the magnetic variemoter used on the traverses approximated 30 gammas per scale division and it is estimated that the probable error between stations along a traverse would be about + 5 gammas. Measurements were started on traverse C near Fort Myers and tied into the Fort Myers base station established by the Coast and Geodetic Survey. Twelve traverses, comprising 1,500 station observations, wore occupied between the Fort Myers and Gainsville base stations. When the cumulative total of these 1,500 interim observations was tied into the Gainesville base station it was found to differ by only 30 gammas from the value obtained by the Coast and Geodetic Survey for that base. The observations were adjusted for this difference."

The Spring Canyon Mine Rescue Association is a cooperative association supported jointly by five coal-mining companies located in Spring Canyon, Utah. The properties of mining companies the Carbon Fuel Co, Rains , Utah, the Liberty Coal Co. , Latuda, Utah, the Standard Coal Co. , Standardville , Utan, the Spring Canyon Coal Co. , Storrs , Utah, and the Peerless Coal Co. , Peerless , Utah about a mile apart and normally employ a total of 915 men , 733 underground 182 on the surface . and The Association was organized on July 5, 1921 , and Rudolph Clark, fomerly first - aid miner on U. S. Bureau of Mines Rescue Car 11 , was placed in charge. as manager . A board of directors made up of a representative from each of the cooperating companies (usually the mine superintendent ) is the governing body of the Association and the expenses are prorated on a basis of the production of each of the five mines . The Association maintains eight sets of Gibbs rescue apparatus and a motor truck fitted up as a combined rescue truck and ambulance . Additional apparatus are to be purchased . Standardville is the central camp in the canyon and has been made the headquarters of the Association . The apparatus are now kept and the truck housed in a small station, but plans have been prepared for a large station which will be built this summer . This new station will have a large apparatus room , a test chamber, a suitable room. for training, and a garage on the first floor, while above will be the living quarters of the manager . There is a good road through the canyon and the other camps are all within two and one -half miles of Standardville .

Under the procedure of the American Standards Association, with the American Society for Testing Materials as sponsor, the Sectional Committee on Classification of Coals has arrived at the classification of coals by rank as shown in Table 14/. The standard explains the term "agglomerating" used for classification under physical properties, as follows: Agglomerating Index. - Coals which in the volatile-matter determination produce either an agglomerate button that will support a 500-g weight without pulverizing, or a button showing swelling or cell structure, shall be considered agglomerating from the standpoint of classification.***. Pending the adoption of a method by the American Society for Testing Materials, the coke-button grading test5,/ afforded by the examination of the residue in the platinum crucible incident to the volatile matter determination, shall be used.

"FOREWORD (By O. P. Hood, Chief mechanical engineer).During the war certain suggestions concerning power production were made by Mr. Walter E. Trent to the War Inventions Board, and at the request of the War Department facilities for experimental work were provided on the grounds of the. Bureau of Standards.The experiments were along the line of controlling the conditions of combustion in a closed space. In order to reduce slag troubles, experiments were carried out for removing ash from powdered coal. After the war, work along this line was continued, resulting in the Trent Process, which agitates or beats together powdered coal, water and oil.A new technology had previously been given to ore preparation by the use of small quantities of oil in water with froth flotation, and although the methods, results and mixtures of the Trent Process were quite different, yet the same physical phenomena of differential wetting used, and the possibility of there being interesting results in fuel technologic was evident. A cooperative agreement was entered into, whereby the Bureau of Mines was to investigate the underlying physical and chemical facts and make them public, and the Trent Corporation was to pay the cost of the investigation.The several reports as made have been available to any one interested, and are now to be published. While the Bureau of Mines felt justified in investigating the physical phenomena so far as might be done in a laboratory, and so far as public interest might reach, no attempt was made to discover the commercial possibilities which development might bring. The question of commercial possibilities must be left for commercial enterprise to answer."

The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

The data reported in this bulletin are largely the result of experiments conducted by the Salt Lake City station of the Bureau of Mines in cooperation with the department of metallurgical research of the University of Utah. The work on lead is only one of the phases of the investigations carried on at that station during the years 1914 to 1916. The results of similar work with zinc ores and with copper and other ores will be published in future reports of the bureau.
