The recognition that surface mining need not be viewed as a permanent dedication of the land but rather as a temporary non-renewable use in a series of land uses has caused greater emphasis on the re-use of surface-mined lands. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. have been studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Indian Head Mine, which is located in Mercer County, North Dakota, has been studied. The Indian Head Mine is presently operated by The North American Coal Corporation -Western Division and has been in operation since 1917 under various ownership. The status of current reclamation and postmining land use planning was reviewed. In addition, the relationship between mine planning and public planning in an area impacted by energy development was investigated. Finally, key factors affecting site potential realization for western surface mines have been identified.

Coal resource data from public and private sources, in conjunction with previously published data, were used by the Bureau of Mines to determine the location and extent of strippable coal resources in Colorado. Total strippable resources of approximately 18 billion tons were estimated in 12 separate coal regions, fields, or deposits. Coal recoverable by contour mining techniques was not included. Criteria used in defining strippable resources were a minimum coalbed thickness of 2 feet and a maximum overburden thickness of 150 feet, except where the coalbeds are of exceptional thickness. Ail Colorado coal is either Cretaceous or Tertiary in age. Cretaceous coals occui In the Dakota Sandstone, the Mesaverde Group, and equivalent formations while Tertiary coals occur in the Dawson Arkose, the Fort Union and the Wasatch Formations, and equivalent formations. The strippable coal ranges in rank from bituminous in the Yampa region to ligniferous in the Denver basin. Ali this coal is low in sulfur content (less than 1 percent); ash content is low to high; heating value ranges from 3,000 to 12,000 Btu's per pound. Ash from the lignite of the Denver basin was found to contain an abnormally high percentage of kaolinite which conceivably could be recoverable as alumina.

Thermoelectric and metal alloying applications have changed the status of tellurium from oversupply to under supply . In a search for new sources of this element in Arizona , Colorado , New Mexico , Utah , and neighboring states , the Bureau of Mines analyzed more than 200 samples and obtained the results of tellurium determinations by private companies on more than 500 samples from a wide variety of mineral - bearing deposits . The About 40 minerals containing tellurium have been reported , mainly tellu- rides of gold , silver , bismuth , mercury , lead , copper , iron , and nickel . minerals usually occur in small quantities and identification in ores is extremely difficult . Samples containing more than 0.1 percent tellurium were taken from the Hilltop and Memphis properties in Dona Ana County , N. Mex . , and the Silver King property in White Pine County , Nev . , where development was chiefly for base metals . The Lone Pine mine in Catron County , N. Mex . , and the Bambolla mine near Moctezuma , Sonora , Mexico are potential sources of native tellurium occurring in small but high- grade pods . Much of the production of tellurium has come as a byproduct of electro- lytic refining of copper and lead- zinc ores in Arizona , Colorado , New Mexico , and Utah . Base -metal ore deposits will continue to be the most important pri- mary source of tellurium , although the concentration in ores is nearly always less than 10 parts per million . Any significant increase in output of tellu- rium probably will be related to production and improved efficiency in smelt- ing and refining base - metal ores .

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

Evaluation of incinerated sewage sludge as a secondary resource for aluminum, phosphorus, and minor constituents such as copper and zinc was initiated as part of the Bureau of Mines secondary resource program. The elemental composition of sludge ash for 14 plants in 11 U.S. cities was determined. Comparing industrialized cities with cities where most of the sewage is domestic, significant differences in heavy metal content were noted. Various parameters were investigated affecting the extraction of metals and phosphorus from a typical industrial city sludge ash and from a Palo Alto, Calif., sludge ash with a high precious metal content. Three extraction-recovery procedures for metals and phosphorus using sulfuric acid leaching, ion exchange, and various precipitation techniques were investigated. The last procedure developed was a combination approach using a three-stage countercurrent sulfuric acid leach that recovered most of the economic values from the sludge ash and also removed the leachable fraction of elements of environmental concern.

"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. On June 22, 1947, 65 days after the explosions, the red Cross and the Texas Department of Public safety repoted:,""Identified dead, 405; unidentified dead, 63; believed missing, 100; injured, 3,000; hospital¬ized, 600; still in hospitals, 37."""

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Marrow vein deposits will continue to be an important source of valuable minerals. Productivity per manshift is not keeping pace with operating costs. Increased mechanization of stoping operations must be obtained to create greater productivity at a reduced cost per ton. This application of mechanization may be to either present methods or to newly developed concepts. The total mine unit operations will be effected by increased productivity. Two approaches to increasing the mechanization of narrow vein stoping were studied with the intention of increasing stope productivity and decreasing stoping costs. A method of bringing efficient rubber-tired equipment into narrow cut and fill stopes was designed. It proposes to provide stope access by way of a ramp constructed on the stope fill. Impact breaking equipment was studied and specific applications proposed.

This bulletin is a detailed study of low-temperature, entrained-bed carbonization of a Texas lignite. The lignite studied was from the Sandow strip mine and is representative of the Rockdale formation of the Wilcox formational group. Carbonization was conducted in a continuous entrained-bed reactor at several temperatures in the 8801 to 1,52°C F range, and at air-coal ratios it the 0 to 10.30 scf/lb range (moisture- and ash-free basis). Carbonization rates ranged from 97.1 to 410.0 lb/hr (as-received basis), At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coal ratios, parts of the heat for carbonization was supplied externally. It was demonstrated that the entrained-bed carbonization of lignite is a complex reaction and that several variables, of which carbonization temperature, air-to-lignite ratio, and the average size of lignite are important, act together to influence both the carbonization yields and the properties of the resultant products, Process variables established by pant tests were used to design the industrial scale carbonizer operated at Rockdale, Texas, by the Texas Power & Light Company as agents for the Aluminum Company of America. Properties of the carbonization product obtained from the industrial scale reactor were essentially the same as those obtained from the pilot plant reactor operated under the same conditions.

The Bureau of Mines, in its researches aimed to prevent wastes and to increase efficiency in oil-well practice, has investigated the matter of casing troubles and fishing methods. The results of the investigation are set forth in this paper. After expensive development work, many wells being drilled for oil have been abandoned because of casing troubles. These troubles in many instances have been thought to be insurmountable, whereas they are sometimes susceptible of solution. In fields_ where casing difficulties are of daily occurrence, methods have been evolved for combating them. Were these methods more widely known and applied wherever the same conditions exist, the oil industry at large would be greatly benefited. This report attempts to classify these troubles and suggests solutions that will save the operator discouragement and expense. It is assumed throughout this paper that the reader is so familiar with the ordinary oil-well drilling and fishing methods that detailed explanation is unnecessary. The well-drilling terms that are used herein will be readily understood by those for whom this discussion is intended. However, in order to avoid confusion as to the sense in which some of these terms are applied, definitions &re included.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

The primary goal of this research report is to discuss safety considerations involved in the use of lead-acid batteries for traction purposes in underground coal mines. In order to arrive at the objective, the topic of battery safety has been divided into two specific areas. The first deals with the fact that batteries emit hydrogen gas during and after the charge cycle. Hydrogen gas can be the source of dangerous explosions or mine fires. The second major topic deals with the electrical nature of the battery and battery-charging systems, which also provides a source of mine fires as well as electrocution hazards. In addition to the discussion on battery safety, a literature review has been undertaken to acquaint the reader with some basic concepts inherent to the battery usage process. The result of this research is a set of design specifications and procedural recommendations directed at improving the safety factors inherent in any underground battery usage scheme.

Watershed Jll in Jefferson County, Ohio we instrumented in 1977 as one of three watersheds established for the purpose of investigating surface mining and reclamation effects upon local hydrology, sediment discharge, and sediment and water quality. Each watershed was less than 50-acres in size, and was in a different geologic setting within southeastern Ohio. Surface runoff and ground¬water levels were monitored. Samples were taken for sediment determination and chemical analysis prior to mining. Monitoring and sampling continued through the period of watershed disturbance caused by mining and reclamation activities, which began in May 1980 at Watershed Jll. A psuedo-postreclamation period followed the initial cessation of man-machine activity on the watershed. A second reclamation effort occurred in the fall of 1981 and was to be followed by a third in 1982 after observations ceased. A true final postreclamation period was not monitored at this site, because the erosion control practice (terrace diversions) failed after each reclamation. Watershed Jll was a small pasture and wooded watershed with sandstone and shale above the mined coal seam prior to mining. A clay layer under the coal supported a perched saturated zone, termed the top aquifer for convenience. A lower underclay supported a second saturated zone called the middle aquifer. A lower perched aquifer had been dewatered by previous deep mining. After about three years of premine data and about two and one-half years of mining reclamation and psuedo-postreclamation data, the following general observations may be made: 1. The mining-reclamation phase was very short, and the postmining period was characterized by erosion failures and remedial disturbances that kept the watershed condition and size in a state of change. It was impossible to collect sufficient data to confidently characterize the hydrologic-sediment-chemical aspects of the mining period or of a postreclamation period and, most importantly, of the future watershed after its various properties and characteristics have ceased adjusting to its severe disturbance and reconstitution. 2. A seeding of wheat followed by grasses and legumes was not a particularly successful reclamation practice in terms of stabilizing the new soil. Numerous rills and small gullies developed in spite of installed diversions. 3. Storm runoff rates and yields at the watershed outlet increased from the premine, (phase 1) to the mining-reclamation (Phase 2) periods, and remained at or near the Phase 2 level through the postreclamation (Phase 3a) period. 4. The top aquifer changed in physical and chemical character as a result of mining and was becoming reestablished as the project drew to a close; but it is impossible to predict its final configuration or character. 5. Dewatering of the top aquifer resulted in a complete cessation of baseflow because the middle aquifer water table lay below the elevation of the watershed outlet. 6. The top and middle aquifers were merged in one area of the watershed where the upper coal underclay was disturbed. 7. Failure of the diversion terraces and their outlet obscured the effects of the reclamation practice upon sediment concentration and yields. There was little difference in sediment concentrations between Phases 2 and 3a. 8. Drinking water standards were met by surface waters throughout the period of observation except for two samples that exceeded the nitrate-N allowable level of 10 mg/l. 9. In all Phase 3 surface-water samples, iron concentrations were within the limits established by OSM, and manganese concentrations exceeded the regulation level only once. pH fell below the lower regulation level of 6.0 between 10% and 20% of the time. 10. The chemical quality of sediments was generally about the same after reclamation as before mining, with the exception of organic carbon, which decreased.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.
