All general measures of the safety record of the coal mining industry worsened appreciably in 1970. Injury experience for the year was 260 fatal and 11,552 nonfatal injuries at respective frequency rates of 1.00 and 44.40 per million man-hours of worktime. The fatality total was 57 higher and the rate of occurrence was 18 percent higher than the corresponding figures of 203 fatal injuries with a frequency rate of 0.85 in 1969. The worsened fatality record in 1970 resulted primarily from a major disaster (a single accident which results in the death of five men or more) on December 30, 1970, that killed 38 men. There were no major disasters in 1969. The total of 11,552 nonfatal injuries in 1970 was the highest annual total since 1960. It was 1,635 higher and the frequency rate was 6 percent higher than the corresponding totals for 1969 of 9,917 nonfatal injuries occurring at a rate of 41.76. The injury severity rate of 8,308 days lost or charged per million man-hours was 13 percent worse than that of 7,359 in 1969. Similarly, the average severity of 183 days lost or charged per injury in 1970 was 10 days or 6 percent higher than in 1969. Aggregate worktime of 260.2 million man-hours and production of 609.8 million tons in 1970 were, respectively, 10 and 7 percent higher than in 1969. An average of 144,480 men were at work on an average of 227 active days in 6,316 mines and 544 mechanical cleaning plants during 1970.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. "The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.INTRODUCTIONAny location in a coal mine where 5 pct or more of methane is present constitutes a potential site for an explosion and roof cavities are likely locations. Unfortunately, little is known about the buildup of methane in roof cavities. Some research has been done using scale models where no air flows past the cavity so that methane disperses only by diffusion (5) 4 a rare situation in mines.No known cavity-model investigations have been made that simulate air and methane flow conditions normally encountered underground. These Bureau of Mines studies were undertaken to determine the extent and manner of methane buildups in coal mine roof cavities with air velocities in the range normally found in coal mines and with various methane emission rates."

During some distillation experiments conducted by the Bureau of Mines in cooperation with the Trent Process Corporation it was observed that amalgams of heavy petroleum oils and finely pulverized coal tended to produce a denser coke than that obtainable from the coal when retorted alone . Even anthracite coal when retorted with oil yielded a coke . This led the writers to believe that by mixing a lowrank coal ( sub-bituminous or even lignite ) - with asphaltic oil and retorting it, a coke suitable for domestic fuel could be made . Thus there was contemplated the production of domestic coke and the utilization of a low- grade oil in one operation . - In order to decide on the practicability of this process , it was necessary to know the value of products obtainable by such a method , as compared with those obtained by separate distillation . A laboratory method was therefore devised , and while it was realized that no small - scale testing apparatus for destructive distillation gives results that are directly applicable to commercial - scale operations , by keeping distillation conditions uniform for comparative tests , results were obtained valuable for purposes of comparison . The plan was to distill mixtures of coal and oil in a laboratory retort , and then distill the constituents separately under the same conditions . The comparative quantities of products yielded were thus directly obtained , and their quality was determined by analysis . The following are the main points investigated : ( 1 ) Quantity and quality of coke ; ( 2 ) Quantity of oils boiling below 221 °C . ( gasoline stock) and oils boiling at 221 to 300° C . ( kerosene stock) ; and ( 3) Quantity and quality of gases .

Heat-capacity measurements of sodium dimolybdate (Na2Mo207) and sodium ditungstate (Na2W207) were conducted over the temperature range from 51° to 298° K. The entropies of the two compounds at 298.15° K were calculated from the heat-capacity values and were used, in conjunction with other entropy data, to evaluate the entropies of formation of the compounds from their constituent elements and oxides.

This report presents guidelines on methods of dust control in conventional coal mining operations. The normal mining cycle and equipment used in a room and pillar conventional section are described. Main ventilation, section ventilation and face ventilation are discussed in detail. Proper installation of line brattice, maintenance of proper air flows at the face and split ventilation are stressed. The effects of maintaining the end of the line brattice near the face are described. The advantages and disadvantages of blowing and exhausting face ventilation are presented. The use of water sprays on cutter bars and loading machines is described. The design of a nonclogging water spray system developed under a Bureau of Mines contract is presented. Other methods of reducing dust exposure are discussed and include alternative procedures for shot firing and administrative controls.

"Present Situation:At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as a paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, N. W., Washington, D. C., where the tests are being conducted."

Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. "The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

The vapor pressures of liquid molybdenum and liquid zirconium were determined by the Langmuir free-evaporation method. An electron-beam furnace with a water-cooled copper crucible was used for melting. Temperature was measured with a two-color ratio pyrometer. The vapor-pressure data led to the following equations: [log p (atm) = 5.429 - 28,380 T for liquid molybdenum in the range 2,890° to 2,990° K, and log p (atm) = 6.521 - 30,940 T for liquid zirconium in the range 2,229° to 2,795° K.] Third-law evaluations of each data set gave mean heats of sublimation (298.15° K) of 157.6 ± 1.8 kcal/mole and 148.4 ± 2.4 kcal/mole for molybdenum and zirconium, respectively, where the uncertainties are two standard devia¬tions. Second-law standard heats of sublimation determined from sigma plots and tabulated enthalpies were 143.5 ± 2.7 kcal/mole and 149.2 ± 3.8 kcal/mole for molybdenum and zirconium, respectively. The better agreement in heats of sublimation for zirconium is attributed to the 566° K temperature range studied which permitted a more accurate definition of the vapor pressure curve than could be obtained from the 100° K span for molybdenum. This supposition was verified by making a sigma-prime plot which utilized solid vapor pressure data for molybdenum to extend the evaluation range by 800° K. This gave a standard heat of sublimation of 155.2 ± 1.6 kcal/mole which is in good agree¬ment with the third-law value. The plot also gave a standard entropy of sublimation (298.15° K) of 35.73 ± 0.48 eu.

"INTRODUCTION Dark soils are commonly believed to be better for agricultural purposes than light-color soils. Much of this feeling may be purely psychological, as many persons have unconsciously acquired the habit of associating richness of soil with color light soils, however, may be just as rich in humus and plant foods as the best of the dark soils. A dis-cussion of the manifold attributes that play an important role in soil technology is beyond the scope of this paper, but the color factor will be considered, as it has a particular bearing on some field experiments using coal-mine waste as a darkening medium.It has been established that dark soils absorb more of the sun's radiation, consequently are maintained at a higher temperature than light soils. This physical principle is applied in our daily lives in the choice of clothing. White clotnes in summer are cooler than dark ones. Conversely, dark clothes in winter are warmer than light-color clothing. A decided advantage of dark soils over light soils is the higher average temperature of the former, resulting in an earlier maturing crop. This advance of the maturing season may range from a few days to a month, depending on such factors as climate, crop, and degree of color of the soil. It has been reported that in parts of Russia where the growing season is short, perhaps comparable to that in Pennsylvania and. New York, cotton has been grown successfully on soils originally of light color, but darkened with coal, dusts. The growth of cotton is, accordingly, speeded up a full month. 3/"

Correlations were made on experimental data for four New Mexico ore series to determine relationships between ore grade and uranium extraction during leaching operations. Such relationships provide information needed to predict the long-range supply of minerals to meet national economic and strategic needs. Results show that other ore constituents and gangue materials in addition to uranium grade influence uranium extraction. In general, tailing grades decrease and uranium extraction increases as both H2S04 and NaCl03 concentrations increase. Terminal emf and terminal pH also were studied. Similar trends appeared for all ores; however, specific combinations of results also were observed for individual ores and ore series. Experimental results indicate that uranium extractions are higher for lower uranium feed grades than predicted by other estimates. Three factors--uranium feed grade, H2SO4 concentration, and NaC103 concentration--were used to design factorial experiments for each ore series. Four additional feed assay factors--V205, Fe, C02, and CaO--were included in regression equations to account for some of the variation in data. The three factorial factors are represented in the regression equations by linear and exponential terms of the form D i'1*G i + Di,2 *e Di, 3*Gi. The four additional assay factors are represented by linear and squared terms of the form Di,*Gi + Di,2*eDi3*Gi. where the Di, ,J are coefficients, the Gi are factors, and the symbol * represents multiplication in computer notation. The interactions of the factors are represented by products of the nonlinear terms for all pairs of the factors.

A tube-wall reactor with a Raney nickel catalyst deposited on the outer wall of the tube by flame spraying is effective in the practically complete conversion of 3H2+1CO synthesis gas to a high-Btu gas (methane) at an hourly space velocity of 7,000 volumes of gas (NTP) per hour per volume of annular volume. Partially reacted synthesis gas containing an appreciable amount of methane can also be treated in this reactor to increase the heating value to over 900 Btu per cubic foot. Excellent heat removal through the metal wall to a coolant and temperature control were obtained. The heat transfer co-efficient from the catalyst to the coolant was about 275 Btu per hour per square foot per ° F. Synthesis tests were conducted with tubes 1.2 inches in ad by 6 inches long, and 1.3 inches in od by 36 inches long. When operating at a synthesis gas rate of 100 to 120 scfh per square foot of catalyst-coated tube, catalyst life was long enough to realize a catalyst cost for the raw Raney nickel alloy of about 0.3 cent per 1,000 cubic feet of pipeline gas (900 to 950 Btu per scf). Gas recycling at ratios of 1:1 to 3:1 was effective in increasing conversion and in extending the life of the catalyst to about 16 weeks. In cost and in operating characteristics the tube-wall reactor compares favorably with the fluidized-bed and hot-gas-recycle reactor systems for the synthesis of high-Btu gas from H2+CO.

The cause of many deaths and extensive property damage in coal mines resulting from explosions and mine fires has been directly attributable to electric cable failures (including splice failures). The Federal Bureau of Mines data show that out of 355 underground coal mine fires investigated from July 1952 to January 1960, 103 (29 percent) were directly related to trailing cables. These cable failures resulted in the death of 7 men and injuries to 37 others. These potential hazards have become greater, obviously, through the widespread adoption of mechanized mining methods with electric-driven machinery powered through trailing cables according to Young,4 68.1 percent of the total bituminous and lignite production of the United States was mined underground in 1959. About 85 percent of this production was attained by mechanized loading methods. A large majority of the mines using the hand- loading methods also used equipment with trailing cables such as cutting machines, drills, and gathering locomotives. The problem of minimizing the loss of life, resources, and equipment from cable failures should be of concern to the management of all coal mines. It would be misleading to imply that no consideration has been given to the problem and its associated hazards. Through research cable manufacturers have endeavored to develop trailing cables that will withstand the severe service imposed by underground mining conditions. Technical research groups have undertaken studies for determining improved procedure and materials for field splices. Coal companies have instituted cable maintenance programs with a view toward the reduction of cable failures and consequent improvement in safety and efficiency of operations. The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

With a return to coal as a major energy source for many companies, more emphasis is being placed on recovery of coal from areas that were formally considered uneconomical to mine. Increasing emphasis is being placed on production from low coal (seam height 48 inches or less) as high coal seams are depleated. Mining in restrictive spaces requires unusual work postures that can turn easy jobs into demanding ones. The objectives of this research were: (1) to evaluate the job demands associated with low coal mining, (2) to survey the anthropometry, strength, and aerobic capacity of low coal miners to determine if they differ from the U. S. population, and (3) to recommend, on the basis of available information, optimal job and work station design for low coal mining. This research effort was supported by the U. S. Bureau of Mines. The male and female anthropometry with the exception of weight and circumferential dimension, was quite similar to the comparison population. Back strength for male and female miners was significantly lower than the industrial worker population. This can be one of the contributing factors of low back problems in mining. Shoveling, timbering, and helpers tasks were physiologically demanding activities. However, due to the frequent stoppage of work, adequate rest was usually available. If work stoppage is corrected, then better work/rest schedules are essential.

The past full year of war has increased greatly the demand for virtually all kinds of fuel, and the Bureau of Mines research and service facilities have been extended to meet these unprecedented requirements. Liquid fuels, such as aviation and motor gasolines, are fundamental to modern warfare. Bituminous coal and anthracite are needed, not only to servo the expanded industrial program for which coal normally is used but also to replace natural gas, wherever possible, and fuel oil in the Eastern States, New England, and the Pacific Northwest. Railroad transportation with energy derived from coal is replacing much of the motor-vehicle transportation that has been stopped or curtailed to conserve rubber. Pulverized coal hoe been sound to be a satisfactory and cheaper substitute for fuel oil in metallurgical heating furnaces. Celloidal fuel - a mixture of coal dust and oil - may offer a partial substitution for curtain coal-burning equipment. Several industrial experiments have been made with this type of fuel. The expansion of the steel industry in connection with the war program has required a corresponding increase in the production of metallurgical coke and its associated byproducts - light oil, tar, ammonium sulfate, and surplus gas. If the war is of long duration and new reserves of petroleum are not discovered, wartime trends from fuel oil to coal probably will not be reversed.

Every finding of the year's work, obtained under stress to meet present objectives, contributed to postwar needs, because the very nature and constitution of petroleum and natural gas require that research be conducted along the same general lines whether the results are applied in peace or war. More than 40 reports were submitted to the Petroleum Administration for War and others concerned with (1) evaluation of crude oils to determine their content of aviation-gasoline base stock, (2) evaluation of base stocks for blending with high-octane, synthetically manufactured components, (3) analyses of naphthas to determine their content of various types of hydro-carbons, such as benzene and toluene, and (4) the improvement of quality of marginal base stocks to meet future requirements of aviation gasoline. This upgrading of marginal stocks is being attained by selective distillation and chemical and catalytic removal of sulfur compounds. Asphalts were studied with respect to the characteristics of their various constituents in order to compound them, in the same way that aviation fuels now are being "built" to meet exacting requirements. The work previously initiated to give the industry fundamental data on thermodynamics of hydrocarbons progressed satisfactorily, and the heats of combustion of 10 hydrocarbons in the lubricating oil -range of petroleum were determined. Thermodynamic data requiring highly specialized techniques are so broad in application that their commercial usefulness is not yet fully appreciated.
