This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1979 (October 1, 1978-September 30, 1979) under its Mine Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's miners.

The hazard to health from contamination of air by a noxious gas depends not only on the potential harmful response attending exposure., but also on the warning properties, which in effect may be termed the "accompanying warning response," This warning may be manifested as an odor, taste, irritation of the eyes, nose, or throat, or perhaps headache, vertigo,, or nausea. These manifestations may be painful and even slightly harmful, but to a much lesser degree than the primary injury of exposure. The warning response mitigates hazards directly in proportion to the degree of intolerability which -accompanies injurious exposure, and accordingly its absence augments hazards. This accounts for the fact that the actual health hazards from a nonodorous or non-irritating gas or vapor of comparatively low toxicity sometimes equal or exceed the hazard from a considerably more toxic substance, but one which possesses a marked odor or produces eye, nose, or throat irritation in advance of harmful exposure. When a substance lacks the properties for giving warning, it is often possible to impart them by the addition of a small amount of another substance which has an exceedingly high warning intensity. The vapors of this substance, commonly termed a "warning agent" or "tracer gas," escape and mingle with the gas or vapor which lacks warning properties and thereby apprises persons of the latter's presence. The amount of the warning agent added is that which will give adequate warning in advance of serious physiological harm from the dangerous gas or vapor.

Glass wool meeting requirements for commercial use was made from glassy fractions of urban solid wastes by the Bureau of Mines. This research was a part of the Bureau's program to develop building products and other usable materials from reclaimed urban waste materials. Mixes of molten glass were fiberized into glass wool during laboratory studies by impingement of a jet of compressed air on a stream of the molten glass. The principal test variable studied was composition of the melt; this was varied by adding dolomite and alumina to obtain molten glass with the handling characteristics required for producing final wool products of the desired composition and physical characteristics. When no charge is made for the waste glass and approximately $75 per ton can be obtained for the wool product, an interest rate of return on investment after taxes of about 12 percent can be obtained. If a charge of $5 per ton is required for the waste glass, a selling price of about $78 per ton would be necessary to obtain a l2-percent-interest rate of return on investment after taxes.

With the rapid depletion of the Peerless Coal Co.'s mine in Spring Canyon, it was necessary, if the company was to remain in the coal-producing business, to look to the development of a new property or to acquire a mine already developed. After careful investigation of several operating properties it was decided by the officials of the company to take over the lease on an undeveloped acreage held by a private party in Price Canyon, about 3 miles north of Castle Gate, Utah.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

In the interest of safety ii: coal mining, the Bureau of Mines recommends: That all active underground coal mines, whether working or idle, have one or more fans in continuous operation. The capacity and installation shall be such that the entire mine workings are adequately ventilated at all times. Main fairs shall be located on the surface in fireproof housing offset from the line of any mine opening. The housing shall be provided with ample pressure-relief doors or other devices easily opened by the force of an explosion. The installation shall permit prompt reversal of air flow. For mines that liberate gas, the fan shall have at least two independent sources of rower immediately applicable. Ventilation of underground workings in coal mines is needed whether or not explosive gas is present. Natural ventilation is unreliable and often uncontrollable. Main fans should be on the surface; if they are in the mine, fire or explosion may make access difficult or dangerous and render the installation inoperative.

Reduce the noise levels to which operators of double-drum longwall shearers are exposed without compromising the operational effectiveness of the shearer. The Problem Noise produced by double-drum longwall shearers can be harmful to machine operators. Typical noise levels at the lead-drum operator position range from 100 to 105 dBA, and Federal noise regulations allow only one to two hours of exposure per shift at these levels. Noise radiated by the shearer cutting drum is the primary contributor to the overall noise level. However, test of a noise-controlled cutting drum developed by the Bureau of Mines reduced the operator noise level to 95 dBA, thereby increasing the allowable operating time to four hours per shift. Approach The key design aspect of the noise-controlled shearer drum is its reduced vibration-al response to coal-cutting forces. Laboratory studies have shown that these forces are concentrated in the low-frequency region (500 Hz and below). "Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer, and distribution of DPM in coal mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Analyzed using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study is presented.With diesel equipment holding an important place in underground coal mining and growing in use over time, it is important to develop and improve controls of the exhaust emissions, especially diesel particulate matter (DPM), to further reduce potential health hazards. The proper design and maintenance of diesel engines and on¬board control procedures are paramount requirements for controlling DPM successfully. There is also, however, a significant reduction potential in terms of personal exposure that can be realized by managing the DPM that gets into the airstream. Strategic design of the mining, ventilation, and equipment implementation systems remain essential for efficiently reducing the DPM concentrations.Modeling the effect of diesel exhaust contaminants upon the mine atmospheric quality will permit improved health and safety design of the overall mining and ventilation systems. Numerous studies have been performed to model the distribution/transport of gaseous and particulate emissions in the underground mine atmosphere and some very sophisticated convection/diffusion models have been developed (Skobunov, 1974; Thakur, 1974; Stefanko and Ramani, 1975; Wala, 1980; Bandopadhyay and Ramani, 1983). Most of these models were developed for a single airway or based on the assumption that the ventilation network of a mining section can be approximately represented by a single intake and a single return. The complexity of most models of the convection/diffusion type and the mobility aspect of diesel haulage units made a detailed emissions model very difficult to develop.The current model is an attempt to fill the need for a more generic tool applicable to mining sections employing multiple mobile diesel units by simplifying the convection-diffusion model to a convection-only model. The simplification is based on the fact that the diffusion coefficient will affect only the transient environmental contaminant concentrations with little or no affect on the time-weighted-average concentrations over a relatively long period such as a working shift (Lee et al., 1994). In view of the difficulties involved in mathematical modeling, the approach here is developing and using a computer simulation model. A PC-based FORTRAN 77 simulation model for the analysis of mining systems with multiple diesel sources and any ventilation network configuration was developed to study the distribution/transport of DPM in mine airways, evaluate methods of reducing DPM concentrations, and explore modifications to existing mining practice."

To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

An important part of initiating a site-wide ergonomics evaluation process is prioritizing jobs to be analyzed. While injury data is important, other factors such as worker discomfort and physical exertion requirements, should be considered. This paper describes the use of four sources of data (injury records, the Nordic Standardized Musculoskeletal Questionnaire, supervisor interviews, and management concerns) to prioritize jobs for ergonomic analysis. The approach described integrates the four sources using a decision matrix to prioritize jobs for ergonomics analysis.

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

The objective of this program was to adapt Space Shuttle technology on high-performance spherical pressure vessels to cylindrical pressure vessels. Specifically, a cylindrical aluminum liner overwrapped with fiberglass filaments and prestressed by yielding the liner under a sizing pressure was to be replaced by a higher strength-to-weight ratio steel liner overwrapped with a higher strength-to-weight ratio filament. The steel was cryoworked stainless steel and the new fiber was Kevlar 49. In addition, the heavyweight ends of the aluminum liner were to be replaced by thin-walled domes which required multiple helix angle wraps for their support, in place of the single kite-string wrap from pole to pole of the aluminum overwrapped design. The use of cold swaging of tube-ends to form bosses, demonstrated on subscale development efforts, had not been achieved full-scale when the contract was initiated. Difficulties arose with the full-scale demonstration which were not solvable at the time with the designs and equipment available. hence, an unanticipated development was the finally selected method of making the 4-in.-diameter stainless steel liner with a single boss and no welds in an 0.020-in.-thick wall, from an 0.050-in.-thick, 13-in.-diameter disk. The demonstration vessel failed by leakage during the prestressing step because embedded oxides had formed flaws in the boss region. Such flaws have been avoided by proper temperature control during hot spinning. Hence, a new design was developed which weighs half as much as its recently developed predecessor. Funds ran out before adequate testable hardware was produced.

A project to demonstrate the feasibility of retorting oil shale by the Paraho vertical retort process was carried out at Anvil Points, Colorado during 1974 to 1976. As a part of the demonstration project, laboratory and field tests were performed to determine the physical and chemical properties of the retorted shale for use in the development of eventual full-scale disposal plans. The material which exits from the Paraho retort is classified as a non-plastic silty gravel by the Unified Soil Classification System. The particles have an apparent specific gravity averaging near 2.60 and a mass specific gravity averaging near 2.00. The material can be compacted by normal laboratory and field construction methods to about 90 to 100 pounds per cubic foot dry density depending upon the degree of compactive effort applied. The addition of moisture does not improve compactibility appreciably. When high compactive effort is applied the retorted shale is classed as impervious to water flow. The compacted retorted shale exhibits shear strengths in the same order as those observed for silty gravel soils. If the compacted material is cured (long tune simulation testing) prior to strength testing considerable strength gain can be obtained from cementing action. The amount of cementing developed is dependent upon heat treatment and other operating modes of the retort.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

The Bureau of Mines conducted a laboratory-scale investigation of grouting mixtures containing iron or aluminum to determine the existence of health or explosion hazards, due respectively to oxygen depletion or hydrogen emission. Mixtures containing iron created an oxygen deficiency in less than 24 hours and released small amounts of hydrogen; a health hazard could occur but only under extremely unfavorable conditions. Mixtures containing aluminum released little hydrogen and consumed little oxygen; however, if improper on-site mixing yielded high local metallic aluminum concentrations, enough hydrogen might be released to produce an explosive atmosphere in a confined space.

OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

This report describes a 4-inch diameter borehole probe which contains a low light level TV camera, magnetic compass, light illumination source, bottom/water detector sensor and a pointing angle sensor. The camera viewing angle is at a right angle to the probe's body. All data from the sensor is multiplexed into the closed circuit camera video for transmission on a single 50 ohm coaxial cable to a surface control unit. Likewise control of the probe's power, zoom lens, focus, panning and aperture is accomplished via a down-link multiplexed on the same cable.

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.
