1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

This report presents test results, data evaluations, and typical system performance expectations based on wireless electromagnetic propagation measurements performed in the MAGMA Copper Company's San Manuel mine near Tuscon, Arizona during March 30 through April 2 1981. In particular, and at the Bureau's request, this work was coordinated with testing of MF prototype vehicular radios being developed by A.R.F. Products, Inc. with USBM support under Contract H0308004 as part of a system to be marketed by Mine Safety Appliance Co. This testing also employed a prototype vehicular antenna developed by Terry S. Cory, P.E. with USBM upport under previous Contract P0382223. The work was performed under USBM contract J0308012, Propagation of EM Signals in Underground Metal/Non-metal Mines. The authors wish to thank Mr. Hank Seany, Manager of Mines and Mr. Bob Zerga, Mine Superintendent who so kindly arranged for the visit. Particular thanks are given to Mr. Al Metcalf who arranged the logistical details of our underground work, and whoa forward thinking program toward improving general mine communications at MAGMA provided the test-bed context for evaluation of the prototype equipment. Mr. Jiminez's effort was instrumental in performing the testing, and he also provided a detailed understanding of the existing multi-level, multi-frequency trolleyphone system at MAGMA. the authors are also indebted to Dr. Larry Stolarczyk of A.R.F. for numerous detailed consultations on MF technology, and who was present and participated in the majority of the testing. 1.1 GENERAL BACKGROUND ON COPPER MINING AT MAGMA the San Manuel mine is the largest copper mine in the U.S., efficiently extracting copper and molybdenum sulfide from the low-grade San Manuel ore body.This ellipsoidal ore-shell body, with major workings located 2000-3000 feet mbelow the surface, has ore shell thickness varying between 100 and 1000 feet over a longitudinal extent of some 8000 feet, and with major & minor crossectional axes of about 5000 and 2500 feet respectively. The San Manuel mine operation employs in excess of 1000 men/shift with gross ore production between 60,000 and 70,000 tons/day. The mining operation employs the block caving technique; actively being implemented on three levels (2075,2375,2675 feet for haulage, and 2015,2315,2615 product/grizzly levels). The ore haulage is largely via D.C. trolley trains to four (3A,3B,3C,3D) product shafts for skipping to the surface. An additional three shafts at two locations are used to convey men, materials, and developmental rock extractions into and out of the mine. On each haulage level, the trains carry ore an average of two miles one-way from the ore raises to the dump points. 1.2 TOPOLOGICAL BRIEF OF THE HAULAGE LEVELS The 2375 level, on which all the testing was conducted, is illustrated in

Table 55 and figure 19 show the number of fires and fire injuries for stone mills by state during 1990-2001. Table 55 also shows the injury risk rates, employees' working hours, and lost workdays. In all, 118 fires occurred in 33 states. Seventy-six of the fires caused 82 injuries (including 8 fires and 6 injuries involving contractors). The yearly average was 9.8 fires and 6.8 injuries. The Ewhr value was 873 x 106 hr (In = 0.019), and the LWD value was 1,911. Missouri had the most fires (16 fires and 9 injuries), followed by Pennsylvania (15 fires and 14 injuries), Michigan (9 fires and 5 injuries), and Virginia (7 fires and 5 injuries). Of these states, Virginia had the highest injury risk rate value (In = 0.09 1). Table 56, partly illustrated in figure 20, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires and fire injuries decreased during most of the periods, with a sharp increase during the last period. The number of employees' working hours increased throughout the periods. The In values follow patterns similar to those shown by the injury values. Tables 57-63 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 21 shows the major variables related to fires for 1990-2001. Table 63 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

To develop a magnetic levitation transport system that can reduce the cost and improve safety in transporting coal from the face of underground coal mines to the surface. Background Many conventional mining operations use conveyor belts to transport coal from an underground face to the surface of the mine. The Mag-Lev Transport System design replaces conveyor belts with magnetically levitated coal haulage containers moving through a dedicated pipe¬line. Cost estimates, based on current design data, show the Mag-Lev Transport System would have operating and capital costs that are less than or equal to those of an equivalent-capacity conveyor belt system. The safety hazards associated with conveyor belt systems include exposure to moving parts and pinch points, potential fire hazards due to mechanical friction, and the exposure of miners to respirable dust. These hazards would be eliminated or significantly reduced by this novel technology. Approach The Mag-Lev Transport System uses magnetic levitation technology that allows noncontact, frictionless conveyance of a levitated body within a dedicated transit corridor. The mag-lev technology utilizes two types of permanent magnets coupled with an electronic position control system to achieve noncontact levitation. Levitation is provided by neodymium-iron boron (NdFeB) magnets mounted in the base of the haulage containers and inexpensive ceramic-5 magnets located in the bed of the transit corridor. An electronic position control system is used to overcome the inherent instability of the repelling permanent magnets. Proximity sensors, a signal processing circuit, electromagnetic actuators, and fixed ferrous side rails are the major components of the positioning system.

The hazard to health from contamination of air by a noxious gas depends not only on the potential harmful response attending exposure., but also on the warning properties, which in effect may be termed the "accompanying warning response," This warning may be manifested as an odor, taste, irritation of the eyes, nose, or throat, or perhaps headache, vertigo,, or nausea. These manifestations may be painful and even slightly harmful, but to a much lesser degree than the primary injury of exposure. The warning response mitigates hazards directly in proportion to the degree of intolerability which -accompanies injurious exposure, and accordingly its absence augments hazards. This accounts for the fact that the actual health hazards from a nonodorous or non-irritating gas or vapor of comparatively low toxicity sometimes equal or exceed the hazard from a considerably more toxic substance, but one which possesses a marked odor or produces eye, nose, or throat irritation in advance of harmful exposure. When a substance lacks the properties for giving warning, it is often possible to impart them by the addition of a small amount of another substance which has an exceedingly high warning intensity. The vapors of this substance, commonly termed a "warning agent" or "tracer gas," escape and mingle with the gas or vapor which lacks warning properties and thereby apprises persons of the latter's presence. The amount of the warning agent added is that which will give adequate warning in advance of serious physiological harm from the dangerous gas or vapor.

This report describes an experiment which was conducted to compare the relative bumping hazard of a low and high profile hard hat (helmet) in a low seam mining environment. The study was specifically designed to assess the effect of lowering the helmet profile on frequency of head impacts in an underground low seam coal mine simulator. This involved subjects performing four common low coal mining tasks wearing the low and high profile helmets in the low seam simulator (36" and 48? heights). The results of the study indicated that a low profile helmet could reduce bumping frequency in underground low coal approximately 25%, and as much as 80% on selected tasks. It was beyond the scope of the study to measure the impact force, thus it was not possible to estimate the effect of the low profile helmet on severity of impacts underground. The research team recommended that a more extensive investigation be made of head injuries experienced in low seam mining (both underground and surface) with the objective being to assess the impact of a low profile helmet on total head accident exposure.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. This paper summarizes the development of a furnace for producing titanium castings. The general problem is outlined and chronological details are given on the construction and operation of four different casting furnaces, all utilizing consumable-electrode arc heating and water-cooled copper crucibles. Of the two methods of pouring, the tilt-pour technique has been more satisfactory than bottom tapping. Mold design, electrode fabrication, and deep-pool production are discussed. INTRODUCTION In the early summer of 1953 the Bureau of Mines was contacted by the Department of the Army through Watertown Arsenal to explore the possibility of conducting research on casting titanium metal. The objective of the program was "to develop a technique for producing formed castings of titanium metal not less than 40 pounds in weight and without introduction of deleterious contamination."

A small displacement-small strain finite element technique utilizing the constant strain triangle and incremental constitutive equations for elastic-plastic media that are nonhardening and obey a Coulomb yield condition has been applied to the analysis of gravity flow initiation in a V-shaped hopper containing a powder under lunar environmental conditions. Three methods of loading were examined. Of the three, the method of computing the initial state of stress in a filled hopper prior to drawdown by adding material to the hopper layer-by-layer is superior (as expected). Results of the analysis of a typical hopper problem show that the initial state of stress, the elastic moduli, and the strength parameters have an important influence on material response subsequent to the opening of the hopper outlet.

The purpose of this publication is to discuss grounding mediums and the phases of grounding related to corrosion and cathodic protection. The material presented is believed to contribute to a better understanding of this subject. It also indicates more effective methods of reducing corrosion damage to metal structures and equipment in the mining industry by cathodic protection. The authors do not intend to discuss technical aspects but rather to explain the general principles of this method of inhibiting corrosion. The relationship between soil resistivity, protective grounding, and corrosion is presented. Corrosion causes the annual loss of billions of dollars; which can be greatly reduced. Losses in the mineral industry can be excessive owing to the extensive use of direct-current power, the presence of considerable dampness, and the frequent, indiscriminate use of dissimilar metals.

The primary purpose of this paper is to show the appreciable savings that were made by roof-bolting the main west entry of the Kings mine, which was to be the permanent, main haulage road, as compared to the cost of supporting the same roof with peg timbering as first planned. Additional items that might prove valuable to other mine operators are contained in this paper and detailed below. 1. A detailed cost of the system of roof support known locally as the peg-timbering method is given. It consists fundamentally of supporting steel cross bars on pegs inserted into holes drilled in the ribs close to the roof. 2. A method of supporting the roof in caved entries is shown, where such support must endure for an extended period in haulageways and air courses.

Springing or chambering of deep drill holes is common practice in some quarries. It involves definite hazards from premature explosion during placing of the springing charges or the final charge due chiefly to heating of the bottom of the holes by the successive exploding of the springing charges or, in some instances, from burning of paper or other material following detonation of the explosives The danger is either unknown or disregarded in many instances by those who place the charges in the holes. Disregard of this hazard probably is, at least in part, responsible for the far too high fatality and injury rate due to charging explosives and premature slots in quarry work. Awareness of the danger' should result in elimination or at least of material decrease in injuries from this cause.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. The Bureau of Mines conducted both laboratory and field investigations to study the effectiveness of medium-pressure (up to 30,000 psi) water jets in controlling the generation of airborne respirable dust during the hydraulic fragmentation of coal. Laboratory studies were conducted at the Farmington High Energy Test Site of the Twin Cities Mining Research Center, and field studies were carried out at the Humphrey No. 7 mine, Mount Morris, Pa., in the Pittsburgh coalbed. The water jets were produced by commercially available triplex pumps. The dust samples were collected by midget impinger samplers, and analyzed by electronic and optical counting techniques. Respirable dust concentration for a full-scale production model was projected at below 2 mg/m3, the maximum exposure allowed by the Federal Coal Mine Health and Safety Act of 1969.

A previous report of the Bureau of Mines dealt with the toxicity of dichlorodifluoromethane, a new refrigerant that has a remarkably low toxicity. Continued research by the Frigidaire Corporation and toxicological experiments performed in the Laboratory of Applied Physiology of the University of Cincinnati revealed another organic fluoride, dichlorotetrafluoroethane, whose toxicity also appeared to be of a very low order and whose physical and chemical properties make it suitable for refrigeration purposes. In addition to low toxicity, safety in its use is further enhanced by its physical properties, which permit the design of equipment that operates at comparatively low pressures and hence mitigates the dangers and problems of leakage. The investigation described in this report was performed by the Bureau of Mines at the request and with the cooperation of the Frigidaire Corporation.
