In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

The effects of electric shocks on man are an important factor in the design of power systems and protective devices. The current levels just below let-go and just prior to the onset of ventricular fibrillation must be known and taken into consideration in the design of power systems and protective devices. Isolated (ungrounded) electrical distribution systems are compared with resistance and solidly grounded systems. The advantages and disadvantages of each are discussed and recommendations are made. Transients on coal mine power systems are a problem that, until recently, have been ignored. Transient voltage levels that can be expected on both the high and low side of the load center and the effects of transients on electronic equipment and personnel are covered.

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. An initial evaluation of the flow of cobalt-containing materials in the United States was prepared. The following aspects of materials flow were included: cobalt released as a result of mining and processing other metals and minerals; scrap generation and subsequent recycling or cobalt recovery; and cobalt losses resulting from the generation of wastes, dissipative uses, and disposal of used products. Where possible, estimates were made to quantify the amount of cobalt lost from the materials flow. More than 2,000 metric tons (mt) of cobalt are released annually from mining and mineral processing in the United States, including 480 mt of cobalt in coal produced in the United States. Metallurgical industries examined in this study have well-established recycling or cobalt recovery practices. The petroleum industry recycles spent catalysts, and some chemical catalysts are also recycled. Losses generated during cobalt chemical and powder processing were estimated at 50 to 80 mt of cobalt annually. Losses from alloy processing and the manufacture of parts and products were estimated to be 360 mt. These industrial losses are greatly outweighed by an estimated 2,780 mt of cobalt' consumed in the United States each year to make products that will ultimately be disposed of.

This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

There?s no denying that mining is a male-dominated industry. Yet thanks to technologies developed over the last 20 years, societal changes in sex role stereotyping, individual determi­nation, and the willingness of companies to train women, there are no jobs in mining today where women are not represented. Women are drillers and electricians as well as drivers of heavy equipment and haulpack trucks. They perform jobs ranging from field exploration and metallurgy to clerical and janitorial and warehousing positions, from prospectors and underground blasters to geologists and land reclamation experts, from communicators to legal experts on mining law and more. The Women?s Mining Coalition, founded in 1994 to shepherd responsible legislative mining reform, estimates that 20 percent of the workers in the mining industry are women. Although women are concentrated in clerical and adminis­trative jobs, at least 10 percent are in non-traditional, hardhat jobs, claims the group. There are women in management, but the numbers in senior management remain small, especially in larger companies.

This paper deals with the second phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the results public as rapidly as possible. Part 1 dealt with the resistance of unobstructed entries and was issued as Serial 2621 of the Bureau of Mines, in July 1924. Description of tests. After the resistance of an unobstructed entry to flow of air had been determined by tests in the Experiment mine, mine cars were; run into the test section in various arrangements and the increase in resistance was determined. The cars used were of the wooden type with loose end gate, and would hold about one ton of coal, level full. They were 7 feet long. 4 feet 2 inches wide above the wheels, 3 feet high, and had a cross-sectional area of approximately 10 square feet. The average area of the entry was about 57 square feet, the ratio of unobstructed to total area being about 17.6 per cent. The track gage was 42 inches and the wheel-base 20 inches.

"With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. A comprehensive report an this work is in course of preparation, but in order to place the practical results before the mining fraternity immediately and in condenses form, the more important features will be presented in a number of short papers. The present report is the first of a series dealing with the resistance of coal-mine entries to the flow of air and considers only entries in which there are no obstructions other than the natural roughness of the ribs, roof, and floor.]

"The Industrial Commission of Utah from a study of the accidents (especially the fatalities) occurring in connection with mining in the State was struck by the large number arising from lack of due care on the part of the employee injured or carelessness on the part of some fellow employee. Figures show that approximately 40% of the deaths are due to carelessness as against only ) 10% or 12% that can be laid to faulty conditions in the mines. With a view to reducing the number of these accidents an intensive campaign of education was inaugurated, conducted jointly by the Industrial Commission of Utah and the United States Bureau of Mines.Through the cooperation of the U. S. Bureau of Mines, Mine Rescue Car No. 11 operating in Utah has been utilized as the means of carrying on the campaign. In making the regular training visits to the mining camps of Utah the crew of car 11 was authorized to include with the courses of instruction in Mine Rescue and First Aid, safety and health rallies, foremen's safety meetings, and appeals carried on through the public schools to stimulate an awaking of personal responsibility of miners and their familiar' in safety and health endeavor. The work was placed under the direct charge of Dr. Murray who has had previous experience in similar work and brought to the campaign helpful enthusiasm. He was assisted by Bruce Johnson, fore¬man miner of Car 11, who had been safety engineer for the U. S. Smelting Company, and R. W. Clark, first aid miner of Car 11. The expense of providing posters, literature, pledge cars, buttons, rental of special educational films and incidental expenses of foremens' meetings has been born by the Industrial Commission.Plan of the Campaign.In planning the campaign the main object was to revive as much as possible, among the workers, a spirit of responsibility for safety. Any considerable reduction of preventable accidents can be accomplished only through the workers themselves who are responsible for such accidents, therefore, the more personal the application could be made to all the workers the greater the accruing results would be."

A large number of organizations interested in the search for mineral deposits have adopted the magnetic method of geophysical prospecting, as it has proved to be the most simple, convenient, and rapid, and at the same time the least expensive in comparison with other methods. According to the last statistical data, about two millions square kilo¬ meters were explored in the United States by different geophysical methods. Ninety-six per cent of this area was prospected for oil and 4 per cent for minerals. Detailed exploration by means of the magnetometer has been carried out over about 85 per cent of this surface. The great advantages offered by this method resulted in the fact that the magnetometer was tried out in most places in which geophysical methods were applied. The main purpose of such e:rploration is to obtain the maximum knowledge valuable to the geologist; therefore good geological interpretation of the results of measurements is important. The possibility of drawing practical conclusions from a map representing the results of the study of the terrane depends greatly on the accuracy with which the measurements are made. The purpose of this article is to show the different sources of error by which the work of an operator may be affected and to discuss the means by which the carrying out of a magnetic survey may be improved.

[Stimulative methods of production, whereby the total recovery of oil from natural reservoirs is increased, have come into considerable prominence during the past 15 years. In many oil-producing areas properties considered ready for abandonment by ordinary producing methods have responded to some form of stimulation, and their economic lives have been extended. The stimulative method having widest application is the injection of air or gas into the reservoir formations through selected input wells and is commonly referred to as the ?gas drive." As a result of the many successful "gas-drive" operations operators are depending more and more upon this method for increasing the ulti¬mate recovery of oil from their properties. A number of factors influence the efficiency of different gases as propulsive agents in recovering oil from sands. Gases of high density and viscosity shrew a tendency toward a slightly higher efficiency than those of lower density and viscosity. The solubility of the gas in the oil also affects the efficiency of oil recovery. Not only does dissolved gas decrease the viscosity of the oil, but dissolved gas that expands from solution in the oil tends to increase the effectiveness of a "gas drive." Interfacial tension between the oil and the gas and its effect upon the recovery of oil by gas injection are factors of which little is known. Dr. A. G. Loomis5 expressed the opinion that interfacial tension probably plays a minor role in the recovery of oil, except under conditions that produce a gas-oil foam. In connection with the above physical properties that influence the action of a pressure medium, control of the injected volume of the pressure medium is perhaps the major factor. The rate ofg;as injection determines to a great extent the amount of slippage and the resulting efficiency of the operation. The importance of volume control is realized when one considers that frequently it is the only factor that is under complete control of the operator.]

"Part IV.- The Resistance Caused by Right-Angle Bends. IntroductionThis paper deals with the fourth phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the major results public as rapidly as possible. Parts I, II and III were issued as Serials Nos. 2621 (July 1924), 2647 (October 1904) and 2671 (March 1925) and dealt with the resistance of unobstructed entries, the resistance due to mine cars and, the resistance of timbered entries respectively.Description of the Tests With the last cutthrough between the two butt entries of the test section in the Experimental Mine open, the air flow was deflected, around two right-angle bends in the same direction, the butt entries being 50 feet center to center and approximately 6 by 9 feet in cross section. Each bend had a dead end opening off of it; that at the first bend was in the direction of flow and that at the second bond was at right angles to the flow. For a primary test condition the inner corner of each bend was trimmed square and the dead ends were closed off with board brattices set flush with the line of the cut-through.The two corners of the first band were, then modified both independently and in conjunction. Various modifications of both bends in conjunction were also tested with rather surprising results as to the effect of conditions at the first bend, upon the pressure losses at the second. To confirm the theory developed to fit these results a series of tests were made to give a direct comparison of the -pressure losses as between two bends with the air flow deflected in the some direction at each and with the air flow deflected in opposite directions. The former is designated ""double"" and the latter a ""reversed"" right-angle bend. This series of tests was conducted, however, on the bends at one of the intermediate cutthroughs at which the flow could be deflected us either direction at the second, bend. Here also the average cross-section was 6 by 9 feet and the bends were 50 feet apart."

The Bureau of Mines has developed the shearer-clearer--a new type of dust control system for longwall shearers. The system partitions the airflow around the shearer into a clean split and a contaminated split. The dust cloud is confined to the vicinity of the coal face, while the shearer operators remain in the clean split on the gob side of the machine. The shearer-clearer operates on the principle that each water spray moves air like a small fan and can be positioned to direct the dusty air towards the face. The hardware is inexpensive and can be installed in a single shift. It consists of several strategically mounted water sprays and one or more passive barriers. Laboratory testing indicates reductions 1n shearer operator dust exposure as high as 97 pct. Preliminary results from an underground demonstration in one mine also indicate that considerable dust reductions at the shearer may be obtained. In conjunction with the development of the shearer-clearer, dust surveys were conducted in three other mines to determine if some shearer spray systems currently in use partition the flow in a manner similar to the shearer-clearer, and if so, whether this partially accounts for markedly cleaner conditions on some longwalls. Results from these surveys indicate this to be the case. A feature of the cleaner longwalls was a downwind orientation of their water sprays, which is a key element of the shearer-clearer system. The shearer-clearer system described in this report was designed for an Eickhoff EDW 300 shearer working a 7-foot coal seam. The testing to date has concentrated on cutting directions counter to the primary airflow. The development effort continues for different mining equipment and conditions. It is expected that different systems will be required to accommodate the range of conditions occurring underground. Application of the system presented here to conditions different than those described is not likely to produce the same results.

The method of constant compositions involves the determination of the time required for the attainment of a given conversion at various temperatures. Heretofore, it has been used in evaluating the energy of activation only. A development of the method, made in the present study, makes possible the evaluation of the functional dependence upon composition and the frequency factor in addition to the energy of activation. INTRODUCTION Kinetics of reactions are best analyzed in the light of the mechanism, energy requirements, and forces involved in the reaction. Such physico-chemical information is not often available in solid state phase transformations. The reaction rates are followed by changes in a physical property during the course of the reaction, and repeating the experiment at different temperatures permits the determination of activation energy only. The possibility of a complete kinetic analysis by such a purely "phenomenological" approach has been questioned.4/ In this report a method is developed making possible the evaluation of the functional dependence upon composition and frequency factor in addition to the energy of activation. The application of the method to a study of solid state order-disorder changes is demonstrated.

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of erromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnaoe to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce forromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces Lave been given in previous reports.5 The m$ or part of the experimental work on the second step has been conducted in a half-ton open-hearth furnace. Some preliminary tests showed, however, that the electric furnace has some distinct advantages over the open hearth for producing, from high-phosphorus spiegel, a slag containing from 45 to 55 per cent manganese and phosphorus and iron in amounts required for ferro-grade ore. The electric furnace tests described in this paper were made to get more information as to the possibilities of the electric furnace in connection with this problem and to study the fluxing effect of alumina on high-manganese slags. Herty, Conley, and Royer have reported' results of laboratory tests which showed that slags containing from 60 to 75 per cent MnO, from 8 to 10 per cent S102, and small amounts of CaO MgO, and FeO, were sufficiently fluid at 1,450° to 1,550° C. to pour readily if 12 to 14 per cent alumina was present. The Experimental Mine of the United States Bureau of Mines is a unique coal mine that serves as a large-scale testing laboratory. It is used primarily for testing the explosibility of coal-dust and gases but is also the workshop for many other kinds of research work of which the chief object is to increase safety in mining. The mine is situated in Allegheny County, Pa., about 13 miles southwest of Pittsburgh among the high hills of the west bank of the Monongahela River, at the northeastern edge of the gas-coal district of the Pittsburgh coal bed which extends south through the Connellsville coking-coal district into West Virginia. The Pittsburgh bed, of the Upper Carboniferous age, is one of the most extensive continuous coal beds in the United States, if not in the world. Throughout large areas it shows remarkable uniformity of thickness, levelness, and character of coal, which is a coking coal of high-grade bituminous rank. Its thickness in the northern part is 5 to 5 ½ feet and in the central and southern part is 7 to 9 feet.
