The Bureau of Mines started a continuing program to investigate and evaluate analytical techniques to assist governmental agencies to select simple, rapid, reliable methods for crude oil spill identification. Six crude oil samples were analyzed to evaluate gas-liquid chromatography, atomic absorption spectrophotometry, infrared spectoscopy, sulfur and nitrogren determinations, mass spectrometry, nuclear magnetic resonance spectroscopy, and ultraviolet spectrophotometry. Samples were studied from the following selected fields: El Morgan, Egypt; Duri, Indonesia; Minagish, Kuwait; Bachaquero, Venezuela; Gach Saran, Iran; and Prudhoe Bay, Alaska. These samples were chosen to represent high-production fields that are likely to be involved in oceanic transport. Over 50 years of Bureau of Mines analytical research on petroleum served as the basis for evaluation of the experimental results to determine which of the methods are effective techniques to identify crude oil spills. Gas-liquid chromatographic analysis, atomic absorption spectrophotometric analysis, and sulfur-nitrogen determinations are recommended as the most useful of the techniques investigated.

The U.S. Bureau of Mimes conducts research at the Galena Mine, Wallace, ID, with the aim of mitigating the effects of rock bursting. Destress blasting is commonly used as a stress control technique at the mine. A digital seismic array and an array of borehole pressure cells (BPC's) had been installed near the site of a stope undergoing mining and periodic destressing. The instrumentation was being monitored at the time of a destress blast of the 46-99 stope. No significant seismic events occurred coincident with the destress. However, the destress was followed by a 21/2-week period of increased seismic activity, including two damaging events on February 7, 1990, at 034500 (hour, minute, and second) and 122020 Pacific standard time. BPC measurements indicated coseismic ground pressure changes on the order of 200 to 300 kPa associated with the damaging events. Fault plane solutions and dislocation models established that stress changes induced by the event at 034500 may have been significant in promoting the occurrence of the event at 122020. Theoretical investigations suggest that applying knowledge of the existing stress field, an understanding of rock burst mechanics, and fracture mechanics principles can improve destress effectiveness.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

The Bureau of Mines, U.S. Department of the Interior, as part of its mission to effect pollution abatement, conducted research to devise means for disposing of phosphatic clay wastes and reclaiming mined land. Part of the investigation was performed in a cooperative research project with 10 phosphate companies in Florida. The colloidal properties of the phosphatic clay suspensions, called slimes, make them difficult to dewater and dispose of without impoundment storage aboveground. Various reagents to flocculate and dewater these plant wastes were evaluated, and a polyethylene oxide polymer was found to function in a specialized flocculation dewatering technique. The flocculation dewatering method was investigated in bench-scale batch tests and applied in continuous dewatering tests using standard mineral-processing equipment. In continuous tests at feed rates of up to 58 liters per minute, wastes at 4 percent solids were dewatered to about 20 percent solids. About 0.8 kilogram of polymer was used for each metric ton of dry waste clay solids; processing time was about 4 minutes. Requirements for the treatment system are (1) proper mixing of the clay-waste feed and flocculant, (2) rapid removal of water as it is released, and (3) physical manipulation to promote cohesion of solids.

Secondary roof support systems play a vital role in preserving the safety of underground mine workers by preventing the unintentional collapse of the mine roof. Hundreds of thousands of standing roof supports are constructed each year in underground coal mines. Historically, wood and concrete cribs and timber posts have been used for secondary roof support. These support constructions require the handling of heavy and bulky materials, causing numerous injuries to the mine workers and resulting in more than 40,000 lost workdays in the past 9 years. Since 1993, various alternative support technologies have been developed. These new support technologies not only provide superior roof support, but many also have significant material handling advantages by using smaller and lighter weight materials, fewer components, mechanically installed support systems, and pumpable support systems. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive material handling research and has developed recommended lifting thresholds to reduce material handling injuries. An analysis of roof support construction reveals that conventional support materials used in wood and concrete cribbing exceed the recommended lifting thresholds, while the engineered support systems are closer to the recommended weight thresholds. Finally, recommendations are made relative to proper lifting techniques and material handling practices to prevent injury to mine workers when constructing roof supports in underground coal mines.

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

The Bureau of Mines is currently conducting a four year mineral assessment of the 5.7 million acre Valdez Creek Mining District in Southcentral Alaska, as part of its ongoing statewide mining district evaluation program. This report is a summary of the 1987 field work, which included the examination of mines, prospects, and mineral occurrences in the study area. Placer gold has been the most important metal produced in the area, and production totaled 161,131 oz, with the majority of the production coming from the Valdez Creek Mine. Lode gold and silver production totaled 1,581 oz and 8,617 oz, respectively and came mainly from the Golden Zone Mine. Varying amounts of other metals, including copper, lead, zinc, molybdenum, antimony, chrome, nickel, cobalt, tin, tungsten and platinum exist in the study area. Occurrences of industrial limestone and coal are also located in the area.

As a part of the program of investigation of domestic sources of manganese ore, mining engineers of the Bureau of Mines examined and obtained samples of ore from two properties in the vicinity of Bettie Mountain, Lander County, Nev. In addition, samples from three claims in the Carico Lake region, Lander County, Nev., were submitted by private interests. RS the ores were too low in grade to be acceptable for the direct production of ferromanganese, their amenability to concentration by ore dressing was investigated. The Black Bock property is 16 miles south of Valmy, Nev., and is owned by Western Alloys, Inc., Salt Lake City, Utah. The deposit is a replacement of sedimentary rock by manganese oxides. Ore occurs in two main ore bodies designated as the "upper bench" and "lower bench", which could be mined separately. Examining engineers obtained samples from each ore body, and laboratory experiments were made on each sample. The Black Eagle group of claims is in Lander County, Nov., about 43 miles southwest of Battle Mountain. Ore occurs as a replacement of manganese oxides in shale and chert. The 2-ton sample of ore used for laboratory testing was taken by a Bureau of Mines examining engineer from an adit that partly transversed a 28-foot bed of ore. The property is controlled by Western Alloys, Inc.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% (Gigliotti et al., 1991). To effectively determine worker noise exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop measurement methods and test procedures for identifying noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. The measurement system that was used to analyze the noise sources around a stageloader used stationary dosimeters in a documented repeatable pattern to record the sound pressure and dose levels. A time-motion study of the cutting cycle and stageloader operator’s work cycle was done to correlate the sound levels at measurement locations and the resulting operator’s daily dose with significant noise events. Results from the underground measurements show that the highest sound levels recorded were at the stageloader discharge segment and tailpiece controls, where sound levels remained about the same throughout the test.

The U.S. Bureau of Mines investigated Fe-base alloys containing 8 pet Crwith Ni, AI, and Si additions as substitutes for standard AISI Type 304 stainless steel (SS) in high-temperature oxidizing applications. The objective of this study was to reduce the amount of Cr required to make an austenitic stainless steel while retaining satisfactory workability, mechanical properties, and oxidation resistance. Alloys prepared in this investigation had a composition of Fe-8Cr-lMn-0.07C with varying amounts of Ni, AI, and Si. A minimum of 10 pet Ni was required to achieve an austenitic composition. The microstructures of the austenitic alloys were very susceptible to room-temperature, deformation-induced martensitic transformations. When the alloys were cold worked or stressed, the materials had far greater tensile strengths than Type 304 SS at room temperature. At higher temperatures, tensile strengths and workability of several of the alloys were comparable to that of Type 304 SS. Although martensitic transformation caused the room-temperature properties of the experimental alloys to be quite different than those of Type 304 SS, the superior oxidation resistance and similar hot workability of several alloys encourage their use as replacements for Type 304 SS.

Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

The Bureau of Mines has collected field data and made laboratory investigations of trailing- cable performance in the hope of developing a better and safer cable for use with permissible mining machines . Because of their better insulation and performance , only rubber- sheathed cables were finally considered . The cables tested represented the product of six manufacturers . : After consideration of the results of the preliminary investigations , the conditions under which cables are used in mines , and the better performance of the later types of cables that were submitted as the investigation progressed , the bureau formulated a performance - test requirement and notified the cable manufacturers as follows : The hazards of the trailing cable are such that the bureau has been unable to extend beyond the machine its formal approval to cover the cable as at present developed . However , in the attempt to reduce the hazard as much as possible , cables passing certain tests will be recommended for this service and it is hoped that several cables will be developed to meet this requirement .

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

"INTRODUCTION In 1930 the Shenandoah-Dives Mining Co. near Silverton, Colo., put into operation a newly erected, 300-ton selective flotation plant to mill complex ores from its nearby mine. The operation was a steady producer and was enlarged to treat 600 to 800 tons a day. In 1942 the company opened and started milling an area in the mine containing semioxidized ore. The valuable mineral content of this ore was considerably higher than in, the straight sulfide ore previously handled alone. The mixture of clean sulfide and semi-oxidized ore was difficult to treat; consequently, tailing losses, especially with respect to lead, were high. A few years later, in order to study the possibilities of obtaining higher recoveries by a modification of the mill flow sheet, a 1,200-pound sample of mill, feed, taken over a period of several days by the company, was submitted to the Mississippi Valley Experiment Sta¬tion for testing-. Although this sample proved to contain more than twice as much lead as the average yearly mill feed, the same problem of recovering the oxidized values was present.A résumé of the ore-dressing treatment used in the Shenandoah-Dives mill follows. After crushing, the ore passes through a ball mill, the minus 5-mesh discharge of which is distributed to three tables. A finished lead concentrate is made on the tables, and the table tailing goes to the classifier which is in closed circuit with the ball mill. The classifier overflow is treated -by flotation to obtain a bulk sulfide concentrate at a relatively coarse size. The bulk concentrate is thickened and reground to about 95 percent minus 325-mesh before flotation treatment to separate a lead-copper and a zinc concentrate. A typical monthly average showed that the table concentrate contained about 45 percent lead, 1 percent copper, 4 percent zinc, 12 ounces of gold, and 40 ounces of silver; that the lead flotation concentrate contained '35 percent load, 6 percent copper, 7 percent zinc, 3.5 ounces of gold, and 50 ounces of silver; and that the zinc flotation concentrate contained 2 percent lead, 0.5 percent copper, 60 percent zinc, 0.15 ounces of gold, and 4 ounces of silver. Recoveries in salable products were roughly b5 percent of the lead, 70 percent of the copper, 45 percent of the zinc, 85 percent of the gold, and b5 percent of the silver."

Laboratory and field data for wire ropes typical of constructions used in underground mine hoisting were obtained, screened, encoded and analyzed statistically. The statistical analysis of data for hoist ropes retired from service showed that rope remaining strength (or, conversely, strength loss) can be predicted with good accuracy if several nondestructive measures of rope damage are assessed. Found to be most important was the outer-wire corrosion rating, the electromagnetic (EM) nondestructive-inspection technique used for predicting strength loss, and the rope diameter reduction. Signs of rope deterioration such as broken wires or damage were also important indicators of strength loss. Based on the results of this investigation, a number of recommendations are presented that promise to yield better rope inspection and retirement criteria which will in turn lead to improved safety and efficiency in underground mine-hoist systems.

"INTRODUCTION The Southern Cross district in Deer Lodge County, Mont., has been chiefly a gold producer. Most of the production has come from gold-bearing hematite-limonite ores. Some of these ores were mined and shipped to smelters for use as flux in smelting copper ores. A magnetite deposit in the Pomeroy property, containing no gold or other economic nonferrous minerals, was mined from 1921 to 1923, the ore being shipped to smelters for flux.The iron-bearing deposits in the Southern Cross area were examined by Bureau of Nines engineers/ on June 28, 1943, and October 14, 1943. As a result, a Bureau exploration project was recommended; it was conducted during 1944. A magnetometer survey was first made of the magnetite-bearing area at and in the vicinity of the Pomeroy property. Exploration by diamond core drilling was then conducted within this area, and in the Southern Cross and Hold Fast properties. This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

 The amount of energy required to support a unit volume of industrial production appears to depend on the volume of industrial production, effi- ciency of utilization of fuel, the form of energy used, climate, and popula- tion served. Previous to the first World War, industries of the United States were learning how to use the vast resources of energy that were available. From 1895 to 1900 the total amount of energy produced was equivalent to 3.7 tons of 13,100 B.t.u. coal per capita, but from that period until 1920 the energy used increased steadily until it reached an average of 7.7 tons per capita. Since that time the amount used has fluctuated with business con- ditions and has averaged 6.9 tons per capita.
