Carbon monoxide poisoning, as usually encountered, is an acute condition resulting from breathing atmospheres containing that gas. It is characterized clinically by headache, dizziness, weakness in the legs, increased respiration at first which later becomes irregular and depressed, collapse, unconciousness, and death; anatomically it is characterized by temporary changes in the red blood cells due to the combination of carbon monoxide with hemoglobin, and, in prolonged severe exposures, degenerative changes in various tissues of the body, especially those of the central nervous system. No race or nationality is immune or has a, special tolerance for carbon monoxide. From data at hand, it is known that both sexes are about equally susceptible. All ages are affected, but small percentages seem to have a more deleterious effect upon young animals and this is possibly true of children. Exercise, high temperature and humidity, and low oxygen content of en atmosphere increase the degree of poisoning for a certain concentration of carbon monoxide. Anything that lowers the physical fitness of a man, such as illness, overwork, or excesses of any kind, exaggerates the effects. More cases of poisoning from carbon monoxide occur in coal mines in the cold months of the year, because explosions take place more frequently during that period, also in homes where gas is used for beating purposes, and in garages from accumulation of automobile exhaust gases due to poor ventilation.

As part of a continuing effort to reduce the weight and bulk of equipment that mining personnel must carry underground, the Bureau of Mines and the Mining Enforcement and Safety Administration (MESA) investigated accurate and convenient gas samplers for use by mine inspectors in sampling mine atmospheres. The samplers are septum-stoppered glass vials commonly used for routine blood sampling. These lightweight, compact samplers yield results comparable with those obtained with conventional bottle samplers of 250-ml nominal capacity.

A computer program was written for design and cost of a shell and tube heat exchanger in which the total cost, which includes annual fixed charges and annual operating costs, was minimized. The program was written for the type of heat exchanger in which only the tube side pumping costs were significant and for triangular pitch, single or multiple pass, heating or cooling, and no change in phase. Tube diameter was not optimized since the tube dimensions do not affect the cost very much. However, the tube dimensions do affect the shell diameter, number of tubes, and length of tubes; and price optimum design was obtained for four standard tube diameters. Standard heat exchangers having at least the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

The Bureau of Mines investigated variations in the activation energy for the carbon monoxide reduction of magnetite and ferrous oxide with respect to the state of aggregation of the oxide material. Reduction phenomena can only be satisfactorily explained by including an adsorption step in the reduction process. Summation of the values of the exothermic heat of chemisorption and the variable apparent activation energy for reduction yields a nearly constant value of about 50 kcal for either ferrous oxide or magnetite regardless of whether they are aggregated in pelletized form or coarsely crystalline particles.

Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. This signal is detected, amplified, and converted to a digital readout directly in milligrams of dust per

"Results from a study directed towards identifying and measuring the mutagenicity of diesel exhaust particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented in this paper. Particulate matter emissions from a diesel engine, representative of the ones found in underground mines, were sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust was diluted in a multi-tube mini-dilution tunnel and the particulate matter was collected on 70 mm fluorocarbon coated glass fiber filters as well as on 8"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the mutagenicity potential.Protocols developed for using a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offer a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within . The surfactant dispersion technique is discussed in this paper. Methods have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surface and physical properties of the particulate material."

To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and investigations of subbituminous coal and lignite .4/ Appropriations were made in July 1937, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typically subbituminous coal was selected for an extended series o tests in the standard Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncaking coal was the first one of its rank that ha& been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall. temperatures ranging from 540°C. to 1,110°C. in 100°C. steps. All products axe collected and measured; their physical and chemical properties axe then carefully determined to ascertain the gas- and coke-making properties of the coal.

The U.S. Bureau of Mines is conducting research to assess the effectiveness of different chain pillar designs in maintaining gate entry stability. A particular concern is ground control for deep-cover 1ongwalls located at depths in excess of 1,000 ft. The study described in this report was performed in two experimental sections in one longwall headgate section which contained three different pillar designs. Two of the designs used conventional abutment pillars, while the third was a total-yielding pillar system. Both of the test areas were located under 1,800 ft of cover. The purpose of this study was to evaluate the effectiveness of these three pillar designs for gate road stability. As the longwall mined passed the test areas, Bureau engineers monitored entry convergence, roof sag, and changes in roof quality. The study indicated that the all-yield system performed nearly as well as the better of the two abutment pillar systems; but all of the three designs would have failed to provide acceptable stability for second panel mining without considerable artificial support.

A laboratory method for processing lead battery scrap has been developed that eliminates virtually all of the S02 emission that normally is produced when a reverberatory or blast furnace is used. The method employs a hydrometallurgical step to convert the PbS04 to PbO and CaS04 by mixing the battery scrap with a slurry of Ca(OH)2. The reaction is exothermic and goes to completion in 2 to 5 minutes at room temperature. The dried product is mixed with a KC1-NaC1 flux and carbon and reduced at 6500 C. A minimum charge ratio of 3 parts of carbon to 100 parts of battery scrap is required for reduction. The process produces lead reductions and recoveries as high as 97.0 and 94.9 percent, respectively. The KCI-NaCl flux is recovered using a standard counter-current water leach followed by evaporation.

This report gives the results of analyzing three groups of crude shale oils by the Bureau of Mines procedure:4/ (1) Oils produced by standard Fischer assay determinations on oil shales from Brazil (Paraiba Valley) and the United States (Colorado); (2) oils produced from Brazilian shale by different retorting methods; and (3) oils from high-temperature retorting of Colorado oil shale in the Entrained Solids retort. It is the second in a series presenting data obtained by analyzing crude shale oils from various sources. The series furnishes information on the general characteristics and compositions of a wide variety of shale oils. Use of a standard analytical method on all samples facilitates comparison of different oils. The 18 oil samples analyzed in this project comprised 3 from assays of Brazilian and Colorado oil shales in the Fischer retort, 9 obtained by processing Brazilian shale in various other units, and 6 from entrained solids retorting of Colorado shale at 1,000° to 1,500° F. The crude oils from Brazilian shale contained about half as much nitrogen as the Colorado oils. Properties of the Fischer assay oils from Colorado shales agreed with some data that relate grade of the oil shale with properties of the crude oil from the Fischer assay. Comparison of results from Fischer assays of oils from the foreign and domestic shales shows that the oil from Brazilian shale contains more low-boiling material and less residuum than either of the two from Colorado shale. This fact is reflected in lower specific gravity, viscosity, and carbon-residue values for the Brazilian oil. Retorting Brazilian shale in the Entrained Solids unit at 1,120° F. produced an oil whose boiling range was generally lower than the boiling ranges of oils obtained by processing in three other retorts at conventional temperatures. The quality of crude oils from high-temperature retorting of Colorado shale in the Entrained Solids process varies with retorting temperature. As the temperature is raised within the range 1,000° to 1,500° F., the amount of the naphtha fraction in the crude oil increases to about 35 percent and the aromaticity to 98 percent.

This report by the Federal Bureau of Mines describes the carbonizing properties of coals from the principal beds in Boone County , W. Va . Results are given for samples of coals from No. 5 Block , Stockton - Lewiston , Coalburg , Winifrede , Chilton , Hernshaw , Cedar Grove , Alma , and No. 2 Gas beds . Boone County coals rank as high -volatile A bituminous . Eighteen of the 21 samples tested contained from 3.3 to 7.9 percent ash and 16 of the samples contained from 0.6 to 0.9 percent sulfur . Two samples from the Alma and No. 2 Gas beds , the lowest stratigraphically of the seams tested in Boone County , contained from 1.4 to 2.7 percent sulfur . Most Boone County coals yield

"Correlated spectroscopic and cytotoxicity measurements were made on newly crushed silica to find whether the fracture-induced, silicon related (Si-0· or Si· type) free radicals play a direct role in the mechanism of hemolysis by silica particles. The free radical content of the silica particles was controlled through the radical decay, thermal annealing, and boiling processes, and was followed with electron spin resonance spectroscopy. Portions of the same sample were evaluated for their hemolytic potential, employing sheep erthyrocyte and optical absorption techniques. The results indicate little, if any, correlation between the amount of the silicon-based radicals and the hemolytic potential of the fresh dusts, but these or related radical sites might be contributors to silica cytoxicity and fibrogenicity via peroxidative pathways .INTRODUCTIONIn an earlier convnunication (1.) from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates free rad;cals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubin; et al.(2) have also reported the detection by electron spin resonance (ESR) of the formation of SiO· and Si·-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum (10-10 torr) (3) and subsequent exposure to air (3), and to other gases (4), these radicals were identified (2) as being formed by the hemolytic cleavage of the Si-0-Si bonds and the reactions of the Si· and SiO· ,radical with atmosphere. Fubin; et al. (2) also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anea (5) had reported that lipid peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radical studies on a given Quartz dust sample have been reported, except for some earlier work from our laboratory (1,6,7). We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radical measurements on a freshly made quartz dust. The dust’s free radical content was measured using ESR spectroscopy while its cytotoxicity poteni1al was estimated via hemolysis. Hemolysis was employed as the tox1c1ty test because it 1s a widely used method for estimating the potential of a dust for disrupting the cell membrane (8). The f1brotic potential was followed.by measuring the dust-induced lipid perox1dat1on. us1ng linole1c ac1d as a model lipid. As discussed below, the results obtained suggest new clues.to the mechanism of the Quartz-related cytotoxicity and fibrogenicity."

Laboratory tests were conducted to study removal of magnesium impurities from western phosphate rock concentrates by selective leaching. The systems evaluated included leaching with dilute sulfuric acid, with ammonium sulfate, and in an aqueous medium with sulfur dioxide gas. Set standards for the magnesium impurity level of phosphate rock concentrates are not available, but industrial practice has indicated that magnesium in excess of 0.3 percent MgO causes problems in phosphoric acid manufacture. Removal of magnesium was accomplished with all three systems. With dilute H2S04 the magnesium level was reduced to less than 0.1 percent MgO with an accompanying P205 loss of 6 percent. Magnesium oxide levels from 0.3 to 0.2 percent were obtainable with ammonium sulfate. However, the system requires concentrate roasting at temperatures of 900° C or higher, heated pulps (100° C), and large quantities of ammonium sulfate. Selective leaching was obtained using S02 gas in an aqueous concentrate slurry. Magnesium oxide content was reduced to less than 0.1 percent without loss of phosphate.

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. Fuel requirements of the Pacific Northwest have been increased greatly by the war . To the normal peacetime demands for fuel have been added the requirements of new industrial and metallurgical plants engaged in war production , the increased demand arising from expansion of existing industrial establishments , increased amounts of railroad fuel required to handle wartime traffic , and increased quantities of domestic fuel required by the influx of war workers . In the face of these augmented demands for fuel shipments of fuel oil have been curtailed , wood fuel which normally is an important factor in both industrial and domestic markets of the area is less abundant , and the production of coal in Washington has decreased sharply . The fuel requirements of the region have been met so far by shipping large tonnages of coal into the Pacific Northwest from Utah , Wyoming , Montana , and Colorado ; the quantity received from these States and Canada in 1943 amounted to 2,688,9124/ tons , 175 percent of the Washington production . or The proximity of the Washington coal mines to large centers of war production has resulted in widespread migration of miners to employment in shipyards and aircraft plants ; the ensuing shortage of miners largely accounts for the decreased production of coal in the State . Hence , strip mining , which requires relatively few workers and a shorter time for development , offers an attractive means of alleviating the local coal shortage and obviating the necessity of shipping coal from the producing areas of the Rocky Mountain States to the Pacific.coast . So urgent has been the necessity for augmenting local coal production that any coal property that promises to be amenable to strip mining , even though the coal may be inferior in quality , has warranted examination . Even low- grade coals that cannot compete in the normal market can be used locally , thus releasing better coals for shipment to critical centers. of consumption ... One such deposit of low- rank fuel examined by the Bureau of Mines is in western Lewis County , about 9 miles east of Toledo , Wash . The coal is lignitic and on the as - received basis has a heating value of 6,000 to 6,500 B.t.u. per pound . The property is of interest primarily because the physical conditions favor operation by stripping and offer opportunities for low- cost production with very low manpower requirement .

This Bureau of Mines laboratory research demonstrated that building bricks meeting ASTM specification C62-66 for grades SW and MW of FBS-type bricks can be produced from waste copper mill tailings. Waste tailings from accumulations at Magna, Utah, Anaconda, Mont., and Hayden, Miami, and San Manuel, Ariz., were dry-pressed into bricks, and the products were tested in accordance with ASTM Designation C67-66 on sampling, and testing of brick. An evaluation derived from pilot-plant production of similar brick at the Coal Research Bureau of West Virginia University indicated the production cost to be about $34 per 1,000 bricks. Utilization of such mill tailings on a commercial scale would eliminate the need for digging new pits for brick raw material production, conserve natural resources, and simultaneously remove potential sources of air pollution.

A previous report of the Bureau of Mines dealt with the toxicity of dichlorodifluoromethane, a new refrigerant that has a remarkably low toxicity. Continued research by the Frigidaire Corporation and toxicological experiments performed in the Laboratory of Applied Physiology of the University of Cincinnati revealed another organic fluoride, dichlorotetrafluoroethane, whose toxicity also appeared to be of a very low order and whose physical and chemical properties make it suitable for refrigeration purposes. In addition to low toxicity, safety in its use is further enhanced by its physical properties, which permit the design of equipment that operates at comparatively low pressures and hence mitigates the dangers and problems of leakage. The investigation described in this report was performed by the Bureau of Mines at the request and with the cooperation of the Frigidaire Corporation.
