It has been said that safety promotion passes through four stages--the band-playing, the machine-guarding, the protective equipment, and finally the educational stage; the last is the most important in the development of the safety program. It has been estimated that only 15 percent of accidents can be pre- vented by machine guarding and protective equipment; the other 85 percent must be stopped by the safety efforts of the individual workers and their supervisory officials, and one of the fundamentals of safety work is the education of workers to develop safety consciousness or safety mindedness. One way of educating men to think about safety is by the use of posters. Safety engineers at the Calumet 2 Hecla mines in Michigan have been conduct- ing a safety contest among the men by the use of posters of an unusual type in addition to those usually employed to illustrate bad practices and to display the number of days without a lost-time accident. The first requisite for the success of the safety poster is a good artist or draftsman; in the poster contest instituted at the Calumet & Hecla mines two sheets were prepared illustrating various conditions in the slope workings, including a large number of unsafe practices. The object of the contest was to get the men to think about safety through criticism of the unsafe conditions displayed on the posters. The following notice accom- panied the posters:

The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. The injury-frequency rate of 42.155 for each million man-hours of exposure to mine hazards in 1947 marks a favorable trend downward from the rate of 50.577 in 1946, which was the

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

The experimental work reported upon herein was performed at the laboratory of the United States fuel-testing plant on the grounds of the Louisiana Purchase Exposition at St. Louis, Mo., between Janu- ary 1, 1905, and July 31, 1906, and was undertaken for the purpose of checking the results obtained in the routine work of the laboratory, improving the methods of working, and investigating the chemical and physical properties of coal. The laboratory having been designed primarily for the analysis of the coal samples sent to the fuel-testing plant, as well as those taken in connection with the regular testing operations of the boiler, gas-producer, and other divisions of the plant, only a very small proportion of the time of the force was available for experimental work outside of the regular routine. From the nature of such work it was not possible to separate the results obtained in 1905 from those obtained in 1906, especially as many of the experiments, such as those on the alteration of coal, involved a long time and were started in 1905 and continued to the middle of 1906. This report therefore covers all such work up to its completion in July, 1906. The complete history of the coals used in these experiments is not given, the samples being usually referred to by their laboratory num- bers only, as such information is generally not necessary and does not affect the interpretation of the results obtained in the experiments. Fuller information as to any particular sample may be found in the published reports of the fuel-testing plant for 1905 and 1906. In the following pages the results of each line of experimental work are given under a special heading indicating the object of the investigation.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. For a theoretical description of power plants that derive their energy from the combustion of a fuel, it is necessary to solve, to an appropriate degree of precision, a hydrodynamic problem that requires for its solution a knowledge of the thermodynamic properties of the working fluid com-posed of the products of the combustion reaction. It is usually a good approximation to assume that the properties of the combustion gas are determined by the conditions of thermal equilibrium, and it is thus possible to employ the methods of Classical thermodynamics for their computation. The thermodynamic properties of fuel gases also are of considerable importance, as they form the basis for the design of appropriate means for their effective utilization. The specification of the operating conditions to produce a gas for use as an intermediate in a chemical process, such as the synthesis of liquid fuels, may be based upon a study of the variation of the composition of the synthesis gas with changes in the various process variables. Although there exists a large number of important scientific and technical applications of the data that can be obtained from the systematic determination of the thermodynamic properties of combustion gases, such application has been greatly handicapped by the extremely tedious and time-consuming computational methods required. The development of large-scale automatic computational equipment makes feasible the initiation of a systematic program for the determination of the thermodynamic properties of combustion gases and for the application of such data to specific problems of scientific and technical importance. As a part of its program of basic research in flame and combustion phenomena, the Explosives and Physical Sciences Division of the Bureau of Mines is engaged in such a program. The present communication is designed to introduce a series of reports presenting the results of this program.

During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. As a preliminary step in a recent study4 of the phenols present in a low-temperature tar, the writers prepared the hydroxyacetic derivatives of the simpler available members of the phenol series in order to obtain material to assist in fixing the identity of similar derivatives obtained from the phenols of the tar. When comparing the melting points of the pure derivatives we had made with those given in the literature we were unable to find the characteristics of one of the xylenol derivatives which we had prepared--namely the 1, 3 dimethyl-2-phenoxyacetic acid, In the belief that the compound does not appear in the literature we are presenting these notes on its preparation and its melting point. The hydroxyacetic derivatives are easily prepared and in good yield, and are useful in studying mixtures of phenols. The 1, 3 dimethyl-2-phenoxyacetic acid makes the fifth of the six isomeric derivatives to be reported in the literature. Gluud and Breuer report the preparation of the 1, 3, 4, the 1, 4, 2, and the 1, 2, 4 derivatives. A fourth isomer-¬the symmentrical 1, 3, 5--has been reported by Schutz6, although no record of it occurs in the indexes. The remaining derivative--the 1, 2, 8-has not, been found and it is now being synthesized in the Organic Chemistry Laboratory of the. Pittsburgh Experiment Station. It is true, however, that from a phenolic fraction boiling 215.9 to 2180 isolated from natural petroleum, Tanaka and Kobayashi7 obtained a hydroxyacetic derivative melting at 103.3°. They state that this is the 1, 2, dime ethyl-3-phenoxyacetic acid but present no evidence for the assertion. The known derivatives are summarized in Table 1 following;

The safety record established by the coal-mining industry of the United States during 1934, although not as favorable as that for the previous year, was better than the record for any other year during the period 1930-34 for which complete figures covering fatal and nonfatal accidents at the mines are available. The number of accidents was 89.98 per million man-hours of employment compared with 86.74 for the year 1933, the latter being the lowest rate in any of the 5 years referred to. The rate was 105.60 for 1930, the first year covered by available data. Employment increased in 1934; the number of workers represented an increase of 8 percent over the year 1933, man-shifts of labor increased 16 percent, and the number of man-hours of labor increased 7 percent. The total number of man-hours of employment also exceeded the number reported for 1932, and was almost equal to the record for 1931.

This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. For many metals and minerals the figures broke all previous records, the new records of some products, as compared with 1915 figures, being as follows:

"INTRODUCTION Respirable dust is defined as the dust which penetrates to the alveolated regions of the lungs. Due to the size selective nature of the particle removal mechanisms in the nasal passages and lung airways, criteria defining respirable particles must be a function of the particle size. Three criteria defining respirable particle penetration are shown in Figure 1. These criteria have been defined by the British Medical Research Council (BMRC), the American Conference of Governmental Industrial Hygienists (ACGIH) and German TBF 50-11 (1).The quantity of respirable particles in an aerosol can be measured by use of two-stage samplers. The first stage consists of a particle preclassifier with penetration characteristics corresponding to one of the respirable penetration curves in Figure 1. The large nonrespirable dust particles are removed from the airstream in the preclassifier and the smaller respirable dust particles pass on to some device which can measure their concentration (the respirable dust concentration).Instrumentation for the measurement of respirable coal mine dust has been limited by the severe conditions existing within the coal mine. The conditions of particular importance are the methane atmosphere, high humidity, and the general non-laboratory type environment. The most severe of these conditions is the methane atmosphere since any electronic or electric powered instrumentation must be intrinsically safe to operate in such an atmosphere.In spite of the difficulty of sampling respirable dust within the mines, many instruments have been developed for in mine use. Although these instruments operate under a variety of principles they generally fall within two categories: personal samplers and area samplers.A personal sampler is worn by the mines while he is performing his duties in the mine. These devices are generally small, light weight and require little power so as not to interfere with the miner's ability to work."

"IntroductionThis paper on the kata thermometer is issued by the Bureau of Mines on account of the general interest in this instrument and the fact that it is frequently used in studies of mine ventilation conditions with regard to comfort and health of miners. It has been used in the studies being conducted along this line by the Bureau of Mines on the effects of high temperatures and humidities of air in mine working on the comfort conditions, as well as in studies of atmospheric conditions in mine, railway and vehicular tunnels.The study of the various physiological responses of the human body to different degrees of temperature combined with different percentages of relative humility in still and in moving air, now being conducted at the Pittsburgh experiment station of the bureau in the research laboratory of the American Society of Heating and Ventilating Engineers, cooperating with the Bureau of and the U. S. Public Health Service, presents an added opportunity of investigating the instruments that have been devised to measure atmospheric conditions as they affect the comfort and health of human beings.The ordinary mercury thermometer, as pointed out by Heberden3 almost hundred years ago is a very inadequate instrument for measuring the physiological effects of atmospheric conditions. It merely accounts for that part of the body heat lost by raliation and convection, while as a matter of fact greater part of the body heat resulting from the metabolic process within the body is eliminated by means of evaporation from the surface of the body."

The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along metallurgical lines to warrant a definite statement as to the exact place it will occupy in the industry. The basic theory of the process has received the attention of prominent metallurgists for 20 years, and considerable research and experimental work have been carried on. Much of the experimental work done has never been published; if the accumulated results were made known, they would greatly aid,. the further development of the process. This bulletin aim~ to bring the salient features of the process to the attention of metallurgists for the purpose of furnishing information to and receiving comments from interested parties with the ultimate hope that the process will be a commercial success. If commercially utilized, the process will fill a long-felt want in metallurgy, especially in the treatment of oxidized and semioxidized or" carbonate" ores of copper, lead, and silver. Such ores are difficult to treat by gravity concentration or by flotation: in the former their tendency to slime upon crushing and their being of lower specific gravity than the sulphide minerals cause serious losses; in the latter much has been done in sulphidizing oxidized ores and subsequently recovering the artificial sulphides by flotation. Difficulties in proper sulphidizing and the low recoveries obtained have not balanced the cost of the treatment in many plants and in very few has it proved successful. Evidently there is a big void to fill in the treatment of these ores. No radical changes in present methods are forecast, but it is obvious that chloride volatilization can have a distinct place as a method of treatment for ores that are not readily amenable to present methods. In many plants it might replace concentration methods, especially where part of the mineral content in the ores exists in forms other than sulphides.

The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

Steel liner plates, which are bolted together to form a shell, are commonly used to provide temporary protective linings in the tunneling industry to ensure the stability of the tunnel and safety of the workers until more permanent ground reinforcement can be installed. As the ground deforms to try and close the opening, the liner plate is radially stressed, and by deforming redistributes these loads back to the surrounding insitu earth. Grouting behind the plates is done to fill any voids and ensure uniform contact to the strata around the back of the plates. Another function of the liner plate in some applications is to act as a platform or structure for the mining machine to react against in order to develop the necessary forward thrust to be able to excavate the face. In this case, the liner plates are loaded axially as a horizontal column of bolted liner plate rings, creating a jacking force against the liner plate assembly. In general, the buckling strength of the plate sections determines the jacking force capacity. Historically, the jacking force capacity of tunnel liner plates has been theoretically determined by some simplistic equations developed from tests of single liner plates. Recently, full-scale tests on a complete circular section of bolted liner plate ring segments have been conducted in the NIOSH Safety Structures Testing Laboratory using the unique Mine Roof Simulator to apply controlled loading in a manner that simulates the real world environment. Due to the unique size and capacity of the Mine Roof Simulator, these are believed to be the first full-scale tests conducted on the jacking force capability of tunnel liner plate rings. These tests indicate that the previously used theoretical equations tend to over predict the jacking force capacity of these tunnel liner plates. Unanticipated deformations in the field have been observed at loads below these theoretical design loads, therefore, a more accurate determination of the jacking force capability was needed. This report summarizes the full-scale test results, examines design parameters that impact the jacking force capability, and develops new mathematical models to improve the prediction of design loads.

The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility is evident from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well- administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States.
