This paper is the third and concluding report of the results of the United States Bureau of Mines twenty-third semiannual survey of motor fuel marketed in the United States. The first paper, reporting data relative to gravity, vapor pressure, and distillation range of the samples, was published as Report of Investigations 3129. The second report dealt with the data of the twenty-third survey in accordance with the revised specifications for United States Government Motor Gasoline. These data were published as Report of Investigations 3142.

The U.S. Bureau of Mines has developed a method to measure methane and other gases during the auger mining of coal. An intrinsically safe commercial gas detector with a built-in data logger was mounted in the center of the hollow conveying auger. A sampling head through the wall of the auger conducted a gas sample to the detector. Results showed that gas levels can be monitored on a continuous basis during the auger mining of coal and the data retrieved upon completion of the hole.

"An airborne dust study was undertaken at a Southwestern Pennsylvania underground bituminous coal mine by the Pennsylvania Department of Mines and Mineral Industries in 1964 for the purpose of making recommendations and requirements regarding compliance with health and safety aspects of The Bituminous Coal Mining Laws of Pennsylvania, approved by the legislature on July 17, 1961. The study was designed to accurately represent the airborne dust conditions of the subject mine. Sampling by midget impinger of specific worker locations throughout the mine was accomplished. Sample analyses yielded dust concentrations to mppcf, particle size determinations in cumulative per cent less than specified cut-off diameters, and determinations of free silica percentages in total dust samples. The data from this study is further analyzed, and the results are presented.INTRODUCTIONThe Bituminous Coal Mining Laws of Pennsylvania, enacted in 1961, prompted a study of respirable coal mine dust by the Department of Mines and Minerals Industry in 1964. In recognition of their obligation for ensuring the health and safety of bituminous coal miners, the department set out to characterize the airborne dust of mines throughout the commonwealth. The purpose of the studies was to make recommendations and requirements for compliance with the law and for control of airborne coal mine dust in Pennsylvania mines.One such study was undertaken at an underground bituminous coal mine operating in the Pittsburgh Seam in Southwestern Pennsylvania. The study was desig11ed to sample specific worker locations throughout the mine site and characterize the respirable dust relative to each of them. A midget impinger was used to gather respirable range dust samples during an 8-hour shift. Continuous miner operator, roof bolter, stoper bolter, loading machine operator, shuttle car operator, gathering motorman, mainline motorman, and rotary dumper jobs were sampled underground. In addition, barge mover, coal sampler, fine coal operator, heavy media operator, and boiler room attendant occupations were sampled on the surface. The surface sampling was over a 71-hour shift because of UMWA contract provisions."

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

Whole body vibration is known to affect movement accuracy [1], however little is known about changes in the organization of movement and movement strategies used to limit the influences of perturbations. The specific aim of this work is to analyze the motion and coordination of upper body segments of seated operators performing reaching tasks under whole-body sinusoidal vibration exposure and simulated vehicle ride motion. The long-term objective is to model reach coordination and predict the dynamic behavior of the upper body motion under vehicle vibration exposure. Method The reach task consisted of pointing with the right hand index finger to targets located on touch screens placed in front of the subject, 45° overhead and 90° to the right in the mockup cabin of an HMMWV placed on a 6 DOF ride motion simulator. The task was performed under stable (no vibration) and vibration (sinusoidal vibration or simulated ride motion) conditions. A motion capture system was used to record kinematic data of reflective markers to recreate body link trajectories. Joint angles (torso, shoulder and elbow; Figure 1) were then computed using quaternions. Coordination between body links was defined as a) the joints angle-versus-angle relationships between the upper arm and lower arm, and b) the joint motion onset relationships between torso, upper arm and lower arm in the time domain. Results Angle–versus-angle relationships. The relationship between upper arm vs. lower arm angle and torso vs. upper arm angle for a far forward reaching movement in the stable (solid lines) and vibration conditions (dotted lines) are illustrated in Figure 2. Fig 2A compares the control condition with a 4 Hz lateral vibration while Fig 2B compares the control condition with a 6 Hz vertical vibration. It appears that under vibration exposure the reduced upper arm extension is compensated by an increase in torso flexion. This effect is seen in the last phase of the movements (encircled areas). In addition, the lower arm extension is delayed under 6 Hz vertical vibration (Fig 2B left panel). Time of joint motion onset. The timing relationship between torso, upper arm and lower arm is largely a function of the target to be reached. Examples of delays between body links are illustrated in Figure 3. Reports received by the Bureau of Mines, Department of Commerce, from State mine inspectors, for November, 1930, showed that 219 men were killed in the coal mines of the United States during the month, an increase of 25 over the previous month and 33 over November, 1929. On the other hand the production of coal decreased, the output of 43,329,000 tons in November being 8,397,000 tons less than in October and 9,005,000 tons less than in November a year ago. The larger number of fatalities accompanied by a smaller output of coal resulted in a higher death rate4 per million tons in November than in the same month last year or in October, 1930. The November rate was 5.05, as compared with 3.55 for November, 1929 and 3.75 for October, 1930. The increase in the rate for the industry as a whole was chargeable entirely to bituminous mines,, as the anthracite mines had fewer fatalities in November than in either of the previous months to which reference has been made. Reports for bituminous mines alone 'allowed that accidents at class of mines resulted in a death rate of 5.12, based on 195 fatalities and a production of 38,122,000 tons. This rate indicated an increase of 55 per cent over the rate for October, of the same year, and 72 per cent over the rate for November, 1929. The October record was 146 fatalities and 44,150,000 tons, and that for November a year ago was 138 deaths and a production of 46,514,000 tons. Twenty-four deaths occurred at anthracite mines in November, 1970: the output of coal was 5,207,000 tons, hence the rate was 4.61 per million tons. During the corresponding month a year ago there were 48 deaths and 5,820,000 tons of coal produced, which indicated a death rate of 8.25. In October, 1930, the death rate was o.34; based on 48 deaths and 7,576,000 tons.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. For meting out justice standardization seems urgently called for."

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

"The Bureau of Mines for a number of years has conducted experiments at its experimental mine near Bruceton, Pennsylvania, on the explosibility of coal dust, with particular reference to dust explosions in coal mines, and the knowledge so rained may well be applied to the handling of coal dust at industrial plants and elsewhere.Powdered coal is coming into use more and more as a fuel, and the dangers incident to its use should be recognized and guarded against, as a number of accidents have occurred in recent years due to ignorance of this danger or to carelessness.Within the past three years two very serious accidents, under almost identical circumstances, have occurred on the surface at two different coal mines in Southeastern Iowa, due in each case to the sudden ignition of a cloud of fine coal dust.The first accident resulted in the burning of six men, three of them fatally; the second burned eleven; three men died as a result of their burns.The mines in the Southeastern part of Iowa, where these two disasters occurred, are operating in a thin coal bed averaging about three feet in thickness, and are worked on the long-wall advancing system similar to that of Northern Illinois.The miners in this section are paid on a screened coal basis; in other words, receive no pay for the fine coal. As a result they use forks in loading the coal into the mine cars, and naturally a considerable quantity of coal is left along the roadways. Subsequently this fine coal, together with the roof rock that is taken down to give sufficient height on the roadways, is loaded into cars and dumped in piles on the surface. This roof rock is a block, oily shale and the contribution of fine coal and oil shale gives ample combustible material to thoroughly burn the rock as it is dumped."

"The Anhydrite ProblemThe Nonmetallic Minerals Experiment station of the Bureau of Mines at Rutgers University, New Brunswick, N. J. has recently undertaken a study of the chemical and physical properties of anhydrite having in view its wider utilization anhydrite (CaSO4) in contact with water at ordinary temperature and pressure rehydrates, slowly forming gypsum (CaSO4.2H42O). In nature this is an extremely slow process, and laboratory experiments are being conducted to determine methods of accelerating the rehydration. The tests recorded herein cover one this study, and while they are negative in character in so far as the major problem is concerned, certain facts established by the tests, bearing on the stability relations of gypsum and anhydrite seem sufficiently important to be placed on record.Early Researches on Gypsum and Anhydrite.It is to Lavoisiar that we are the first scientific study of the calculation and hardening of plaster of Paris. He sums up his experiments in the following passage: ""If gypsum, which has been deprived of its water of by means of heat, is again treated with water (to make what is commonly called mortar) it takes it up with avidity, rapid and irregular crystallization occurs, and the small crystals which are formed are so entangled in each other that a very hard mass results."" Later, he observed that the dehydration of gypsum occurs in two stages: three-fourths of the combined water is much more easily driven out than the last fourth. LeChatalier first determined the temperature decomposition accurately, his method was as follows: Pulverized gypsum was placed in a glass tube in the middle of a paraffin bath, the temperature of which was raised in a progressive and regular manner. A thermometer gave at each instant the temperature the salt, and the passage of the mercury column past each division of —co. was cared by a registering chronograph. The rise in temperature was except at 128°C. and 168°C. where breaks occurred."

"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

The National Institute for Occupational Safety and Health (NIOSH) National Personal Protec-tive Technology Laboratory (NPPTL) and the Mine Safety and Health Administration (MSHA) conduct a Long Term Field Evaluation (LTFE) program to evaluate deployed self-contained self-rescuers (SCSRs). The objective of the program is to evaluate how well SCSRs endure the under-ground coal mining environment with regard to both physical damage and aging when they are deployed in accordance with Federal regulations (30 CFR 75.1714). This report presents ?ndings of the combined eighth and ninth phases of the LTFE. For these phases, over four hundred SCSRs were evaluated. The units tested include the CSE SR-100, Draeger Oxy K-Plus, MSA Life-saver 60, and the OCENCO EBA 6.5. The OCENCO M-20 was evaluated only in Phase 9. Testing was per-formed between December 2000 and April 2004. Results of the evaluation indicate that all SCSRs experience some performance degradation due to the mining environment. Observed degrada-tion varies from elevated levels of carbon dioxide, high breathing resistance, and reduced capacity. Mechanical degradation to the SCSR components included breathing hoses, chemical beds, outer cases and seals. The LTFE tests discussed in this report are different from tests performed for SCSR certi?cation to the requirements of 42 Code of Federal Regulations, Part 84 (42 CFR, Part 84). LTFE tests reported here are conducted to an end point, oxygen depletion, to enable comparison of the duration of new and deployed SCSRs. The method for obtaining deployed SCSRs for this evalua-tion was not a random selection from the deployed population of SCSRs. Although the results of these tests are useful for observing performance of the tested SCSRs, they are not representative of all deployed SCSRs. A new evaluation protocol, with revised sampling strategies, test methods, and reporting procedures, is currently being designed to enhance the generalizability of the results. This program will be implemented following completion of Phase 10 of the current LTFE protocol.

"INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . Previous studies of magnetic separation of pyrite from coals have been reviewed critically. Magnetic susceptibilities of United States coals of differing rank have been measured. The effects of crushing, magnetic mixing, drying, weathering, and heat treatment on the enhancement of the magnetism of pyrite have been analyzed. The importance of size distribution of pyrite in the coal and the necessity of crushing to liberate the pyrite has been discussed. It has been found that the inherent susceptibilities of the carbonaceous, mineral-free portions of coals (? -0.5 X 10-6 in cgs units) and of relatively pure pyrite isolated from coals (? -0.3 X 10-6) do not permit efficient separation of pyrite from coal; the average susceptibility of the magnetic fraction of coal must be raised to 3 X 10-6. Friction forces encountered in crushing sedimentary pyrite embedded in coal do not increase its susceptibility. Subsequent weathering or heat treatment below 400° C leads to the formation of iron sulfate and hence increases the effective paramagnetism of pyrite. Ferromagnetic compounds of iron are not formed in significant quantities at temperatures below 400° C. The degree of liberation and apparent susceptibility of pyrite are the most important parameters in its separation. It is concluded that effective beneficiation of coals can be achieved by magnetic separation. A sufficient increase in the susceptibility can be achieved by converting less than 0.1 percent of pyrite into ferromagnetic compounds of iron. Such conversions occur only at temperatures >500° C. An investigation of the dielectric properties of coals and pyrite in the frequency range 0.1 to 60 Mhz indicates that the imaginary dielectric constant of the pyrite is about 100 times larger than that of coal. Exploratory experiments indicate that pyrite can be selectively heated to temperatures above 500° C without appreciable rise in the temperature of coal. It appears that dielectric heating of coals in the Ghz frequency range is the most feasible method of enhancing the paramagnetism of pyrite.

The National Institute for Occupational Safety and Health conducted a study to determine the effects of selected, state-of-the-art emission control technologies on the ambient concentrations of particulate matter and gases emitted by underground diesel-powered mining equipment. Tests were conducted in an isolated zone of an underground mine to evaluate the effectiveness of alternative fuel formulations, namely, water-fuel emulsions, blended biodiesel fuels, ultralow sulfur diesel fuel, and #1 diesel; and selected exhaust after treatment devices, namely, diesel oxidation catalysts (DOCs), diesel particulate filter (DPF) systems, and filtration systems designed around high-temperature disposable filter elements. The results showed that using a cold-weather and warm-weather water-fuel emulsion formulation reduced mass concentrations of elemental carbon (EC) by about 70% and 85%, respectively. The 20% and 50% soy biodiesel blends reduced EC by 49% and 66%, respectively. The reductions were slightly less pronounced for the 20% and 50% yellow grease biodiesel blends—33% and 56%, respectively. EC concentrations were unaffected by using ultralow sulfur diesel in place of #1 diesel. Use of the reformulated fuels did not substantially alter the concentrations of nitric oxide and carbon monoxide. However, a measurable increase in the nitrogen dioxide (NO2) peak concentration was observed during the biodiesel tests. The ArvinMeritor (AM) fuel-burner DPF system with a palladium-catalyzed DOC reduced EC concentrations by 92%. The diesel filter elements from Donaldson Co., Inc., and Filter Service & Testing Corp. reduced the EC concentration of the mine air by 92% and 70%, respectively. When the palladium-based DOC was used with the AM DPF, it raised the average and peak downstream NO2 concentrations by a factor of three. Tests of the AM DPF system with a platinum-catalyzed DOC and CAP/ETG catalytic particulate oxidizer system had to be terminated because the elevated NO2 concentrations threatened to overexpose the operator. The tests with only a selected DOC also resulted in increased NO2 concentrations in mine air.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

The Bureau of Mines investigated coal deposits at Mount Gran (latitude 76°59' S, longitude 161°07' E), Victoria Land, Antarctica, during the austral summer of 1959-60 as part of the continuing U.S. Antarctic Research Program, which is under the auspices of the National Science Foundation. The coals and associated rocks were measured, sampled, and analyzed. Five coalbeds, ranging in thickness from over 10 feet to scattered fragments of coaly material in sandstone, occur in a sandstone-coal series overlying a series of crossbedded red-buff sandstones. Both series are part of the Beacon group of sediments, and both show some evidence of pressure metamorphism. The sandstones are poorly cemented and are composed dominantly of rounded and often frosted quartz grains. The sediments have been broken and uplifted by a series of massive diabase sills. The broken nature of the sediments precluded an estimate of the amount of coal present. The Mount Gran coals are highly attrital banded anthracites and semianthracites that have most commonly a moderately dull luster but do include bright bands. Coal in contact with or near diabase intrusives is partly graphitic but shows no evidence of coking. Apparently the coal was beyond coking rank before emplacement of the adjacent intrusives. Fragments of the plant Glossopteris indica found with the coal suggest Permian age but do not prove it. The coals appear to be derived from plant remains that collected in shallow basins; individual coalbeds would tend to be lenticular bodies that formed in different places as the dominantly sandy sediments were deposited. The wide distribution of coal indicates that coal-forming conditions prevailed over much of the continent; the great thickness of Beacon sediments indicates that similar conditions may have persisted through a long period of geologic time. Generally similar coal deposits may occupy widely separated stratigraphic positions.

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.
