The Bureau of Mines investigated preheating of continuously fed, fragmented ferrous scrap charges by furnace offgases and utilizing substitutes for imported fluorspar to condition electric steelmaking slags. Three types of continuous scrap charging procedures were investigated to determine electrical energy consumption in a I-st (short ton) electric arc furnace. Cold and preheated scrap charges were continuously fed at rates averaging 37.5 and 43.7lb/min, respectively. The feed rate varied appreciably from test to test owing to hangup of the scrap in the charge bin. Approximately 7 pct less electrical energy was consumed in melting scrap preheated to 8400 to 1,1100 F by furnace off-gases than in melting cold scrap. Overall energy consumptions were 888 kW'h/st for cold scrap, 829 kW'h/st for preheated scrap" and 637 kW'h/st for conventional backcharged scrap. Stack gases from scrap preheating averaged 1200 F and a flow rate of 1,615 scfm compared with 2200 F and 1,302 sefm for cold-charged scrap. Slag conditioners tested included synthetic fluorspar, boric acid, hydroboracite, used aluminum potlining wastes and aluminum anode tailing wastes, and Sorelflux B. The boron-containing conditioners fluidized the slags the best, followed in order by the conditioners containing fluorine and titanium.

This report describes a study of beryllium recovery from sulfate leach liquor by di-2-ethylhexyl phosphate (EHPA) solvent extraction in conjunction with caustic stripping. The work was one phase of Bureau of Mines research on process development for Spor Mountain, Utah, ores. Solution for the solvent extraction studies was prepared by sulfuric acid leaching of ore containing 0.6 pet BeO, Before solvent extraction of beryllium, the leach liquor was treated to prevent coextraetion of iron by either (1) removal of ferric iron by amine solvent extraction or (2) reduction of ferric iron to nonextractable ferrous iron by treatment with sulfur dioxide. Beryllim was extracted from the aqueous leach liquor by countercurrent multistage contacting with a kerosine solution of EHPA. The loaded organic solution was stripped with sodim hydroxide solution. Subsequently, beryllium hydroxide was precipitated by boiling the sodium beryllate strip solution and converted to beryllium oxide of 98 pct BeO-grade by calcining. Material of this grade can be directly processed into beryllium-copper alloy or be used as starting material for further refining to produce high-purity, nuclear-grade beryllium. Over 90 pct of the beryllium contained in the leach liquor was recovered as beryllia.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

To maximize productivity through improved minerals processing technology, the U.S. Department of the Interior, Bureau of Mines, is investigating particle agglomeration techniques as a means of increasing the percolation rates of leach solutions in heap leaching of clayey gold-silver ores. Simulated heap leach experiments were conducted on 50-pound charges of ore that were contained in 5.5-inch-diameter columns, 5 feet in height. Results indicated that the percolation rate of cyanide leach solution could be enhanced markedly by mixing the ore with controlled amounts of lime, flocculants, and water, and then aging the mixture prior to the column leach step. Experimental results obtained on 20-mesh silver tailings and gold ore crushed to 3/8 inch and to 1 inch showed that it was possible to increase percolation rates as much as 100-fold without sacrificing silver-gold extraction. Larger scale tests conducted in 24-inch-diameter, 16-foot-high columns closely paralleled bench-scale results. By improving percolation leaching, these techniques have the potential of helping to solve environmental problems associated with tailings disposal as well as making an important economic impact on gold-silver recovery operations. Investigations are continuing to develop binders superior to lime for particle agglomeration pretreatment.

Over a recent 20-month observation period, the U.S. Bureau of Mines obtained seismogram records from a single vertical-component, short-period seismometer installed at the surface of a metal mine in northern Idaho. The seismic events were analyzed for local (Richter) magnitude (M), time of occurrence, location, and relation to rock bursting and production blasting. Approximately 150 seismic events with -0.5 = M = 2.9 were located within the mine, yielding a b value (slope of the logarithm of the number of events with magnitude greater than M versus M) of 0.5. Event locations were constrained using a dense underground array of high-frequency accelerometers. Twenty of the surface-recorded events, with 0.5 = M = 2.9, were associated with rock bursts that produced damage requiring at least 1/2 day of cleanup and/or repair. Other possibly hazardous rock bursts, with magnitudes as small as -1.1, were numerous but were not associated with significant structural damage. Approximately 60 pct of the seismic events with M > -0.5 and 75 pct of damaging rock bursts occurred within 45 min of blasting. Estimates of characteristic rupture dimensions for rock bursts with -1.1 = M = 2.9, based on a conventional dislocation shear-slip model of failure, range from 3 to 300 m.

This paper gives results of laboratory and pilot - plant investigations of concentration of western manganese ores during the Bureau of mines manganese-development program initiated in December 1940. The data summarize results obtained from laboratory investigation of concentration of ores from three properties in southeastern Arizona . The high - grade Gray - claims lot B ore , a product of hand sorting , is marketable directly or after sintering treatment . Intermediate - grade lot A selectively mined ore would be marketable after sintering as a plus 35 percent manganese produce , but gravity concentration methods were employed effectively to produce high - grade manganese concentrates with over 80 percent recoveries . Complex association of fine - grained manganese oxides , calcite , and fluorite in a siliceous ground mass limited the recovery of high-grade manganese concentrates obtainable from the low-grade Pyrolusite -group ore . A recovery of 63.7 percent of the manganese was made by flotation in a concentrate that sintered to plus 48 percent manganese grade . The low-grade Davis ore contains iron and manganese oxides too intimately associated to permit production of marketable manganese products . However , good rejection of calcite gangue was obtained by flotation , and the enriched manganese - iron product might have value as a spiegeleisen ore .

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

Municipal solid waste (MSW) contains about 8 pct ferrous metallics which are typically recovered by magnetic separators at municipal resource recovery facilities. At present, only about 182,500 ton/yr of MSW magnetics are being processed for remelting out of the -11 MMton/yr discarded. The Sn in MSW magnetics makes this material difficult to recycle to the steel industry. An electrolytic method using stannous fluoborate-fluoboric acid for removing Sn was evaluated. Optimum concentrations of Sn in the electrolyte and the effects of impurities such as Al, Cu, Fe, and Pb on Sn recovery from the electrolyte were evaluated. Operating parameters were 60 to 65 g/L fluoboric acid and 20 to 30 g/L Sn using stainless steel electrodes at a current density of 60 A/ft2. Tests were run with postconsumer scrap4 and MSW magnetics. Good results were obtained with MSW magnetics, after pretreatment by reshredding, magnetic separation, and air classification. The final Sn content of the MSW magnetics scrap was reduced from 0.18 to 0.017 wt pct. Heat and solvent treatments of MSW magnetics to remove coatings did not significantly improve Sn removal beyond that obtained with material that had only been mechanically pretreated.

In this Bureau of Mines publication stability constants for complexes of diethylenetriamine, 2-aminoethyl sulfide, triethylenetetramine, and 1,8-diamino-3,6-dithiaoctane with copper, nickel, zinc, and cadmium were deter-mined. The amine complexes were found to be much more stable than the analogous thio complexes. The results are interpreted in terms of possible molecular structure of the complexes.

This Bureau of Mines report presents a brief summary of the explosion trends in United States coal mines for the past 160 years. These trends show that in spite of the overall improvements in mine safety, the number of fatalities from ignitions of methane has actually increased in recent years. Suggestions are made of procedures that can be utilized to reverse this trend.

Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

The Bureau of Mines, through a 4-year program of combined in-house and contract research, has developed the necessary hardware and software technology to provide rugged, reliable automatic fire protection for surface mining mobile equipment. One element of this program was a continuing effort to help foster rapid mining industry acceptance of the technology by keeping end user costs reasonable. This report is an analysis of the economic impact of surface mining mobile equipment fires and the cost benefit of utilizing automatic fire protection systems to abate these losses.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. D.2 Principal Types of Coating A Sodium Silicate Sodium silicate is a good fire retarder when freshly applied, but it loses its effectiveness if the relative humidity is at all high, thus exposure to a relative humidity exceeding 65 percent causes a serious decrease in the effectiveness after only one month. In fire, sodium silicate swells to a frothy mass (intumescence) which hardens and insulates the wood against heat. This property is destroyed by exposure to moisture. Manufacturers of many of the proprietary paints containing silicates state that their products have overcome this difficulty The reagent may be applied alone, or, better, in a mixture with lime-water and common salt, or with inert fillers such as kaolin or asbestos. B Ammonium Phosphate Strong solutions (25 to 35 percent) of monammonium phosphate or diammonium phosphate give good protection. Two or three coats of hot solution should be applied either with a large flat brush or an ordinary paint spray gun The solution should be applied as hot as possible, as this improved penetration, and it should be the aim of the operator to apply 4 lbs of reagent, i e , one gallon of 33 percent solution to every 100 square feet of surface

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners? training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry(Morbidity and Mortality Week Report, 2001; NIOSH, 2002).Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year(NIOSH, 1999).

A study of the flotation characteristics of columbium-tantalum minerals was made by contact-angle and microflotation methods, and the findings were confirmed by flotation of two natural ores. In the contact-angle study conditions for collection of columbite, pyrochlore, and tantalite were determined for (1) sodium oleate with a sulfonate; (2) sodium isooctyl phosphate; (3) a short-chain primary amine; (4) a long-chain primary amine; and (5) a quaternary amine. These conditions were confirmed in microflotation tests. Information about collector action on common gangue minerals was also obtained by these two methods. In batch flotation tests on a pyrochlore ore and a columbite ore, it was demonstrated that collectors selected on the basis of contact-angle and micro-flotation studies would float columbium minerals from a complex natural ore. However, multiple cleaner and scavenger flotation steps will be necessary to produce commercial concentrates. From a pyrochlore ore containing 0.54 percent Cb2O5, a 44.4 percent Cb2O5 concentrate was made containing 36.4 percent of the total Cb2O5. For a columbite are the corresponding values were: 4.35, 54.6, and 67.1 percent. During the batch flotation study, wetting agents were found to aid in the gangue-ore mineral separations.
