The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

Comprehensive machine specifications, together with a series of checklists and worksheets, are included for preliminary analysis.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. A variety of shaft and hoist equipment exists in the United States. Nearly all hoist systems are electrically driven. Machine elements which comprise the hoists and ancilliary equipment include bearings, shafting, drums, gear reducers, couplings, brakes, clutches, sheaves and electrical motors. Volume I, Systems Description, describes the various components encountered in most mine hoist and shaft installations, and brief descriptions of functions and constructions. Hoist ropes and balance ropes are specifically excluded from this report. Associated with the hoisting system is the headgear, shaft and equipment, loading/dumping facilities and the actual conveyances and their rope attachments. Volume II, Inspection and Maintenance Procedures, discusses scheduled Inspection and preventative maintenance in general terms. Preventive scheduled inspection and maintenance procedures assist in the smooth operation of mine hoisting plant, by the prevention of unscheduled or catastrophic equipment failure and its attendant downtime. Schedules and overall maintenance planning is required at the management level. Records and equipment logs must record inspection and maintenance, and unusual operations or incidents. A cross reference between MSHA regulations and various equipment components is included as part of the report. A discussion of the various non-destructive testing methods which may be applied to hoisting equipment is also included.

AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

The realization that there is a limit to our supply of domestic mineral and fuel resources, which have been taken for granted until recently, has stimulated the need for conservation and optimum utilization of the Nation's minerals, metals, and fuels-resources critical to our national economy. The mission of the Bureau of Mines is to develop new technology, improve existing technology, and disseminate information related to mineral resources and industries. Fulfilling the mission is necessary to insure a continuing, adequate supply of minerals and alternative supplies of energy from reliable sources at the lowest possible cost to society and the environment. Established in 1910, the Bureau of Mines under the Department of the Interior is the Federal Government's primary research arm in the mineral field. Since the transfer of the fossil fuels portion of the energy research program to the newly organized Energy Research and Development Administration (ERDA) in fiscal year 1975, Bureau research has been concentrated on increasing mineral production, decreasing energy usage through more efficient processing, and decreasing material losses caused by corrosion. Concurrently, research is being addressed to improved coal-preparation techniques, especially to expanding utilization of low-grade coals and coals difficult to beneficiate, which are essential for reducing the need for petroleum and natural gas supplies and for redirecting our energy consumption. Fluctuations in the availability of foreign sources of minerals, metals, and fuels due to political and economic variability among nations have necessitated intensified investigation into coal mining, uranium-ore processing, and geothermal energy sources-three alternatives that can help to alleviate the dependence of the United States on foreign sources of energy.

The request for proposal from the U.S. Bureau of Mines outlined the purpose of this study in the following terms. "High grade near surface deposits are largely a matter of history. Most of the current mineral production in the united States is from large low grade ore deposits mined by large scale methods. It appears likely that exhaustion of near surface deposits and public resistance to open pit mining will tend to reverse the present trend toward open pit mining and lead to increased reliance on large scale underground mining. In view of the long lead time needed to improve basic technology, an in-depth study of the major underground mining methods is needed. "This study is intended to provide a systematic review and analysis of large scale non-coal underground mining technology with particular emphasis on current practices and problems, needed technological improvements, existing or potential environmental conflicts, and possible modifications or innovations that will assist in the satisfaction of projected national mineral supply requirements."

Increased application and interest in the use of microseismic monitoring to deal with ground control problems, Particularly those resulting in violent failures, has brought about the need for practical guidelines with respect to all phases of microseismic monitoring. This report presents the results of an 18-month effort to review the microseismic method and develop needed practical guidelines. Microseismic activity and properties of microseismic events are treated so that these parameters can be taken into account when developing monitoring equipment. Microseismic equipment is discussed to provide familiarization with the components of monitoring systems. Factors to be considered and procedures for developing a microseismic monitoring system are presented. Both physical and electrical considerations for the installation of a monitoring system are discussed in detail. The operation of a microseismic system including data analysis procedures is presented. Field examples to illustrate use of microseismic data in evaluating ground control problems are presented in a number of case histories.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. This bulletin deals with a topic that is exceedingly wide, and will doubtl~ be under consideration and discussion so long as there are enough known deposits of oil and gas remaining in the earth to make their revelopment profitable. The Bureau of Mines has repeatedly called attention to the importance of protecting oil or gas sands from the encroachment of water, and the purpose of this paper is to summarize existing knowledge of methods and devices. Water may gain access to an oil-bearing formation from several sources-from water sands above or below those. containing the oil, or by encroaching through the oil sands as the oil is withdrawn. In short, it may enter a well from the "top, bottom, or side." Such ingress of water is a most serious detriment to the recovery of oil from the ground. As the art of drilling and developing oil properties has progressed, increasing thought, labor, and money have been expended on various methods, devices, and equipment for arresting the migration of water from its normal subsurface position into the porous strata containing valuable oil or gas accumulations. At an early stage in the oil-field development of California, it became evident that considerable modification of accepted drilling practices was necessary in order to meet the conditions imposed by the poorly consolidated shale, clay, sand, and bowlder beds penetrated, as well as the hard layers of sandstone and calcareous shale, which vary greatly in thickness, hardness, and frequency. These hard streaks are commonly called " shell," and are so reported in the well logs. As deeper and deeper territory was prospected, drillers from the older fields of the Ea,st, as well as from Texas and Louisiana fields, took part in the operations. Xhe practice evolved was thus based on the wide experience of a most cosmopolitan group of men who, considered as a group, were not hampered by being limited to the knowledge of the practice at any one locality.

It is unlikely, as In the past, improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel costs/shortages and ever increasing haul distances. There-fore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this U.S.B.M. contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data was gathered from extensive literature searches. European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configuration.

On 25 August 1971, the U.S. Bureau of Mines contracted with the Aerojet Liquid Rocket Company to perform an engineering research program to be completed on 25 May 1972. The program objective was to evaluate the advantages and disadvantages of the underground use of several power sources including but not limited to a closed cycle diesel, electric cable/motor, rechargeable battery/ motor and exhausting diesel for mine shuttle cars, with emphasis on health and safety. This report, Research in Advanced Power Systems for Mining Health and Safety consists of four (4) main parts: (1) Hazards and Safety Analysis of Mine Power Systems, (2) Evaluation of Closed Cycle Diesel Power System for Mine Applications, (3) Closed Cycle Diesel Power System Consumables Compatibility, and (4) Concluding Remarks and Recommendations. The hazards introduced to a mine by shuttle car power system failure modes were evaluated and reported. A "fault tree" analysis was generated for each power system and the probability of death or injury during an eight (8) hour shift and for a week of operation (105 hours) were estimated. Advantages and disadvantages were also reported for each system studied. Aerojet's assessment, based on a "forced decisions analysis," of the four shuttle car power systems as to their relative health and safety is that the exhausting or open cycle diesel is preferred, followed by the closed cycle diesel, the electric cable/motor and the rechargeable battery/motor. The assessment was based on ten parameters pertinent to the health and safety aspects of shuttle cars. Drawing layouts of two typical mine shuttle cars incorporating closed cycle diesel powerplant concepts are included in this report. The performance parameters established for the two concepts are tabulated. A study was made of the logistics involved in transporting and replenishing the consumables needed to operate a shuttle car equipped with a closed cycle diesel. The closed cycle diesel powerplant consumables -oxygen, potassium hydroxide, and diesel fuel - were analyzed as to their compatibility with materials found normally in a gassy coal mine. Spill tests simulating inadvertent leakage of liquid oxygen in a coal mine were performed. A critical evaluation of existing oxygen sensitivity data and the relationship to the use of oxygen on a shuttle car in a coal mine environment is presented.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

The Bureau of Mines actively conducted a well-coordinated research pro- gram during the past fiscal year on problems dealing with the production of oil and gas, transportation of natural gas, chemistry and refining of petrole- um, thermodynamic properties of hydrocarbons, and the processing and utiliza- tion of incombustible helium gas. These particular reserach phases, compris- ing the presently scheduled activities, are integral parts of a broad program selected soon after the war as suitable for Bureau of Mines study, to meet immediate needs for specific information on petroleum and natural-gas problems of national scope. Important progress was made and many technical reports were finished during the year. Several reports were published on gas-condensate production problems, one giving the results of laboratory tests of relative merits of various steels and alloys for rosisting the corrosion that occurs in high-pressure gas- condensate wells. Research was continued, using the Bureau's windowed cell, to determine the characteristics of gas-condensate fluids, and an important paper on the phase relations of these fluids at low temperatures was published. An important part of the Bureau of Mines petroleum production research program for many yoars has been the engineering study of type oil fields. This year reports waro completed on the Lake Creek, Sheridan, and West Rod River fields, Tex.; the Atlanta field, Ark.; and the Bogge field, W.V. Othor fields under study and for which reports will be issued are the Carthage and Now Hope fields, Tex., and the Weber pool, Okla. Spocial studios to determine the characteristics of the oil-gas solutions as they exist within the native reservoir rocks have been in progress in the North Lindsay field, Okla.; the Elk Basin field, Wyo. and Mont.; and the Rangely field, Colo. The North Lindsay study brought to light several un- usual physical proporties of the oil as it is found in this deep-seated reservoir. For instance, its viscosity is less than that of water, and more than 2 barrels of the initial reservoir oil must be produced to yield 1 barrel of "stock-tank oil." In the Elk Basin and Rangoly fields the oil-gas solution varies in composition within the reservoir, depending upon structural location. Engineering studies were continued on woll spacing and on drilling fluids with special emphasis on obtaining uncontaminated cores, or coros for which the flushing action of the drilling fluid can be dotormined accurately. In connection with research on production of oil by secondary recovery methods, progress was made in studies of conditioning water for subsurface injoction, of input ratos and pressures for water-flooding oil sands, and of the selective plugging the more permeable mediurs to prevent or retard channel- ing of the injected fluid. The availability of fuels for all types of internal-combustion engines still is tho primary resoarch project in potroleum chomistry and refining. This rosearch program is subdivided into a sorios of problems under four main topics: (1) Raw-material studios; (2) relationships of fuel consumption, proporties, and performanco; (3) utilization of potroleum products; and (4) analytical mothods, which include chomical and physical property detorminations.

Reports technical progress in designing four machines to be used in mining coal underground, applying innovative concepts at the design stage (instead of add-ons). A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

MICA is a group name for a number of complex hydrous aluminum silicate minerals that have a sheet or platy structure and extremely variable and complex compositions containing various metallic ions, particularly those from the alkali group. Muscovite and phlogopite, the two varieties of significant commercial value, are the principal consideration of this report; muscovite has major importance industrially. The mica crystal, because of its laminated structure, can be split easily and accurately into thin films that are transparent, flexible, elastic, tough, and waterproof and have outstanding dielectric and insulating characteristics. This combination of properties is not duplicated in any other known substance. The world production of mica can be divided into two main classifications: (1) Sheet mica and (2) scrap mica (including flake mica). In general, separate divisions of the industry produce these two classes of mica, which differ widely in their uses and in the forms in which they are marketed. A glossary of mica terminology is given in appendix A.
