Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

Pure talc is a hydrous magnesium silicate (Mg3Si4010(OH)2). Pyrophyllite, although it resemble: talc in certain physical properties and uses, is a hydrous aluminum silicate (Al2Si4010(OH)2) - like kaolin, except that kaolin has a somewhat different composition (Al2Si205(OH)4) and structure. Soapstone can be considered essentially an impure talc grid when pulverized is used for many of the same purposes as talc. Massive, compact varieties of talc often are called steatite. PROPERTIES Talc and pyrophyllite are characterizes; by their softness (hardness on Mohs' scale, 1) their greasy feel, pearly luster, white color, and perfect basal cleavage. They have similar crystal structures, and this similarity explains the close resemblance of the two minerals in physical acid chemical properties. Talc is a good electrical insulator, resists the action of most acids and alkalies, and has an exceptional heat-retaining capacity. Its specific gravity is about 2.7.

Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since the early 1980's, the U.S. Bureau of Mines has conducted numerous studies in underground and surface coal mines to identify the sources of quartz dust and its fundamental characteristics. This report presents data and conclusions obtained from these studies. The two most significant quartz dust sources were found to be the continuous miner excavating rock and the highwall drill operating in a rock overburden. The percentage of quartz was found to be higher in the smaller size fractions of dust when significant amounts of rock were mined by the continuous miner. Another factor theorized to affect quartz dust generation and size characteristics is the morphology of the quartz-bearing rock. Several laboratory studies were conducted to investigate capture efficiency of water spray technology and flooded-bed scrubbers with respect to the particle size of the dust. Water sprays and flooded-bed scrubbers were both found to be less efficient on smaller dust particles, and the scrubber was particularly less efficient on quartz dust. These results indicate that quartz control technology should be directed at controlling smaller sized dust particles.

Construction workers may be exposed to hazardous dust containing silica when working in enclosed cabs during construction activities. The National Institute for Occupational Safety and Health (NIOSH) found that equipment operator exposure could be reduced by retrofitting air pressurization and filtration systems on existing cabs, using sweeping compounds on soiled floors, and implementing a dust control program.

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

This is the first of two papers dealing with construction and use of aerial tramways in the metal-mining industry. It describes practices and equipment used in tramway construction and discusses the design of tramways. The second paper will describe the construction and operation of tramways and give operating costs. This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

According to the Bureau of Mines annual survey, there were 318 petroleum refineries in the United States with a total daily crude throughput capacity of 8,632,390 barrels as of January 1, 1956. Compared with the previous year the total number of refineries declined 8 while the crude throughput capacity increased 211,760 barrels daily. Three refinery districts accounted for 90 percent of the crude-oil capacity increase, the California district 34 percent; the Texas Gulf Coast district, 31 percent; and the Indiana-Illinois-Kentucky district, 25 percent. Decreases in capacity during the year were reported for the East Coast, Appalachian #1, and the Arkansas-Louisiana Inland districts. The capacity of the average refinery to process crude oil increased during 1955 from 25.830 barrels daily to 27,145.

The mining methods and practices used at the Young zinc mine, American Zinc Co. of Tennessee, have resulted in a low-cost, high-yield operation. Zinc ore (sphalerite) occurs in limes tone- dolomi te beds of the Kingsport Formation and is mined by modified room and pillar method. Utilizing trackless mining equipment which incorporates a high degree of flexibility, this operation has had a steady increase in productivity.

Foreign mining publications describing successful hydraulic mining installations, and successful domestic hydraulic mining in a gilsonite bed, have prompted the Federal Bureau of Mines to conduct a literature survey of foreign publications to determine if the hydraulic mining method can be applied to domestic coal mining. Most foreign publications do not give detailed data about the water pressures, water capacities, and production and manpower requirements for successful hydraulic mining, However, they do provide enough general data on mining conditions, manpower, and equipment used to show that conditions in many bituminous coal deposits in the United States may be favorable for economical coal extraction, using high-pressure water jets. Therefore, the Bureau proposes to conduct a field investigation to determine the most appropriate natural conditions, water pressures, and equipment for successful hydraulic mining of coal beds in the United States with variable dip, thickness, and hardness. In the past, technical personnel reviewing foreign mining reports assumed that a steeply pitching coal bed was necessary for successful hydraulic mining. Although the structure of the coal bed may be a factor in gaining assistance from overburden pressures or help in an integrated hydraulic mining and transportation system, the coal is broken mainly by the action of high-pressure, water-penetrating cracks, fissures, or cleats; therefore, the slope of the coal bed is not necessarily a determining factor in hydraulic mining.

The disposal of brines produced with crude petroleum and natural gas has been a long-continuing problem to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. .An impartial appraisal of conditions pertaining to the problem of brine disposal lead to the conclusion that study of the technical considerations, with proper weight given to the economic and social factors, is the most desirable approach to this problem . Brine disposal is a problem of such magnitude 1n certain areas in the State of Kansas that in August 1934 a cooperative agreement w s made between the Kansas State Board of Health and the U. S. Bureau of Mines for a cooperative technical study of methods of brine disposal.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.

The object of this investigation was to correlate the crushing strength of green pellets prepared from magnetite, specular and earthy hematite with the particle size of these respective raw materials. In this study no attempt was made to correlate the strength of fired pellets and particle size. The effect of particle size upon a number of fine ores and concentrates was studied. Much of the low-grade ore reserves in the Lake Superior Region must be finely ground before concentration and then agglomerated for iron and steelmaking processes. Fine natural ores also must be agglomerated. Pellets constitute an important type of agglomerate. Considerable handling occurs during screening to remove undersize and oversize pellets, and in transfering green unfired pellets from the balling machines to the heat-hardening equipment. As a result the strength of the green pellets is a factor of great importance.

This report describes pilot-plant studies and an economic evaluation of a process developed by the Federal Bureau of Mines, Albany Metallurgy Research Center, to produce synthetic rutile from a rock-type ilmenite concentrate. In this process, ilmenite blended with coke and lime is smelted in an electric arc furnace to separate most of the iron as salable pig iron and to form a titania-enriched slag of low iron content, which is treated with oxygen and titanium pyrophosphate. The titanium oxides are converted to crystalline rutile; the phosphate glass contains most of the associated impurities. The treated slag is ground and leached with sulfuric acid to liberate rutile crystals, which are concentrated by physical methods. In pilot testing conducted to obtain data for a cost estimation, a synthesized product containing about 88 wt-pct TiO2 and less than 2 pct FeO was extracted from a rock-type ilmenite concentrate containing about 45 wt-pct TiO2. The estimated fixed capital cost (on a mid-1975 basis) of a plant producing 500 tpd of synthetic rutile is $28,290,100. Based on 330 operating days per year, the estimated operating cost for this process is $351 per ton of synthetic rutile. The estimated selling price of synthetic rutile made from rock-type ilmenite is $344 per ton, based on a credit of $160 per ton of pig iron and a 20 pct interest rate of return on investment after taxes.

In spite of this ;;renter use, very little consideration has been given to the hazard that might be occasioned by the toxic vapors of mercury unavoidably spilled' of otherwise exposed to the atmosphere during the normal procedure of laboratory open at ions. A simple visual examination ).'.' son-,, r° the laboratories reveal the presence of a considerable quantity of mercury in the cracks of floors, on work tables, and on ark, around equipment stands. Usually this mercury is contaminated with oil3/ and dirt so that it remaining in a finely divided state and a ;mall amount pre presents a relatively large surface for evaporation.
