The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

Inquiries and instructional work on the determination of the number concentration of dust in atmospheres known or suspected to contain pneumoconiosis (silicosis and asbestosis) - producing particulate matter indicate a need for a description of the impinger method used by the Bureau of Mines. The impinger method consists of the collection of dust in a liquid medium and the counting under the microscope of the particles in a known portion of this liquid. The dust-collecting device is called an impinger. The dust in the air drawn through this collector at a known rate impinges at high velocity upon a smooth surface under a bubbling column of liquid. The dust is either picked up from this surface by the liquid or removed from the air as it passes through the liquid.

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantitieS', a series . of tests was begun in the fall of 1909 under the supervision of tT. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for exaIp.ple, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New R~ver (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a fu11 account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included. The tests of New River coal, in cooperation with the Navy Department, were undertaken to determine the advantage to be gained by storing coal under water, and particularly under salt water. Small lots were used in order to make the tests of maximum severity, and parallel experiments were made with run-of-mine and crushed coal under one-fourth inch size. All of the small lots tested under the different conditions (except those tested near Key West, Fla.) were taken as representative portions from one large original lot. The tests of Pocahontas coal, which, like the New River, is semibituminous, were undertaken chiefly to determine th.e effect of the tropical conditions in Panama. They were made on an outdoor pile of 100 tons of run-of-mine coal. Pittsburgh gas coal, a high-volatile, bituminous type used at gas and by-product coke works, was exposed for test at Ann Arbor, Mich., in cooperation with the University of Michigan. The university agreed to make tests at successive intervals of storage to determine, in its illuminating-gas experiment station, the yields of gas and byproducts from the coal. The coal, screened lump, was stored in about 4-ton lots out of doors in open bins. Subbituminous coal, which is mined in Colorado, Wyoming, and other States, and is known also as "black lignite," is commonly supposed to deteriorate rapidly in storage, especially by "slacking" or crumbling of the lumps. The tests herein described were undertaken at Sheridan, Wyo., in cooperation with the Chicago, Burlington & Quincy Railroad Co., in order to determine the extent of this slacking and the accompanying loss of heat value. The tests were in open bins holding 4 to 12 tons.

The production of sponge iron is one of the earliest arts in the metal¬lurgy of iron and steel. The idea of producing iron direct from ore at temperatures lower than the melting point of, the iron has persisted throughout the centuries. The purpose of this paper is to present a general picture of the methods, proposed or tried within the past 100 years, for producing sponge iron by treating hot ore with heated reducing gases. The abundant literature has been abstracted, and quoted freely. Publications concerning more detailed information on the various methods are referred to in the footnotes and in the bibliography.

Intensive work on the deoxidation of steel with manganese-silicon alloys by the U. S. Bureau of Mines has shown that the use of those alloys, which may be produced from our domestic manganese ores, would decrease the ferromanganese requirements of a very large tonnage of our steel by from 60 to 80 per cent and in some cases by 100 per cent. The open-hearth heats made with these alloys have been of excellent quality. The tonnage of our ferro-grade ores Which has been made available by the bureau's ore-dressing studies, combined with the products resulting from such processes as those developed by the bureau and by Bradley for Cuyuna ores, should easily fill our reduced ferromanganese requirements when manganese-silicon alloys and ordinary Spiegel are used in the way described in this report. There are no technical difficulties in the application of this practice, and any difficulties involved in its wide and immediate application would only be those arising from habituated ideas of the necessity of ferromanganese. General acceptance of this practice and development of the available sources of domestic ferro-grade material by already proven processes should make this country independent of foreign ores. "INTRODUCTION Preliminary examinations of the Mohawk zinc prospect were made by John 14. Price and the author in July, August, and September 1943. Considerable quantities of oxidized lead and zinc minerals were found in old shallow work¬ings along two faults - one an over thrust fault with Paleozoic limestone in the hanging wall overlying Cretaceous shale and arkose in the footwall of the fault, and the other a bedding fault in the Paleozoic limestone.The chances appeared good for finding important lead-zinc sulfide ore bodies at 200 to 300 feet beneath the surface, so exploration in three steps by the Bureau was recommended:Surveying, mapping, and character sampling of the outcrops with topographic and geologic mapping of the immediately surrounding area.Preliminary drilling of four test holes, aggregating about 1,500 feet, to locate the top of a possible sulfide ore zone and determine the thickness and intensity of the sulfide mineralization.Contingent upon favorable results of the second step, diamond drilling of about 6,300 feet of additional hole to explore the sulfide ore bodies.The outcrops were surveyed and sampled, a topographic map was made of the area, and the geology was mapped. A project was set up for preliminary drilling of step 2 in the fiscal year 1944-45. An access road to the drill sites was built in April 1945. Diamond drilling was started on April 28 and completed on September 25, 1945, under the supervision or the Bureau of Mines. The exploratory work is covered in this report."

Preliminary examination of the McCormick chromite property was made by the Federal Geological Survey and the Bureau of Mines during the spring and summer of 1943. In October 1943 an exploratory project was undertaken by the Bureau in cooperation with the Survey and was completed in February 1944.The urgent need during the war for high-grade lump chromite such as produced at the McCormick mine, was one of the pertinent reasons for the project. The McCormick mine is situated about 12 miles southwest of the town of Sonora, in the foothill belt of the Sierra Nevada Mountains, Tuolumne County, Calif. The chromite occurs as irregularly shaped lenses in masses of dunite contained in a steeply dipping, sheared, serpentinized zone of peridotite, near a contact with granodiorite.

During August 1943, the Bureau of Mines undertook sampling and measuring of the Kennedy zinc tailing pile near Hazel Green, Lafayette County, south-western Wisconsin, as part of a general investigation of this lead-and zinc-producing area at a time when it was extremely important to increase the production of metals for the Nation's War program. The tailing pile was the residue from old jigging plants that treated ore from the Kennedy mine, one of the oldest and. largest mines in the district. Because retreatment of tailing by modern milling methods was proving economically successful at other sites in the southwestern Wisconsin field, the Bureau?s investigation was designed to assist the potential operators in evaluating the feasibility of a retreatment operation at this site. The study involved measurement of the tailing pile and sampling by means of auger to determine the average metal content within the narrowest possible limits. A total of 46 auger holes ranging in depths up to 40 feet and aggregating 886.5 feet of bore were drilled in the tailing pile, and weighted samples from each hole were analyzed and averaged to determine the zinc and iron content of the tailing.

"SummaryAs part of an effort.to understand the mechanics of fine fragment formation in coal, which is important in studies of respirable dust due to mining, fracture toughness measurements and the strain energy density (SEO) theory were applied to calculate the crush zone size under a cutting tool in coal. This · zone is the major source of fine fragments in the 1 to 10 µm size range. The model used in these calculations is a boundary element program containing a failure criterion based on the SEO theory. The boundary element program calculates linear elastic stresses at numerous points in the coal material ahead of a cutting bit. These stresses arc then input to a subroutine called critical ftaw length and orientation (CFLO) which uses the SED theory to determine the CFLO for a small crack at the boundary element stress computation point. The extent of crushing is based on earlier postulates about . the role of inherent flaws in a fragmentation process. To form 1 to 10 µm fragments requires firstly a local stress strong enough to activate flaws with a characteristic length less than 1 to 10 µm and secondly, a flaw density sufficient to provide an average spacing between flaws also on the order of 1 to 10 µm. The locus of active lO µm ftaws represents the maximum possible extent of fine fragmentation in the 10 µm or less size range assuming that a sufficient inherent flaw density exists. The approach offers a first order approximation to the extent of crushing under a tool tip. The size and shape of the crush zone volume is affected by the attack angle and geometry of the tool.IntroductionFine fragment generation in the 1 to 10 µm size range under the action of a generic coal cutting tool may be explained on the basis of fracture mechanics which suggests two major sources of fine fragments: first in a crush zone near the tool tip and second by shear fracturing. along major macrocrack surfaces (Zipf and Bieniawski, 1988a). In this paper, fracture toughness measurements and the strain energy density theory are used to calculate the crush zone size. This zone represents the major source of fine fragments in the 1 to 10 µm size range and understanding the mechanical factors controlling its size represents a first step toward using fracture mechanics to characterize the ·tendency of various coals to produce undesirable fine fragments."

The object of this program was to design and build a self-contained system for remote monitoring of the atmosphere in mines. The system developed uses the mine pager phone line as the primary communication channel and also has the capability of using 208 Hz in the ELF band for wireless transmission through the earth. The depth for through-the-earth transmission is expected to be about 80 to 90 meters in high conductivity soil and is limited by the noise level in the ELF band-pass filters. The underground components of the TEM System are energized by mine power through a battery charger - storage battery power supply. In the event of mine power failure the battery capacity is more than sufficient for one week's operation with interrogations every four hours.

"A search for manganese ore by core-drill exploration was carried out by the Bureau of Mines in the Philipsburg mining district in Granite County, Mont., in 1939 and 1940. This work was based on detailed studies of the manganese ore bodies of the district previously made by the Geological Survey.In 1949 further search for manganese in the district was deemed advisable. Diamond drilling was begun the following year as a joint program by the Geological Survey and the Bureau of Mines with the primary purposes of probing ore-leasing structures and extending the limits of known ore bodies. A secondary objective was to test a geologic theory based on a new conception of manganese-ore localization. The exploration targets were designated and the drilling results interpreted by the Geological Survey, and the Bureau of Mines was responsible for the drilling, sampling, and core handling. Improved drilling equipment and methods were utilized in an effort to obtain better core recoveries than resulted from the earlier drilling campaign.The Philipsburg mining district, Granite County, Mont., is 27 miles south of Drurrnnond, about 45 miles airline northwest of Butte, and 1 mile east of Philipsburg. During the course of the investigation patented lode-mining claims owned by the American Machine & Metals, Inc., the Contact Mines, Inc., and the Moorlight Mining Co. were diamond drilled.The district has been an important source of domestic manganese dioxide ore since local recognition of the mineral's importance during World War I. Peak annual output in 1918 of about 127,000 tons of manganese ore was utilized principally by the steel industry. A small but relatively steady output has persisted to the present to satisfy demands by battery manufacturers for battery-grade manganese dioxide.The known manganese deposits of the district are in sedimentary rocks of Paleozoic age. These rocks lie along a north-trending anticline traversed by a series of east-west tension veins. The east flank of the anticline terminates at a steep-dipping fault contact against a small granodiorite batholith.Replacement deposits of manganese oxides and carbonates occur locally in or closely associated with tension veins cutting calcareous rocks, or adjacent to the intrusive. Rhodochrosite has been a common accessory mineral in deposits valuable chiefly for lead, zinc, and silver. Some of the replacement deposits characteristically are irr2gular in outline, whereas others have fairly regular walls marking the limits of favorable beds."

Manganese-oxide minerals occur in irregular pockets distributed through the residual clays of the Cartersville district, which lies 45 miles north-west of Atlanta in Bartow County, Ga. The district produces, or has produced, limonite, barite, specular hematite, ochre, ferruginous manganese, manganiferous iron are, as well as manganese. Bureau of Mines engineers have visited the district on three occasions - in December 1939, February 1941, and October 1942. During the visit of February 1941, 80 tons of samples of manganese-bearing clays were taken from seven properties for ore-dressing tests, which were conducted at the Bureau of Mines laboratory at Rolla, Mo. The. October 1942 visit was for the purpose of reappraising the district in the light of knowledge gained from the ore-dressing studies and to prepare a plan for the district's development. Exploratory drilling was begun in March l943 and was continued until June 1945. Nine properties were explored that, roughly follow a line beginning near Cartersville and extend to a point 2 miles northeast of the village of White. The work consisted of bulldozer trenching, rotary bucket churn drilling, sampling, and analytical determinations. The manganese district is 18 miles long with a maximum width of 7 miles at Cartersville, which lies at the center of the district. The work of the Bureau was confined to the northern half of the district between Cartersville and Pine Log. The properties explored comprise but a small portion of the Potential producing area.

"SUMMARY AND CONCLUSIONThe test data indicate that water infusion of the Pittsburgh coal seam does not reduce the amount of fine dust produced during mining operations to the extent reported elsewhere. Wide variations in the amounts of dust collected in the air current were noted in duplicate samples and repetitive tests. Changes in depth and location of the infusion holes and amount of water injected and addition of a wetting agent to the water had little effect on the amount of dust liberated.Water was forced readily into the coal. Some water flowed out along the cleats, but an appreciable amount remained in the seam. Little or no water pene¬trated the coal seam above the upper infusion holes.The average dust concentration (with and without infusion) in the return air, 40 feet outby the working face, was 25 million particles per cubic foot during undercutting, 20 million during drilling, 75 million during shot firing, and 20 million during hand loading. At the working face the average concentration was 3 to 6 times higher. The concentrations were measured at an airflow of 1,600 cubic feet per minute (c.f.m.) at the face.On the basis of this short investigation, no final conclusions can be made on the effectiveness of water infusion in reducing the amount of fine dust liberated during mining in the Pittsburgh coal seam. However, the data indicate that dust reduction resulting from infusion would be small.INTRODUCTIONThe production of fine coal dust is an inherent part of nearly every phase of mining. The use of large, high-speed continuous-mining machines and other mechanical equipment has increased dust production. In addition, in coal seams that have been subjected to high pressures for a long period, and particularly in dry and friable seams, some very fine dust is in the seam before mining. Much effort has been devoted to allaying and collecting at its source the fine coal dust released during mining. One of the comparatively recent techniques that has been developed for this purpose is infusion of water or other liquids into the coal seam. This method consists of injecting water under pressure into a coal seam to neutralize the fine dust released during mining. The water generally is introduced through bore holes in the face before undercutting."

In 1919 the United States was threatened with a shortage of gaso- line. In spite of this well-known fact, a detailed field investigation has shown that in one stage only of handling crude oil the volume of gasoline that evaporates is equal to one-thirtieth of the country's yearly gasoline production. This loss occurs during the few days that the oil is stored on the leases before being taken by the pipe line, and in 1919, in the Mid-Continent field alone, it amounted to 122,100,000 gallons. Large as it is, it is only a part of the loss on the lease. Investigation has further shown that the gasoline in crude oil evaporates from one-half to six-tenths as rapidly as the same gaso- line after being distilled and stored, all evaporative conditions being the same. Many wastes in the oil fields are called "necessary." By this is meant that the cost of preventing the waste is greater than the gain through saving. Evaporation losses have fallen heretofore in this category, but now they must be considered unnecessary. In other words, it is no longer economical for any handler of crude oil to permit losses through evaporation. In accordance with its purpose of seeking to conserve mineral resources, the Bureau of Mines investigated the loss of gasoline by evaporation in the storage and handling of petroleum. Inasmuch as most producers had not decided that their losses justified cor- rective measures and no evidence was available on the comparative losses in various stages of handling the oil, the investigation was limited to determining by experiment and observation the nature and magnitude of evaporation losses, where the greatest losses are, and the factor controlling evaporation.

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

"In the course of another investigation4 during 1926 and 1927, samples of water collected from a few abandoned coal mines indicated that their drainage was usually lower in acidity than water from active mines in the same locality. In order to determine whether this condition might have a bearing on the advisability of sealing abandoned mines, a number of such mines were visited, samples of drainage were collected, and as much information- as possible was obtained from officials of the mining companies and older residents of the district. The results of this work are the basis of the present report.The authors are indebted to E. W. Robertson, F. F. Spowart, J. H. Nagle, and W. D. Adams of the Northwest Mining & Exchange Co.; E. M. Sayers of the Bureau of Mines, under whose direction the work was conducted.The Lower Kittanning is the most important bed in the locality studied. A great many of the abandoned mines examined are in this bed, and nearly all of the present active ones are. The Upper Freeport bed is also mined to some extent, and a number of the abandoned mines formerly worked this bed. As only three active mines are now (1927) working the Upper Freeport, the comparison of acidities is necessarily limited. Of these three, one had been idle since 1922 until shortly before it was sampled.The location of most of the mines was already known from previous work, but some of them had to be located by following up streams known to contain acid waters. A sample of the- outflow was collected in self-sealing bottles known as ""citrate bottles"" for the determination of dissolved oxygen by the Winkler method.5 Another sample was taken for the determination of acidity according to standard methods of water analysis.6 Ferrous iron was determined at the mine or very soon after taking the sample by titrating with a standard solution of potassium permanganate in acid solution. The hydrogen-ion value was determined by a standard double-wedge comparator.7From the total acidity values in each sample, which are the most important values, the total iron was calculated on the assumption that acidity as sulphuric acid was due to dissolved ferrous sulphate. This assumption is commonly made for mine waters, but is inaccurate to the extent that free acid is already present, and some of the iron is present as ferric, rather than ferrous, sulphate. The amount of ferrous sulphate may be a rough measure of the extent to which oxygen is lacking within the mine. The permanganate titrations just mentioned showed what part of this total iron was in combination as ferrous sulphate, and the difference .was assumed to be that in combination as ferric sulphate, after correcting for the amount of free acid already formed as shown by the titration values."

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

The Reeder No. 1 well was drilled by the Bureau of Mines in cooperation with the Geological Survey as agents for the Defense Plant Corporation. The well is south of Crescent Junction near Thompson, Grand County, Utah. It was started May 5, 1942, and completed August 3, 1942, for the purpose of con-firming the presence of magnesium salts in a deeply buried bed. Drilling was done under contract by the Mack Drilling Co. This report contains an outline of the physical features of the well, a brief history of drilling, and a description of the deposits and occurrences of oil and gas encountered in the drill hole. The work performed by the Bureau of Mines is described in considerable detail, with particular emphasis on drilling procedure and sampling. The report is concluded with a brief description of core-sample preparation for analyses. Appendix A comprises a log of the drill hole, and appendix B is a tabulation of analyses of cores.

THE INVESTIGATION of barrier pillars in the Southern field is part of the comprehensive study of the mine water problem in the anthracite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8, 9, 10, 11, 12, 15, 16, 18).4 Tim Southern field is in Carbon, Schuylkill, Dauphin, and Lebanon Counties, in eastern Pennsylvania; has an area of 200 square miles; is 70 miles long from Mauch Chunk on the east to the Susquehanna River on the west; and is 1 to 6 miles wide. In the Southern field are 37 underground water pools containing 37312 billion gallons of water (5). Most of these pools overflow to the surface because the barrier pillars controlling them are effective under existent, conditions. Abandonment of mines in the Southern field has resulted in the hooding of 34 percent of the field. The largest tonnage of reserves of anthracite lies in this field, where mining conditions are most difficult. Large reserves of anthra¬cite underlie the abandoned mine workings, and before a great part of these reserves can be developed and extracted, the abandoned workings must be unwatered and kept drained (5).
