The economic viability of four depleted mines near Kennicott, Alaska, was determined by the Bureau of Mines to assess their profitability if they were developed today and thus estimate cost data for a medium-sized mine, mill, and town complex. This information should help the State and Federal Governments appraise the potential development of similar-sized mining operations in Alaska. Modern conventional mining and milling techniques were assumed, and I capital and operating costs were derived using flowsheets and standard costing methods. A total capital investment of $37.6 million was necessary to install a 1,000-ton-per-day shrinkage stope mine, flotation-type mill, and support facilities; capital requirements were divided about evenly among the three components. Operating costs, including labor, supplies, power, water, and ' indirect and fixed costs, totaled $42.79 per ton of ore; the mining accounted for nearly one-half the cost. To obtain a 12-percent discounted cash flow rate of return on investment, the analysis showed that the ore could be mined and milled, and the concentrate could be trucked via public roads to a dock facility in Valdez, Alaska, barged to Tacoma, Wash., and smelted and refined for 34.7 cents per pound for copper and 104.0 cents per ounce for silver. The average May 1972 price was 52.6 cents for copper and 158.3 cents for silver. The same set of data was used to examine the economic viability of the mine with the cost of constructing a private road from McCarthy, Alaska, To Valdez, Alaska. The 148-mile road added $53.3 million to the original capital costs and raised the required price of copper to 57.4 cents per pound and the required price of silver to 172.0 cents per ounce. The additional coat of building, maintaining, and paying taxes on a private road from McCarthy, Alaska, to Valdez, Alaska, would make this venture uneconomical.

"The size distributions of carefully screened 2 size fractions of ground materials were determined using a Microtrac laser dif-fractometer. The size distributions were fitted to the empirical function P(x) = 1/[1 + (x50/x)1] where P(x) is cumulative mass fraction less than Microtrac size, x. The standard deviation of A for a 50 second test time was approximately 0.5, so that seventeen test times give a mean with an estimated error within t 0.25 (95% confidence level). Values of were 5.44, 4.82, 4.40 for a coal ground under different conditions, indicating statistically different shape distributions; the average value for mica was 2.91 owing to the high aspect ratio of the particles. The ratio of x50 to the geometric mean sieve size was 1.2 for the coal and 0.70 for mica.1 IntroductionKoka and Trass have presented evidence [1,2] that materials ground in the Szego mill [3] give different shapes depending on the milling conditions. The variations in shape were deduced qualitatively by viewing SEM photomicrographs of selected 1/2 screen fractions. This paper quantifies their observed differences in shape by using measurements of the size distributions of screen fractions examined in a laser diffractometer [4] (Microtrac, Model 7991). The basic concept is that particles of 'a given ""screen"" size will give a wider distribution of ""Microtrac"" size when the particles are flaky with high aspect ratios, and a narrower distribution when the particles approach the cubical and spherical geometries.2 TheoryAustin and Shah [5] have shown that coal screened within a 1. 1/2 upper-to-lower sieve size range will give rise to a much wider distribution of Microtrac size. Rock property data is needed over a wide range of parameters for the optimum execution of rapid excavation research. Eight rock types were chosen by the Bureau of Mines for a standard rock suite for such research. Large rock blocks were quarried and the standard physical and mechanical properties measured and documented. The eight rock types that comprise the rock suite are Barre Granite, Berea Sandstone, Dresser basalt, Holston Limestone, Salem Lime-stone, Sioux Quartzite, St. Cloud Gray Granodiorite, and Westerly Granite. Geologic, petrographic, physical-property, and mechanical-property test data are reported for each rock type. The information is the first step in the building of a comprehensive property listing for the eight rock types. A limited number of rock cubes are available from the Bureau of Mines Twin Cities Mining Research Center for use by researchers to broaden the information available on the suite.

"Because of its interest in accident prevention, the U.S. Bureau of Mines cooperates with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground openings and in developing means for preventing such explosions. For several years this Bureau has been cooperating with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co. in detecting and eliminating combustibles and physiologically harmful gases in manholes in the city of Boston and adjacent territory.These Bureau of Mines investigations° have shown that combustible gases from the usual sources — leakage from gas—distributing systems and from underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas, which are termed here ""soil"" gases, also occur in manholes and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric changes affect their production and passage into the manhole space. These gases appear to be produced by bacterial and fermentation or through reactions of entrapped air in the soil. Soil usually abnormally high in carbon dioxide and low in oxygen, and contain varying amounts of methane. They are especially clangorous to men entering manholes because they lack sufficient oxygen to support life. Owing to the difficulty of constructing gastight manholes the most feasible method for eliminating soil gases from manholes is by ventilation. Consequently the Bureau of Mines initiate 4 study of natural ventilation methods for the removal of these gases from manholes and also for taking care of unforeseen accumulations of combustible gases and vapors.The following factors were considered by the Bureau to be important to the natural ventilation of manholes: (1) Relation of area of ventilation opening* to the capacity of the manholes, (2) size and shape of the manhole, (3) design of the ventilation opening (4) and velocity, and (5) weather conditions."

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

Three complete connector assemblies and six separate contacts were submitted to a series of tests to establish the connectors permissibility and compliance with U. S. Bureau of Mines research Contract #H 0110423 D.C. portion. Test Procedure TPC-0118 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the direct current connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. Eliminate the occurrence of false fire detection alarms caused by the operation of diesel-powered vehicles in underground coal mines. Approach Fire detection systems used in underground mines are based on measurements of airborne combustion products such as carbon monoxide or smoke particles. The effectiveness and credibility of these systems can be reduced by the occurrence of false alarms that result from the operation of diesel-powered equipment, which produces the same combustion products. False alarms end up being very costly to the mine operation in terms of downtime and labor needed for verification. To improve upon current fire detection systems used in the presence of internal combustion engine products, the U.S. Bureau of Mines developed a fire detector that can discriminate between the occurrence of real mine fires and the presence of engine smoke.

THE South Asian countries of India, Ceylon, Pakistan, Afghanistan, Nepal, Bhutan, and Sikkim have a large variety of mineral resources; however, in spite of mineral industry growth during 1964, development of resources remained far short of possible development, and, in terms of value of trade in minerals, the area remained a sizeable net importer. India's mineral industry is by far the most significant; its minerals production in 1964 accounted for more than 90 per cent of the total value of all minerals produced in the area. The total value of all minerals produced in South Asia in 1964 was only about 1 percent of the area's estimated gross national product of $55,125 million. Despite the rather small current contribution of minerals to the economy, development of mineral resources figures prominently in plans for the industrial development of the nations of this area.

The purpose of this Bureau of Mines investigation was twofold. The first phase of the work was to determine the technical and mechanical feasibility of defluorinating low-grade siliceous fluorspars on an intermediate scale by high-temperature pyrohydrolysis in a rotary kiln. The second phase was to react the liberated hydrogen fluoride (HF) offgas with alumina monohydrate to produce commercial-grade aluminum fluoride (85 percent AIF3). The two phases of the work were to be integrated into a single continuous process. Evaluation of the data shows that low-grade siliceous fluorspars can be successfully defluorinated, either in a solid or a molten state, in a gas-fired rotary kiln in the presence of water vapor at 1,250° to 1,350° C. The water produced by combustion of propane was sufficient to yield defluorinatians of 75 to 85 percent.

Abstract-Underground mines are typically extensive labyrinths that employ many people working over an area of many square miles; exten¬sive analysis of mine-communications systems has identified specific problem areas, in particular the excessive times required to locate key personnel underground, the inadequacy of existing phone systems in terms of capacity and privacy, and the inability to communicate with men on the move with wireless communications, as is taken for granted on the surface. A review is presented of the existing systems, the prob¬lem definition, and the various approaches that have been or are being investigated to solve these problems. Several investigators have obtained solutions for the concentration of stress around circular, ovaloidal, elliptical, and rectangular holes in an elastic, isotropic, semiinfinite plate subjected to uniaxial and biaxial stress. These solutions are used to evaluate the changes in stress around openings immediately under the undercut normally used in conventional block caving operations. The evaluations are based on the assumption that a horizontal undercut removes most of the vertical component of a biaxial stress field. The location and magnitude of the significant changes in stress concentration around the opening are computed. Conditions under which the assumptions used in the evaluations may or may not be consistent with conditions around block caving mines are discussed, and examples of preferred opening shapes for a biaxial (hydrostatic) stress field are shown. This report is a summary of one phase of an investigation to establish design methods for the size and shape of mine openings used in block caving mining methods .

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

After emphasizing the importance of quantitative rock mass classifications in mining, originally directed to selection of rock support measures, but subsequently to estimates of rock mass properties such as rock mass strength and rock mass modulus of deformation, current attention calls for a classification specifically for rock mass excavability by tunnel boring machines (TBMs), which are used extensively in tunneling as well as in the mining industry. This paper introduces the Rock Mass Excavability (RME) index for predicting excavability of rock masses by TBMs using a quantification of machine performance and rock mass conditions. The RME index is based on five input parameters aimed at relating rock mass behavior and machine characteristics: (1) uniaxial compressive strength of the rock material, (2) drillability/abrasivity, (3) rock mass jointing at mine drift face, (4) standup time of the excavation, and (5) groundwater inflow. Development of the RME index entailed the collection of extensive data from more than 28 km of tunnels and some 400 case records from projects in Spain involving double-shield TBMs. In the process, a number of statistical correlations have been established between RME and such output parameters as degree of machine utilization, advance and penetration rates, thrust and torque of the cutterhead, and the specific energy of excavation. It was found that the RME index provides a particularly significant correlation for predicting the average rate of advance (m/day). In essence, the RME index is a classification system that features interaction of rock mass conditions with boring machine characteristics for use in the early stages of a project. It should be noted that the RME index does not replace the Rock Mass Rating (RMR) or Q-systems as used in mining and tunneling; indeed, one of the RME input parameters, standup time, is determined from the RMR. However, the approach presented introduces a specialized tool relevant to excavating tunnels and drifts. Possible applications to hard-rock mining are explored.

The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

An 18-in-diam column water elutriator was designed, tested, and operated by the Bureau of Mines for recovering nonferrous mixed metals from automobile shredder rejects. The waver elutriator separated metals from nonmetals contained in shredded nonmagnetic rejects. The unit was constructed and integrated into a local automobile shredding operation. Nonmagnetic rejects from the automobile shredder were fed onto the surface of a column of rising water. Dense materials fell through the rising water and were collected as a sink product at the bottom of the column; medium-density materials were removed as an intermediate product in a water flow through a discharge port located between the overflow and sink; and light materials were immediately carried out in the overflowing water at the top of the column as a float product. Nearly 99 pct of the mixed metals were recovered from the nonmagnetic rejects as a 70-pct-metal concentrate. Other operating conditions yielded a 93.7-pct-pure-metal product resulting in a 93.1-pct metal recovery. Float rejects are combustibles, light plastics, foam rubber, and minimal amounts of coated and uncoated copper wire. The middling discharge contained mainly medium-density rubber, plastics, glass, rock, coated and uncoated copper wire, and frequently some thin-sheet stainless steel and wrought aluminum. Maximum metal recovery in the operating program was achieved using a water velocity of 52 fpm (650 gpm). Maximum purity was obtained with a velocity of 88 fpm (1,100 gpm). .Water was recycled through a 12,000-gal baffled clarifying tank. Entrainment water losses with the float and middling rejects averaged 50 gpt of reject feed. Records maintained by the shredder operator show a 34-pct increase in nonmagnetic metals recovery during a 1-yr operation of the water elutriator as compared to recoveries from a previously used air classification system.

Concepts and equations have been developed to quantitatively determine the stability of a rock bolted coal mine roof as a structural (beam-arch) member consisting of reinforced rock units. The equations take into account: rock bolt tension, length, spacing, and orientation; size of opening, strength and physical properties of the rock; and loads from distressed rock, and were critically reviewed using sensitivity analyses and the results available from relevant previous analytical and physical model investigations. It is concluded that they can essentially be validated by using small scale physical models and the full size mine entry model at the USBM Spokane Research Center. However, a comprehensive research program, including analytical and laboratory investigations and field trials in typical mines, will be required to define and validate criteria and standards for using the equations as a basis for a rational design code for rock reinforcement installations to replace the semi-empirical rules now being used. For example, these studies have shown that the practice of installing vertical roof bolts with a uniform spacing equal to the bolt length is inherently unsafe and that the spacing should be reduced near the walls to prevent shear failure of the roof strata. The development of such a rational design code would provide enhanced safety in coal mining operations and warrants a high priority in the Bureau's ground control research program.

The U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) are participating jointly in a research program to evaluate the strength characteristics and air-leakage resistance of various proposed seal designs for use in underground coal mines. The full-scale seals were constructed in the USBM's experimental mine at the Lake Lynn Laboratory, air-leakage tested, then subjected to pressure pulses of 20 psig or greater. In experiments prior to this study, seven seal designs using solid-concrete blocks were tested. Only the standard-type seal passed the explosion and air-leakage criteria. Tests also were performed on four seals constructed with low-density foam blocks. All four of these seal designs withstood the pressure pulse. In more recent studies, nine cementitious foam seal designs of varying thicknesses and densities were investigated. Six of the nine designs successfully survived the explosion overpressures. Six wood-block convergence seals also have been tested. The typical 3-ft-thick, wood-block seal design currently used in many coal mines did not maintain its integrity, in the absence of convergence forces, following the explosion test. Five modified wood-block seals successfully withstood the 20-psig pressure pulse. Based on these tests, three alternative seal construction materials, cementitious foam, low-density foam block, and wood, have been approved by MSHA for use in underground coal mines.

This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. 'Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.
