The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

The policy of buying crude oil on a gravity basis , recently instituted by the major crude oil purchasing agencies in the Mid- Continent field , has caused a new and vital interest to be taken in the work of the U. S. Bureau of Mines for preventing evaporation of crude . From the early years of the industry oil men have recognized that the gravity of crude oil is usually an index of the gasoline content , but it has not been so generally known that the gravity of the crude oil decreases if evaporation is permitted . In 1919 the Bureau of Mines began a survey to determine the evaporation losses of crude petroleum in its various stages of handling from the well to the refinery , The results of this study are presented in Bulletin 200 ( Wiggins , J.H. , Evaporation losses of petroleum in the Mid- Continent Field , Bulletin 200 , U. s . Bureau of Mines , 1922. ) and Bulletin 225 ( Wiggins , J.H. , Methods of decreasing evaporation losses of petroleum , Bulletin 225 , U. S. Bureau of Mines , ( In press ) The findings of this survey were so startling that soon after the preliminary report had been published , several tank companies began manufacturing vapor- tight tanks for the purpose of reducing these important losses . Since that time the development of this type of apparatus has been so rapid that today , every oil trade journal carries numerous advertisements of vapor- tight tanks and equipment as well as technical articles dealing with various problems in connection with the elimination of evaporation losses , whereas three or four years ago the subject was scarcely even thought of. The present report has been prepared in response to numerous requests for information on the apparatus actually being used to prevent evaporation losses . At this time oil operators are also extremely interested in holding the lighter fractions in the crude oil in order to prevent a lowering in gravity . The practice of removing the vapors from crude- oil tanks by means of a slight vacuum and extracting the gasoline from them is not discussed here .

The stone-quarrying and related industries of the United States made large gains in employment in 1936 over 1935, according to reports furnished by operating companies to the Bureau of Mines, United States Department of the Interior. Not only were more men employed, but also increases were made in the number of man-days of labor performed and in the number of man-hours worked in 1936. The increase in employment, however, was accompanied by an increase in the number of accidental deaths and injuries among the workers and by a slight increase in the accident-frequency rate per million man-hours worked. The fact that the larger number of accidents resulted in only a slight increase in the accident rate is explained by the large gain made in the number of man-hours worked during 1936. The accident rate in 1936, although higher than in 1935, was the lowest and therefore the best that the industry has experienced in any previous year except 1932 since complete and comparable figures first became available in 1916, a period of 21 years. Operators' reports to the Bureau of Mines showed that the industry as a whole employed an average of 80,022 men in 1936 and that the men worked a total of 18,874,254 man-days or 147,064,448 man-hours. Accidents in and about the plants caused 91 deaths and 5,717 nonfatal lost-time injuries among the workers. The number of injuries and deaths represented an accident-frequency rate of 39.5 per million man-hours worked, compared with a rate of 38.2 in 1935.

A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.

The quarrying and related industries of the United States made a large gain in employment (man-hours of work) in 1942 with a somewhat smaller number of men employed than in 1941. This was accomplished chiefly by increasing the number of workdays per man and also by increasing the length of the workday. In spite of the greater volume of work performed, the industry had a more favorable accident-frequency rate in 1942 than in the previous year. Accident and employment reports from operating companies showed that the industry employed 84,270 men for an average of 271 days per man in 1942, with a volume of work of almost 181 million man-hours. The average workshift comprised 7.93 hours, and the number of man-shifts worked totaled nearly 23 million. Injuries from accidents in and about the quarries and plants caused disability to 6,461 employees, 112 of whom died as a result of their injuries, including 28 employees whose lives were lost in a single disaster. The accident-frequency rate in the industry was 35.73 per million man-hours worked, comparing favorably with a rate of 40.11 for the previous year. However, the figure for 1942 included a death rate of 0.62 per million man-hours which, because of the disaster referred to, was considerably higher than the fatality rate of 0.44 for 1941. Had the disaster not occurred, the fatality rate for the industry for 1942 would have been 0.46. The major disaster in which 28 lives were lost occurred on March 26 at the Sandts Eddy quarry of the Lehigh Portland Cement Co. near Easton Pa.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

Plastometric tests were made to determine the maximum thickness of the plastic layer for different U.S. coals . The effect of test variables on the maximum thickness of the plastic layer was studied . The values for the maximum thickness of the plastic layer were found to be related to the Gieseler maximum fluidity , plastic temperature range , free swelling index , and other plastic properties of coals . Only a general relationship was observed between the plastometric parameters obtained in these tests and the coking properties of coal .

The stone-quarrying industry of the United States, including such related operations as rock crushing, rock dressing, and the manufacture of cement and lime, reported a larger volume of employment in 1934 than in 1933. Reports from the operating companies to the United States Bureau of Mines showed an increase in the number of men employed, number of man-days of employment, and total number of man-hours of labor performed during the year. Moreover, the average worker had a longer period of employment during 1934, the gain amounting to 11 percent over 1933. The increase in employment was accompanied by no increase in accidents for the industry as a whole; in fact, the accident rate for 1934 was a fraction lower than the rate for 1933. In some branches of the industry the frequency of accidents increased, but these increases were more than offset by reductions in rates for other branches. Reports for 1934 were received from 1,403 active plants. The working force averaged 64,331 men for 204 days per man, and the total period of employment for all of the men was 95,258,880 man-hours. Each employee averaged 1,481 hours of work during the year. The total number of hours of labor represented a gain of more than 8 percent, and the average working time per employee showed a gain of 62 hours per man.

Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

Not since complete records of accidents first became available has the safety record of the quarrying and related industries of the United States been as favorable as it was in 1940. The combined accident-frequency rate was lower and therefore better than in any year since 1916, the first year for which complete and comparable figures are available. Although operating companies began to furnish accident reports to the Bureau of Mines in 1911, the reports for that year and the next few years were obviously incomplete as to number of accidents reported, especially slight injuries involving only 1 or 2 days of disability of the injured employees. By 1916 the reports from operating companies appeared to be reliable as to completeness of coverage of slight injuries. Although the number of men employed in 1940 was by no means a record, it represented a gain over each of the 2 preceding years. Likewise, the number of man-hours worked during 1940 was larger than in 1938 and 1939.

A general increase in employment prevailed in the stone-quarrying industry of the United States during 1941 compared with 1940. Likewise, more accidents occurred to men working in and about the quarries, with the result that the accident-frequency rate for the industry as a whole was higher in 1941 than in the previous year. Reports from operating companies to the Bureau of Mines, covering open and underground quarries, as well as rock-crushing and rock-dressing plants, cement mills, and limekilns at or near the quarries, showed a total of 86,123 men employed and a total of more than 22 million man-days of labor performed during 1941. The total working time of the industry averaged 260 days per man. Measured in man-hours, the volume of work equaled 173 million, an average of 2,011 man-hours per employee.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Progress made by the quarrying and related industries of the United States during 1939 included increases in the number of men employed and the number of man-hours worked and reductions in the death and injury rates per million man-hours of exposure to risk. Forty-seven States reported quarries in operation; in each of 26 States the industry employed 1,000 or more men. Of these 26 States, 16 reported lower accident rates than in 1938. Among the operations of various types for which separate figures are published in this bulletin, the limestone, lime, and cement groups reported lower accident rates. During 1939, 79,449 men were employed in the quarrying industries. The period of operation of the plants averaged 236 clays per employee, with a total working time that equaled nearly 144 million man-hours. Accidents at the plants resulted in 48 deaths and 5,204 disabling injuries among the workers. Expressed as frequency rates, the accidents represented 0.33 fatality and 36.18 injuries for each million man-hours of work performed during the year. The major cause of fatal accidents inside the quarries was falls or slides of rock or overburden; nine deaths were reported from this cause. Four men were killed by explosives and four by falls of persons. Nonfatal injuries inside the quarries were clue chiefly to handling materials; about one-sixth of the total number at all operations in connection with quarries and related plants were in this class. Flying objects also caused numerous injuries, although only about one-half as many as did handling materials. Next in numerical importance were injuries from falls of persons. Then followed accidents caused by falls or slides of rock or overburden and accidents caused by machinery.

The use of oxygen breathing apparatus during rescue and recovery operations at both coal and metal mines has become so commonplace that there is a tendency for the industry not to give such apparetus the full measure of credit that it deserves in any particular disaster , therefore , the data presented herein should give some idea of what has been done in this regard during the past 15 years that is , up to 1910 by the Technologic Branch of the U. S. Geological Survey , and thence ( to the end of 1922) by the U. S. Bureau of Mines .

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). "After many years of safety activity in the United States in one form or another it becomes increasingly evident to those in contact with safety work that to achieve continuous good results in accident prevention there must be an aggressive organization behind the safety movement at each mine with fairly definite plan and policy. A study of the methods used by various companies and the results they have attained will be of value to the common cause of safety promotion.A study has been made of the safety records of the Menominee iron range in the Lake Superior district, and of data from the county mine inspector's report. Several companies on this iron range that have attained a certain measure of success in their work of accident prevention have given data, and a summary of their safety methods is presented.The Menominee iron range of Michigan lies in the southern portion of the upper peninsula of Michigan, bordering on Wisconsin. It consists of two main. divisions--the West Menominee Range, situated in Iron County in the vicinity of Iron River and Crystal Palls, and the East Menominee range situated in Dickinson County in the neighborhood or iron Mountain, Mich. The mines about Iron River and Crystal Falls are peculiarly subject to fires in a carbonaceous, sulphur-bearing black slate which appears in the footwall. This gives considerable trouble because fires in this material start from spontaneous heating. The methods of mining are top slicing and open stoping, working on benches along the sides of the stopes. The character of the ground varies from medium Soft ore to relatively hard ore which permits open stoping. Approximately one-third of the operating mines are equipped with a fan for main mechanical ventilation. The remainder are ventilated by natural draft. The East Menominee range is the older, top slicing having been used there for a number of years, and the timber mats have boon well developed. In common with all districts, some companies pay more attention to safety than others, although, those which do riot have the best records do pay some attention to safety.During the past three years the annual production per man employed has remained about constant, but in many mines a general decrease is shown in the accident record. The variation in the results attained can be ascribed mainly to the earnestness with which accident-prevention work is pursued, essentially regardless of the method of mining used. This is shown to be generally true, because the record indicates a steady decrease in one mine with an active safety department, while in adjoining mines with the same kind of ground and method of mining but where not such intensive attention has been paid to safety work, the accident record is high."
